The President, who returned home on Friday after 49 days medical vacation in the United Kingdom, was at his desk yesterday.
The Vice President told reporters after briefing President Buhari: “He is very well. We just had a very long meeting where I basically was trying to bring the President up to speed as to some of the things we have done while he was away.
“And he has given a few directives on what we should be doing on so many areas, the Northeast, the budget, the economy, a wide range of issues.”
On whether the President is ready for work, Osinbajo said: “He held a meeting with me for over an hour where we discussed a wide range of issues, so his readiness for work is not in doubt at all. In fact he is over ready.”
Asked if he had handed over to Buhari, he replied: “Oh yes! I’m back to my regular position as vice president.”
He said the president was reasonably satisfied with the way he handled issues when he was on vacation.
On whether more assignments would be delegated to him because of Buhari’s health, he said “The president as you know has always given me several responsibilities. I think what we must recognise is that the way this administration works is that it has always been team work.
“Very little is done without the president’s clearance. So, generally speaking even with my constitutional responsibilities, we have full discussions on them, we have full agreements on all of those issues.
“It is not necessarily delegation, yes in some cases delegation but by and large practically everything I discuss fully with him and have his endorsement before we are able to go on and do anything at all.” he stated
The President transmitted a two-paragraph letter to Senate President Buklola Saraki and House Speaker Yakubu Dogara that he had returned to his desk.
The letters were delivered by the laision officers to the Senate Senator Ita Enang and House Hon. Sumaila Kawu.
The letter reads: “In compliance with Section 145 of the 1999 Constitution (as amended), I write to intimate the House/Senate that I have resumed my functions as the President of the Federal Republic of Nigeria with effect from Monday, March 13, 2017, after my vacation.”
The President also met with some top government officials in his office.
A few minutes to 11 a.m, the Chief of Staff to the President, Mallam Abba Kyari moved from his office to the President’s office.

Gunmen on Tuesday night kidnapped a middle-aged housewife of a businessman, Mrs Christie Orakeme, at her family home in Asaba...

Family sources told the News Agency of Nigeria (NAN) on Wednesday in Asaba that Orakeme was kidnapped in her car at about 10.25 p.m. while waiting for her son to open the gate for her.
The source, who is a son of the victim, simply identified as Junior, narrated how the gunmen shot into the air as they drove off in high speed with their victim.
“My mother went out at about 9 p.m. to attend to some urgent matters in the church. She returned and was waiting at the gate for us to open the gate for her, when some armed men attacked her.
“They forced her out of her car and put her in their own car, a Mercedes Benz car, and zoomed off. I gave them a chase on foot, and was shouting for help, but no one came out,”Junior said.NAN further gathered that the kidnappers had called the family last night with the victim’s cell phone demanding a ransom of N60 million, but later reduced the amount to N25 million.
Husband of the victim, Mr Osita Orakeme, who arrived from his base in Oghara, near Warri , also confirmed to NAN that the kidnappers called him twice, and have reduced their ransom demand to N25 million.
“They have called me twice, in fact they called to say I should give them N25 million, but I told them I don’t have such amount of money, and they hung up the phone,”he said.
Contacted, spokesperson of the Delta Police Command, DSP Andrew Aniamaka, confirmed the incident to NAN on phone, and said the police had commenced investigations after the family reported the matter late Tuesday night.
“I have been able to confirm the kidnap after the matter was reported to the ‘A’ Division of the State Police Command. Firstly, we have to do everything humanly possible to rescue the victim unhurt.
“We also need every available information to help us to track down the kidnappers,“Aniamaka said. (NAN).

