Delta @ 32: Focused strides in steady progress

By Chukwudi Abiandu

How time flies. Just like yesterday, Delta State which was carved out of the defunct Bendel State, which itself was so renamed from its defunct Mid-West Region nomenclature has come of age at 32. Created on September 27, 1991 by the administration of former military president, Gen. Ibrahim Badamasi Babangida, fondly called IBB, the state came into existence with 25 local government areas covering three senatorial districts of Delta Central, Delta South and Delta North. The central is home to the Urhobo, Delta South is home to the Isoko, Ijaw and the Itsekiri ethnic groups and Delta North is home to the people of the Anioma ethnic nationality.

While there was some measure of jubilation at creation, the reality at operating the state at inception was the challenge of underdevelopment that the new state posed. To put it mildly, the state was grossly underdeveloped, as it lacked many important facilities for socio-economic improvement of the people. The entire state with 25 local government areas was a glorified local government. No access roads, no social amenities and accommodation for the teeming workers, who now have to relocate to Asaba the new state capital, posed a huge problem.

Veteran journalist and foremost Editor Mr. Frank Igwebueze effectively captured the overwhelming challenge of that time. In his write-up titled “Delta Blossoming with Age”, one of the contributions in the book: “Ifeanyi Arthur Okowa- Hope & Fulfillment”, he likened the situation at inception of the new state as equivalent to the bedlam that attended the recent unprepared departure of the United States of America’s troops from Afghanistan. He wrote: “While that of the Americans had the threats of violence, the creation of Delta State with its capital at Asaba was rather muted with a deafening silence, especially among its disparate ethnic groups. But happening under a military regime, acquiescence was taken for granted.

“The scramble to leave what is now left of the old Bendel State from where Delta State was carved out was an epic bloodless war. Deltans, as they have become, headed for an unprepared city called Asaba, which was ill-at-ease with the sudden deluge of human beings trooping in from Benin. Every available space was occupied. Makeshift tents among others, became shelters and offices.

“The most challenging was the space for the Military administrator who had reported to resume duty. The man had to squat at the old Bendel Hotel, but his stay in the hotel had to be cut short. The space provided could not cope with the volume of the military administrator’s visitors. Pastor Ifeanyi Agbeyeke, a retired permanent secretary on the state had the burden of shouldering the initial painstaking ordeal of locating not only a space for the military administrator, but for civil servants who had streamed into Asaba from the defunct Bendel State to resume in their own state.”

Indeed, no fewer than three military administrators were at different times in the state. The first was Group Captain Luke Ochulor. He had a “few months to lay the groundwork and set up the governmental structure.” He obtained the frequency License for Delta broadcast Station (DBS), and built the first improvised State secretariat on Summit Road with which he got the State government running till 1992, when late Olorogun Felix Ibru emerged as the first elected Executive Governor. His administration was brief as it was booted out along with other state governments and the Interim Federal Government of late Ernest Shonekan by the goggled putschist, late Gen. Sani Abacha. Another round of military administrators were appointed with the then State commissioner of Police, Alhaji Mohammed Abdullahi holding brief as Acting Administrator for three months. Col Bassey Asuquo took over as substantive military administrator and was succeeded by Group Captain Ibrahim Kefas. Others included Col. John Dung and Navy Captain Walter Feghabor who served from 1998 and handed over to the second democratically elected governor, Chief James Onanefe Ibori on May 29, 1999.

Chief Ibori inherited a difficult period upon coming in as elected Governor. The State was in turmoil with the Warri ethnic strife as major factor, creating difficulty for the new civilian government. Chief Ibori’s Deputy, Chief Benjamin Elue in the Forward to the book, “The Ibori We Know … A man of Political Depth and Audacity”, written by two notable journalists Hon. Abel Oshevire and Chukwudi Abiandu spoke about the difficult era that they came in as Governor and Deputy Governor. He said: “We inherited a state that was very backward, bereft of tangible development. Asaba, the capital was a one-street town, Nnebisi Road, which ran from one end to the other. Warri the commercial city of the State was embroiled that had completely reduced it to a shadow of its old self. Therefore, we were faced with the challenge of quelling the many crises across the State, restoring peace and uniting the people. This was a major task we needed to accomplish before any development could be embarked upon. In the midst of these challenges, we had to also contend with inadequacy of funds.”

