The NEC of Pengassan in a newspaper publication had direceted that the management of Ciscon led by the trio of Mr. SHAWLEY COKER - MD , Mr.YOMI ORENUGA AND SR. JOE EJEDAWE to pay their staff over 8months salaries in arrears and also to remit over 3years of Pension and tax being deducted from staff salary.


Ciscon began having industrial issues when the M.D. decided to slash the terms of service and backdate it by 4years. This move that woukd have cost the staff over 60% of their earned benefit was rejected by staff who asked that money earned should be paid while the terms reviewed moving forward.

The M.D. however insisted he cannot afford to pay staff their earned terminal benefits yet could afford to acquired other companies and real estate worth over 5 times the staff terminal benefits.

The M.D. declared war on the staff and sacked staff who were working in his rigs at the time. He is quoted to have declared that starvation is a weapon of war and as such salaries have not being paid for over 6 months.

Mr. Shawley Coker has signed several Communique with the union but has consistently failed to keep up his end of the bargain.

The latest directive by the PENGASSON Nec is yet to be complied with.

If I may advice them, the message on the PO is very insufficient and not well composed.

They need to redo the message and send their guiders out to do damage control. otherwise, no one will PH again.

i would also ask that people provide help of 50% of the help they want to get. And if you provide help above 50% of what you want to GH You will get like 50%, if you provide less than 40% you will get 20% and above 100% will give you 60%.

These are the kind of ideas they should come up with to keep the system running, not foolishly freezing marvos.

In your capacity as the M.D. of Cisxon Nigeria Limited,
you made us a promise that CBA would be completed by November 10, 2016.Na with your own hand you signed that communique.

Before now many communiques were signed and broken but we felt it was because the GMs had no authority.


We believed that if the MD should give his word, because of integrity he will keep it. But today you shamed not us but yourself. You showed your word means nothing. You said you will pay some of the 6 months outstanding salaries that you owe but till today, nothing.


You have even refused to set a payment plan. You promised CBA will be concluded by November 10th but have now refused to set a date for starting the negotiations. This is highly disappointing.

You asked us to open the gate, we kept our word. Does that mean staff have more integrity than management? Now we can see that money cannot buy character or dignity.

We saw your signature and believed you can't sign a document for fraudulent purposes. But it looks like that now. You only signed to get tools released. If not, why refusal to even set up a meeting with us?

Has your word become so valueless? Has your signature become so cheap? Who did this wickedness to you? Who advised you to sign a communique you wont keep to? The honour of a man is his word!

Mr. Shawley Coker, If a man looses all and keeps his honour, he is a real man! No matter how wealthy a man is, IF HIS WORD MEANS NOTHING - HE IS NOTHING!

The staff of Ciscon Nigeria Limited owned by former PETAN Chairman - Mr. Shawley Coker have been staging a massive protests at their gates for over one week on the non-payment of over 5 month Salaries.

The Staff's patience with Ciscon management nosedived after the Union held a meeting with Chevron(a major client of Ciscon) and discovered that Chevron and some other clients have been paying Ciscon for their services. The monies are alleged to have been paid into dollars and seems to have been paid into Mr. Shawley Coker's Backlays accounts in the USA. He has refused to release a portion for the payment of salaries. It was discovered that from April to date at Ciscon has received close to $1, 000,000 (one million dollars in payment) from various clients yet nothing has been paid to staff.

To prevent staff from tracking the payments through the Finance Dept, the MD directed only He receive alerts and tried to influence client organizations not to reveal that payment has been made so he could continue crying that he is being owed by clients.


Due to the non-payment of salaries from May till date, some staff have been unable to send their children back to school while others had to move their children to public schools. Shawley's kids on the other hand continue to party at a Las Vegas hotel that costs $5,000 a night with friends.

The non-payment of salaries to staff is not due to the downturn in the Oil and gas industry but a tactic by the MD to wriggle out of paying staff their terminal dues having tried different means. The MD in order to mess up Ciscon's account withdrew over $10m which he used to acquired two failed companies in the US. He also withdrew over $2m dollars from Ciscon account to OD Rentals and most recent;ly acquired two large parcels of land in Lagos through Mr. Yomi Orenuga - for a total of N1.3bn.

Another method he employed to siphon money out of Ciscon was the creation of Shawsand Estate a phony Estate company that has never erected a building. Shawley Coker transferred the Ciscon Buildings to the phantom Shawsand Estate and now makes Ciscon pay rent to Shawsand Estate for the buildings it owns. Ciscon is therefore paying a huge rent on its own building. This rent takes over 5o% of most of the departments profit.

