But I think one of two things is at play:

1) Putin is growing Old and getting Soft.
It should never have come to this level.
If it was that his 'mad assistant' Dimitri Medvedev that is in-charge, he will have turn Kiev into Dust by now and probably gone to War with these Countries, when it still has the element 'invincibility".
Putin should hand over Executive Power to younger People and he may still remain as titular Head of some Advisory Committee.
Putin has been good for Russia, for many decades that they are worried about loosing him.

2) Russia is planning "big things" for Ukraine and wants Ukraine to reach a point where, even the America will not bathe an eyelid, when Russia drops its "Package"!
Putin knows when this happens, it will be a DIRECT War with European Powers but he wants to ensure America will not join them, hence his trying to appease Trump.
That is an illusion, America and European NATO partners are working together for the destruction of Russia.

I SEE FEAR in Putin, but l also see RESTRAINT, because when this Big War unfolds, Russia has only one Option to survive: Nuclear Weapons.
And it will use it, hence it is very reluctant to act now.

(Ukraine is even not in the equation, that one will completely destroy itself very soon because it is running out of able-bodied Men to send to the War Front )

At that point, it will no longer be afraid it will also get nuked, it will be about who else wants to get nuked? New York? Berlin? London? Paris? Tel Aviv?
It will be a War between Nuclear Weapon States and How much Destruction of your own People and Cities, the Leaders are willing to Accept.

I hope it does not come to that but going by the belligerence and continued provocation of Russia, by European NATO Countries (France, UK, Germany) and their rabid, Russophobic Baltic Puppets like Lithuania, Latvia, Estonia, Romania, Bulgaria and Poland, not to mention Finland and Sweden, l am afraid that is where we are heading to........ unless something restores Common Sense.

This is just sample, If another apartheid regime or racial marginalization takes over South-Africa, no single Africa country will support or back them.. Such reforms would allow law enforcement agencies to act professionally without fear or favor.

Security is ultimately a function of strong institutions rather than the level of government that controls them. Creating state police without first addressing the issues of accountability, professionalism, and political interference risks decentralizing the existing problems rather than solving them. The goal should not simply be to create more police forces, but to build security institutions that are independent, competent, accountable, and trusted by the citizens they serve.

A truly independent police force, backed by strong laws and oversight mechanisms, is more likely to deliver lasting security than merely transferring control from the federal government to the states.
