Governor Aminu Waziri Tambuwal of Sokoto state has condemned and vowed to bring to book attackers of his motorcade on Sunday.

Suspected thugs had stoned the governor’s convoy with hail of stones in the state capital, Sokoto while he was returning, with his entourage and party officials, from campaign tour of Silame and Wammako local government areas of the state.

Also, with the governor at the time of the assault were with the Peoples Democratic Party (PDP) gubernatorial candidates of Sokoto and Kebbi states: Mallam Saidu Umar and Gen. Aminu Bande (retd), the deputy gubernatorial candidate of Sokoto state, Hon. Sagir Bafarawa and other dignitaries; all of whom escaped unhurt.

Nonetheless, two vehicles in the fleet were damaged by the attackers.


Tambuwal told journalists at the close of a stakeholders’ meeting with political appointees in the state that some of the attackers have been arrested and will soon be prosecuted.

“It is unfortunate that yesterday on our way back from Wammako, at the senatorial office of Aliyu Magatakarda Wammako, some hoodlums attacked my convoy on our way to the government house.

“We cannot condone any culture of violence in Sokoto state. We cannot afford to toy with the fragile peace in the state.


“The matter is being investigated by the security agencies. Some arrests have been made. Rest assured that the law will take its course.

“I, therefore, urge all political leaders in Sokoto to eschew violence; and to advise all their followers and supporters, to go out and campaign peacefully, look for votes, and not perpetrate violence.

“As you know, we believe in peace. We have been preaching peace and peaceful coexistence in Sokoto state, irrespective of political party differences, lineage or persuasions,” he added.

Amidst efforts by some stakeholders to resolve the lingering crisis in the Peoples Democratic Party (PDP) ahead of the February 25 presidential poll, the G-5 governors are set to storm Bauchi State to flag off Governor Bala Mohammed’s campaign for a second term.



Daily Trust reliably gathered that following unresolved issues between Governor Bala and some politicians loyal to the PDP presidential candidate, Atiku Abubakar, the governor has decided to turn to the G-5 for succour.

The source, who is close to members of the Integrity Group, disclosed that barring any last-minute changes, the five aggrieved governors would fly to Bauchi to flag-off Bala’s campaign billed for Wednesday.

The source also said, “As I speak with you, the G-5 governors are ready to attend Bala Mohammed’s campaign flag-off in Bauchi. All arrangements have been concluded, and I can confirm that to you. Except any new development comes up which I do not envisage, the governors will be in Bauchi.”

The source also stated that the governors would move from Bauchi to Ibadan, the Oyo State capital, to also attend the campaign of one of their members, Governor Seyi Makinde, billed for Thursday, January 5.

Even though he has not openly declared his membership of the G-5 governors, Bala Mohammed has been having a running battle with Atiku Abubakar, accusing the PDP presidential candidate and his supporters of working against his re-election bid.



In a letter written to the national chairman of the party, Dr Iyorcha Ayu, dated November 3, 2022, Mohammed alleged that Atiku had threatened to “punish” him for contesting against him during the party’s presidential primary in May.

Bala had also threatened that if the issues were not resolved, “I may withdraw from the PCC and feel free to create new measures and strategies that would guarantee the election and re-election of all PDP candidates in Bauchi and myself.”

However, when contacted, the Chief Press Secretary to the Oyo State Governor, Taiwo Adisa, confirmed to Daily Trust: “Yes, I can confirm to you that all is set for the flag-off of his excellency’s campaign on Thursday.”

We’re not aware – Bauchi PDP

But the Bauchi State chapter of the PDP said it is not aware of the G-5 governors will attend the campaign flag-off of Governor Bala Mohammed.

In a phone chat with Daily Trust yesterday, the state publicity secretary of the party, who is also the spokesman of the campaign committee, Yayanu Zainabari said, “I cannot give you any assurance about their coming because I don’t have any information of whether they are coming or not.”

Former President Olusegun Obasanjo came under fire last night for stucking his neck for Labour Party (LP) presidential candidate Peter Obi in next month’s election.

The two leading political parties – the All Progressives Congress (APC) and the Peoples Democratic Party (PDP) – knocked the former President.

One-time External Affairs Minister Prof. Bolaji Akinyemi and a former member of the House of Representatives, Dr. Usman Bugaje, expressed displeasure at the position of the ex-president, which he made known through an open letter released yesterday.

The letter was the unveiling of his support for the LP standard bearer, which he had surreptitiously done in the last few months.

Obasanjo’s letter was titled: “My appeal to all Nigerians, particularly young Nigerians”.

The former president, who praised himself for offering a responsible leadership, urged the youth to shun prejudices.

However, Bugaje expressed reservations about Obasanjo’s advice, saying he was not impressed by his past record.

