In his opening remark, Chief Chukwuma Ekomaru SAN explained that the Oath of Allegiance and Oath of Office declared by the members of the new executive of Imo PDP was the first of its kind in Nigeria, as the oaths were sealed with the official seal of the Supreme Court of Nigeria to authenticate the legal process as stipulated by laws of the country.

In his acceptance speech, Engr. Charles Ugwuh, the State Chairman, on behalf of the new executive of the party, promised to do everything within the ambit of the law to ensure that PDP reclaimed the democratic mandate of government and governance that Imo people handed the party in 2019 before it was taken away in very controversial manners.

To Imo PDP leaders and members, Engr. Ugwuh promised to be fair to all, by abiding with the statutes of the Constitution of the party, and not let down the party, its leaders and members. He pledged that the new executive under his watch will exhibit integrity, honesty, and real service at all times, stressing that with those quintessential attributes, Rt. Hon. Emeka Ihedioha didn't disappoint PDP or Imo people as Imo governor.

The elected governor of Imo State, while congratulating the members of the new executive, challenged them to sustain and surpass the feat performed by their predecessors, reminding them that Imo people have adopted PDP as the true party that will rebuild Imo State.

The highpoint of the swearing-in ceremony was the Notary Public leading the new executive members through the oral declarations and oath-signing ceremony.

Remarks by Governor Okezie Ikpeazu during the press briefing held on Saturday, 25th April, 2020, at the Governor’s Lodge, Aba

Protocols

1. We are all aware that Abia has registered 2 Covid-19 cases at the Federal Medical Center (FMC), Umuahia. Though the patients are above 70 years in age and have underlying illnesses, they are currently stable and responding to treatment.

2. In view of the circumstances of our index cases, we are doing extensive contact tracing, which is taking epidemiologists to three Local Government Areas of Ukwa West, Ikwuano and Umuahia North.
Presently, about 237 contacts have been established and we are still counting.

3. Unfortunately, our medics are experiencing some challenges in some communities especially Umuorie in Ukwa West, therefore the TC Chairman of Ukwa West and the relevant Traditional Rulers must yield unfettered access and cooperation to the medical team or risk immediate suspension.

4. There shall be a 6pm - 6am curfew in Abia State from Sunday, 26th April, 2020, for 7 days to allow for thorough contact tracing, with special emphasis on the three local government areas of Ukwa West, Ikwuano and Umuahia North. The Transition Council Chairmen of the three LGAs should ensure unfettered access to the members of the medical rapid response team of the COVID-19 committee. Additionally, all TC Chairmen of the state's 17 LGAs, as well as Honorable Commissioners, should be on top of the lockdown exercise in order to ensure full compliance with the lockdown by citizens and residents in their respective constituencies. Failure to adhere to these directives will attract sanctions,

5. All Transition Council Chairmen should take charge of enforcement of curfew and lockdown processes in their respective LGAs while the Transition Council Chairmen of Ukwa West, Ikwuano and Umuahia North LGAs must ensure strict compliance and adherence to government directives especially concerning contact tracing.

6. I hereby direct the Secretary to State Government (SSG) to expand the committee on palliatives to include selected members of Nigeria Union of Journalists, Christian Association of Nigeria (CAN), traditional rulers, civil society organizations and Presidents General of Development Associations.

7. The palliative sub-committee shall embark on the distribution of further food and protective items from community to community, starting from next week. Associations of Ndi Imo, Anambra, Enugu, Ebonyi and Akwa Ibom will also be reached.

8. We will make provision for artisans such as vehicle mechanics and others like Keke operators and commercial bus drivers during the next phase of distribution of palliatives.

9. I have been informed that the Federal Government is in the process of delivering 1800 bags of rice to the state. We shall examine the wholesomeness of these supplies and brief Ndi Abia on the pattern of distribution if eventually certified good for human consumption.

10. While we salute and encourage the efforts of the Federal Government in leading the charge against COVID-19, we are proud to say that we are not in need of any imported face masks and Personal Protective Equipment (PPE) in Abia State. Our brothers and sisters at home can and have produced our face masks/PPEs. The use of face masks in Abia state remains compulsory and offenders will be prosecuted.

11. Once again, we are extremely proud of our medics and all the frontline officers. You shall remain the heroes of our time.

Bikonu Umunnem Ndi Abia, COVID-19 is serious, stay at home for now!

NB: The lockdown regulation in the state during the day, border closure and other associated measures remain in force in addition to the curfew.

