I expect you to introduce yourself.
If I am the one placing the call.
I will introduce myself as soon as you pick up.
I think it should be the other way round.
If you are calling someone the onus is on you to speak.
Especially when you know the receiver doesn't have your contact.

This could be your preference though, but it's always nice to pick up the phone and say hello to signal the caller that you have picked the call and ready to talk.
