If you read the reports they publish, they mention how that they send trained agents out to the streets to collect data over a three-month period and these agents are subjected to daily evaluations to ensure that they're collecting accurate data.

Lol, you asked the right question. The US prides itself on having firstclass IFF ie identification friend or foe. This is what radars on aircraft, shops, air defence use to identify friendly aircraft. Infact the targeting system will not lock on a friendly aircraft.
The system is so distinct that the US installs them on radars they sell to allies so incase tomorrow eg Britain decides to fight the US, their anti aircraft batteries, , aircrafts etc will not be able to lock on US fighters and bombers.
It is well know that the f16 owned by Turkey had such installed on the software running the targeting system so they cannot lock on Israeli f16, f15s. Turkey is claimed to have bypassed limitations.
That said, it is impossible for US ship to fire on a US aircraft, by default it will not work as it will be identified as a friend, unless the system is bypassed.