Yet, Chief Ibori as governor took up the gauntlet, faced the challenge squarely and with courage went into the creeks severally even amidst danger to his life he was able after painstaking efforts to get the people to understand the need to put strife away and unite for the purpose of making progress for themselves, their people and the state at large. The effort paid off, the people cooperated and sheathed their swords and brought the violence to an end.

Chief E.K.Clark, a notable Ijaw and Niger Delta leader was one of the wise men from the warring ethnic groups summoned by Ibori to dialogue and proffer solution to the crisis. Giving a graphic illustration of how Ibori did “what Napoleon Bonaparte could not do to bring peace to the state, the elder statesman said: “I must say that the Ibori Administration has weathered the storm and performed creditably, particularly when you recall that the administration came on board at a time the State was in turmoil. There was a lot of crises in the state at the time.” Indeed, the crises cut across the entire three senatorial districts of Central, South and North.

With the cessation of hostilities from the feuding groups and peace achieved Ibori then set out on governance proper by re-engineering the state that was then described as having the similitude of a broken chinaware with so much rut and decay, a function of age-long abandonment and underdevelopment. Of course, despite it being rich in human capital and natural resources the state looked forward to the opportunity to harness these resources for the good of the people.

In response to the challenge, bringing development to the state, Ibori set up the Delta state Think Tank, made up of eminent Deltans headed by the late Deacon Gamaliel Onosode, and charged with a nine-point responsibility. The report and recommendations of the committee became the fulcrum upon which Ibori’s development efforts of reversing the many years of utter neglect and underdevelopment of the state revolves. He then embarked on a massive and economic infrastructure development of the State, constructing and opening and connecting the rural communities through huge road networks and connecting bridges. Schools were built and rehabilitated, and he went ahead to establish the Delta State University, Abraka, created three state owned polytechnics at Ozoro, Ogwashi-Uku and Otefe Oghara, as well as set up the Delta State University Teaching Hospital at Oghara. He built the Olorogun Felix Ibru Secretariat to ease the shortage of office facilities for civil servants, including the senior and junior staff low cost houses, with loan facilities made available for civil servants to build houses and enjoy the ownership of cars. The Ibori era was a pleasant experience for government workers. He did not neglect sports development.

Chief Elue, the Deputy Governor said: “Every decision we took were in the best interest of the state and its people. “So Much sacrifice was made on the part of everyone in government in the process to get the state out of the woods, reposition it into the virile State it was by 2007, when we left office,’ he said.

Ibori’s successor, Dr. Emmanuel Uduaghan, erstwhile Secretary to State Government came on board as governor with his three-point agenda of Peace and security, Human capital development and Infrastructure development. It was the platform with which he built and consolidated on the transformation efforts begun by his predecessor for the State. For Dr. Uduaghan, sustainable peace and security forms the fulcrum on which good governance, equitable distribution and delivery of dividends of democracy evolves, thereby producing healthy neighbourliness, flourishing business and industry. He believed like other right thinking persons that no meaningful development or investment can take place in the absence of an enabling environment of prevailing peace and security. And building on the solid blocks put in place by his predecessor, Dr. Uduaghan went steps further and adopted a number of proactive strategies that drove his government’s resolve to maintain the relative peace and security within Delta State. The success of the peace and security initiative and resolve can be measured in comparative and favourable terms with what existed in other states of the Niger Delta. A major breakthrough was the occasion when Dr. Uduaghan and the Federal Government Amnesty team witnessed the surrender of arms by militants in Delta state.

He also launched the joint security patrol team comprising the Army, Navy, police and the State security service, as well as the waterways security committee, a move initiated to arrest the then prevailing insecurity in the state’s waterways, especially in Warri and environs. The Committee was composed of community leaders and youths who are familiar with the riverine terrain of the state. The committee monitored and sent early warning signals to the appropriate security agencies when breaches occurred. It ensured safety of the waterways for the populace, investors and maritime operators.

