News consumption is increasingly shifting from social media like Facebook to messaging applications like WhatsApp, according to a study published Thursday which also found high levels of international public concern about fake news online.

The Reuters Institute report, which covers 37 countries in five continents, found that the use of social media for news fell by six percentage points in the United States compared to last year.

“Almost all the decline is due to a decrease in the discovery, posting and sharing of news in Facebook,” said lead author Nic Newman, a founding member of the BBC News website.

Facebook suffered its worst public relations disaster in its history when a huge data privacy breach was revealed earlier this year.

The scandal saw many users around the world opt to move away from Facebook, and to spend more time on other apps like WhatsApp and Instagram — which are also owned by Facebook.

The 2018 Digital News Report found that WhatsApp is now used for news by around half of the sample in Malaysia (54 percent) and Brazil (48 percent) and by around a third in Spain (36 percent) and Turkey (30 percent).

The report, based on a YouGov survey of over 74,000 online news consumers, found Instagram had also taken off in Asia and South America, while Snapchat progressed in Europe and the United States.

The report also revealed that the average level of trust in the news has remained relatively stable at 44 percent — a slight increase from 43 percent last year. However, only 23 percent said they trusted the news they find in social media.

Real or fake?
More than half (54 percent) agreed or strongly agreed that they were concerned about what is real and fake on the Internet.

The rate was highest in Brazil at 85 percent and lowest in the Netherlands at 30 percent.

The survey found that a majority of respondents believed publishers and platforms have the biggest responsibility to fix the problem of fake and unreliable news.

Some 60 percent of respondents in Europe, 63 percent in Asia and 41 percent in the United States believed that their governments should do more to stop “fake news”.

The report also found that podcasts are becoming an increasingly popular way of accessing news, with 33 percent of respondents in the United States and 18 percent in Britain making use of them.

It found that in Britain, Germany and the United States, around half of those polled who have voice-activated digital assistants like Amazon Echo and Google Home use them to receive news.

The Inspector-General (IG) of Police, Mr. Ibrahim Idris, has approved the National Human Rights Commission’s (NHRC) request to begin an independent audit of detention cells in all police commands and formations in Nigeria.

The audit would also include all detention cells of the Special Anti-Robbery Squad (SARS).

According to the News Agency of Nigeria (NAN), Head, Public Complaints Rapid Response Unit (PCRRU), Assistant Commissioner of Police (ACP) Abayomi Shogunle, who disclosed this in a statement yesterday in Abuja, said the audit would enable the NHRC oversee the human rights situation of detainees as well as undertake general audit of the state of police detention facilities (cells) in the country.

Also, according to NAN, the National Commandant, Peace Corps of Nigeria (PCN), Mr. Dickson Akoh, has appealed to the IG to unseal the headquarters of the corps in Jabi, Abuja.

Akoh, who said this at a news conference in Abuja yesterday, also urged stakeholders in the security sector to implore the police boss to obey the rule of law.

In another development, the IGP has directed Zonal Assistant Inspectors-General of Police and Commissioners of Police in charge of zones and state commands nationwide to beef up security and ensure massive deployment of police personnel to all praying grounds and other venues of celebration throughout the country to prevent crime and ensure hitch-free Sallah celebration.

In a statement by Police Public Relations Officer, Jimoh Moshood, the operation will cover recreation centres, public places and critical infrastructure and public utilities.

In Borno State, the police have deployed 5,000 personnel for a hitch-free Sallah celebration with three days show of force in Maiduguri metropolis.

Police Commissioner, Damian Chukwu, who disclosed this at a news conference held at the Police Headquarters, Maiduguri, said: “The “show of force” commences today in Maiduguri metropolis and on Thursday and Friday to protect people’s lives and property during the celebration.”

In Lagos State, police formations are expected to embark on a show of force between 6:00 a.m. and 9:00 p.m. on Thursday to demonstrate the command’s crime-fighting ability ahead of the Eid-el-Fitri celebration.

The state Commissioner of Police, Imohimi Edgal, who ordered the operation, said it was to assure residents of adequate security during and after the Sallah holidays.