In May when Ciscon was still owing over 4 months salaries, owing over 2years pension non remitted, owing vendors and suppliers over 1year, Ciscon paid Shawley Coker through the fake Shawsand Company - $1m dollars for rent. This was even a part payment as Ciscon pays Shawsand in dollars per square meter.

Rather than meet with Staff and structure a pay off plan, the MD ordered that the meeting with Union on terminal benefits be stopped. He is alleged to have said that "STARVATION IS A WEAPON OF WAR, STAFF ARE TALKING BECAUSE THEY ARE NOT YET STARVING". In other words he will deliberately not pay salaries to crumble the resolve of staff.

To further promote war on staff, The management refused to pay the staff HMO premium and called on the HMO provider to cut of staff's medical access. Staff who have not been paid for over 5 months salaries therefore have no medical access. Over the last one week, the Management has sent several groups of uniformed men to threaten and intimidate the staff to move from the gates but when the officers hear the story , the are shocked at the wickedness of Shawley Coker!

CISCON STAFF SAY NO! TO SLAVERY!!! WE SAY NO TO INTIMIDATION! THERE IS STILL LAW IN NIGERIA!

WE DEMAND THE PAYMENT OF OUR SALARIES AND AGREED BENEFITS!

I must confess, I barely know what the labour laws says but I feel it needs to be revisited
Sometimes, in my naivety, I find it so hard to believe someone who hasn't been paid for up to 2months can still be working for the interest of his/her employer!!!
It sounds surreal!!. An employee that is not motivated and has possibly huge financial obligations is a very big risk to any organisation!!!!
Your union guys must have been bought by Management or else ,they won't have to wait for over 4months before requesting for their entitlements or would've picket the company!!!!

And why won't they pay their American counterparts even if they are not making profit? The laws are fully abided by?

This is pure victimization of Hardworking Nigerians who helped this man build his empire. He has moved money into his US account and is refusing to pay his Nigerian staff for joining Union.

He however has money to pay his US staff and his shamless GMs. He pays the GSm in dollars which they collect through foreign accounts to avoid tax.

Yet he claims not to have money to pay Nigerians who are still making money for him till today.

Our kids will not be able to resume school, our rents are due. He is owing us 5 months salary.

I like the kind of seed business owners and their managers are sowing for their children and grandchildren to harvest in due course. A system devoid of sincere leadership as this company is a disgrace to the human race. Nigeria's Constitution allows for union to be formed in every organisation in Nigeria. Why should employers of labor fight against the activities of a union?. The taking over of oil drilling and exploration by Nigerians and d advent of profit sharing amongst owners of service companies was the begining of this problem in the oil industry. The mass pulling out of the Europeans and Americans from the business in Nigeria has brought about the downfall of the industry. Nigeria's agencies in charge of monitoring and regulating the activities of service companies are docile due to corruption. In the end, the Nigerian factor will completely kill the industry and everybody will rest. The solution to this crazy thing may end up being dialogue after a long killing and assassination spree perpetuated against business owners and their managers who deliberately deprive workers of their hard earned monies.




They championed local content but are doing worse than the foreigners. The multinationals trained tbeir staff and ensured their welfare package was good.

They cried for local content and when they got it, they only imlemented their right to bid the same amount as the foreign coys. They cornered the market and charged the same as the foreign companies. They made money in excess of millions of dollars. They however refused to improve personnel welfare package and benefits.

When it comes to charging for services they charge like multinationals but when it comes to salaries they remember theyare indigenous. They barely invest in training of their staff. They 're very greedy men, all they are interested in is their pockets.

If there is a documentation to that effect, then the union exco should revoke it and compel management to keep to thier agreement.


There are many documentations even the ones sigrned by the rep of management. The fact is they are men of no integrity, truce breakers who understand only one style. They think they are wise to play games with people's lives and destinies. It's time to play games with their own too. Talking to them is a wate of time.

There was once a great and viable company called Ciscon Nigeria Ltd. A choice place to work. Ciscon had multiple contracts with many multinationals and money was flowing in. The MD Shawley Coker decided that invoices will be paid 70% in USD and 30% in Naira. The dollars were wired directly to his private Barclays Account.

The 30% Naira was used to pay salaries, do capital projects and even build new companies. One daythe M.D. woke up and transferred all the company landed assets and buildings to annew coy he created called Shawsand Estate. These were buildings erected out of Ciscon funds. Ciscon then began to pay rent to Shawsand estate in millions of dollars. A new method of taking funds from Ciscon purse. He also established numerous coys like Shawsand Medical and Goldtrex for one of his longtime girlfriend.