The administration of Dr. Uduaghan specifically built the human capital development programme around the active and result oriented participation of the average Deltan so as to realise its objective of eradicating poverty, disease and ignorance among the populace. He initiated programmes such as YETA (Youth Empowerment Through Agriculture, the Delta State Micro-Credit Programme (DMCP), Mass transport scheme, Talent/Potential Development and the training and retraining through workshops, seminars and in-service trainings

In infrastructure development Uduaghan’s administration paid attention to building and rehabilitation of bridges, reconstruction and construction of road networks across the three senatorial districts thus bringing about socio-economic activities, increased and easy movement of agro-allied, adequate and unhindered policing of all nooks and crannies of the State, back-up incentives for potential investors and to facilitate harmonious and intra-ethnic relationships.

Uduaghan’s three-point agenda was the administrations road map to a greater Delta by creating an economy that can survive and prosper without oil, culminating in the administration’s sing-song – Delta Without Oil.

Under Uduaghan, students received bursary awards across the state, including Delta indigenes in tertiary institutions overseas, with special emphasis on those who made first class and sought to pursue their education further. Also today in Delta State, pregnant mothers enjoy free maternity services and on delivery pay no fees, while children from 0-5 in age receive free medical treatment in state government owned hospitals. They are medical initiatives started by the Uduaghan administration. The point must be made also that on the transportation front, Uduaghan began the construction of the Asaba International Airport, which began operation before he left office, although hitches were observed that resulted in the Nigerian Airport Development authority putting operation of the airport on hold until observed anomalies were rectified and facilities installed.

The Senator Dr. Ifeanyi Okowa administration succeeded Dr. Uduaghan bringing on board its five-point SMART agenda with the mantra to make every Delta prosperous and culminating finally in the STRONGER Delta theme. Coming at a time of the challenge occasioned by the economic meltdown, the administration with absolute dexterity was able to steer the ship of state through a very difficult economic terrain while taking cognizance of its campaign promises and fulfilling them. The situation was such that it was characterized by Egho a ria (No money) syndrome, and later faced and debilitating situation of the Covid-19 era that brought world economic activities to a halt. The good news was that the then governor remained resolute in delivering on his promises and went ahead to make early impact through massive road construction and rehabilitation.

Like his predecessor, Okowa built on the legacies begun by the governors before him, taking fulfillment of his campaign promises and programmes a notch higher. As with his predecessors, lack of space reasons will not allow for a comprehensive detailing of all that the Okowa administration did in the eight years of service. But they can be summarised as follows: On the Empowerment Job and wealth creation the government created Over 15,000 entrepreneurs, over 250,000 direct jobs, over 1,500,000 indirect and direct jobs, all from the many infrastructure development projects it handled.

In the area of road infrastructure- Urban renewal, rural and urban riverine areas integration, the Okowa administration made remarkable impact culmination in over 883 road projects, over 2,000 kilometres length of roads, over 1,400 kilometres of drains, seven completed bridges, 14 bridges under construction across the state, over 3oo km length of drains channel in riverine areas, completion of Ogbehe Floating market in Warri and the storm drainage project in Asaba and Warri.

In the Education sector, the Okowa administration established 26 new primary and 58 new secondary schools, constructed 1,717 classrooms, renovated 3,664 classrooms for public primary schools; rehabilitated six existing technical colleges across the state, established nine new model technical colleges, with three fully completed and functional; established 14 functional /skill CQUISITION CENTRES ACROSS THE State; established three new state owned universities and established the Teachers professional Development Centre.

It must be said that the okowa administration put in place notable landmark projects such as the prestigious Obi (Prof) Chike Edozien Secreatriat, Asaba, the Koka fly over bridge and interchange that has ended the traffic logjam hitherto experienced, thereby making motoring easy, the mechanic village also in Asaba. Many of such landmark projects are also available across the three senatorial districts.

Talking about Delta at 32, it will not be possible to put down in written form the level of transformation that the State has experienced. But suffice it to state that the development in terms of positive growth that the state has had is the result of the visions of the successive administrations and the passion of the respective leaders to drive and deliver on their visions and promises to the people. Each leader had challenges peculiar to him and evolved strategies within the challenge that prevailed during his time and Delta state has been the better for it. A peaceful, transformed and hospitable State achieved through the focused development strides of good leaders.