In a similar vein, Ogun State Sector Command of the Federal Road Safety Commission (FRSC) has deployed 1,000 personnel, comprising regular and special marshals to oversee traffic activities on highways in the state.

In a statement signed by the State Sector Commander, Clement Oladele, the special patrol operations, which commenced from yesterday (Wednesday) to Monday, June 18, 2018, will focus on excessive speed, dangerous driving and other offences.

He urged motorists to contact FRSC toll-free No. 122, 08150646550 and 08023832594 in case of crash or obstruction.

Also in Jigawa, the FRSC has deployed 284 personnel and two ambulances to ensure safety on the roads across the state during the Eid-el-Fitri celebration.

The FRSC Sector Commander in the state, Mr. Angus Ibezim, told NAN in Dutse yesterday that the personnel deployed comprised 50 officers, 210 marshals and 25 special marshals.

Meanwhile, the Nigeria Security and Civil Defence Corps (NSCDC) has deployed 45,000 personnel nationwide to ensure a secured and peaceful celebration.

About 36.6 million telephone lines have been withdrawn from some telecommunications operators from the National Numbering Plan (NNP) with effect from March 20, 2018.

A telephone numbering plan is a type of scheme used in telecommunication to assign telephone numbers to subscriber telephones or other telephony endpoints. Telephone numbers are the addresses of participants in a telephone network, reachable by a system of destination code routing.

The Numbering Plan is an addressing mechanism for communication networks, which enables routing of traffic to designated networks. NNP is sometimes used to identify different types of services

The lines withdrawn, The Guardian gathered belonged to about 48 operators. While some are still in operation, large numbers of them have down tools as a result of harsh economic challenges and supposed mis-management of their operations in the country.

Some of these operators, according to a document on NNP from NCC, operated with national and states licences. The operators include Alpha Wireless Limited; Disc Communications; Mobitel; Shell Petroleum Development Company of Nigeria Limited; Starcomms; Zoom Mobile; Odu’a Telecoms Limited; Rainbownet; Gicell Wireless Limited; Broadband Technology Limited; NITEL; Multilinks; BIG Communications Limited; Bell and Bell Telecoms, among others.

States and cities were some of these telephone lines were withdrawn from include Lagos, Abuja, Enugu; Gombe; Oyo; Port Harcourt; Oshogbo, Ile-Ife; Warri; Sapele;Ijebu-Ode; Ado-Ekiti; Ilorin; Auchi; Lokoja; Asaba; Jos; Ibadan, Akure; Calabar, Umuahia, among others.

The ranges of these numbers include 770,000; 550000; 710000; 499000; 780000; 8770000; 220,000; 4,100,000; 7070000000, among others.

The area codes of these numbers include 053; 073, 044; 01; 084; 09; 052; 038, and others.

A top official of the NCC, who spoke with The Guardian on the condition of anonymity, said the numbers withdrawn were numbers, which have been in existence since 2001. Some of the operators got the set of lines from the then, monopoly operator, Nigeria Telecommunications Limited (NITEL).

He revealed that after the collapse of NITEL, the regulatory role fell on NCC. He said some of the lines have become dormant and not put to use, while some operators failed to renew their licenses.

According to him, the NNP process was to orderly arrange the numbers for proper management, especially at this period of increasing security breaches through some unidentified numbers.

Earlier in a statement on its website, NCC claimed to have developed the NNP to set up uniform numbering scheme for easy calls to subscribers and operators.
The NNP provides a uniform dialing procedure for local, national long distance, international calls and calls to emergency, special services, independent of where the call was originating from in the country.

According to the NCC, other numbering information includes, terminologies, dialing procedure, area codes by zone and primary centre and mobile telephony number allocation.

Some of the NNP terminologies are numbering area, trunk prefix, trunk code, directory number and international prefix, among others. “Numbering area is part of the country to which a trunk code has been allocated and within that area only the directory numbers are dialed.

“Trunk prefix is the digit or a combination of digits to be dialed by a calling subscriber so as to obtain access to a trunk code and the numbering area.”