Politics / We Insist On Justice For The Shot Aba Petrol Attendant - Abia Gov't by DonKachiERA: 6:34pm On Apr 24, 2020
We insist on justice for the shot Aba petrol attendant - Abia Gov't

Our attention has been drawn to a statement in the media credited to the Honorable Minister of Infornation, Alhaji Lai Muhammed, as published in some national newspapers to the effect that the late petrol attendant in Aba, Mr Chibuisi Okameme, believed to be a victim of extra-judicial killing, was not killed by a police man.

The Honorable Minister was quoted to have said, among other things that, “What happened was that the policeman hit a Keke Napep and while the people were protesting, another oncoming vehicle hit the petrol attendant leading to his death”.

Nothing can be further from the truth!

We wish to state categorically that information available to us suggests that one Inspector Osas Atsu of Ohuru Isimiri Police Division, Aba, allegedly shot and killed the late petrol attendant, Mr Chibuisi Okameme, of Green Mac Filling Station, New Umuahia Road, Aba, by aiming and firing live bullets at him in broad daylight and in the presence of many shocked eyewitnesses.

The police authorities in the state are currently detaining the suspect in preparation for prosecution after due orderly room trial. We are therefore shocked to read the statement credited to the Honorable Minister, as reported by the News Agency of Nigeria and published by several leading national newspapers. We believe that the Honorable Minister of Information may either have been misinformed or misquoted on the true state of affairs.

Abia State Government wishes to call on the Police authorities to expedite the arraignment of the alleged murderer of Citizen Okameme as we will not accept any cover up or conspiracy to do same from any quarters. May we reiterate that nothing short of justice for the grieving family and friends of the late hard working young man will be acceptable to us.

We also wish to call on the Honorable Minister to cross check facts of the matter with the police authorities and immediately issue the necessary corrigendum to avoid being seen as part of a potential plot to cover up a matter that is certainly of public interest and which also involves the painful loss of a human life through obvious abuse of firearms.

It is already a matter of public knowledge that the sad murder of Citizen Okameme is one too many involving trigger happy armed security agents in our state including the unfortunate murder of Mr Chimaobi Nworgu of Amaise Umuokereke Ngwa Village in Obingwa LGA.

We are however consoled that our insistence on justice for Late Chimaobi led to the dismissal and trial of the army officer involved. We will also not relent until justice is done in the instant case and others involving alleged extra judicial killings in Abia State.

Thank you.

Chief John Okiyi Kalu
Honorable Commssioner for Information, Abia State.

Abia COVID-19 Update

1. As at 8am of Thursday, April 23, 2020, the State Rapid Response Team and medical protocol sub-committee of the inter-ministerial committee on COVID-19, in conjunction with the team from Federal Medical Center (FMC), Umuahia, have traced 209 contacts of the two index COVID-19 cases in Abia State.

2. This process which continued today covered mainly 3 LGAs of the state: Ikwuano, Ukwa West and Umuahia North. All those traced are currently in isolation and under surveillance and a team from World Health Organization (WHO) is providing support.

3. Both index cases, who are above 70 years with underlying medical conditions such as diabetes, hypertension, heart disease and left ventricular failure are stable and receiving care at the FMC isolation center in Umuahia. One of the patients that was previously supported with oxygen is currently breathing well without any respiratory aid.

4. All the medical personnel involved in management of the patients and their family members are currently in isolation with samples from some already collected for testing.

5. We are awaiting results for the suspected case who is resident off Ikot Ekpene Road, Aba, and will inform appropriately as soon as the result returns from the NCDC testing facility.

6. All Abians and residents are strongly advised to continue to observe all the previously issued guidelines from NCDC and the state inter-ministerial committee, including compulsory use of face masks, regular hand washing with soap under running water, use of hand sanitizers, maintenance of social distancing and avoid leaving their houses except to buy food and drugs.

7. We urge our people to ensure that they abide by the existing lockdown order especially at this time of ongoing contact tracing when we do not know who may have been infected as enforcement agencies have also been directed to prosecute defaulters through the mobile courts and in line with the ABIA STATE INFECTIOUS DISEASES (EMERGENCY PREVENTION) REGULATIONS 2020

COVID-19 is real, stay safe for yourself and your loved ones.

Thank you.

We are concurrently distributing items through the state geriatric services agency, traditional rulers and presidents general of town unions as well as focused groups such as destitute homes through the office of Wife of the Governor.

Finally, it is very important that we all abide by the guidelines issued by the inter ministerial committee on COVID-19, especially with regard to staying at home, maintaining good hygiene and observing social distancing. People of our dear state must all come together to fight this war against coronavirus. If we all do our bits we will win this war and come out better and stronger.

