Dozens of protesters gathered outside the plant

(TOKYO) — A power plant operator in southern Japan restarted a nuclear reactor on Tuesday, the first to begin operating under new safety requirements following the Fukushima disaster.

Kyushu Electric Power Co. said Tuesday it had restarted the No. 1 reactor at its Sendai nuclear plant as planned. The restart marks Japan’s return to nuclear energy four-and-half-years after the 2011 meltdowns at the Fukushima Dai-ichi nuclear power plant in northeastern Japan following an earthquake and tsunami.

The national broadcaster NHK showed plant workers in the control room as they turned the reactor back on. Tomomitsu Sakata, a spokesman for Kyushu Electric Power, said the reactor was put back online as planned without any problems.

The Fukushima disaster displaced more than 100,000 people due to radioactive contamination and spurred a national debate over this resource-scarce country’s reliance on nuclear power.

A majority of Japanese oppose the return to nuclear energy. Dozens of protesters, including ex-Prime Minister Naoto Kan, who was in office at the time of the disaster and has become an outspoken critic of nuclear power, were gathered outside the plant as police stood guard.

The Nuclear Regulation Authority affirmed the safety of the Sendai reactor and another one at the plant last September under stricter safety rules imposed after the 2011 accident, the worst since the 1986 Chernobyl explosion. The second Sendai reactor is due to restart in October.

Koichi Miyazawa, Japan’s industry minister, said Tuesday that the government would “put safety first” in resuming use of nuclear power.

All of Japan’s 43 workable reactors were idled for the past two years pending safety checks. To offset the shortfall in power output, the country ramped up imports of oil and gas and fired up more thermal power plants, slowing progress toward reducing its emissions of greenhouse gases.

Prime Minister Shinzo Abe has sought to have the reactors restarted as soon as possible to help reduce costly reliance on imported oil and gas and alleviate the financial burden on utilities of maintaining the idled plants.

Utilities are seeking approvals to restart 23 reactors, including the other Sendai reactor.

The battle for defence of the Naira value has widened, affecting existing withdrawal limits on Automatic Teller Machines (ATMs) and foreign transactions on all existing Naira debit cards (ATM cards).
In the new arrangement, all ATMs that were hitherto enabled for domestic and foreign transactions have been restructured to limit Naira cash withdrawal at ATMs to N60,000 per day while foreign currency is $300 per day. Hitherto, the domestic withdrawal limit was N150,000 per day.
The new arrangement has separated traditional ATM from MasterCard credit card where the former has now been deactivated and can no longer be used for transactions abroad. Hitherto, a single ATM card serves for transactions for both domestic and abroad.
Also, the restructured cards now have spending limits on POS/eCommerce (online shopping) pegged at $300 (about N60,000) per day. Before this, the limit was N2 million per day.
In the new arrangement, a bank customer with multiple debit cards (ATM cards), only the one linked to the primary transactional account will be enabled for use abroad. Hitherto, such customers could transact with any of the cards that is funded.
However, banks are putting in place alternatives in these adjustments to address the concern of customers who are now being directed by their banks to reapply for a new card arrangement to suit their purposes.
For instance, Standard Chartered Bank has asked its customers to request a complementary ATM card for domestic use only so that the original N150,000 daily cash withdrawal limit can be restored and also reactivate POS/online purchase limit of N2 million per day.
The bank also required their customers to apply for a foreign currency denominated ATM linked to domiciliary account which would be enabled with no daily or annual international transaction limits.
Earlier, Guaranty Trust Bank Plc had informed its customers of its decision to reduce the daily international spending limit on their Naira MasterCard to $300 with effect from yesterday.
In a communication to the customers, the bank explained: “In view of the increased difficulty in sourcing foreign currency to settle international transactions on Naira MasterCards, we have reduced the daily international spending limit on your Naira MasterCard to $300.This means that you can only spend up to $300 daily when using your GTBank Naira MasterCard for international payments via POS and online.
“You will, however, continue to have the option of paying for medical bills, school fees, mortgages and credit cards using Form A, as these are eligible transactions for foreign currency. Simply visit any GTBank branch to complete a Form A along with the required documents to make these payments.”
These developments were coming on the heels of Central Bank of Nigeria’s (CBN) statement on Sunday that all legitimate requests for foreign currency for eligible transactions, normally referred to as “invisibles,” such as remittances for school fees, student maintenance allowances, BTA, PTA, medical and other eligible transactions, shall be fully met at the official/interbank exchange rate.
A statement from the CBN added that already all the legitimate demands for such transactions through recognised channels have so far been fully met by CBN.
The statement stated: “The CBN hereby directs all authorised dealers in foreign exchange in Nigeria to henceforth treat as top priority all legitimate demand for foreign exchange for eligible transactions.
“The CBN once again advises individuals that wish to source foreign currency for such eligible transactions to approach their banks with their legitimate demand as the CBN has made adequate provisions of foreign currency for all such legitimate and eligible purposes.
“Furthermore, holders of Naira denominated debit and credit cards shall continue to have access to the use of their cards at ATMs in any part of the world but subject to the annual limit of $50,000. ATM withdraws shall continue to be a maximum of $300 per day.”

