The Governors are in charge of lands in their states but are paying no attention to farming. Invention and advancements are two very different things. Invention can account for 1% of progress made in a thing or field and advancement 99%. The noble prizes are largely advancements. Coffee for example was invented by an accidental encounter and thats down to geography of God's creation and formation process. The plant qas growing innocently, goats grazed it randomly, misbehaved, and that prompted someone to ask basic questions about what the goats were always grazing just about when they always misbehaved.
Same coffee has since been advanced by another set of folks to the point the discovery is almost, if not, useless.

If it was only invention that counts, the lecturers in universities wont be looking for advancement in the body of knowledge the way they do. Only invention of something new will count to them.
