A 51-year-old Italian man is reported to have walked into St Peter's Square and set himself on fire with a cigarette lighter. According to Italian news agency ASNA, CCTV camera footage has not shown that the man doused himself in any flammable liquid at the scene.

It appears more likely that he had doused himself in some form of fuel before he arrived. Gasoline has been suspected by many news sources, but no confirmation has been made. He reportedly set light to himself using his clothes as the initial fuse. The man is reportedly alive, and was initially taken to the Vatican's Santo Spirito clinic with severe burns on the upper part of his body before being transferred to a larger hospital later. Immediately after the incident, Vatican police forces closed the area off.

A statement from the Vatican reports that a Jesuit priest rushed to the scene, where he attempted to extinguish the flames by smothering them with his jacket. Two police officers arrived soon after, wielding a fire extinguisher that successfully doused the flames. All three parties have been taken to hospital to deal with burns to their hands. The identity of the man is unknown, as is his motive. He was however carrying a piece of paper with what is believed to be his daughter's phone number written on it.

The unveiling was done by President Goodluck Jonathan at Nigeria Air Force base in Kaduna, North central Nigeria The unmanned aerial vessel was designed and constructed by the Nigeria Air Force (NAF) in collaboration with other local institutions.

The President described the launch of the UAV as a ”landmark moment” in Nigeria’s history. He also supervised the winging of 11 locally trained UAV pilots at the occasion. ”Distinguished Ladies and Gentlemen, with a deep sense of pride and accomplishment, I now unveil the Nigerian-made Unmanned Aerial Vehicle, also known as GULMA,” President Jonathan said at the occasion. ”Considering the potential impact of its benefit and versatility, I cannot but say, how proud I am of the men and women of our Armed Forces. “Apart from their commitment to the protection of our sovereignty, they are helping to keep our nation ahead in military science and technology and to keep their civilian counterparts, on their toes,” the President said. ”In the year past, we have launched the first indigenous combat vessel, developed by our Navy, and various Armoured and operational vehicles developed by the Nigerian Army.

To all of you, I say thank you. Your collective efforts have opened a new vista of innovation and opportunity for our nation,” he added. Analysts believe the UAV would be deployed to monitor the activities militant Islamic sect, Boko Haram, which has been operating in the rugged mountains and forests of Nigeria’s North east.

The Economic and Financial Crimes Commission, EFCC, has uncovered how Steve Oronsaye, a former Head of Service, and other top directors of the Nigerian civil service colluded to allegedly defraud the nation of about N6.2 billion pension fund.

The fund, allegedly stolen through a maze of bogus contracts, was meant for biometric enrollment and payment for computer accessories that were never supplied, PREMIUM TIMES has learnt.

Mr. Oronsaye, 63, was appointed the Head of the Nigerian Civil Service in 2009.

According to a reliable source in the EFCC, between 2009 and 2010, almost N6 billion in fake contracts were awarded and paid for under Mr. Oronsaye’s supervision.

A few weeks ago, Mr. Oronsaye was invited by the anti-graft commission to answer questions relating to the multi billion naira pension fund.

Mr. Oronsaye wouldn’t comment for this story. When PREMIUM TIMES contacted him on Sunday, the former head of service said he was in a meeting.

He did not honour our request for him to return our call after his meeting. He also did not respond to a text message sent to him.

The fraud

According to the EFCC, Innovative Solutions and Project Limited, a company allegedly handpicked by Mr. Oronsaye, received a contract of N63 million for biometric data capture. The contract, however, served as a conduit through which three individuals and five companies got N705,368,245.

Other companies who had no contract to participate in the biometric data capture exercise but were paid include Frederick Hamilton Global Limited, who received N119,398,500; Xangee Technologies got N153,146,719; Fatidek Venture received N30,056,000; while Obanlado Enterprises was paid N96,765,400.00.

During its investigations, the EFCC uncovered how Phina Chidi, a deputy director in the Pension Account at the Office of the Head of Civil Service of the Federation, OHCSF, who had given a written statement to the commission in January, 2011, disclosed to the agency how she was made to shop for companies that would execute contracts and make returns to Mr. Oronsaye.

“I was asked by Dr. Shuaibu (Teildi Shuaibu, director, Pension Account) to shop for company names to execute our contracts, proceeds of which should be given to Mr. Stephen Oronsaye the then Head of Service,” Mrs. Chidi said in her latest statement.

Mrs. Chidi also detailed how the proceeds of such deals were kept in the accounts of two banks before Mr. Shuaibu helped to transfer them to Mr. Oronsaye.

Individuals who benefitted from the string of payments, allegedly made on the eve of Mr. Oronsaye’s retirement as Head of Service, include Kate Chinwe Obiekwe, Ibrahim Abdulkarim and Mohammed Abdullahi Ahmed who were paid N56,612,585.00, N80,108,640.00 and N23,760.00 respectively.

The trio, who are officials of the OHCSF pension, received the “collective allowance” – allowances paid out to an officer of the OHCSF for distribution to other staff who are supposedly meant to be on a trip, contrary to Federal Government directives on e-payment.

Others who also benefitted from the payments include Innovative Solutions and Project Limited and Vivians Ebony Nigeria Enterprise.

The former is said to have a N63 million worth of contract with the Office of the Head of Service but its emergence as the preferred contractor is in breach of the procurement process since the contact for the biometric exercise was not advertised. Also, a Certificate of no-objection was not obtained by the office of the Head of Service from the Bureau of Public Procurement, BPP, although Mr. Oronsaye allegedly indicated in his statement before the EFCC that he made an informal request to the BPP about the process involved.

Apart from breaching the procurement process, the contract awarded to Innovative Solutions and Project Limited was also fraught with a series of irregular and inflated payments made to the company, according to the EFCC.

