Notice in verse 9,it said fire came down and consumed them and then devil was casted into the fire were the false prophet already were.and verse 14 said death and grave which are non living things were hurled into the fire also.

Another question is ,fire consumed some sinners, while the false prophet and devil together with death and grave only was hurled into the fire.