CIscon Nig became short of funds and rather than give back from the 70% in dollars, the M.D. took out more funds and loans to acquire some companies in the US hoping to attract his weight lifting Son into the business.
He acquired failed companies and the coys are still failing. Using greay funds from Ciscon Nig
He acquired top quality equipment yet no viable jobs came in.

The management of Ciscon Nigeria limited has consistently and criminally cheated its staff of their personal entitlementover the years. This came to a head recently when the MD fraudulently tried to reveiw tge already earned tweminal benefit of his staff. His previous wicked acts include:

1.Non payment of salaries- Ciscon staff in Nig have not been paid salaries since April 2016 yet clients are paying.

2. No promotion for over 6 years. The last promotion for staff was done in 2010.

3. Removal of annual inflation increment: this was removed over 5 years ago when he wanted to acquire the US companies.

4. Removal of staff bonus. At best the M.D. used to approve the sharing of a maximum of 2% of the annual profit. Usually after many.inflated expenses, yet that bonus was reomoved over 4years ago.


5. Deduction of employee tax without remitting it to tax office. Therefore employee could not obtain tax clearance and tax identification numbers.

6. Continuous deduction of pension from staff and non remittance to the Pension fund administrators from January 2014 to date. The implication here is that personnel loses both capital and interest monthly as the fund is not available for trading in the interest of the personnel. Overtime Ciscon had failed to pay the penalty for withholding employee pension as stipulated by Section 11, subsection 6 & 7 of the Pension reform Act of 2014. Also staff that had already been laid off cannot exhibit their right to access 25% of their pension fund as stipulated by section 16, subsection 2C of the pension reform Act due to the non remittances up till their month of termination of employment.

7. Continuous deductions from staff and non remittances of National housing fund (NHF)


8. Non remittances of staff cooperative deductions to the cooperative accounts which implies that personnel loses both capital and interest monthly as the fund is not available for trading in the interest of the personnel.

9. Non remittances of staff welfare deductions to the welfare accounts which implies that personnel loses both capital and interest monthly as the fund is not available for trading in the interest of the personnel.

Please all relevant and respective agencies should please look into these and act accordingly.


10. The last act was his unsuccessful attempt to reduce staff terminal benefits which were already earned. Staff insisted on being paid their due benefits as a providence fun was supposed to have been opened for that payment. Worse still a few weeks after shedding crocodile tears and attempting to hoodwink stafg into believing Ciscon is broke, he outright acquired a couple called OD Rentals for a sum much higher than the total of all his staff terminal benefits.


He has tried to claim the non payment of salaries is due to the downturn in the Oil and gas industry but this is a blatant lie and earlier this year he purchased two large parcels of land in Lagos worth over N700million with Ciscon money.

Ciscon is not only owing staff but also owing vendors. Rather than live up to their responsibility, the management of Ciscon through their typist - Chioma Kenoshionya, a gf of the M.D. issued letters of termination to staff and inspite of several instructions from the ministry of Labour and even the minister. CISCON has not ony refused to reinstate the terminated staff but also stopped paying salaries.


The staff of Ciscon need their salaries to be paid and would not back down till it's done. If Ciscon cannot meet is basic obligation of paying salaries and vendors then maybe it's time to wind it up.

The MD of Ciscon Nig Ltd. Mr. Shawley Coker has refused to pay his staff salary for over 4months. Instead he has fled to the US leaving no money behind to pay his staff.

Over a month ago, the Minister of Labour summoned the representatives of Ciscon to a meeting in Abuja where he ordered that the backlog of salaries be paid. The representatives at the meeting - Mr. Orenuga and MR. Boniface Akpan both made a commitment to pay the salaries.


The MD is alleged to have refused the finance staff to pay the salaries even when there was inflow. He said the staff should be left to suffer for daring to join the union. The union has been the major restraint on staff to handling issues as they seem fit.

However info reaching us shows that Chevron has paid, the M.D. however asked that the money be paid in dollars and he received it in his Barclays Account in the US.


The MD of Ciscon in an ill-fated and ill-advised move bought 2 companies in the US. These two companies have been dependent on Ciscon Nig for every expense and is not making any real money. However the staff of Ciscon Inc. In the US who are generating no income have been paid all salaries to date yet the Nigerian staff generating all the money are yet to be paid.


