PoliticsSaraki Files Fresh Motion To Disqualify CCT Chairman by coast2calm(op): 7:13am On Jun 15, 2016
The Senate President, Bukola Saraki, has filed a fresh application, asking the Chairman of the Code of Conduct Tribunal, Danladi Umar, from further presiding over his ongoing trial.

The fresh application is the second filed by the Senate President asking the CCT chairman to withdraw from his trial.

The Umar-led CCT had on April 28 dismissed the earlier application which sought the withdrawal of the CCT chairman from the trial on the basis of an alleged ongoing investigation of his involvement in a N10m bribery allegation.

Our correspondent learnt on Tuesday that Saraki filed his fresh application accusing Umar of bias based on the comment made by the tribunal chairman at the last proceedings on June 7, 2016, while warning the defense team against delay tactics.

Umar had said, in response to the complaint by the prosecuting counsel, Mr. Rotimi Jacobs (SAN), during the June 7 proceedings, “I am not happy at the delay tactics by the defence counsel and I must say this thing out that this delay tactics will not reduce the consequences the defendant will meet in this tribunal at the end of the trial.”

Saraki, in his fresh application filed by his lawyer, Kanu Agabi (SAN), alleged that Umar’s statement would prejudice the outcome of the trial.

Our correspondent learnt on Tuesday that the application had been served on the prosecution.

Meanwhile, as Saraki’s trial resumes on Wednesday, it is not certain that the application will be heard as the prosecution has yet to respond to it.

The fresh application is one in the string of the motions Saraki had filed to stop his trial since the charges were filed against him last September.

The first prosecution witness, Mr. Michael Wetkas, is expected to return to the witness box for the 12th day of cross-examination by the defence on Tuesday.

During the last proceedings on June 7, the prosecuting counsel, Jacobs, accused the defence of deliberately delaying the case.

In his response, the tribunal chairman said he had taken note of the delay tactics being deployed by Saraki’s lawyers.

Umar warned that the tactics would not in any way affect the outcome of the trial.

The comment by Umar was the basis for the fresh application by Saraki.

Meanwhile, Saraki’s lead counsel, Agabi (SAN), had during the proceedings expressed shock at the comment by the tibunal chairman and asked Umar what he meant by the “consequences” awaiting his client in the tribunal.

Agabi told the tribunal chairman that he and his client were worried over “prejudices.”

He advised the tribunal against influence from “enemies”, adding that the defence team was standing against “prejudices.”

HealthNigerian Graduate From YALE Wants To Create A Secure Drug Pipeline In Africa. by coast2calm(op): 8:12pm On May 26, 2016
School of Management student Adebayo Alonge had just finished high school when he was diagnosed with COPD–chronic obstructive pulmonary disease. Alonge was living in Lagos, Nigeria, and struggled with severe asthma symptoms, including large amounts of fluid in his lungs. During his treatment, he relied on medication from a local pharmacy, but his symptoms kept deteriorating. “At one point I just stopped breathing,” Alonge says. “They had to do resuscitation.” Soon after, Alonge began buying his medication direct from London. He improved rapidly. “It was the same medication,” he says, “but very different quality.”

This experience would shape Alonge’s career, leading him first into pharmacy and stints with both Swipha (formerly Roche Nigeria) and BASF in Africa, and later to start a company, RxAll, dedicated to creating safe, reliable pipelines of high-quality drugs in Africa. His cofounder, Ankur Kapadia, is in the School of Management’s MBA for Executives program and has an extensive background in healthcare technology.

The team was the second admitted into the Yale Entrepreneurial Institute’s Global Social Venture Creation Program (VCP), receiving $2,200 in support from InnovateHealth Yale in addition to the $1,000 given to VCP teams by YEI. The program provides education, mentorship and guidance for early-stage teams looking to develop their ventures. They were also recently a finalist for InnovateHealth Yale’s Thorne Prize for Social Innovation in Health or Education.

“RxAll has developed a compelling way to tackle the very serious global problem of counterfeit medications,” says Martin Klein, Director of InnovateHealth Yale and Associate Dean for Development and External Affairs at Yale School of Public Health.

According to the World Health Organization, 100,000 Africans die each year from counterfeit medications, such as poor quality antimalarial drugs; and counterfeit medicines represent 30% of all medicines distributed in Africa. RxAll would combat this problem by creating a secure pipeline with a verification process from drug ordering to patient purchase. “We can create this secure drug pipeline and verification system for local pharmacies to buy directly from manufacturers,” Alonge says. “Using their smartphones, patients can pass a ray of light through an attached accessory on the drugs they want to buy. Their phones will then tell them whether it is an original pack.”

