I'm pretty sure it's palmpay, the only way around not getting your phone locked is by not having an active data bundle, the application responsible for locking the phone (otherwise known as security plugin) can only function using the phones data bundle... So until you have the money to payback then it's advisable to leave your phone unsubscribed.
