Rivers State Governor, Nyesom Ezenwo Wike has called on Miss Nigeria 2015, Miss Pamela Peter-Vigboro to serve as a worthy Ambassador of the state in the international arena. Speaking when he received the Miss Nigeria 2015 at the Government House, Port Harcourt on Friday, Governor Wike urged her to live as role model to youths in the promotion of peace.

He said that the state government will support her in carrying out her duties as a beauty queen. The governor said the Rivers State Government will formerly host the Miss Nigeria 2015 Winner, Miss Pamela Peter-Vigboro, calling on her to emulate another indigene of the state, former Miss World, Agbani Darego.

He directed the State Ministry of Culture and Tourism to support Miss Pamela Peter-Vigboro in actualising the her pet project during her reign. Earlier, Miss Nigeria 2015, Miss Pamela Peter-Vigborosaid she was in the state to present herself to the governor as an indigene who has won a coveted crown.

She congratulated the governor on his victory at the polls and urged him to support her pet project targeted at the youths.

Gov. Nyesom Wike of Rivers has directed the 23 local government councils in the state to purchase 46 utility vehicles for the security agencies to fight crime.

The governor gave the directive on Wednesday in Port Harcourt when he received Baba Bolanta Assistant Inspector-General of Police (AIG) in charge of Zone 6, who paid him a courtesy call.

He said that the decision to provide additional logistics support for the security agencies was reached at the last Security Council meeting.
He said that the chairmen of local government councils had also been directed to mobilise community support for the security agencies including the police to reduce crime.

Wike urged the police not to release any suspect on the strength of his relationship with any government official or prominent citizen of the state.

He said: “anybody arrested in respect of kidnapping, cultism and armed robbery must be prosecuted.
“On no account should the police release suspects of kidnapping, cultism and armed robbery without proper investigation and prosecution.
“I have directed the Attorney-General to make sure that all legal loopholes during prosecution are checked to ensure that suspected criminals are discouraged.”

Wike announced that his administration had taken delivery of two armoured helicopters.
While commending the CP for his efforts to rid the state of crime, the governor appealed to the police hierarchy to allow the commissioner remain in the state to fight crime.

Speaking earlier, Bolanta, who described security as `expensive venture,’ said the police would seek for more assistance from the government.
The AIG assured the people of crime free Christmas and New Year celebrations, adding that that police had developed a new strategy to reduce criminality.

Thank you Samsung for making this possible and for keeping to your words,” stated Obienu.

Apart from facing a $5.2bn fine in Nigeria, mobile network MTN has this year already paid millions of Naira in other penalties, according to regulators.

MTN announced in October that it’s been fined $5.2bn by the Nigerian Communications Commission (NCC) for failing to disconnect up to five million unregistered SIM cards in that country.

Talks between the mobile network and the NCC are ongoing regarding the mega fine, which has been described as the world’s largest by Denmark-based Strand Consult. MTN is Nigeria’s biggest mobile network with over 60 million subscribers.

But MTN has been hit with other multi-million naira fines between July and September this year, according to the NCC’s compliance monitoring and enforcement activities report for the third quarter in 2015.

The report outlines how the NCC “sanctioned four mobile network operators, namely MTN, Airtel, Globacom and EMTS (Etisalat) a total sum of 40m naira for sales of pre-registered SIM cards”.

For this infringement, MTN was fined N21.8m , Airtel N3.8m, Globacom N7.4m and Etisalat N7m .

The regulator, in its document, added that the “operators have since paid the above amounts”.

Meanwhile, the NCC further fined MTN Nigeria N80.4m in the quarter “for failure to deactivate a total of 420 MSISDN that were incomplete and improperly registered”. MSISDNs are telephone numbers linked to SIM cards and the penalty for this breach echoes that of the $5.2bn fine MTN received for failing to disconnect five million unregistered SIMs.

The NCC said that MTN Nigeria Communications Limited has paid this N80.4m fine as well.

Upcoming sanctions

The NCC in its quarterly compliance monitoring and enforcement activities report has also issued a “notice of intention to sanction” service providers in that country over other infringements such as data bundle depletions and mobile number portability violations.

The regulator, in the report, explained that MTN was found to comply with notifying subscribers via SMS about their data bundles being depleted before the due date. However, MTN “failed to highlight the tariff rate for PAYG (pay-as-you-go) billing”, said the NCC.

“In addition, data service is not suspended on depletion of the data bundle account even without an authorisation via an SMS from the subscriber,” said the NCC regarding MTN.

In terms of mobile number portability, MTN is set to be slapped with “timer” fines regarding porting numbers. The NCC said it requires “validation and deactivation responses” regarding porting to each respectively have timelines of two hours and one hour.

The NCC then said that MTN incurred a “timer deactivation violation” regarding a corporate port request of over 109 lines belonging to Nigerian Breweries Plc.

“The company had initiated a corporate port out request from MTN to Glo via lead MSISDN: 07036735494 on August 11 2015 at 13:20 but was partially completed as at 11:22 on August 14 2015,” said the NCC.

“As a result, these subscribers were not… able to receive calls from MTN subscribers,” explained the NCC.