He said: “First, President Obasanjo is entitled to his opinion. He can make his choice and he can decide to make his choices public as he has done in this case. I don’t know the objective criteria for his decision.


“Before you take what somebody says, check the person’s record. For me, Obasanjo’s record doesn’t encourage me to take whatever he says.

“I was at the National Assembly when he attempted to extend his tenure by changing the constitution. We had to stand up to him in that respect. So, for me, I can’t find his endorsement trustworthy.”

Bugaje added: “What I think we should be doing now, is to set agenda on issues that should guide the voters. We are almost at the precipice.

“We need a leadership that can pull this country back from the precipice that can actually strengthen the institutions and can give the direction this country should go. We need a leader that can unite this country.”

Also faulting Obasanjo, Prof. Bolaji Akinyemi described him as a leader responsible for Nigeria’s woes.

He said Obasanjo should emulate former military rulers – Gen. Yakubu Gowon and Gen. Abdusalami Abubakar – who are in retirement.

Akinyemi stressed: “Some of us believe that President Obasanjo was one of the foundational problems that this country had. One of the things I said is that once you have occupied the post of the president and you have served your term, leave, and be like Gen. Yakubu Gowon and Gen. Abdusalami Abubakar. Just be quiet. You have had your term and let others get on.

“But for you to create problems for us and then come back and present yourself as a problem solver, I find that difficult to swallow.”

‘A worthless endorsement’

The Presidential Campaign Council of the ruling All Progressives Congress (APC) dismissed Obi’s endorsement by Obasanjo, describing it as worthless and of no political value.

The APC-PCC, in a preliminary response through its Director, Media and Publicity, Bayo Onanuga, said neither the party nor its candidate, Asiwaju Bola Ahmed Tinubu, will lose sleep over Obasanjo’s move.

“Obasanjo is notorious for always opposing progressive political forces, as he did against MKO Abiola in 1993.”

The council described the former president as a political paperweight, who lacked the political goodwill or leverage anywhere in the country to make anyone win a councillorship election, let alone win a presidential election.

The statement reads: “We read with amusement the endorsement of Mr Peter Obi, the Labour Party presidential candidate by former President Olusegun Obasanjo in his New Year message on Sunday.

“Following calls by journalists from various media houses who asked for our reaction we decided to make this preliminary statement, though we didn’t consider the so-called endorsement to be of any value.

“We respect the democratic right of former President Obasanjo to support and endorse any candidate of his choice in any election.

“Except that he made it known formally in his New Year message, any discerning political watcher in Nigeria knows that Chief Obasanjo’s preference for Peter Obi is expected. He had earlier stated his position at various public events, the last being at the 70th birthday anniversary of Chief John Nwodo, former President of Ohanaeze Ndigbo in Enugu.

“We make bold to say that our party and candidate, Asíwájú Bola Ahmed Tinubu will not lose sleep over Obasanjo’s move, as Obasanjo is notorious for always opposing progressive political forces, as he did against MKO Abiola in 1993.

“The endorsement is worthless because the former President does not possess any political goodwill or leverage anywhere in Nigeria to make anyone win a councillorship election let alone win a Presidential election. He is a political paperweight.

“He is also not a democrat anyone should be proud to be associated with.”

Onanuga further recalled “that in 2003 and 2007 general elections when he was a sitting President, Obasanjo used all the coercive instruments of state at his disposal to railroad people into elective offices against the will of Nigerians as expressed at the polls. In 2007, he declared the polls a do-or-die affair after he failed in his bid to amend our constitution to have a third term.

“From our records, President Obasanjo has not successfully made anyone win an election in Nigeria since then. Not even in Ogun State can anyone rely on his support or endorsement to become a governor or councillor.

“We pity Peter Gregory Obi as we are confident that Chief Obasanjo can not win his polling unit and ward in Abeokuta for Obi in the coming presidential election on 25 February 2023.”

Tracing the political antecedent of the former President, the APC-PCC recalled that Obasanjo similarly endorsed Alhaji Atiku Abubakar of the PDP in 2019 against President Muhammadu Buhari. Atiku was walloped by Buhari with a wide margin in the election.

“History will repeat itself in February as our candidate Asíwájú Bola Ahmed Tinubu will equally beat Obi by a large margin.

“We take particular notice of the part of the endorsement statement where Chief Obasanjo said none of the presidential candidates is a Saint.

“We want to state here that Chief Obasanjo is not a good judge of character. He is a man who considers only himself as the all-knowing Saint in Nigeria.

“Over the years, Chief Obasanjo has also convinced himself that integrity, honesty and all good virtues begin and end with him.”

Atiku campaign: Obasanjo’s endorsement personal

The Atiku/Okowa Presidential Campaign Organisation (PCO) described the endorsement as a personal decision.

