* custom recovery replaces stock recovery, it more efficient, sleek and its advice to have a custom recovery flashed/installed after rooting.
it comes in .img, and is flash with apps that needs rooting access, which is why you can't flash it without rooting your phone.
presently android has 5 custom recoveries [namely: CWM, CTR, COT, TWRP, Philz TR].
also custom recoveries are used to backup Stock ROMs, in case of any brick issues.

* custom ROM is like custom recovery, bt instead it deals with the entire android OS, a custom ROM replaces your stock ROM, stock ROMs are made by phone companies whilst custom ROMs are made by individuals.
