It can not only be imagined but also practiced without internet. BVAS only increases electoral integrity. How? By electronically verifying and accrediting voters using biometric authentication. Hope you are not like Obi who doesn't know what it is or the meaning? BVAS (Bimodal Voter Accreditation System). This helps prevent multiple voting or inflation of votes. Like i said earlier, it doesn't exactly stop rigging but minimises it. BVAS can also be used to capture and upload polling unit results to INEC’s server (IReV portal).
In the last elections, many polling units, particularly in rural areas, experienced poor or unstable internet connectivity. BVAS devices could not upload results immediately. Some uploads were delayed for hours. In certain cases, results were uploaded later from different locations. These has little to nothing to do with INEC's fault and can still happen in future. Reason why MANDATORY e-transmission has issues.