The campaign organisation, in a statement by its spokesman, Kola Ologbondiyan, said the former President’s choice did not reflect the position of overwhelming majority of Nigerians.

Stressing that Obasanjo was entitled to his opinion, Ologbondiyan said the choice cannot influence the determination of Nigerian voters to

rally with “the more experienced, more proficient and more accepted” candidate of the PDP, Atiku Abubakar “to rescue and rebuild our nation.”

The statement reads: “What is surprising to majority of Nigerians is that in the face of the alarming challenges facing the nation, which requires a tried and tested hand, former President Obasanjo is suggesting a candidate that has not had any experience in governance at the national level.

“It will be extremely difficult for Nigerians, particularly the youth demography, to accept Chief Obasanjo’s opinion as the solution to the myriad of challenges facing the nation today because the last candidate he introduced, by his own estimation, failed Nigerians.

“Atiku remains the most widely accepted candidate, whose choice is not predicated by sectional, tribal, ethnic or religious sentiments or the endorsement of any individual, high or low, but by record of ability and performance, authentic vision, honesty and character; physical and mental capacity; the very indices set by the former President.

“It is instructive to state that every claim by former President Obasanjo on the success of his administration is a reflection of the performance of Atiku Abubakar as his Vice President and Chairman of the National Economic Council during which our nation achieved unprecedented economic growth to become one of the fastest growing economies in the world.

“It therefore amounts to a disservice for the former President to make subjective suggestion even when it is clear that if a hand like Atiku Abubakar with their shared experience is brought to the forefront of governance, our nation will be rescued from this current sullen state

“Our Campaign therefore urges Nigerians not to be distracted by subjective opinions but to remain focused on the resolve to salvage our dear nation by electing Atiku Abubakar as the next President of Nigeria, come February 25, 2023.

Severance allowances of the 469 members of the National Assembly and their legislative aides will cost the nation N30.17 billion next year.
The sum is a part of the N238.78 billion National Assembly appropriated for itself as contained in the N21.8 trillion 2023 national budget. The assembly okayed the Appropriation Bill on Wednesday.

The Senate will receive N33.27 billion out of the N238.78 billion for members’ salaries and other perks while the House of Representatives will get N52 billion for its members..

A further breakdown of the N238.78 billion shows that the National Assembly Office was allocated N30.49 billion; National Assembly Service Commission (NASC), N10.56 billion; and legislative aides. N16.52 billion.

In addition, the Public Accounts Committees (PACs) of the Senate and House of Representatives were allocated N119 million and N143 million respectively.

Other allocations are general services, N11.30 billion; National Institute for Legislative and Democratic Studies (NILDS). N7.41 billion; Service Wide Vote, N671 million; and Office of retired Clerks and Permanent Secretaries, N1.06 billion.

Furthermore, the Appropriation Committee Departments of the Senate and House are expected to expend N125 million and N165 million respectively next year.

Other expenditure items are the National Assembly Library Building (ongoing project), N4.25 billion; Hosting of Conference of Speakers of African Parliaments (COSAP), N127.5 million; NASS Liabilities, N8.5 billion; NASS E-Library, N255 million and NASS Dashboard, N118.15 million.

Constitution Review has a budget of N850 million; the Completion of the National Assembly Library Complex, N7.5 billion; the completion of NILDS headquarters, is N2.5billion; the Construction of the Assembly’s building is N10 billion, and Public Complaints Commission, is N10.69 billion.

Starting from next year, motorists who want to renew their insurance certificate or procure a fresh one will have to pay N15,000 as the new premium, LEADERSHIP learnt.

However, commercial vehicles will have to pay N20,000 for third party vehicle insurance paper.

The new rate amount to about 300 per cent increase from N5,000 that was earlier being charged.

A circular from the National Insurance Commission (NAICOM) sighted by our correspondent on Saturday, attributed the new rates to hike in inflation rate, even though, the existing rate has being in use for about 19 years.

The circular titled: ‘The New Premium Rate for Motor Insurance’ with reference number NAICOM/DPR/CIR/46/2022 signed by the director, Policy & Regulations, Mr Leo Akah, disclosed that, “in pursuant to its function of approving premium rate of insurance companies under Section 7 of NAICOM Act 1997, and other extant laws, the Commission hereby issue this circular on the new motor insurance premium rate effective from January 1, 2023.

“The new motor insurance premium rate increase third party motor insurance to N15, 000 for private, while commercial is N20, 000. Goods and staff buses are to pay N20,000 while truck pays N100,000 even as tricycle has been mandated to pay N5,000 and motorcycle goes for N3,000.”



Similarly, with the premium increase, the Sum Assured has equally increased from the usual N1 million to N3million and above, depending on the classes of automobile.