It explained that the international number consists of the country code of the required country followed by the national number of the called subscriber. NCC said that it was charged with development of the NNP for the Nigerian telephone networks both for fixed and wireless networks. “This is to ensure allocation of unique numbers to each subscriber connected to the network.”

The Nigerian Communications Act, Section 4 empowers NCC to develop, manage and administer a national numbering plan and electronic addresses plan and the assignment of numbers and electronic addresses there from to licensees”

The Commission, according to the act, shall, solely and exclusively be vested with control, planning, administration, management and assignment of the numbering and electronic addressing of network services and applications services.

The Country Code for Nigeria is +234 and the NNP can be categorized into five classes, which are: Geographic Numbers/Numbering Areas for Fixed Communications Services; Non-geographic Numbers for Mobile Services; Vanity and Toll-Free; Premium Numbers.

There are short codes for special services. For example 112 for emergency services.

Instant messaging app Yahoo Messenger is shutting down after 20 years of operation.

The company did not give any reason for the shutdown.

The company announced that the messenger will go offline on July 17, it is speculated that the competition between the more popular applications like WhatsApp, Instagram, Twitter and Facebook Messenger may be the cause, for example, 800 million users use Instagram daily.

“We know we have many loyal fans who have used Yahoo Messenger since its beginning as one of the first chat apps of its kind.

As the communications landscape continues to change over, we’re focusing on building and introducing new, exciting communications tools that better fit consumer needs.” Says Yahoo’s parent company oath.

There is no replacement yet for Yahoo Messenger, but Yahoo said it was experimenting with new services and apps, including an invite-only group messaging app called Yahoo Squirrel.
If you’re still using Yahoo, your Yahoo ID will still work for applications such as Yahoo Mail, following the shutdown of Messenger.

Decision to put the JCPOA at Risk is a Serious Mistake

There are few issues more important to the security of the United States than the potential spread of nuclear weapons, or the potential for even more destructive war in the Middle East. That’s why the United States negotiated the Joint Comprehensive Plan of Action (JCPOA) in the first place.

The reality is clear. The JCPOA is working – that is a view shared by our European allies, independent experts, and the current U.S. Secretary of Defense. The JCPOA is in America’s interest – it has significantly rolled back Iran’s nuclear program. And the JCPOA is a model for what diplomacy can accomplish – its inspections and verification regime is precisely what the United States should be working to put in place with North Korea. Indeed, at a time when we are all rooting for diplomacy with North Korea to succeed, walking away from the JCPOA risks losing a deal that accomplishes – with Iran – the very outcome that we are pursuing with the North Koreans.

That is why today’s announcement is so misguided. Walking away from the JCPOA turns our back on America’s closest allies, and an agreement that our country’s leading diplomats, scientists, and intelligence professionals negotiated. In a democracy, there will always be changes in policies and priorities from one Administration to the next. But the consistent flouting of agreements that our country is a party to risks eroding America’s credibility, and puts us at odds with the world’s major powers.

Debates in our country should be informed by facts, especially debates that have proven to be divisive. So it’s important to review several facts about the JCPOA.

First, the JCPOA was not just an agreement between my Administration and the Iranian government. After years of building an international coalition that could impose crippling sanctions on Iran, we reached the JCPOA together with the United Kingdom, France, Germany, the European Union, Russia, China, and Iran. It is a multilateral arms control deal, unanimously endorsed by a United Nations Security Council Resolution.

Second, the JCPOA has worked in rolling back Iran’s nuclear program. For decades, Iran had steadily advanced its nuclear program, approaching the point where they could rapidly produce enough fissile material to build a bomb. The JCPOA put a lid on that breakout capacity. Since the JCPOA was implemented, Iran has destroyed the core of a reactor that could have produced weapons-grade plutonium; removed two-thirds of its centrifuges (over 13,000) and placed them under international monitoring; and eliminated 97 percent of its stockpile of enriched uranium – the raw materials necessary for a bomb. So by any measure, the JCPOA has imposed strict limitations on Iran’s nuclear program and achieved real results.

