It depends on the plan you subscribed to. You can access 2k only on the annual plan.

I did the annual plan, i can only spend 500$ from the 1st-15th, then 1,500$ from the 16th-30th.

If you have someone with access signature card you can use it to pay for the IHS at least it has about 2k limit for 15th of every month. The rate I used for mine in DEC 23rd was 479 per USD. And I learnt the rate varies but not as high as black market.
