Vitali Klitschko, leader of the Ukrainian opposition Udar (Punch) party The Ukrainian WBC heavyweight boxing champion, Vitali Klitschko, has confirmed he will run in the country's 2015 presidential election. He made his announcement in response to a bill passed in parliament that bars candidates who have lived outside Ukraine during the past 10 years. The pro-Western Udar party MP has permanent resident status in Germany. "Everything that has taken place in parliament today... does not intimidate me and will not stop me," he said. "To head off these various schemes and attempts at getting even with me as a possible candidate, I want to declare this: I will run for president." Mr Klitschko is the first declared contender against the incumbent, Viktor Yanukovych. He has actively campaigned against what he calls the president's "authoritarian policies". The bill adopted on Wednesday amended Ukraine's current tax code. It now states that if a Ukrainian national holds permanent resident status in another country they cannot be considered a resident of Ukraine. Previously, they only had to live in Ukraine for at least 180 days a year. According to the constitution, a presidential candidate must have been resident in Ukraine for 10 years prior to polling day. Mr Klitschko said the amendment clearly had a "political context", something denied by a member of Mr Yanukovych's Party of Regions. 'European standards' The 42-year-old boxer heads the Ukrainian Democratic Alliance for Reforms (Udar), whose acronym means "Punch". It came third in last year's parliamentary elections. "My main goal is for Ukraine to be a European, modern country with European standards of life," Mr Klitschko told the BBC in August. "I will decide with people who have the same vision, the same dream, to go into politics and from the inside to change the situation." He has spoken out against corruption in the country and the jailing of former Prime Minister Yulia Tymoshenko for abuse of office - a charge that her supporters claim was politically motivated. "We can't be a democratic country with political prisoners," he said. Mr Klitschko is also pushing to strengthen Ukraine's links with the EU. "We see our future in the European family. The Academic Staff Union of Universities, ASUU, yesterday, rejected the N130 billion the Federal Government disbursed into the University system, as part of efforts to persuade striking lecturers to call off the strike which began on July 2. In a letter written to Head of National Economic Empowerment Development Strategy, NEEDs Assessment, and Benue State Governor, Gabriel Suswan, by President of ASUU, Dr. Nasir Isa Fagge. The union insisted that based on the 2009 ASUU/FGN agreement and the January 2012 Memoranda of Understanding, MoU, signed by both parties, what was due for 2012 and 2013 was N500 billion, not N100 billion. The letter read: “We observe that the Committee is so far mentioning only N100 billion. If the implementation is to be related to the funding requirements in the 2009 ASUU/FGN agreement and the Jan 2012 MoU, what is due for 2012 and 2013 is N500 billion not N100 billion. Only the provision of this sum will meet the immediate needs of the Universities. “Our Union is very apprehensive of the manner in which the sources of the initial N100 billion to be used for the stimulation of the process are shrouded in secrecy. We believe that monies that already belong to the University system should not be blocked and recycled. “This will not only be counterproductive but will brew even deeper crises in the system. ASUU will not accept this. “We are also concerned that a clear procedure or process for assessing the funds by the Universities is yet to be defined. This concern is even more germane, given the statement of the Chairman of the Committee (during the last meeting on Monday, August 19, 2013) that the committee is taking some documents to the Due Process Office. “We hasten to add that while due process must be followed, it is the sole responsibility of benefitting Universities to respect all the provisions of the Procurement Act. The meaning of your Committee going to the Due Process Office is that it is the one that will be responsible for awarding contracts. “We want to make it clear that this will never be acceptable to our union. We believe that monies meant to fund projects in Universities should be sent to the Universities, just as it is the practice with TETFund.” The union condemned allocation of construction of 2,500 bed space hostel for N1billion, instead of 3,000 bed space for N1.2 billion. “We are worried that instead of allocating N1.2 billion each to construct 3,000 bed space hostels to the 10 Category 1 Universities, N1.0 billion for 2,500 bed space hostel to the 16 Category 2 Universities, N500 million to construct 1,250 bed space hostels in the 12 Category 3 Universities and N250 million each to construct 625 bed space hostels in the 13 Category 4 Universities, the secretariat has changed that to constructing 1,400 bed space hostels in 25 Universities at the cost of N2 billion each. We see no rationale in this. “Expending N50 billion to construct 35,000 bed space hostels across 25 Universities will be ridiculously