Third, the JCPOA does not rely on trust – it is rooted in the most far-reaching inspections and verification regime ever negotiated in an arms control deal. Iran’s nuclear facilities are strictly monitored. International monitors also have access to Iran’s entire nuclear supply chain, so that we can catch them if they cheat. Without the JCPOA, this monitoring and inspections regime would go away.

Fourth, Iran is complying with the JCPOA. That was not simply the view of my Administration. The United States intelligence community has continued to find that Iran is meeting its responsibilities under the deal, and has reported as much to Congress. So have our closest allies, and the international agency responsible for verifying Iranian compliance – the International Atomic Energy Agency (IAEA).

Fifth, the JCPOA does not expire. The prohibition on Iran ever obtaining a nuclear weapon is permanent. Some of the most important and intrusive inspections codified by the JCPOA are permanent. Even as some of the provisions in the JCPOA do become less strict with time, this won’t happen until ten, fifteen, twenty, or twenty-five years into the deal, so there is little reason to put those restrictions at risk today.

Finally, the JCPOA was never intended to solve all of our problems with Iran. We were clear-eyed that Iran engages in destabilizing behavior – including support for terrorism, and threats toward Israel and its neighbors. But that’s precisely why it was so important that we prevent Iran from obtaining a nuclear weapon. Every aspect of Iranian behavior that is troubling is far more dangerous if their nuclear program is unconstrained. Our ability to confront Iran’s destabilizing behavior – and to sustain a unity of purpose with our allies – is strengthened with the JCPOA, and weakened without it.

Because of these facts, I believe that the decision to put the JCPOA at risk without any Iranian violation of the deal is a serious mistake. Without the JCPOA, the United States could eventually be left with a losing choice between a nuclear-armed Iran or another war in the Middle East. We all know the dangers of Iran obtaining a nuclear weapon. It could embolden an already dangerous regime; threaten our friends with destruction; pose unacceptable dangers to America’s own security; and trigger an arms race in the world’s most dangerous region. If the constraints on Iran’s nuclear program under the JCPOA are lost, we could be hastening the day when we are faced with the choice between living with that threat, or going to war to prevent it.

A 41-year-old father in the US state of California has been sentenced to 1,503 years in prison over raping his own teenage daughter during a four-year period.

The Fresno man received the longest-known prison sentence issued by the city’s Superior Court on Friday, according to an AP report, which said it would not name the abusive father since that could identify his daughter.

In justifying the punishment, Judge Edward Sarkisian Jr. told the man in the court that he is a "serious danger to society," further underlining that he had never shown remorse and has rather blamed his daughter for his trouble.

Ironically, the man was first offered only 13 years behind bars by prosecutors in a plea bargain on the condition of admitting to his guilt. He rejected the offer during his preliminary hearing. Then again, he was offered 22 years in prison during the regular trial if he pleaded guilty, but he declined that offer as well, insisting that he should be released from jail for the time he had already served.

The monumental prison sentence is in stark contrast to a similar case recently tried in the northern US state of Montana, where a man who raped his 12-year-old daughter was not at all sentenced to prison.

Instead, the report said, the judge issued a 30-year suspended sentence after the man pleaded guilty to incest and ordered him to spend 60 days in jail, giving him credit for 17 days already served.

Meanwhile in the Fresno case, prosecutor Nicole Galstan said the man’s daughter was first sexually abused by a family friend but instead of protecting her, he turned her into “a piece of property.”

She further elaborated that the victim was raped two to three times a week from May 2009 to May 2013, when the daughter finally got the courage to leave him.

“When my father abused me, I was young. I had no power, no voice. I was defenseless," said the daughter, who is now 23 years old. She further told the judge that her father has never shown remorse for her pain and suffering.

In September, a jury found the abusive father guilty of 186 felony counts of sexual assault, including dozens of counts of rape of a minor.

The suspect, named Yang Qingpei, confessed to murdering his parents after returning to his hometown village of Yema in China's mountainous Yunnan Province and asking them for money, Xinhua news agency cited local police as saying.


He then proceeded to kill 17 neighbours, including children, to prevent them discovering and reporting the murders, it said.