The regulatory body said, the Third Party Property Damage(TPPD), which is the limit of claims an insured can enjoy on the policy, noted that, Sum Assured on private vehicle is N3 million; Goods vehicle and staff bus go for N5 million, even as trucks/general cartage will now be assured at N3 million, adding that, special types is N5 million; tricycle N3 million and Sum assured for motorcycle is N1milion.

Moreover, NAICOM said, Comprehensive insurance motor insurance premium rate shall not be less than 5 per cent of the sum insured after all rebates/ discounts.

Stressing that failure to comply with the circular will invite the wrath of the commission, it added that, “failure to comply with this circular shall attract appropriate regulatory sanction”

The new rate is expected to become effective by January 1, 2023.

The challenges of pregnancy, birth and mothering could be frustrating for the average woman particularly if she is living in Low- and Middle-Income Countries (LMICs), like Nigeria.

One of such challenges is the risk of being deficient in multiple, critical micronutrients like Vitamins A, C, D, E, B1 (thiamine), B2 (riboflavin), B3 (niacin), B6, B12, folic acid and Minerals: iron, zinc, iodine, copper, and selenium.

The World Health Organization (WHO) revealed that micronutrient deficiencies can cause several serious health issues; a lack of iron, folate and vitamins B12 and A, for instance, can lead to anaemia, a condition in which there is a reduced number of red blood cells or haemoglobin concentration, causing fatigue, weakness, shortage of breath and dizziness.

Inadequate nutrition can lead to serious maternal health outcomes and even to the death of the mother and her baby, the country director, Vitamin Angels, Nigeria, Dr Francis Ohanyido told LEADERSHIP, adding that globally, many women lack access to nutritious diets, quality health and nutrition services.

Ohanyido stated that 170 million women, representing one in 10 women of reproductive age are underweight and 570 million women, representing one in three women of reproductive age are anemic; Worst still, only 38 per cent of women receive more than 90 Iron Folic Acid (IFA) tablets during their pregnancy.

“The implication of this, is that malnourished women with severe anemia are two times likely to die during or shortly after childbirth, and if the baby survives, can have lifelong impacts on the baby’s physical, mental, and emotional development.



“A malnourished pregnant woman could suffer from impaired cognitive development, anemia and other micronutrient deficiencies, fatigue and impaired well-being, impaired productivity, ostructed/prolonged labour, eclampsia and pre-eclampsia and maternal mortality.

“The consequences for infants and children are low birthweight, small-for-gestational age, pre-term birth, stillbirth, spina bifida, congenital defects, child mortality and morbidity, poor post-natal physical and cognitive growth and development,” the country director stated.

The Nigerian situation

Implementation research consultant, Vitamin Angels, Nigeria, Dr. Yinka Obanewa said WHO estimated that approximately 300 million children globally had anemia in 2011; of this number, children in Africa aged six to 59 months have the highest burden of anemia, estimated at approximately 62 per cent.

Obanewa stated that children in Nigeria are not spared from the high incidence and prevalence of deficiencies of multiple micronutrients especially during the period of complementary feeding when breastfeeding alone can no longer sustain their nutritional needs. They are often fed with poor and inadequate complementary foods at this time, he added.

Putting a figure to it, the United Nations Children’s Fund (UNICEF) stated that Nigeria has the second highest burden of stunted children in the world, with a National prevalence rate of 32 per cent of children under five. An estimated two million children in Nigeria suffer from severe acute malnutrition (SAM), but only two out of every 10 children affected is currently reached with treatment, the organisation stated, while disclosing that seven per cent of women of childbearing age also suffer from acute malnutrition.

“We are at that point in Nigeria where it is important that nutrition becomes at the front burner of national discussions, Ohanyido stated, adding that one sure way the country can tackle malnutrition during pregnancy is through the National roll out of Multiple Micronutrient Supplement (MMS).

MMS: a silver bullet

Ohanyido said several studies have showed that whatever a pregnant woman takes for the first 1000 days of life, (that is from conception to two years of a child), had an impact on the child’s health, hence the need for pregnant women to take in adequate nutrition.

While nutrition is crucial to the health of pregnant women and their babies, the country director disclosed that it is sad to know that a lot of pregnant women in Nigeria are poor and could not afford to eat adequate food. To help this set of women, Ohanyido stated that Nigeria should embark on a national roll out of the Multiple Micronutrient Supplement (MMS).

MMS is a formulation of multi vitamin for pregnant women as identified by the United Nations that should help pregnant women to have a better value in terms of nutrition for themselves and their children.

Ohanyido, at a 2-day Media Engagement and Capacity Building Workshop on Multiple Micronutrient Supplement in Pregnancy, said several studies have showed that MMS has significant benefits compared to Iron and Folic Acid (IFA), as it contains 15 micronutrients, including IFA.