Incidentally, the new administration of His Excellency, Rt. Hon. Sheriff Oborevwori, governor of Delta State has promised to take development beyond what exists in the State by doing more for the people through his M.O.R.E agenda.

Project Execution: No more cutting corners in Delta – Reuben Izeze

The Delta State Commissioner for Works, (Highways and URBAN Roads), Comrade Reuben Izeze, says no more cutting corners in project execution in the state.

The newly sworn in commissioner stated this on Wednesday in Asaba when he assumed duty after his inauguration by Gov. Sheriff Oborevwori.

According to Izeze, there is no more cutting corners in project execution in the state.

”The governor does not cut corners, he is a man of very high standards and I know that the Ministry of Works will be one of his star ministries in the cause of this administration.

‘’The people of Delta are looking forward to the ministry doing something differently from what has been the norm.

”And I believe that it is time to do things differently. Whatever projects we are doing must be able to stand the test of time,” he said.

Izeze added that ”In this administration, because the governor has promised the people of the state the ”MORE agenda” to advance the state, I can assure you that we must get back to delivering superior projects.

‘’We will do projects that will make the people of Delta proud and understand that the Oborevwori’s administration means to keep its commitment to the state, particularly in the area of quality of roads and bridges both in the rural, urban, riverine and highways.”

Izeze charged the engineers in the ministry to be up in their game in realising the visions of the governor in delivering quality projects that would stand the test of time.

In the same vein, the Works Commissioner (Rural and Riverine Roads), Mr Charles Aniagwu, stressed the need for the staff of the ministry to effectively discharge their duties.

Aniagwu cautioned the civil servants against laxity or cutting corners in the supervision or execution of projects in the state.

‘’We will make supervision much more frequent. No matter where the road is in the state.

”It must be visited while the schedule officers should be able to give us regular updates on the project so that if the contractor has a challenge, we can address it on time,’’ Aniagwu said.

The commissioners who took their turns to familiarise themselves with the engineers and civil servants in the ministry addressed them on their expectations towards the realisation of the ”MORE agenda” of the governor.

They stressed the need for cooperation of staff in the ministry to achieve the desires and aspirations of the state government.

Earlier, the Permanent Secretary, Mr Fred Edafioghor, who conducted the commissioners around the offices upon disclosed that the ministries inherited over 400 projects at various levels of completion from the previous administration.

He said: "Consistent with my pledge to be Governor for all, I have constituted a committee headed by the SSG and other stakeholders including labour to work out palliatives that will cover the following segments of the population, namely; People Living with Disabilities (PwDs); Widows; Poor and vulnerable households that do not belong to the above categories; and the aged.

"I expect us to roll out palliatives for these categories of people as soon as the committee submits its report. Meanwhile, the committee is also looking at the possibility of the state government acquiring electric vehicles for public transportation.

"The committee has equally been mandated to initiate the process of converting the existing Tricycle (popularly known as keke) assembly plant in Asaba into a dual-purpose factory that will be able to produce gas-powered keke, in addition to those running on petrol. If this is done, it should significantly drive down the cost of transportation," he said.

The move is sequel to the payment of N5.522bn naira promotion arrears to civil servants effective August; payment of N10,000.00 for 50,167 public servants, including the 10 tertiary institutions for three (3) months in the first instance.

Oborevwori also approved rotational work schedule for all civil servants between grade Levels 1-14 for a maximum of three (3) days a week till further notice; while levels 15 and above to work out what is convenient in their respective MDAs while working remotely is encouraged.

Other move made by the Governor to grant relief to workers include sourcing and guarantee of N40bn pensions payment for Local Government Councils pensioners and retired primary school teachers.

"The PIA is something we have to follow through for peaceful co-existence of oil companies and host communities.

"I was once a community leader and I know the operation of Chevron, what we need as a state is more cooperation with the host communities.

"If you go into dialogue with host communities there will be peace. I want to assure you that we will work together to enhance the development of our state through my M.O.R.E Agenda.

"When there is peace in the state it means the company will operate well and our IGR will also improve," Oborevwori stated.

