So what you do is first, put him on a leash. Then, get some really yummy treats, like warm chicken or hot dog or string cheese (my dog's favorite). Something he never gets and will be specific to this training. Then put him in a sit position. Ask a friend with a calm dog or just the friend to walk by, not looking at your dog and otherwise acting like he's not there. Then, when he sees another dog/person, immediately get his attention and say "dog!" or "person!" in a nice excited voice and give him the treat. As he remains calm while the dogs/people pass (don't allow greetings yet), keep feeding him the yummy treats. If he gets over-stimulated by the dog or person and gets growly or barks, immediately remove him from the situation by walking him the other way and apply a verbal reprimand like "wrong" or "no" as you're removing him. Once he's calm again, you go back to the beginning with the yummy treats.