He stated that before 2020, global policy guidance recommended use of IFA, adding that with the introduction of MMS, several studies support switching from IFA to MMS, especially for women with poor diets.

“The reason for that is because MMS contains 15 essential vitamins and minerals for pregnant and nursing women and meets micronutrient requirements that poor diets cannot meet. It contains vitamin A, vitamin D, vitamin E, Vitamin C, Thiamin, Riboflavin, Niacin, Vitamin B6, Folic Acid, Vitamin B12, copper, Iodine, Iron, Selenium and Zinc, which help to improve maternal nutrition and reduce the risk of adverse birth outcomes.





“In fact, MMS provides even greater benefit for anemic women and underweight women compared to IFA. Findings of a study carried out to assess the effects of MMS compared with IFA in Indonesia showed that early infant mortality of babies whose mothers are undernourished was reduced by 25 per cent with MMS. Even greater results for babies of anemic women, with reduction of infant mortality by 38 per cent and risk of Low Birth Weight (LBW) decreased by 33 per cent with MMS.

“Additionally, it reduces the risk of female infant mortality in the first six months by 15 per cent. More so, it is cost effective and safe,” he revealed.

He disclosed that transitioning from IFA to MMS can avert between seven to 28 million additional infant deaths and disabilities across 132 LMICs, adding that scaling up MMS to 90 per cent coverage is projected to contribute to huge human capital gains for all babies born per year across 132 LMICs.

The country director revealed that the Nigerian government, in January 2021, approved MMS and micronutrient powder in the Micronutrient Deficiency Control Guideline, which is a policy document that regulate supplements given to women and children.

However, it is not yet operational, Ohanyido said, while calling on critical stakeholders, including the media to advocate for the rollout of MMS in the country, to avert maternal and child mortality in Nigeria.

The country director also advocated that MMS should be included in a package of antenatal maternal nutrition interventions, adding that, “Iron and Folic Acid given at primary healthcare level are free. We are advocating that government should replace them with MMS which contains 15 micronutrients. The price differential between MMS and IFA is not much, it is cost effective, so the transition from IFA supplementation to MMS should be something that we should not break sweat about. It is something that can be done, if there is political will.”

While government resources may be lean, Ohanyido averred that the lives of women and children should be their top priority and if the country is going to achieve its demographic dividend, then the future of the country, must be preserved.

“Our social sector has suffered; our primary healthcare for example is almost comatose; most Nigerians are paying everything out-of-pocket. We need a comprehensive health package of care for Nigerians that are covered by health insurance, so that the average Nigerians should be able to get quality healthcare services and pregnant women should be able to get MMS and other things to enough them go through pregnancy and come out successfully,” he explained.

The Presidency has dismissed allegations of misappropriation or embezzlement of Stamp Duties funds and cover-ups by officials of the administration, made on Friday by a member of the House of Representatives, Gudaji Kazaure, as a mere wild allegation.

Kazaure, who said he is the Secretary of the Presidential Committee on the Reconciliation and Recovery of All Stamp Duties, had alleged connivance by some critical operatives of the administration, including the Central Bank of Nigeria (CBN), the Office of the Secretary to the Government of the Federation (OSGF), and the Protocol Department of the State House, to prevent him from briefing President Muhammadu Buhari on findings so far made.

In an interview, conducted in the Hausa language on Friday, said he was blocked from meeting President Buhari in order to brief him on the progress report on efforts to trace trapped N89.09trn.

However, in a response to the allegations made by Kazaure, Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, late Saturday evening, said it was ludicrous that a member of the Parliament would claim to be Secretary of an Executive Committee, adding that such mix would be unconstitutional.

He further pointed out that President Buhari had since dissolved the Committee Kazaure is claiming to be Secretary to but noted that there is another Committee, Chaired by the Attorney-General and Minister of Justice, set up in June 2020 by the President, which is still executing the task of reconciling Stamp Duties accounts.


“In the first instance, the committee on the alleged loss of stamp duty funds he is talking about is an illegal committee; it was dissolved on the directive of the President.

“Anyone familiar with our constitution will find it curious that a member of the Parliament is the secretary of an Executive Committee. It suffices to say that the entire net worth of the nation’s financial sector, the assets of the banking sector put together, is not worth N50 trillion, not to talk of the kind of money he is talking about.


“The Central Bank assures that there is absolutely no problem, whatsoever, with money from Stamp Duties.

“There is a committee duly set up by the President in June 2020, chaired by the Attorney-General and Minister of Justice and the Secretary is the Chairman of the Federal Internal Revenue Service (FIRS) that is currently reconciling the stamp duty accounts. The job is not finished.

“As it is, there is nothing to give credence to wild accusations made against the administration.