This is call on Mr. Shawley Coker - the former chairman of PETAN and member of the NCMB board to pay his staff salries. The last salary be paid was April Salary. These staff are not pawns, they are men with families.


A call to Mr. YOMI ORENUGA- a retiree of TOTAL, who was paid his entitlement on retirement ans still collects his pension to stop being a party to defrauding staff.


A call to Dr. JOE Ejedawe- a retiree of SHELL who was handsomely paid off by SHELL and also enjoys his pensions to know his Children will reap all that he is sowing.

A call to CHIOMA ken-Oshionya to act like a professional and resign because you have failed as a HR Manager.


A call to the chief thief M.A- you will soon be exposed

The Mangemnt of Ciscon today flounted a direct order by the Honourable Minsister of Labour and Productivity- Sen Chris Ngige to reinstate all wrongly sacked staff immediately. The order was given by the Minister at a meeting with the Pengassan Chairmen and the Mangement of Oil Companies who sacked staff without due consultation with the Union and in line with laid down procedures for redundancy. The Minister ordered all such companies including Ciscon Nigeria Limited to reinstate the sacked staff immediately.

This order was communicated to the MD of Ciscon- MR. Shawley Coker and the HR manger - Chioma Ken-Oshionya immediately.

The staff were however shocked when they got to the ofice today and the mangement flounted the order from the Minister and locked thestaff out. This is the second time the mangment would be flounting a direct order to reinstate staff. The initail directive to re-instate staff had been issued by the Zonal Director at the Ministry of Labour & Productivity in Port Harcourt. The managment of Ciscon had written to the Ministry seeking their help in mediating between them and the Union. However on the date of the meeting, the Ciscon mangment issued termination letters to almost 60 taff members of the Union.

The Director at the ministry was suprised that Ciscon could take such a step without waiting for the mediation meeting, the Director instructed that Ciscon Mgmt reinstate the sacked staff immeditely and then another day be rescheduled to hold the mdeiation talks. The mangment of Ciscon represented at the meeting by the trio of the HR Manager - Chioma Ken Oshionya, Martings Akhimien and Dr. Joe Ejedawe agreed to obey the directive but the following day added new names to the termination list and the HR Manger started sending termination mails by email and even sent to those on the rig.

Rather than meet and dialogue with the Union on the way forward, the mangemnt of Ciscon is allegedly rather trying to bribe the Executives of Pengassan both at the branch Level and at the Zonal Level. Some inducement have also been offered to Pengassan staff in Abuja to squash the story. These offers have been made drectly, through calls and through 3rd parties. Also one of the GMs Mr.Yomi Orenuga is also trying very hard to use his influence as a former staff of TOTAL to buy over one of the Pengassan Zonal Executives who is a staff of Total. The evidence of some of these offers are available and in due season would be exposed.

The crux of the current challenge between Ciscon Mangement and Staff is NOT the non-payment of salaries but the d[b]ecison of Mangement to slash already earned Terminal Benefits by over 70%. The staff are simply demanding that Ciscon pay them their due terminal benefit.[/b]

In a shocking move aimed at intimidating the Pengassan branch of Ciscon. The MD- Mr. Shawley Coker based on the advice of his HR Manager Chioma Ken-Oshionya ordered that 66 union members of staff be sacked without being paid their 3months salary being owed them. The letters signed by the HR Manager were sent via email and DHL to the staff who were not allowed into the office to collect it.

The worst part of it is that 4 of the sacked staff received their termination letters via email from the HR Manager WHILE WORKING ON THE RIG FLOOR.

The staff while working for Ciscon on a Cheveron rig received a mail on their phone's and were shocked to see a termination letter that was even backdated. Not only that, the letters might as well been written by a vulcanizer or carpenter for it was extremely crude and lacked even the basic courtesy.

The staff were shocked and expected that a crew would be sent in immediately to take over from them but as the hours dragged on, the foolishness of the management staff becomes apparent as they expected the terminated staff to continue working for Ciscon with a terminationl letter in their pockets.


The terminated staff showed the letter to the Chevron company man who was shocked that any sane person could send a termination letter by mail to a staff in such a high risk environment.


We later learnt that Chevron sent for the Ciscon GM of that unit- Dr. Joe Ejedawe who is a SHELL retiree to explain the rationale behind sacking staff on the rig but he had no explanation to give.

The irony of this is that the MD still takes money from Nigeria to service and pay the US Staff. The US staff are paid on the 28th of every month yet the staff of Ciscon who make the money are being owed 3 months salary.