scandalous since the same amount can be used to construct 125,000 bed space hostels across 51 Universities. The standard cost of building a bed space ranges from N200,000.00 to a maximum of N400,000.00. “This is even more worrisome, given the tangential suggestions made by the chairman that only monies for refurbishment will be sent to Universities, while the rest will be handled centrally,” the union said. The union also condemned the exclusion of 22 Universities from the allocation for refurbishment of laboratories and libraries and three Universities from the allocation for refurbishment of lecture theatres and lecture rooms. According to ASUU, 24 Universities are denied allocation for construction of libraries and laboratories, while two are denied allocation for construction of new lecture theatres and lecture rooms. 26 Universities are denied allocation for construction of hostel. |

AN UPDATE ON ONGOING ASUU NEGOTIATIONS FOLLOWING TWO RECENT MEETINGS WITH VICE-PRESIDENT NAMADI SAMBO From the Office of the Vice- Chancellor --------------- --------------- --------------- --------------- ------------ Following two meetings (on Thursday 19th Sept 2013 and Friday 11th Oct 2013) of representatives of the AVCNU (Association of Vice-Chancellor s of Nigerian Universities, led by CVC Chairman, Prof. Hamisu of ATBU) and ASUU Representatives (led by its President, Dr. N. Fagge) with the Vice- President of the Federal Republic of Nigeria, Arc. N. Sambo, Minister of Education Barr. N. Wike and others, all Vice-Chancellor s have been urged to inform and enlighten our academic and other staff on the following developments so that we can ensure a return to normalcy in our universities within the shortest possible time 1. Earned Allowances: The N30 billion already released will now be increased to N40 billion, and should be regarded only as first installment, and not a once- and-for-al l payment. Government will top it up with further releases once universities are through with the disbursement of this new figure of N40 million, so Vice- Chancellor s are urged to expedite this disbursement within the shortest possible time using guiding templates that have been sent by the CVC. 2. NEEDS Assessment Capital Money: Government was cognizant and mindful of the ability of Universities to effectively/ efficiently utilize the N100 billion fund immediately, hence that figure. However, in addition to this N100 billion dedicated and already made available for 2013, N200 billion (increased from N150 billion previously agreed) will now be earmarked in the 2014 Budget as well as each of the following three-four years until the Universities are brought to world- class standard. 3. Project Prioritization: Universities will now be allowed to determine their priorities and not be “rail-roaded” into implementing a pre-determined set of projects with respect to the NEEDS assessment. Decisions are not to be centralized. 4. TETFund Intervention: Government assured that the operations of the TETFund will not be impaired, and that the regular TETFund intervention disbursement to Universities will continue, unaffected. So the NEEDS assessment capital outlays are in addition to regular TETFund intervention. 5. Project Monitoring: A new Implementation Monitoring Committee (IMC) for the NEEDS Assessment intervention for universities has been set up to take over from the Suswan Committee. The new one is under the Federal Ministry of Education and chaired by the Honorable Minister of Education. In addition, to build confidence and ensure faithful implementation and prevent any relapse as before, the Vice President will meet quarterly with the IMC to monitor progress. 6. Blueprint: ASUU was mandated to submit a blue print for revitalizing the Universities to the Vice President. 7. Official Agreement Document: A signed document would be issued very soon to itemize the full issues on which this present consensus outlined here, brokered by AVCNU, has been reached. 8. An Appeal to Call Off Strike: The Vice- President Sambo appealed to ASUU to call off the strike and apologized for the "take- it-or-leave-it" comments credited to the Hon Minister of Finance. All other parties present at the meetings also prevailed on the ASUU leadership to consult objectively with its members to get them to agree with what is now on the table and to call off the strike as soon as possible after the Sallah break of Tuesday/ Wednesday October 15/16 2013. 9. ASUU President Responds: At both meetings, the President of ASUU thanked the VP for taking over negotiations and promised to consult with his ASUU Constituency. We keep our fingers firmly crossed, as we await both the official consensus agreement document and full ASUU reaction. Nigeria will play Italy in an international friendly game in November, futaa.com understands. The friendly will hold on November 18, two days after the final World Cup qualifier game against Ethiopia in Calabar. London Though the stadium that will host the friendly is yet to be decided on, the game will be played in London. Nigeria take on Ethiopia on November 16 in the return leg of the qualifier in Calabar and are expected to head to London the next day for the friendly. |