“Following speculation and the many allegations, earlier investigations were commissioned by government departments and agencies, including the Ministry of Finance, the Revenue Mobilisation and Fiscal Service, the Economic and Financial Crimes Commission (EFCC), the Nigerian Deposit Insurance Corporation and nothing sensational has been discovered by them.

“Issues of reconciliation are being handled,” Shehu explained.

On the allegation that Kazaure had been prevented from meeting with the President in his efforts to expose his findings to him, Shehu said there could be no truth in that as the legislator is known to be a friend of the President, with an unfettered access whenever he desires to see him.

“As for Hon. Gudaji seeing the President, I’ll like to assure you that there is nobody that can stop him from seeing the number one citizen. Hon.Gudaji is a friend of the President. He sees him as many times as he wants and he is welcomed to come and see him again and again,” he said.

DAILY POST learnt in a statement by the Senior Special Assistant to the President, Garba Shehu, on Saturday.

He says, US president Joe Biden, will be looking forward to, “working with African governments, civil society, diaspora communities across the United States, and the private sector to continue strengthening our shared vision for the future of US-Africa relations”.

The forum would showcase US commitment to developing the African continent and region via improved economic and diplomatic corporations.

The Department of State Services (DSS) on Thursday gave a 48-hour ultimatum to the Nigerian National Petroleum Corporation Limited, Independent Petroleum Marketers Association of Nigeria (IPMAN) and other stakeholders in the oil sector to resolve the ongoing fuel crisis.

The secret police threatened that it would launch manhunt for any destructive tendencies if after 48 hours there is still queues at various feeling stations on the country.

Spokesman of the secret police, Peter Afunanya, stated this at the headquarters of the service in Abuja shortly after the Director-General of DSS met with the stakeholders.

The stakeholders who attended the meeting included MOMAN, DEPMAN, IPMAN, NNPC, NARTO, NUPENG and PTD.

Despite the federal government’s multi-billion naira investment in scanners at the nation’s seaports, the Nigeria Customs Service (NCS), operating at the seaports abandoned the equipment for 100 per cent physical examination of cargoes.

The 100 percent physical examination has led to huge storage and demmurage charges accruing for importers who had thought the introduction of scanners will reduce cost of clearing cargoes out of the nation’s seaports.

Recall that the minister of Finance, Hajiya Zainab Ahmed, recently commissioned the N8billion scanners, noting that the project would no doubt aid the NCS in the delivery of its mandates, in line with the key priorities of, President Muhammadu Buhari-led Administration targeted at reducing poverty and stimulating favourable macroeconomic conditions for sustained growth and development.

According to her, the scanner has the capacity to detect prohibited import concealed in cargoes, adding that it enables more cargoes to be scanned and bring about the desired efficiency and effectiveness in cargo examination processes.

“The commissioning of these three non-intrusive scanners is in line with efforts to expedite Customs operations and achieve its mandate of ease of doing business, trade facilitation and preventing port congestion.

“These three scanners will help increase revenue for government and improve national security. It will also help enhance the remote audit trail of goods within the port system,” she said.


She stated that the equipment have the capacity to process up to 500 containers in a day, asking for cooperation of key stakeholders.

However, in a surprise twist, the Scanners were abandoned by the service for 100 per cent examination at the various seaports, with importers accruing sanctions from shipping companies and terminal operators.

Speaking to LEADERSHIP, the public relations officer, African Association of Professional Freight Forwarders of Nigeria (APFFLON), Tin Can Island Port Complex, Clinton Okoro, said the Customs had told clearing agents that cargoes will be scanned from the seaside, even before, getting to the terminal, a situation he said was a ruse.

The national security adviser, Major General Babagana Monguno (retd) has said Nigeria may be losing $23 billion revenue in 2023 if crude oil theft is not checked.

He disclosed this in Abuja when he inaugurated a nine-member Special Investigative Panel (SIP) on oil theft and losses with a mandate to unravel individuals, organisations and groups behind the crude oil theft in the Niger Delta region.

According to him, “Some sources put the figure of daily crude oil losses at 800,000 bpd. This translates to a loss of income of about $64 million daily at the rate of $80 per barrel. Consequently, it is projected that if this trend continues unchecked and these figures keep fluctuating, it will result in a revenue shortfall of approximately $23bn in 2023.

”This translates to a loss of about N10 trillion when calculated at N445 to $1 exchange rate. This menace assumed a more worrisome dimension with recent discovery of illegal pipeline connection through which Trans Escravos pipeline was siphoned for several years.”

Monguno further said that recent interventions by the security agencies had revealed massive illicit platforms of stealing ranging from marine evacuations via vessels, and load-outs from illegal operations platforms.

The panel, according to the NSA, is expected to commence its assignment with immediate effect and to conclude as well as submit its report on or before 21st February, 2023.