North Korea is its own world in many ways. Now, it is getting its own time zone to match.

State news agency, KCNA, has announced that North Korea will set its clocks back by 30 minutes to "Pyongyang time" on August 15--the 70th anniversary of liberation from Japan.

That will reset the time to GMT+08:30, as it was before Japanese colonization.

"The wicked Japanese imperialists committed such unpardonable crimes as depriving Korea of even its standard time while mercilessly trampling down its land with 5 000 year-long history and culture and pursuing the unheard-of policy of obliterating



North Koreans already have their own calendar. Instead of counting from the birth of Christ, they count from the birth of founding leader, Kim Il Sung. Kim was born in 1912 -- known in North Korea as Juche 1, making this year Juche 104.

The new time will put Pyongyang half an hour behind Tokyo and Seoul.

South Korean Unification Ministry spokesman, Jeong Joon-hee told a briefing on Friday that could cause some problems.

"Some difficulties are likely to come in inter-Korean exchanges, including flows to and from the Kaesong Industrial Complex," he said.

Jeong added it could have negative effects on inter-Korean integration in the long-term.



South Korea too?
South Korea has made similar moves in the past. Its time zone was set at GMT+08:30 -- the new Pyongyang time -- between 1954 and 1961.

There have been proposals to move it back again over the past few years -- most recently in 2013.

Defector-turned-ruling-party politician, Cho Myung-chol, introduced a bill in parliament to make the change.He told CNN resetting the time zone is part of regaining South Korea's sovereignty and getting rid of the remaining vestiges of Japanese imperialism.

South Korean Unification Ministry spokesman, Jeong Joon-hee says Seoul time is based on practical considerations and not on colonial history.

Cho admits experts advised him that the current system is more practical, and warned the half hour change could cause chaos and confusion.

But he likens the warnings to the Y2K doomsday scenarios that did not eventuate, and believes any confusion would be temporary.

Cho says his original proposal was for both North and South Korea to set their clocks back by 30 minutes, and intends to revive his push for a change in Seoul, following Pyongyang's announcement.

Gov. Rauf Aregbesola of Osun said workers’ backlog of salaries would be paid soon.
This promise is contained in a statement issued by the governor’s media aide, Mr Semiu Okanlawon, in Osogbo on Wednesday.
The statement said Aregbesola made the promise when Ijesa Society, a social group, visited him.
Aregbesola, according to the statement, expresses his displeasure over the delay in payment of workers’ salaries.
The statement said every government initiative in the state represented the fulfillment of campaign promises made to the people.
“The visit of the group comes at a time when some people are being sponsored to rubbish my achievements‘’, Aregbesola is quoted as saying in the statement.
President of the group, Chief Tunde Aluko, commended Aregbesola for rapid development of the state.
Aluko expressed belief that the financial challenge confronting the state will soon be over. (NAN)

Contrary to the position of the Ife Royal Council, SaharaReporters can confirm that the Ooni of Ife, Oba Okunade Sijuwade, has died at St. Mary's Hospital in the Paddington area of London.

Family sources told SaharaReporters on Tuesday that the Oba, who was diabetic, was rushed to London last Friday after his health deteriorated.

