A petition detailing how embittered former house appropriations chairman, Abdulmumin Jibrin reportedly colluded with a federal commissioner of the National Commission for Refugees, Migrants and Internally Displaced Persons, IDPs is presently before the Economic and Financial Crimes Commission, EFCC. In the petition friled by the National Youth Council of Nigeria, and signed by its coordinator, Ifeanyi Okonkwo, the group said the lawmaker was involved in contract splitting and ought to be investigated for his alleged role in the diversion of public funds through the award of fictitious contracts without due process in 2014. The documents, copies of which is in the possession of Aljazirahnews details how 10 contracts worth N418m were awarded to 5 companies, 3 of which are located in the EFAB plaza, area 11 premises. Two of the three companies located in the popular plaza, in addition have the same suite address. The companies include M/S EASH PROGRESSIVE VENTURES LTD, M/S SHAFAHA ENTERPRISES LTD, M/S GLOBAL LEGEND INTEGRATED LTD, M/S SABITI NIGERIA LTD and M/S CONSTRUCTION LTD. All the contract award papers signed by Engr Lawal Rasheed for the honorable commissioner was copied to Jibrin, the member representing Kiru/Bebeji Constituency of Kano for confirmation. Aljazirahnews also gathered from the documents that the awards were as varied as the names of the company. They were also awarded for supply of various products to Kano state. There was an award of contract for the supply of 140 computers and accessories to Kano State for N47.6m and there was also an award for the supply of fertilizers for N42.5m. There was equally an award for the supply of 720 welding machines to Kano worth N36m. Also there were other contracts all awarded to Kano state. These include the supply of 950 butterfly sewing machines at the cost of N42.7m, the supply of 70 Baraj tricycles at N49m, supply of 2452 bags of millet and maize at the cost of N44.1m, the supply of 13 Golf cars at N48.7m, and the supply of 100, 000 varieties of nursery bred seedlings for N30m. Two other contracts fictitiously awarded according to the documents are for the supply of 1, 300 farming tools for a sum of N28.2m and the supply of brick/block machines for N49m. The petitioners allege that the job description of the various companies awarded the contract was at variance with the contract type awarded to them. The group also alleged that all attempts by its anti-corruption unit to trace the veracity and locations of the cited projects and supply was not successful revealing that the companies were simply conduit pipes used by the fraudsters to divert the funds. Aljazirahnews could not immediately get the reaction of Hon Jibrin or the indicted commission to the latest allegations. A source in the EFCC however said the anti-graft agency was presently studying all the documents at its disposal concerning the budget padding allegations rocking the Green Chamber. Ever since his removal as appropriations chairman, there have been a battle of wits between the Speaker of the House, Yakubu Dogara and the irate lawmaker who has alleged that his former ally had fraudulently inserted projects worth billions of naira into the budget. Dogara meanwhile has maintained a studious silence in the face of these allegations but has offered mild explanations once in a while in the ongoing faceoff. Indication are also high that the EFCC has equally launched a massive investigation into the numerous allegations of fraud currently coming from the House.