Also the old men employed to ruin the company - Mr. Yomi Orenuga ( a chornic womanizer) and Dr. Ejedawe are both retirees from multinationals who themselves colleted millions of naira in their pay off and still enjoy a huge pension from TOTAL ans SHELL respectively yet are the mastermind behind the slashing of younger men's benefits.

It is a shame that rather than leaving behind a legacy of benefit to the comany these men have come to bring ruin which will surely fall on their lives. these men are the one ill-advising the MD along with his girlfriends.

The Managment of Ciscon in another foolish move as advised by Chima Ken Oshionya and Mr. Martins Akhimien dispatched termination letters to the residence of over 66 union staff members over the weekend. The staff in Warri were notified via email that there employment had been terminated while the staff in Port Harcourt their letters dispatched through DHL. it is imortant to state that these are saff that are being owed over 3 months Salary.

The staff got to the office today in Warri to dscover that a list had been give to the mobile police men and entry was based on the list. Staff whose name apeared on the list were asked to go home. The policemen dictated the list of staff who could have access to the company's premises.The same thing occured in PH where a list was sent to the gate that those on the list should not be allowed into the premises.

This is the latest move in the series of ill-advised moves by th MD and his girlfriend/stooges to frustrate the staff of Ciscon for having the guts to jhoin the Pengasson Union and demand for their rights.

The staff are currently at the gate awaiting feedback from the Branch union Exco who are in a Mediation meeting with the minstry of Labour.

Ciscon MD is just wasting his time and money with the police.There has never being a case where police fight union in Nigeria, Once it is union like pengassan/Nupeng the police knows that it is a just course. The MD should just stop all those gragra and pay his staffs their due salaries and also payoff for those that are put on redundancy.

You have company in USA.
You have properties in nigera and abroad.

Because staff join union to fight for their right you then hired police/mopol.
Pay the staffs their due and you will have peace.

When you use girlfriends and psychophants as business advisers that is what you get.

We are not a bunch of fools or ritrats, we are well educated people who have info. Working for you is not by force, pay us off based in the terms that we both signed and you can continue screwing other peoples wives.

The management includes the grand Ayatollah criminal himself MD shawley cooker, another criminal 2ic named Martins Akhime, yomi Orenuga, ejedawe the planner, HR manager/girlfriend chioma ken osioma ,Norah Okreke another shameless girlfriend of the MD, after having there meetings resolved to issue termination letters to staffs thru DHL.
mean while the MD has been owing the staffs for 3months, he criminally deducts there Taxes, National housing funds, pensions and medicals without remitting to the appropriate agencies, now various hospitals are threatening to black list ciscon and there staffs are been stopped from accessing the hospitals, The MD has been owing Hus vendors for two years now. he is owing various hotels were the staffs use for operations. Meanwhile the MD has been acquiring properties in Lagos, abuja and buying over several companies In Houston ,Dallas, Oklahoma with the money he makes in Ciscon Nigeria. tell me what kind of a man is this, now he is using mobile policemen to harass and intimidate his staff

The Company does not have an HR Manager but a typist /MD girl friend.

No one who is a professional will handle the matters of HR how she does. HR that is 100% with management to wage war on staff? No that is a typist or Secretary. After all na Secretarial admin she read for one poly like that.

The mangement of Ciscon Nigeria Limited today declared war on his staff and hired a platoon of mobile policemen to harass and intimidate them for demanding for the payment of their salary.

The staff of Ciscon had demanded for their salary after not being paid for over three months and upon the discovery that some money had been paid into the Comany's foreign account for services rendered and the MD was keeping it to himself.

The unpaid staff who did this jobs requested that the Md tell them when he would pay them as they knew he has the money to do so.

Based on the Advice of the HR Manager and the DGM, the MD invited the members of the anti-riot squad to intimidate the staff for their audacity to ask for their salaries even after 3 months of not being paid. Anti-Riot mobile police men over 15 stormed into the compund with weaons and caused a stir among staff.

Knowing the possible result of their action, the MD himself, the HR manger and the other GM absented themselves from work today and switched off their phones expecting there to be a fracas.The staff maintained law and order, went about their duties and avoided any form of confrontation with the mobile police.

It is sad that Ciscon mangaemnt is being poorly advised to fight and attack his staff who have helped him build a great empire rather than dialogue with them. This shows the callousness of the MD, the HR Manager ad the DGM, the do not care to spill the blood of the staff.

This last intimidation tactic is the latest in a series of crackdown on Staff since they joined the union. Several attempts has been made to railroad the efforts of staff to get justice but Justice will surely prevail.