The Royal Council of Ife today issued a statement describing the Ooni as being “hale and hearty", but that claim is untrue, one of our sources said. According to tradition, only the Council has the right to announce the passing-away of the Ooni.

The 85-year old Royal Father assumed the post of Ooni of Ife in 1980 as the 55th Ooni of Ife.

There are more than a million business books in print, and thousands more published every year. But what if, for some reason, you were only allowed to read nine books about managing people? (Why nine and not 10? I’ll explain at the end of the post.)

After giving it a lot of thought, here are the nine that I would recommend:

The Effective Executive

Subtitle: The Definitive Guide to Getting the Right Things Done

Author: Peter F. Drucker

Why it’s a must read: This book is literally definitive in the sense that it definesmanagement at the executive level so clearly that most other serious management books takes this book’s concepts for granted. The Effective Executive also rejects the concept that an executive should encourage a personality cult among employees and the press. For Drucker, management means getting things done without grandstanding or being concerned about your public visibility.

Best quote: “Men of high effectiveness are conspicuous by their absence in executive jobs. High intelligence is common enough among executives. Imagination is far from rare. The level of knowledge tends to be high. But there seems to be little correlation between a man’s effectiveness and his intelligence, his imagination, or his knowledge. Brilliant men are often strikingly ineffectual; they fail to realize that the brilliant insight is not by itself achievement. They never have learned that insights become effectiveness only through hard systematic work. Conversely, in every organization there are some highly effective plodders. The One Minute Manager

Authors: Kenneth Blanchard and Spencer Johnson

Why it’s a must read: The One Minute Manager, along with The Greatest Salesman in the World, is the best of the “teach through parables” style of business book. The advice it offers is mostly common sense, but it’s laid out in such easily understood terms and actionable advice that it makes common sense into something that’s uncommonly valuable.

Best quote: “The managers who were interested in results often seemed to be labeled ‘autocratic,’ while the managers interested in people were often labeled ‘democratic.’ The young man thought each of these managers–the ‘tough’ autocrat and the ‘nice’ democrat–were only partially effective. ‘It’s like being half a manager,’ he thought. He returned home tired and discouraged. He might have given up his search long ago, but he had one great advantage. He knew exactly what he was looking for. ‘Effective managers,’ he thought, ‘manage themselves and the people they work with so that both the organization and the people profit from their presence.'”

Dilbert and the Way of the Weasel

Subtitle: A Guide to Outwitting Your Boss, Your Coworkers, and the Other Pants-Wearing Ferrets in Your Life

Author: Scott Adams

Why it’s a must read: Adams’s earlier book, The Dilbert Principle, outlined the absurdity and inconsistency of the business world. This book goes deeper into management and decision making, explaining why everyone’s experience at work differs so greatly from the idealized picture that’s provided in books like The Effective Manager and The One Minute Manager. If you’ve got a sense of humor, this book will definitely make you laugh, but it will probably be the uncomfortable laugh resulting from seeing a bit too much of your own inner weasel.

Best quote: “There’s a gigantic gray area between good moral behavior and outright felonious activities. I call that the Weasel Zone* and it’s where most of life happens. (Note: *Sometimes known as Weaselville, Weaseltown, the Way of the Weasel, Weaselopolis, Weaselburg, and Redmond.)”

The Age of Unreason

Author: Charles Handy

Why it’s a must read: Every book you’ve read about the digital age, disruptive innovation, massive change, etc., is based on this book. This was the first book to really nail the fact that what we now call the Mad Men era was disappearing and that we were about to slip into a crazy period where none of the old rules work and nothing makes much sense. It’s a quick read and some of his observations are dated, but it’s really amazing how much he got right and how much later business writers have stolen his ideas.

Best quote: “We are now entering an Age of Unreason, when the future, in so many areas, is there to be shaped by us and for us–a time when the only prediction that will hold true is that no predictions will hold true; a time, therefore, for bold imaginings in private life as well as public, for thinking the unlikely and doing the unreasonable.”

