Administration of a country is different from Church administration.

When running a country, you have many issues and factors to consider before you take a decision which is subject to the dictates and influence of the national Assembly, the Constitution and the extant laws.

But when running a church, you can wake up and take any decision and say it was the dictates of the holy Spirit after all the General Overseer is the founder/president /chairman of the board of the church.
