This is a task for religious groups and not a government task. If churches want to work together to airlift thousands of pastors together to Israel and save funds in the process, it makes sense that they work together without involving the government. The govt only allows practicing of the religion within limits of the law. What we have today, is the law being inferior to one of the religion and exhausting govt resources.