Oborevwori swears-in Commissioners, harps on effective service delivery

Delta State Governor, Rt. Hon. Sheriff Oborevwori, Tuesday, swore in twenty-six new commissioners in the state with a call on them to ensure fairness, equity and justice to guide their actions for effective service delivery.

Speaking at the inauguration which held at the Events Centre Asaba, Governor Oborevwori charged the new Commissioners to discharge their responsibilities with dedication and diligence in the overall interest of the people.

Those sworn in were: Odinigwe Odigie Daniel; Hon. Joan Onyemaechi Ada-Anioma; Jerry Ehiwario; Charles Aniagwu; Dr. Kingsley Ashibuogwu; Michael Ifeanyi Anoka; Hon. Princess Pat. A. Ajudua, Ph.D and Chief Darlington Ijeh; Chief Fidelis OkenmorTilije; Barr. Funyei Manager; and Hon. Godknows Angele.

Others are Dr. Joseph Onojaeme; Chief Emamusi Obiodeh; Mr Perez P. Omoun, Esq.; Orode Uduaghan; Isaac Tosan Wilkie; Agbateyimiro Isaac Weyinmi; Samuel Oligida; Prof. Tonukari Johnbull; Etagherure Ejiro Terry; Mrs. Rose Ezewu; Jamani Tommy Ejiro; Onoriode Agofure; Hon. Izeze Rume Yakubu Reuben; Chief Vincent Oyibode, and Sonny Akporokiamo Ekedayen

Oborevwori said: "You are among the privileged few from the list of other eminently qualified persons. I must confess that to arrive at this list was a very tasking and painstaking process.

"It took weeks of extensive consultations, rigorous scrutiny, and consensus building to arrive at the final list of commissioners.

"I note with pleasure that this State Executive Council is an inspiring blend of youths and experience hands, and meets the requirements of competency, spread, and sectoral representation.

"The youth represent a breath of fresh air while the old hands are needed for their maturity, wisdom, mentoring, and stability of the system".

He charged the newly sworn-in Commissioners to be humble in the discharge of their duties, adding that "being a Commissioner does not make you superior to others. So, you must shun pride and arrogance.

"This appointment is simply a call to higher responsibility, and you must justify the confidence that has been reposed in you with good judgment, tenacity of purpose, compassion, and unwavering commitment to the development of the state and the welfare of our people.

"As stated in my inaugural address, the M.O.R.E agenda of this administration is designed to ADVANCE Delta through inclusive and sustainable economic growth and private sector job creation, strengthening the human capital, building an enabling infrastructure, and improving governance and accountability systems for improved service delivery.

"The successful implementation of these programmes calls for drive, focus, innovation, fiscal discipline, and judicious allocation of resources on your part.

"A lot is expected from this administration in the light of the massive support we received from the electorate in the general elections. Hence, you must roll up your sleeves and get to work immediately because there is no time to waste.

"This administration is almost three months old and we must make every day count for our people. It is especially important that as commissioners you constantly monitor the progress of projects under your ministry and institute a mechanism for feedback and evaluation.

"As heads of Ministries, your personal example is the most powerful leadership tool you possess. You must be role models in punctuality, discipline, hard work, excellence, honesty, transparency, and accountability. People will do what they see you do, not what you say. Hence, you must endeavour to match your words with actions.

"Let fairness, equity, and justice guide your actions, and you must give every citizen equal opportunity to benefit from our programmes and services.

"In this regard, you must shun ethnic politics and divisive tendencies. You are to maintain an open-door policy in your ministries and be accessible to all and sundry," Oborevwori said.

Responding on behalf of the Commissioners, Miss Orode Uduaghan thanked the Governor for finding them worthy to serve and pledged the unalloyed loyalty and commitment of the Commissioners in the execution of his administration's M.O.R.E agenda.

We place premium on education in Delta - Oborevwori

...as NUC lauds Delta for sustainable educational devt

Delta State Governor, Rt Hon Sheriff Oborevwori, Monday, said the State Government has placed premium on education to keep students of the State on track and focused.

