The importer of the goods has already paid the VAT when buying the goods because it was built into the cost from China, conversely, should we pay VAT to outsiders for what originates from but is consumed outside Nigeria?
As for the importer and consumer, the importer is the one adding value and so is liable to pay his/her own VAT which the final consumer carries in addition to the VAT from China.
