[b]MUNICH, Feb 18 (Reuters) - Vice President Mike Pence sought on Saturday to assure Europe that the United States will back NATO even as it looks for new ways to cooperate with Russia, but was greeted by muted applause by European allies unnerved by President Donald Trump.

In Pence's first major foreign policy address for the new Trump administration, the vice president told European leaders and ministers that he spoke for Trump when he promised an "unwavering" commitment to the NATO military alliance.

Trump's contradictory remarks on the value of the North Atlantic Treaty Organisation, skepticism of the 2015 deal to curb Iran's nuclear ambitions and an apparent disregard for the future of the European Union have left Europe fearful for the seven-decade-old U.S. guardianship of the West.

Pence, citing a trip to Cold War-era West Berlin in his youth, said the new U.S. government would uphold the post-World War Two order.

"This is President Trump's promise: we will stand with Europe today and every day, because we are bound together by the same noble ideals – freedom, democracy, justice and the rule of law," Pence told the Munich Security Conference.

While the audience listened intently, Pence received little applause beyond the warm reception he received when he declared his support for NATO.

European officials told Reuters in Munich there was still doubt about the direction of the Trump administration, particularly after U.S. Senator John McCain told the conference on Friday the president's team was "in disarray."

Pence warned allies they must pay their fair share to support NATO, noting many lack "a clear or credible path" to do so. He employed a tougher tone than Trump's defense secretary Jim Mattis, who delivered a similar but more nuanced message to NATO allies in Brussels this week, diplomats said.

Pence also said Russia must honor the Minsk peace accords and deescalate violence in eastern Ukraine.

"Know this: the United States will continue to hold Russia accountable, even as we search for new common ground, which as you know, President Trump believes can be found," Pence said. [/b]

Others disagree with you and have a right to their choice just like you have a right to your choice. You can recreate Nigeria with other willing partners when the ones that want to leave has left.

Go to any university in any part of Nigeria outside igboland. Check the number of students there.
Compare the Igbo population there to the population of the indigenes. You will always get atleast 30% Igbo population.
Now go to igboland, and check the population of non-Igbo students, you will get at most 5%.
Now bring your statistics that proved yorubas are the most educated.
Remember that the first VCs of Most first generation Yoruba universities were Igbo men.

Zik was implicated in corruption and Ojukwu was involved somewhat in the Abacha for president charade. But I take your point that Igbos, of the major ethnic groups, have the least culpability for the state of Nigeria over a 57-year timescale in so far as having the least influence on governance.

The key problem with the North though is not greed, Southerners are arguably greedier, but incompetence. This is a theme I keep hammering on. The North has a narrower pool of capable policy makers/administrators-a byproduct of lower educational attainment. A corrupt but competent public official is far better than a less corrupt but inept official.

We can live in denial all we want but Zik and Awolowo were corrupt as the Foster-Sutton tribunal and the Coker commision respectively highlighted, but they were relatively competent.
You are right. Incompetence is really the word to use.
I can't pick one single leader in the north that I have seen to have any level of 21st century competence. They are stuck in Arabism and medievalism.
And then when you have these kind of people presiding over a nation and determining political and national direction, then forget development.
Incompetence is Nigeria's real problem. Corruption comes a distant second.