Yang, who was born in 1989, was arrested in the provincial capital of Kunming, some 200km away, after 33 hours of "arduous investigation", a statement on the official social media account of the Yunnan police showed.

Earlier reports showed the villagers were found dead at their homes on Thursday morning.


Four names were minors under 18, the list showed.A list with the victims' names circulating online showed they included 11 males and eight females, with the youngest a three-year-old girl and the oldest 72.

Yunnan officers have verified the list and the news release, Beijing News reported, adding that the police have said there was no link to terrorism.

The Ministry of Public Security sent a working group to oversee the case and manage local authorities in the investigation, reports said.

Video footage circulating online reportedly from the village showed swarms of police and heavily armed officers in fatigues walking the streets and a young man in jeans handcuffed on the ground.

Two heartless bystanders rushed to a horror car crash where one was said to have held the hand of a woman dying in the bloody wreckage before allegedly snatching her handbag and pocketing her credit cards for a three-day shopping spree.
Shocked relatives of 62-year-old crash victim Kay Shaylor have slammed the alleged actions of Jason Hall, 42, and Silvia Schreuder, 44, as "callous" and "calculating" while a veteran police officer said, if proven, it was "one of the lowest" moves he had ever seen.
It is alleged the couple returned the bag to the scene amid the chaos surrounding the September 3 North Gosford crash but were seen just 50 minutes later at a shopping centre where they began a three-day shopping spree using the dead nurse's credit cards with a can of Coke.

The 73-year-old told The Daily Telegraph: "How heartless can you be to do that to someone when they're dying?Ms Shaylor's brother Hilton says his sister, whose car collided head-on with a vehicle driven by suspended learner driver Bianca Harrington at 6am, was lucid as paramedics battled to save her at the scene. A court was told Harrington had smoked five marijuana bongs in the lead-up to the crash.

"I was told the woman was looking after Kay, holding her hand and checking her pulse and telling her she'll be OK.
"I just hope Kay was not aware of what (was happening) because it would kill me to think she knew she was being robbed as she was dying."
Gosford Superintendent Danny Sullivan branded the alleged actions of Hall, who faced court yesterday, and Schreuder as "the lowest" he has ever seen.
"Should these circumstances be proven, it would be one of the lowest acts I've seen," he said.
Ms Shaylor, an aged-care nurse from Umina Beach who had never married, was driving to work at Chamberlain Gardens nursing home early in the morning in her red Mitsubishi Mirage when Harrington, driving a Holden Commodore, allegedly clipped another car and collided head-on with Ms Shaylor's.
Gosford Local Court heard last week that Harrington, 20, told police she had smoked "five bongs" ­before driving from Sydney to the Central Coast and "could not remember where she had been all night".
The same court heard yesterday Hall and Schreuder went on a three-day shopping spree with the dead woman's credit cards, buying alcohol, cigarettes, food and a fishing rod.
It is alleged that just 50 minutes after the crash Hall and Schreuder were at nearby Imperial Street Shopping Centre and waiting for Woolworths to open at 7am.
Within 15 minutes they had filled their trolley and paid for groceries ­totalling $93.72, the court heard.
During the next few days the pair allegedly bought McDonald's food, tobacco, bottles of bourbon, a $65 fishing rod, groceries, online gambling and Telstra prepaid recharges.
The spree came to an end when officials at St George Bank rang Ms Shaylor's sister Patricia Boyd on September 5 to query the purchases and the credit card was cancelled.
Hall's friend Rodney Clark, who lives in Mann St opposite where the crash happened, said the couple were staying with him at the time and raced out to crash scene. "That's low mate, putrid, it is even low for people who are low," he said of the allegations.
Police facts state officers obtained CCTV footage of Hall using the credit card at Gosford businesses. Schreuder was sometimes seen with him. They were arrested Wednesday.
Hall became violent at court yesterday when Magistrate Robert Williams refused him bail, kicking the dock. He pleaded not guilty to 10 counts of dishonestly obtaining ­financial advantage by deception.
Schreuder was released on conditional bail and will face court on September 27, charged with larceny and dishonestly obtaining financial advantage by deception.