The Art of War

Author: Sun Tzu

Why it’s a must read: This book is usually read as if it were a collection of fortune cookie proverbs. That misses the point, though, because this book is actually a philosophy of life that extends to every type of leadership. It’s one of those books that you can read 50 times and get something different with each successive reading. The edition that I’ve linked into the heading above is not just a beautiful work in the art of publishing but also contains the best commentary and notes, all of which can deepen your understanding.

Best quote: “Be extremely subtle, even to the point of formlessness. Be extremely mysterious, even to the point of soundlessness. Thereby you can be the director of the opponent’s fate.”

Don’t Bring It to Work

Subtitle: Breaking the Family Patterns That Limit Success

Author: Sylvia Lafair

Why it’s a must read: If you’ve ever wondered why the people you work with behave in such strange ways, wonder no more. As this book clearly explains, whatever happened or is happening in their family is reflecting and repeating itself at work. What’s truly valuable about this book is that it identifies the personality types that cause problems and then explains exactly how to use and redirect the problematic behavior so that it serves the goals of the team.

Best quote: “Once you learn how people’s past family life and their work behaviors connect at a core level, you’ll know where performance problems originate and conflict starts. Then you’ll gain skills to do something about it. The reason most organizational programs abort is that they fail to deal with our life patterns, which are at the foundation of workplace anxiety, tension, and conflict.”

The Prince

Author: Niccolo Machiavelli

Why it’s a must read: This is a book of bad advice. It was supposed to be “how-to” guide for leaders in Italy at a time when every city was fighting every other city and the entire region was full of mercenaries, inquisitors, and other unsavory types. Why do I include it? Simple. This book accurately predicts the decisions of a sociopath in a management role. As such, it’s perfect defense against predatory competitors and allows you to keep one step ahead.

Best quote: “And here comes in the question whether it is better to be loved rather than feared, or feared rather than loved. It might perhaps be answered that we should wish to be both; but since love and fear can hardly exist together, if we must choose between them, it is far safer to be feared than loved.”

The 21 Irrefutable Laws of Leadership

Subtitle: Follow Them and People Will Follow You

Author: John C. Maxwell

Why it’s a must read: Sometimes it seems like everyone in the management consulting business has a list of principles, habits, laws, rules, and so forth that explain everything you really need to know. What’s funny about all those books, though, is that they’re all valid! Leadership is such a complicated phenomenon that it’s possible to describe it in hundreds of different ways. That being said, this book (of all the other books of this type) is the easiest to read, with techniques that are easy to apply. (Note: In this category, I went back and forth between this book and The 7 Habits of Highly Effective People. But 7 Habits gets a little preachy, so I finally settled on this book.)

Best quote: “Instinctively, successful people understand that focus is important to achievement. But leadership is very complex. During a break at a conference where I was teaching the 21 Laws, a young college student came up to me and said: ‘I know you are teaching 21 Laws of Leadership, but I want to get to the bottom line.’ With intensity, he raised his index finger and asked, ‘What is the one thing I need to know about leadership?’ Trying to match his intensity, I raised my index finger and answered, ‘The one thing you need to know about leadership is that there is more than one thing you need to know about leadership!'”

How to Win Friends and Influence People

Author: Dale Carnegie

Why it’s a must read: The writing style is a bit corny and the anecdotes incredibly out-of-date, and yet it’s a well of wisdom that has yet to run dry. Everyone I’ve known who has read this book cover to cover (and made the effort to implement its lessons) has been successful, if not in business then in their personal life. This book has been a bestseller for decades and is likely to be a bestseller for decades to come. There’s so much in this book that for the quote, I just plucked out one that’s helped me in my interactions with colleagues and family members.

Best quote: “Criticism is futile because it puts a person on the defensive and usually makes him strive to justify himself. Criticism is dangerous, because it wounds a person’s precious pride, hurts his sense of importance, and arouses resentment.”

Why Only Nine?

I was going to make this a top 10 list but then it occurred to me that every reader probably has a favorite that’s helped them to be successful but that is not on this list. If that’s the case with you, leave me a comment or send me an email. I’d love to know what’s working for you.

Certain items in your house practically scream “toss me” when their prime has passed. That mysterious extra white layer on the Cheddar? A sure sign it needs to be put out of its misery. Chunky milk? Down the drain it goes.