He said Nigeria has consistently failed to meet its daily production quota of about two million barrels per day as provided by the Organisation of Petroleum Exporting Countries (OPEC) due to oil theft orchestrated by unscrupulous elements.

He added that Nigeria’s current crude production struggles to meet even one million barrels per day.

He lamented that the extent of the oil and revenue losses threaten the economy, constraining the present administration to revert to less popular monetary and fiscal policies to address revenue side constraints with dire implications.

He noted that the security operations in the region brought to the fore, “a pathetic pattern of organised criminal enterprise of economic sabotage orchestrated by unpatriotic private individuals/groups, local and international companies, leaders and communities that had shortchanged the economy and portrayed the Administration in bad light.

He said the government has been briefed on the dwindling economic fortunes including, inability to replenish foreign reserves and reduction in revenue thereby, affecting accruals into the Federation Account.

“With the scale of the theft and losses and the alleged complicity of regulatory agencies/officials and security personnel as well as the involvement of international collaborators, the enterprise is deeply entrenched and would be extremely difficult to exterminate without very stern and decisive action by the government” he said.

He said the menace of oil theft is completely unacceptable, considering its attendant impact on the economy, national development and security.

“It is an affront on the government and its institutions, which must be tackled without further delay.

“It is in this connection that the government, worried by the ugly trend, among other things, directed the setting up of a Special Investigative Panel on Oil Theft/Losses in Nigeria to investigate all aspects of crude oil theft, identify the culprits and submit its report for necessary action” he said.

The panel has Major General Barry T Ndiomu (retd) as chairman and Mr. David Attah, as secretary.

Other members include Mr. Erobiri Uchena, Mrs. Donu-Kogbora, Colonel B.A. Oguntayo (retd.), DIG Zaki Ahmed (retd), Dr Orji Ogbonnaya Orji, Mr. MO Ijere, Rear Admiral Atiku Abdulkadir (retd.), DIG Maigari Abbati Dikko (retd) and, Patrick Okonjo.

The NSA said the composition of the panel, made up of a mixture of industry, security and forensic experts “with vast knowledge and experience with the required level of patriotism and integrity, is expected to investigate oil theft/losses in all its ramifications and propose wide ranging array of implementable recommendations to enable this Administration take decisive action to end the criminal enterprise within the shortest possible time.”

He told the nominees: “You are appointed into the panel based on your proven integrity, track record of service, competence and dedication to the national cause.

“I therefore urge you to work tirelessly with a view to justifying the confidence reposed in you, by working round the clock to unravel individuals and groups perpetrating this national economic crime, no matter how highly placed they may be.”

According to Monguno, nobody involved in the crime should be spared whether they are people serving or retired.

“We must fish them out and I guarantee you that they will be taken care of appropriately,” he said.

He, therefore, gave the panel with the following terms of reference: ascertain the circumstances surrounding the illegal insertion into the Trans-Escravos Pipeline (TEP) around Yokri area in Burutu local government area of Bayelsa State; establish the ramifications of crude oil theft/losses in Nigeria; ascertain the causative factors immediate and remote, of crude oil/theft/losses in the country; ascertain the extent of crude oil theft/losses in the country; with the widest possible amplitude identify persons/entities whether public, private or foreign, involved in the criminal enterprise; establish the level of culpability of identified persons/entities in the enterprise; examine the specific roles of Regulatory Agencies; Security Agencies, Tiers/Arms of Government and International Oil Companies (IOCs) in aiding and abetting the criminal enterprise; among others.

In his response, the chairman of the panel, Major General Ndiomu (retd.) gave assurance that members of the panel will justify the confidence reposed in them.

He said, “We consider this assignment as very important. Its importance is elaborated by the damage to the economy as illustrated by the National Security Adviser. To be saddled with the responsibility of partly reversing the ugly trend of the southward trajectory of the fortunes of the major source of government revenue is very rare.”

Major Generaal Ndiomu thanked the NSA for choosing them for this important national assignment.

He restated that the expertise at the disposal of each individual on the panel would help the group to fulfil the objectives of setting up the panel.

“We shall leave no stone unturned by digging deep to unravel not only the incidences of oil theft/losses but pre-disposition and causative factors as well as groups and individuals responsible for the criminal enterprise,” he said.

LEADERSHIP recalls that the Nigerian National Petroleum Company Ltd had recently awarded a multi-billion naira oil pipeline surveillance contract to firm which former Niger Delta militant, Government Ekpemudopolo, alias Tompolo, has interest in, which immediately swung into action and made shocking discoveries of illegal pipelines siphoning crude oil products and other incidents of pipeline vandalism in the oil-rich region.

Ahead of May 29, 2023 handover date, President Muhammadu Buhari has declared the repositioned National Agency for Science and Engineering Infrastructure (NASENI) would be one of his legacy gifts to his successor.