Politics / Uzodimma In Desperate Search For Legitimacy, Says PDP by DonKachiERA: 8:48pm On Apr 21, 2020
PEOPLES DEMOCRATIC PARTY, IMO STATE
April 20, 2020

Press Statement

Uzodimma in desperate search for legitimacy

Evidently looking for the legitimacy that has eluded him since he stole the mandate given the Peoples Democratic Party (PDP), Senator Hope Uzodinma and his band of Guy Men now believe the best way to gain legitimacy is to spread falsehood against his predecessor, Rt Hon Emeka Ihedioha, and his seven-month administration that many still remember with great nostalgia.

The PDP is particularly concerned that the mischievous allegation of missing whooping sum of N19.63 billion from the JAAC of the 27 Local Governments *is* a deliberate scheme by the Uzodinma administration to front load looting the resources of the state by shouting in the market place about money that is not yet missing but would be missing by the time they finish their creative accounting scheme.
Besides, this latest desperate attempt at muck raking may also be designed to hoodwink Imolites and distract their attention from the lack of performance and ineptitude of the Uzodimma administration which is being described by our people as a ‘push and start government’.

As the major opposition party in the State, Imo PDP will insist on zero tolerance for government and governance by lies and mendacity. Consequently, the party hereby charges the Supreme Court-imposed governor and his henchmen to halt this drama and focus on the real job of addressing the challenges of Imo people especially at this moment in history that requires intelligent and creative leadership to steer the ship of the state through the impending economic turbulence occasioned by the COVID 19 pandemic which regrettable we fear for the capacity and competence of the Uzodinma administration to rise to the occasion

For the avoidance of any doubt, the PDP restates that the allegation that a whopping N19.63 billion belonging to the 27 LGAs was misappropriated is false, malicious and baseless.

Does this contrived audit report which the government is using to hound the Ihedioha administration have approval of the Imo State House of Assembly?

We further note that this false statement and fictitious claim by the Uzodimma regime makes no sense. It was a blanket reference to the entire fiscal audit year, January to December 2019 without distinguishing details of the period January to May, when Owelle Rochas Okorocha was Governor and the period, June to December when Rt. Hon. Emeka Ihedioha was Governor.

Most of the corporate and individual entities mentioned in the spurious claims by the Uzodimma regime were unknown to the Ihedioha administration. Infact, records available reveal that the majority of them operated under the Okorocha administration. The formal response from Wallhouse (WA) Limited provided a clear evidence that the Uzodimma regime was on a mission of mischievous propaganda and unintelligent blackmail. After taking delivery of earth moving equipment, the Uzodinma government rushed to the media to deny knowledge of the same equipment it has taken into it’s custody.

The regime also told a lie about the money so far disbursed to Wallhouse WA Limited. While it quoted N1.215 billion as money paid to the contractor, the contractor insist that it was paid N945 million, in three tranches as part-payment.

To convince Imolites that his regime is not involved in witchhunt and propaganda aimed at distracting the public from its woeful failure as a government, Governor Uzodinma should tell Imo people the total allocation that accrued to the 27 local governments in the seven months of the Ihedioha administration. Thereafter, he should embark on simple arithmetic of deducting workers’ salaries, pensions as well as other statutory deductions viz: IMSUBEB, NULGE, Local government service commission, Council of Traditional Rulers, office of the Auditor General of local Governments, etc.

A cursary analysis thereafter will only but earn the Ihedioha administration commendations for being able to honour government obligations in addition to embarking on several capital projects well known to our people.

The Uzodimma administration should also account to Ndi Imo how he has been appropriating Imo LGA funds since he became foisted on Ndi Imo by the Supreme Court by diverting the proceeds of JAAC from the designated bank account to another bank account under his direct management and control instead of crediting each LGA with amounts due to it as obtained during the Ihedioha administration which enabled the LGAs manage their funds

For the avoidance of any doubt, the Ihedioha administration was guided by the principles of rule of law and due process. It instituted the system of constituting panels of inquiry to investigate any allegations of impropriety against its predecessor. It never gave room for unnecessary media trials. Incidentally, the Uzodinma regime retained those panels of inquiry and investigations they are conducting therein.

Never in the history of Imo State has such level of patriotism and desire to uplift the plight of Imolites been seen as Ihedioha practically and demonstrably dedicated himself to the service of the people (upper, middle and lower classes). The reward for exemplary good work cannot and should not be cheap blackmail.
We, as a party, call on Imo people to rise up and demand a stop to gutter propaganda as a way of governance.

We have tried as a party to be law abiding in the face of constant provocations and blackmail at unprecedented pedestrian level. Governor, Uzodinma should stop acting as if he was deliberately recruited from outside the state to humiliate and insult the sensibilities of Ndi Imo.