Governor Oborevwori stated this when he received on courtesy visit officials of the National University Commission, NUC led by its Acting Executive Secretary, Mr. Chris Maiyaki in his office in Government House, Asaba.

He thanked the NUC for approving the three new universities for the state, saying the establishment of the new universities was well justified hence the House of Assembly he presided over didn't waste time in passing the bills.

Governor Oborevwori, said: "When we received the bill for the three universities, we looked at the justifications for three universities and we found out that they had the staff and infrastructure.

"They had subvention but the students were not there because the NCE programmes were no longer attractive to them.

"Where we had about 900 staff in the then College of Education, Agbor, you cannot even find 1,000 students and what we provide there is enough to run a full-fledged university.

"The money used in running the College is also the same thing to run Ambrose Alli University, Ekpoma where I graduated from and they have over 15,000 students yet we can't get even 1,000 at the College of Education, Agbor.

"So we didn't waste time to approve the bill. Moreover, that period we had over 25,000 Deltans that passed JAMB and were qualified for university education but the universities couldn't admit more than 5,000.

"So what happens to the remaining 20,000 students? They have to wait for another year again? And we said no its a very brilliant idea to upgrade three existing higher institutions into full-fledged universities and we had to pass the bills.

"I must commend NUC for approving the three universities for Delta State. I want to assure you that as a government we will continue to provide whatever it takes to make the universities great.

"Here in Delta State we take education very seriously, because you may acquire anything on this earth, it will go but education will remain with you till death.

"Here in Delta we value education because by the time you train your children, they will not be involved in crime, they will be focused in life.

"So education is another way of reducing crime and since I came in we have been in touch with them and all that is necessary in terms of staffing and infrastructure would be provided.

"Delta is peaceful and everywhere is beautiful but if you see any road that is not good in Delta State just know that it is a federal road.

"We are taking care of our state roads and even intervening in some federal roads like the over 147km Ughelli/ Asaba Road dualisation project which am very sure would be completed by next year".

Earlier in his remarks, the Acting Executive Secretary of NUC, Mr. Chris Maiyaki, commended Delta State Government for its contributions to sustainable educational development in the state and country.

East-West road strategic to Niger-Delta development - Oborevwori

Delta State Governor, Rt. Hon. Sheriff Oborevwori, Tuesday, underscored the importance of the East-West road to the economic development of the oil rich Niger Delta Region.

Oborevwori stated this while playing host to the Senate Adhoc Committee investigating the non-completion of the East-West Road led by Senator Abdul Ningi at Government House, Asaba.

He said that the road which connects the South-South, South-East and Western parts of the country, remained in a bad state and uncompleted despite several attempts to complete the road.

The Governor said that the region which produces the highest wealth of the nation should be given better treatment by ensuring that the road was completed.

Oborevwori said: "It is my pleasure to receive the team that I have seen here today and from the presentation of the chairman, it's obvious they are out to do something good this time.

"At times when they set up adhoc committees, it looks like a jamboree but when I went through the names on the team and seeing the name of Senator Adams Oshiomhole, I became a bit relaxed.

"The East-West road is very strategic to all of us in this region. With what we have contributed to the nation in the past and with the region contributing the highest wealth to the nation today it is proper that attention is paid to this region.

"I want to also thank the leadership of the National Assembly for deeming it feat to appoint people of high integrity and capacity into this team.

"We are also happy about this visit because in one of our National Economic Council meetings, we have agreed collectively as governors from the South-south to work on the East-West road.

"My appeal to you is that you fast track whatever investigation and inspection you are to carry out, so that by the beginning of the next dry season, work can commence on the road.

"So your coming is a good one and I know that we will enjoy a lot of benefits if the East-West road is completed because apart from oil producing states, we also have agrarian states in this region," he said.

Earlier, Senator Ningi had told Governor Oborevwori that they were in Delta on a fact-finding mission on why subsequent administrations had failed to complete the East-West road despite the enormous funds appropriated and disbursed for the road.

He congratulated Oborevwori for his landslide victory at the polls and for hitting the ground running, adding that the Committee would ascertain the level of work so far done on the East-West Road with a view to determining whether the work done was commensurate with what the federal government had spent on the road.