Buhari said yesterday that he consciously ensured the transformation of NASENI to ease the future maintenance and sustainability of Nigeria’s key national infrastructure.

An elated president over the new feats of the agency, said it is now empowered to develop local capacity in machine-building and fabrication, which is critical to Nigeria’s industrial development

The president said the new NASENI would forge international partnerships to acquire the relevant technologies for socio-economic advancement of the country.

He spoke yesterday at the commissioning of Muhammadu Buhari Technology and Innovation Complex at NASENI headquarters in Idu, Abuja.

Buhari said, “The present administration has invested heavily in diverse infrastructural facilities in the roads, rails, water, and aviation among other sectors of our national economy.



On his part, the executive vice chairman and chief executive of NASENI, Prof. Mohammad Sani Haruna, said the agency would soon provide innovative technology solutions to crude oil theft and illegal bunkering.

The president further said that, “beyond my administration, the maintenance, resourcing, and sustainability of these critical infrastructures would have been a challenge on the medium to long-term basis.

“However, with our deliberate repositioning of NASENI to be at par with other similar agencies of government across the world and optimal performance, we are convinced that the future maintenance and sustainability of our key national infrastructures are ascertained.

“New NASENI is undoubtedly among the most important legacy my administration is bequeathing to the next Government in 2023.”

Buhari assured Nigerians of accelerated industrial development with focus on local capacity in machine building and fabrication.

He said, “NASENI has a long history of establishment and has been in existence for over 30 years now, but the agency has been facing myriads of challenges that were mitigating against the realization of her full potential in line with the Act that established the agency.

“However, under my chairmanship, NASENI is undergoing reinvention and transformation to become a Technology and Innovation hub for our national development strides.

“Consequently, I have strategically repositioned NASENI to develop local capacity in machine building and fabrication, which is critical to Nigeria’s industrial development.

“The agency is now empowered through the provision of adequate financial, human and material resources and the autonomy and independence to forge international partnerships to acquire the relevant technologies for socio-economic and industrial advancement of the country.

“The agency is now domesticating foreign technologies and product development through backward integration. The recent attraction of 250 million Czeck Koruna or US$10.5million Research and Development grant to Nigeria by NASENI is evident that our transformation is achieving result of building a globally competitive agency.”

The president listed some outstanding achievements of NASENI under his administration.

He added, “Let me blow my trumpets myself and state that NASENI under my watch as the Chairman of the Governing Board has lived up to its expectation and has performed excellently.

“The agency has invented useful and historic intelligence and defense related equipment and devices and has reversed engineered in collaboration with reputable organizations: Armored Personnel Carrier (APC) with advanced features and Mine Resistant Ambush Protected (MRAP) APC among others.

“It is currently implementing Smart irrigation projects for multi crop season farming; the National Tractor recovery, rehabilitation and redeployment (NTRRR) innovation in collaboration with Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL);

“The assembly of two Helicopters towards the first Made in Nigeria Helicopter and the development of Solar cells for 100 percent solar module production using local raw materials among others are patriotic contributions to Nigerian transition to manufacturing Economy.”

Consequently, Buhari conferred National Honour on Haruna.

He said, “While commending Prof. Mohammad Sani Haruna the executive vice chairman for exemplary leadership and tireless efforts, let me appreciate you the EVC and direct the conferment of Excellent Service Award to you and a National Honour of Officer of the Order of the Federal Republic (OFR) which is to be conferred on you at the last Federal Executive Council of December 2022.

“With this complex being commissioned today and the available facility, the foundation of Nigeria’s knowledge economy is laid and the future of our national competitiveness among global economies is clearly great.

“We are sure that these advanced Science and Engineering Core facilities will assist our nation in the attainment of African Union’s Agenda 2063 and United Nations Sustainable Development Goals, 2030.”

On his part, Haruna said the agency will soon provide innovative technology solutions to crude oil theft and bunkering among others.

He said, “Furthermore, NASENI is ready and God willing soon to provide innovative technology solutions to stopping crude oil theft and bunkering; vandalization of power lines and pipelines as well as surveillance and monitoring devices for our rails, roads and seaways.”

On the security challenges facing the nation, he said some of the equipment required by the military will now be locally innovated.

He said: “We commend your Excellency’s administration for supporting the military to defeat non-state actors through constant procurement of military hardware in attending to our multifaceted unconventional security challenges.

“NASENI has observed that the military is the highest user and importer of highly technical equipment in the country. Accordingly, the agency discerned the need to collaborate with the military to study various aspects of their technical needs in order to combine the capabilities of both organizations for national sustainability.

“Of course, new weapons and state-of-art capabilities must be locally innovated and developed with the intent to counter and disrupt perceived enemy capabilities as well as shield the Nation from unforeseen sanctions and capital flight.”