The development is a fallout of the difficult being faced by the telco in settling the. Already, the telco has approached the Central Bank of Nigeria (CBN) and the Nigerian Communications Commission (NCC) for their intervention to prevent the takeover of the telco.
But sources said the CBN has already arranged a meeting with executives of the affected banks on the issue, adding that the banks’ chiefs at a meeting with CBN three days ago, were non committal to the apex bank’s truce.
The bank executives are now said to be waiting until today, March 7,when the “cure period” (a period of time when a party that breaches a contract can remedy the breach without penalty) will end.
It was learnt that the creditor banks plan to approach the telecom industry regulator, the Nigerian Communication Commission (NCC) “to update the Executive Vice Chairman Prof Umar Danbatta of the situation before any overture is made to possible buyers” for the company”.
But a source close to the telco denied any plan to take over the telco, insisting that its management was intact, and working round the clock to offer quality services to its over 20 million customers across the country.
While confirming the Etisalat’s indebtedness, a Senior Executive of the company said the economic headwind had made the repayment a little difficult.
“Yes we raised funds from a consortium of banks about two years ago in the country. We have been making conscious efforts to repay the debts and we have indeed repaid part of it. Chairman, commissioners meet today on 202 officials
A Resident Electoral Commissioner (REC), who completed his tenure on Friday, collected about N140million of the N23.29 billion 2015 election bribe, it was learnt at the weekend...

A former Chairman of the Independent National Electoral Commission (INEC) allegedly coordinated the bribe that has sparked a big scandal.
There were other startling revelations in the report of the probe committee headed by National Commissioner Baba Shettima Arfo, which will be considered today and tomorrow by INEC Chairman Prof. Mahmood Yakubu and 12 National Commissioners.
Most of the 202 indicted officials may be dismissed from service for gross misconduct and handed over to the Economic and Financial Crimes Commission (EFCC) for trial.
The corrupt officials who have retired with their loot may either be blacklisted by INEC or have their entitlements withheld. Besides, the bribe may be deducted from their benefits.
INEC had in January raised the seven-member Arfo panel to “investigate the fallout of the 2015 General Elections with regards to staff indicted by EFCC”.
Other national commissioners in the committee are Prince Solomon Soyebi; Hajiya Amina Zakari; Alhaji Mohammed Haruna; Mrs. May Agbamuche Mbu(SAN); and Prof. A.T. Simbine.
A director in INEC, Mr. Musa Adamu, is the secretary to the committee.
The panel discovered many startling revelations from the 202 officials and others.
Some of the shocking findings are that:
an NGO, West African Network of Electoral Observers, was used to share the bribe to INEC officials
a former chairman of INEC coordinated the bribe;
many former Resident Electoral Commissioners (RECs) and retired administrative secretaries were used to funnel the bribe to INEC officials in all the 36 states to alter the results of the poll;
some RECs and directors benefited from the bribe as confirmed by EFCC’s investigations;
a REC, who completed his tenure on Friday, collected between N107million and N140million;
some RECs and other INEC officials collected as much as N100m; others were given as low as N150,000 to compromise the electoral system; and
some of the indicted officials admitted that they had refunded their share of the bribe cash.
A source, who spoke in confidence, said the “revelations were stunning and unimaginable” in an electoral agency.


