All new roads in Lagos are built with covered drains and sidewalks as far as I know.

Even ENUGU tries to provide sidewalks on the major roads at least.

RWANDA which is probably poorer than Anambra state, builds virtually EVERY ROAD with sidewalks and underground drainage.