He pointed out that the East West Road was a strategic and critical road infrastructure which cuts across the South South geopolitical zone of the country, adding that the road project cannot continue to suffer unnecessary delay because of its strategic importance to the economy of the people in the South South.

"It is imperative to understand that the East-West road occupies a very central nerve in this country and the Senate felt that the road has not gotten adequate attention that it deserves over time.

"We are going to take a critical exercise of the entire stretch of the road and have some discussions with stakeholders because that road should not be in this condition that it is at the moment.

"That road shouldn't be in that condition. We believe that there is a missing link and it is our view that this committee will be able to identify the missing link so that the road would be fixed," the Chairman of the Adhoc Committee said.

Flooding: Delta demolishes buildings on waterways

Delta State Government, Monday, commenced demolition of buildings erected along waterways and causing flooding across the state in line with Governor Sheriff Oborevwori's directive.

The demolition exercise started with the pulling down of parts of three buildings, including a yet-to-be-completed church structure and a storey building at Ugboroke, in Uvwie Local Government Area of the state.

The demolished parts of the buildings were occupying waterways believed to be responsible for the annual flooding of houses in the area.

Director-General, Special Duties, Governor's Office, Asaba, Mr Frank Omare, led the amphibious swam buggy to the area, amid security protection from soldiers drafted from the 3 Battalion, Nigerian Army, Effurun.

The demolition and dredging exercise, which started on Monday at Uvwie Local Government Area will move to Warri, Warri South Local Government Area, Udu, Ughelli and other flood-prone parts of the state.

Speaking to journalists on Monday during the demolition exercise at Ugboroke, Mr Omare, who had done similar job as Commissioner for Environment during the administration of Dr Emmanuel Uduaghan, said he would follow the mandate given to him without discrimination, adding that seven heavy equipment are at work.

"One of the mandates given to me is to remove illegal structures all over the state; in every local government area. And this is just the beginning and we've given them over two months to ensure that those who had built on natural water ways remove their buildings, those who do not have approval plans they should remove their buildings. And they've deliberately refused.

"In Hgboroke, Uvwie Local Government Area, if there's rain for 10 minutes, everywhere will be flooded. The place is under water and we cannot continue to allow it.

"We're not here for individual interest but the general interest. We will not compromise.

"No sentiments. The falling away of the yellow leave is a warning to the green one. We've started and we're continuing. Times are hard, things are rough, but we must do the right thing.

"The law is law. We have about seven equipment scattered across Warri South and Uvwie local government areas. When we're done, we'd move to other local government. It's a warning to others.

"Nobody's building will be spared no matter who is involved. We will not compromise. This is the way to go. Forty per cent houses here have no soak-away system. Five metres to the drainage, the roads and canals must be adhered to.

"Ministry of land and survey urban renewal are all with me to ensure things are done properly. We're going to be very bold, and we're bold, we're going to be very focused and we're focused and we're going to ensure that nobody is victimised. We're paying so much money to carry out this exercise.

"Government bears the cost of all logistics to bring back sanity. Oborevwori is a street man. He knows the streets. We're ready for those who are ready for trouble. This is a warning to others.

"Any building that has approval please bring them. Whether they're wrongly approved, we'll take responsibility. That's why the ministries in charge are here. They'd tell me how they approved buildings build on waterways," he noted.

Meanwhile, one of the residents, whose father's building was affected, David Adu, expressed happiness that the annual flooding in the area will subside with the demolition and dredging of the canal.

"I'm happy the demolition is ongoing even though my father's house is affected. I only ask they allow us remove our items from the building before total demolition. They should ensure they strictly follow the master plan by bringing back the canal and roads encroached on by builders," he charged.

"Let me urge you to continue to remain humble and loyal to your Speaker and members.

"Don't be carried away by power, don't assume that you are now a leader because you are now Deputy Speaker.

"So once again, I congratulate you for your victory and wish you greater success in your future endeavours," the Governor said.

In his remark, Hon. Akpowowo expressed appreciation to Governor Oborevwori and the party leadership for finding him worthy to serve as the Deputy Speaker as a first timer.