The shelf lives of most products depend upon how you treat them. Edibles, unless otherwise indicated, should be stored in a cool, dry place. (With any food, of course, use common sense.) A Tripoli court sentenced several officials in the former regime of slain Libyan leader Moammar Gadhafi to death Tuesday -- including Gadhafi's son Saif al-Islam Gadhafi in absentia -- drawing criticism from the U.N. human rights office.

Saif al-Islam Gadhafi was ordered to face a firing squad for his role in trying to quash the 2011 revolution that led to his father's ouster.

Several other Gadhafi regime officials were also sentenced to death, including former Libyan spy chief Abdullah al-Senussi, former Prime Minister Al-Mahmoudi al-Baghdadi and former foreign intelligence chief Buzeid Dorda.

Saif al-Islam Gadhafi was not at the trial; he was last known to be held by a militia group in the northwestern city of Zintan, where he was held after his capture in November 2011.

Since Gadhafi was not at the trial and Libya is politically and militarily fractured -- Tripoli is home to one of two rival Libyan central governments -- it's not clear what happens to him now.

The Zintan militia, the last group known to have him, doesn't recognize the government and court in Tripoli and had cut off cooperation with the proceedings.

Gadhafi faced charges relating to the 2011 revolution and attempts to suppress the uprising, including the killing of protesters -- a crime punishable by death.

The office of the U.N. High Commissioner for Human Rights said Friday it was "deeply disturbed" by the verdicts and sentences, asserting that the trial failed to meet international standards for fair trials.

"Among the key shortcomings are the failure to establish individual criminal responsibility in relation to specific crimes," the U.N. office said. "There were also serious issues relating to access to lawyers, claims of ill-treatment, and trials conducted in absentia.

"It is crucial to ensure accountability for serious human rights violations. However this needs to be done with scrupulous adherence to international fair trial standards and with full respect for the rights of the defendants. Failing this, injustice is only compounded."

The office urged Libya to pass legal reforms and ensure that the verdicts could be appealed.

Gadhafi was being held in Zintan during the start of the trial last year and joined three of the 24 trial sessions by video link, but "has not been seen or heard from since June 2014," Human Rights Watch said Friday.

The North African nation has been the scene of chaos and fighting between the various groups and militias following the 2011 revolution. Libya now has two central governments, with the internationally recognized one in the east, and the other, self-proclaimed one based in the west in Tripoli.

Like the U.N. human rights office, Human Rights Watch asserted that the trial was flawed. Among other things, HRW said that it appeared that Gadhafi's court-appointed lawyer didn't present a final defense pleading on Gadhafi's behalf.

It called for Libya's Supreme Court to review the cases.

"This trial has been plagued by persistent, credible allegations of fair trial breaches that warrant independent and impartial judicial review," said Joe Stork, HRW's deputy Middle East and North Africa director. "The victims of the serious crimes committed during the 2011 uprising deserve justice, but that can only be delivered through fair and transparent proceedings."

Gadhafi was once considered the heir apparent to his father, who ruled Libya for over 30 years.

Before the 2011 Libyan civil war, he was believed to be a moderate in comparison to his father.

A NATO strike in May 2011 killed his younger brother who had a similar name, Saif al-Arab Gadhafi.

I'll never forget it. I had $22,000 worth of bad debts at the time. I'd committed to God to pay them off and never borrow another dime—but it looked to me like I'd never be able to do it.
We didn't see how, but we believed that "God is able." Day by day we looked to God for our deliverance from debt. Not asking Him every day, but thanking Him because we believed we received when we prayed. Eleven months later, we were out of debt. As we looked back, nothing spectacular had happened, but God worked in our finances continuously. As we were faithful, He was faithful.
God can do the same thing for you if you'll dare to believe His Word. If you'll make a commitment before Him to get out from under those debts and then obey Him every step of the way.
As you look at your situation right now, you may not be able to see how you could ever get out of debt, much less stay that way. I felt that way too, at first. I just didn't see how I'd ever be able to do much of anything without borrowing money.
But He showed me how—and He'll do the same thing for you.
There's no debt too big and no business too complicated for Him to handle. If you'll trust Him to manage yours, He will bring you out on top...and you'll never have to be a slave to debt again.