Robert Ikhaziboh, the Chief Executive of the company, admitted to EFCC investigators that he was instructed by one Osarenkhoe Afe, an IT consultant and nominee of Mr. Oronsaye as member of the Pension Reform Committee, to work with two companies – Upstrach Communication and Federick Hamilton Global Limited – with specific instructions on the amount to pay the companies whenever he received payment.

When questioned by the EFCC, Mr. Afe stated that Frederick Hamilton was paid N289.05 million for its contract, out of which he got N35 million and Mr. Oronsaye received N250 million through third parties. Mr. Afe stated that he was willing to make a refund.

Under questioning by the EFCC on December 7, PREMIUM TIMES learnt, Mr. Oronsaye claimed ignorance of some of the companies that had received bogus payments and had been traced back to him.

Mr. Oronsaye also claimed ignorance of Xangee Technologies, Fatidek Ventures and Obalano Enterprises and said he never approved any payment to them.

However, when provided with evidence of payment to these companies, Mr. Oronsaye became silent, sources at the commission said.

In a statement issued in Osogbo on Friday by its Interim National Publicity Secretary, Alhaji Lai Mohammed, the party expressed serious concern over the allegations that the Jonathan administration is training snipers at the same facility where the Abacha killer squad was trained; talks of abuse and misuse of the military and other security apparatus for personal and political interest as well as the reported placing of 1,000 people under a ‘political watch-list’It said the party is constrained to take the allegations very seriously because it emanated from no less a personality than former President Olusegun Obasanjo, in an open letter he wrote to his fellow party man, President Jonathan, which has now been widely circulated in the traditional and Social Media..”All Nigerians must be worried by these weighty allegations, coming less than 15 years after the long-suffering people had collectively vowed ‘never again’ to a regime like Abacha’s that sent many innocent souls to their early graves and dispatched many citizens into forced exile for merely holding views that were opposed to that of the late dictator’s government.

”We are therefore compelled to call on President Jonathan to urgently address these allegations, which have already sent jitters down the spines of Nigerians, especially those who hold views that are diametrically opposed to the administration’s. We recall that a few days earlier, another top PDP bigwig and the nation’s number four citizen, Speaker Aminu Tambuwal, had lampooned the Jonathan administration’s apathetic fight against corruption.”Because truth is constant, gradually but surely, people are rising above partisanship to join those of us who have been warning, ceaselessly, that the ship of state is heading for the rocks because the Captain has decided to ignore the radar and steer the ship blindly even in turbulent waters. This jettisoning of partisanship and the coming out of heads that have been buried in the sand for so long represent a good omen for Nigeria,” it said.

The Academic Staff Union of Universities (ASUU) has insisted that its members would not return to class until the Federal Government responds to its letter requesting it to put its promises to fund the universities in writing and sign it for future reference.

The National Treasurer of the union, Dr Ademola Aremu, disclosed this while speaking with our correspondent on telephone on Sunday.

Aremu said there can not be any meaningful progress until the government responds to the letter, stressing that ASUU’s request was the collective decision of members across the country and not the decision of the national leadership.
The unionist waved aside the announcement by the Federal Government that it had deposited a large sum of money to meet the demand of ASUU with the Central Bank of Nigeria (CBN). He said the proper way of communication with the union should be through a letter confirming the signing of the new agreement it reached with the lecturers.

Describing government’s announcement as a mark of insincerity, Aremu said that the only way it can take government seriously on the issue is a letter confirming the signing of the agreement.

He said: “When we finished negotiation with the President, we promised to go and brief our members and communicate the popular decision of the union to his office. That was exactly what we did. The collective decision of members was that the government should put its proposal in black and white and sign it properly.
“So, if government wants to communicate with us, it should simply respond to the letter, not announcing through the media that certain amount of money was already with the CBN. That is not proper. We don’t believe that is a fair treatment.”

On the ultimatum, Aremu said it was a threat that can not intimidate any lecturer that is worth his salt.
“Any academic that is not an intellect work, that is actually an intellectual will not be intimidated by the threat. Nobody can humiliate you when you are fighting a just cause.” He said.

About four years ago a 19-year-old teenager, Delfina Cedeno, began suffering from an awful disorder, which makes her cry and sweat blood. In addition to it, in some cases blood may also seep from her fingernails and belly button.

As her condition deteriorated, she started crying the red fluid, having nosebleeds and suffering hair loss.
At her worst, she has bled for up to 15 days and was once left in such a critical condition that she needed a blood transfusion. But despite hundreds of tests, doctors in her hometown of Veron, in the Dominican Republic, were left baffled.
Miss Cedeno said: ‘When this started happening to me I didn’t know what to think – I was terrified and in complete shock.
She says she became so ashamed of her condition that she was terrified of leaving the home she shares with
her mother Mariana, 36.
She dropped out of school and many of her friends deserted her out of embarrassment or fear that she was contagious.
‘I’d gone into cardiac arrest and they had to give me electric shocks. There was a chance I might have lost the use of my limbs.
‘But amazingly I recovered. And now I’m really glad because after that my life started to get better.’
A few months later she met her boyfriend, Recaris Avila, who paid her a visit in hospital after hearing her story.

Now, four years after it all began, specialists have finally made a breakthrough.
It is thought Miss Cedeno suffers with a rare condition, called hematidrosis, which means she has 20 times the adrenaline levels of a normal person.
The anxiety attacks it causes makes her blood pressure rise so severely that she sweats – and this sweat comes out of her body as blood.
The condition is extremely rare. According to a study published in the Indian Journal of Dermatology, the many blood vessels which surround the sweat gland constrict, or narrow, under the pressure of stress.