Vwaire Diaso: Oborevwori condoles family, NMA, calls for probe

Delta State Governor, Rt. Hon. Sheriff Oborevwori has sent his heart-felt condolences to the Diaso family and the Nigerian Medical Association (NMA) on the tragic and unfortunate passing of Dr Vwaire Diaso in Lagos.

Diaso, a medical doctor and native of Ewu Kingdom in Ughelli South Local Government Area of Delta State, died at the General Hospital, Lagos Island, when the elevator she used crashed from the 9th floor to the ground floor.

In a condolence message signed by his Chief Press Secretary, Sir Festus Ahon, in Asaba, Governor Oborevwori said that the tragic incident was avoidable if those saddled with the management of the hospital facilities were on top of their duty.

He urged the Lagos State Government and the Nigeria Police to investigate the circumstances surrounding the death of the young and promising Dr Diaso with a view to avoiding future reoccurrence.

"On behalf of the Government and people of Delta, I commiserate with the family of Kennedy Diaso of Ewu Kingdom, the Urhobo nation, friends and colleagues of the deceased on the tragic death of their promising daughter, Vwaire.

"This incident is tragic, painful, grievous and a great loss not just to the family but to the entire nation and humanity.

"While we mourn her unfortunate and avoidable death, the hospital management failed in their duty to maintain facilities at the hospital which caused her untimely death.

"I therefore call on the Lagos State Government and Police authorities to thoroughly investigate the circumstances surrounding the unfortunate incident with a view to avoiding future reoccurrence.

"Our thoughts and prayers are with the family, friends and colleagues in this difficult time, even as we pray the good Lord Almighty to accept her soul and grant her eternal rest," Oborevwori said.

Fuel subsidy removal: Delta mulls investment in electric vehicles

Delta State Government, Thursday, said it may consider investment in electric vehicles for mass transportation to mitigate the impact of fuel subsidy removal on the citizens.

The State Governor, Rt. Hon. Sheriff Oborevwori stated this shortly after inspection and test-drive of two electric vehicles presented by Ajaere Motors and Jet Motor Company at Government House, Asaba.

He said he was putting up a Committee to be headed by Secretary to the State Government, Dr Kingsley Emu to look into the economic viability and operational sustainability of electric vehicles in Nigeria.

"This is the first time I have the opportunity to drive electric vehicles and you can see that it's smooth, noiseless and comfortable, and with the way the price of fuel is going up electric vehicles are better at this time because everybody is trying to move away from fuel to save cost.

"The Electric vehicles (E.V) are cheaper; the only thing is that we are still studying this model and we are coming out with our own decision very shortly, to know whether to go in that direction, especially with the present hike in petrol price.

"Everybody is trying to go in that direction. It will also be economical and the good thing about this is that I am putting together a team headed by the Secretary to the State Government, to understudy this and see if it is something the state can do to support the transporters and reduce cost of transportation," he stated.

Also speaking, Chairman of Jet Motors, Chidi Ajaere said investing in electric vehicles was the way to go considering that the vehicles were eco-friendly and cheaper to manage.

He said future thinking mobility companies are investing in electric vehicles as the cost of transportation has become so high due to rising cost of fuel and maintenance.

Ajaere said: "The Federal Government is already taking the initiative of investing in electric vehicles. We have abundance of sun in Nigeria, so the idea for the Federal Government and the Delta State government is looking into building solar powered charging infrastructure.

"The two biggest cost drivers for transportation is cost of maintenance and cost of fueling but with electric vehicles you eliminate the cost of maintenance and the cost of petrol thereby reducing the cost of transportation by almost 80 percent.

"The life span of the battery is about eight to ten years and the bigger vehicles can do about 300km on a full charge; that's like moving from Lagos to Ibadan and back to Lagos or from Asaba to Warri and back to Asaba.

"All we need is just the Federal Government building solar charging stations along the way for these vehicles when travelling a longer distance so that when the passengers come down to ease themselves like they usually do, you can plug in your car to charge for some time before continuing your journey.

"In the rainy season, the solar charging infrastructures will have batteries that would store power for these vehicles to charge on gloomy days like this.

"Those stations can also be attached to CNG powered lines to help charge vehicles during the rainy season".