The startup has completed a market study in Nigeria speaking to 50 pharmacists who have indicated a strong interest in buying from a secure online-based pipeline instead of the open market. They are also speaking to the Food and Drug Administration and looking to connect with a materials scientist at Yale to optimize the technology used to verify the drugs. They plan to begin with the region’s most common medications—antimalarials, antibiotics and chronic diabetes medications.

Money from the Global Social Venture Creation Program will help to support a pilot test of the ordering platform in Nigeria. “We want to see how many pharmacies would convert to the platform and get metrics around acquisition and cost,” Alonge says. They are also doing a second-stage market study, talking to local manufacturers, pharmacies and users.

It’s a personal mission for Alonge as well as a professional one. By creating a secure drug pipeline, he can directly impact lives in his home country and prevent needless suffering due to counterfeit drugs.

“This team is motivated to make an impact,” says Jim Boyle, Managing Director of YEI. “They are continuing to build their business case and have made terrific progress in creating a new platform that pharmacies in Africa want to use.”

PoliticsDSS Screens Buhari’s Ministerial Nominees- PUNCH by coast2calm(op): 1:16am On Sep 10, 2015
The Department of State Services has commenced the screening of ministerial nominees sent to it by President Muhammadu Buhari, The PUNCH has learnt on Wednesday.

It was gathered that no fewer than 20 nominees had been vetted by the DSS operatives since the exercise started.

The President was said to have sent to the agency a total of 36 names of would be ministers for security checks.

The identities of the nominees were top secret as of Wednesday.

The President had indicated in a chat with journalists in Accra, Ghana, on Monday that he would keep his promise of announcing names of his ministers this month.

Investigations showed that the screening process by the DSS involved conducting background checks on the careers of the nominees and operatives were also checking for records of the nominees with anti-graft and security agencies.

One of our correspondents gathered that people on the list included mainly those who worked with Buhari when he was in the military and during his stint as the chairman of the defunct Petroleum Trust Fund.

The DSS could not be reached for comment on Wednesday as it had yet to appoint a spokesperson.

‘Security screening not public’

When asked if the Presidency had directed security agencies to vet ministerial nominees, the Special Adviser (Media) to the President, Femi Adesina, simply replied via a text message, “Security screening is naturally a behind-the-scenes matter, thanks.”

Top ranking members of the governing All Progressives Congress have also refrained from speaking about ministerial appointment by Buhari.

One of the APC leaders, who asked not to be named, said, “The truth is that the President is someone who believes in due process.”

“His choice of Daura (Lawal Daura), a member of the old guard, as the DG DSS should tell you something; even those contacted for screening know that any leak of information traced to them could ruin their chances,” the source added.

The National Chairman of the party, Chief John Oyegun, has been out of Abuja for almost one week.

Calls to his mobile phone indicated that it was switched off.

Repeated calls to the mobile telephone number of the National Publicity Secretary of the APC, Mr. Lai Mohammed, were neither picked nor returned as of the time of filing this report.

The ministerial list is yet to be forwarded to the Senate as it is still undergoing security screening.

The President, in an interview he granted the Hausa Service of the BBC on Tuesday, had given a hint about what influenced the appointments he had so far.

He had said, “If I choose people who I know quite well in my political party, people whom we came (together) all the way right from the All Paeoples Party, Congress for Progressive Change and the APC and we have remained together through good and trying times, what then is the reward for such dedication and suffering? They did not defect because of positions; they did not involve themselves in the pursuit of personal gains.”

Such considerations are also likely to influence his choice of ministers, sources indicated.

It will be recalled that Buhari had in July said his cabinet would be made known in September.

The President, in an article published in Washington Post on July 19, said it would neither be prudent nor serve the interests of sound judgment for him to have formed his cabinet immediately he was inaugurated on May 29.

He said it was necessary for the country to first put new rules of conduct and good governance in place before he could make critical appointments into his government.

The article was published ahead of his historic meeting with President Barack Obama of United States in July.

He said it was noteworthy that Obama did not have his full cabinet in place for several months after first taking office.

He said the US did not cease to function in the interim despite that delay.

“When cabinet ministers are appointed in September, it will be some months after I took the oath of office. It is worth noting that Obama himself did not have his full cabinet in place for several months after first taking office; the United States did not cease to function in the interim,” he had said.