The source said: “The panel had 10 sittings. It queried staff members waited for their responses and invited each of the 202 for interaction. It insisted on fair hearing and took time to ask questions on record from those indicted.
“It adopted a painstaking administrative process to learn from the past.
“The panel invited those who were mentioned in the course of the interaction with the affected officials conducted a water-tight investigation to avoid leaving room for any excuse by the 202 officials.”
The source gave an insight into how the bribery was perpetrated.
The source added: “From the interaction with the indicted staff, the N23.29b bribe cash was distributed through West African Network of Electoral Observers. The INEC system was infiltrated through a former chairman of the commission who recruited former RECs and retired Administrative Secretaries.
“They penetrated the system and made sure the bribe cash was distributed a day after the election when they were sure that the results would have been altered.
“But because the cash came late to the electoral officers, it did not have effect on the results. Those who shared the money were confident that the results paid for would be announced. But it turned the other way.
“It also discovered that some RECs and INEC officers refused to collect the bribe even under threats of dismissal after the general elections.”
Asked of the next step, the source, who pleaded not to be named because he is not permitted to talk to the media, added: “The Chairman of INEC, Prof. Mahmood Yakubu, and his 12 National Commissioners will begin the consideration of the report of the committee as from today and tomorrow.
“Most of them have admitted collecting bribe but we are going to apply the service rules in taking disciplinary action. You know in our own case, if there is gross misconduct, you can be dismissed from service.
“There are other forms of disciplinary measures in the service rules, depending on the weight of the offence. We have already told the EFCC that we are ready. After the disciplinary action, the anti-graft commission can then take appropriate action.”
On the indicted RECs, the source added: “By the Act which established INEC, we cannot invite them for interrogation because we did not appoint them. They were appointed by the President.
“We can only make recommendations to the President.”
Section 3 of INEC Establishment Act says:
(1) “ The chairman and members of the Commission shall each hold office for a period of five years and on such terms and conditions as may be specified in their letters of appointment.
(2) “ A member may at any time be removed from office by the President for inability to discharge the functions of his office (whether arising from infirmity of mind or body or any other cause) or for any act of misconduct but shall not be removed from office except in accordance with the provisions of this subsection.
(3) ”A member may resign his membership by notice in writing addressed to the President and that member shall, on the date of the receipt of the notice by the President, cease to be a member.”
Some NGOs are likely to be blacklisted from taking part in any election conducted by INEC. Some of the retired officials can also be blacklisted; their names will be sent to the Presidency to prevent them from being appointed as RECs in the future.
“For some retired INEC officials who have not collected their entitlements, they can be punished through the stoppage of the payment of their benefits or their bribe cash can be refunded from their entitlements,” the source said.
Some INEC officers already grilled by EFCC are the Resident Electoral Commissioner, Abia State, Sylvester Ezeani, who has refunded N20million credited to him from the poll cash; ex-REC Gesil Khan for collecting N185, 842,000 out of a N681million bribe; Fidelia Omoile( Electoral Officer in Isoko-South Local Government Area of Delta State)—N112,480,000 ; Uluochi Obi Brown( INEC’s Administrative Secretary in Delta State)—N111,500,000; a former Deputy Director of INEC in Cross River State, Edem Okon Effanga—N241,127,000 and the Head of Voter Education in INEC in Akwa Ibom, Immaculata Asuquo—N214,127,000.
Also, a retired INEC official, Sani Isa, was grilled for alleged N 406,206,000 bribe, allegedly collected on behalf of the deceased Resident Electoral Commissioner (REC), in Kano State, Alhaji Mukaila Abdullahi.
Those grilled in Gombe are: Godwin Maiyaki, Gambo Balanga, Bukar Alone Benisheik, Dukku, Jibril. B. Muhammed,Billiri, Dunguma Musa Dogona, Funakaye, Mohammed. A. Wanka, Kaltungo, Ishaku Yusuf, Kwami, Suleiman Isawa, Nafada, Babagana Malami, Shongom, and Nuhu Samuel, Y/Deba.

US President Donald Trump got his English lexicon mixed up again yesterday as he exploded on Twitter against former President Barack Obama, accusing him of wire tapping his phones before the election.
Although he provided no evidence to back up the claim, one of his Tweets gave evidence of his weak English knowledge by not spelling correctly the simple word: tap. Trump spelled it as ‘tapp”. It was not the first time that the US leader would be so cavalier in his writing.
“Terrible! Just found out that Obama had my ‘wires tapped’ in Trump Tower just before the victory. Nothing found. This is McCarthyism!,” he wrote.
“Is it legal for a sitting President to be ‘wire tapping’ a race for president prior to an election? Turned down by court earlier. A NEW LOW!” he added
It wasn’t clear what, exactly Trump was referring to as he raged against his predecessor, whom he labelled a bad (or sick) guy!”
He also said a talented lawyer could make a “a great case” out of the situation.
Obama’s post-presidency office did not immediately respond to a request for comment from Yahoo News on Trump’s accusation, and the White House did not immediately clarify from whom Trump had “just learned” this new information.
Trump has the authority to declassify almost any classified material, and could substantiate his accusations if he wanted to.
The Saturday-morning Twitter storm was striking as Trump and Obama had largely appeared to paper over their differences — at least publicly — since the election.
Trump called Obama “a very good man” shortly after his stunning November victory.
But Trump had started to increasingly blame Obama for his misfortunes, particularly an embarrassing and politically toxic string of leaks coming out of the federal government.
Trump has been particularly irked by reports linking his campaign and transition team to Russia.
He fired his national security adviser, Michael Flynn, after it was revealed that the retired lieutenant general talked to Russia’s ambassador about Obama-era sanctions and then misled Vice President Mike Pence about them.
