I've always said this. I'm glad it's now coming from a government official. Corruption mostly involves government money; government money is handled by government workers; government workers are poorly paid; their take home pay cannot even take them home. They're all afraid of retirement, because there's nothing to live on when they retire. Those that retire without stealing end up in penury.
