Representatives yesterday disclosed that about N100bn belonging to deceased banks’ customers is presently trapped in dormant accounts across the country. According to the lawmakers, while the banks continue to trade with this money, beneficiaries of the deceased persons’ estates are living in penury, with many unable to feed. The House therefore mandated its Committee on Justice and Judiciary to liaise with the Chief Justice of Nigeria, CJN, Justice Aloma Mukhtar to relax the requirements for access to bank accounts of deceased persons by their next of kin and dependants. This, the lawmakers said, can be done by simplifying the process of obtaining Letters of Administration from the courts. Letters of Administration is an instrument issued by a court or public official authorizing an administrator to take control of and dispose of the estate of a deceased person. The resolution of the House followed a motion by Hon. Abiodun Balogun (ACNOgun), which was unanimously adopted. In the motion entitled: “Need to stop the pains of Beneficiaries of Dead Account Holders go through in Nigerian Banks and Courts,” Balogun noted that death was an inevitable end for all living souls. According to him, most people keep reasonable amount of their money in the banks due to the culture of savings imbibed by Nigerians and that when account holders die some of these monies are usually left with the banks. He said that N100bn of deceased persons’ money was lying idle in dormant accounts in Nigerian banks. He argued that while banks had continued to trade with such monies, the beneficiaries of deceased account holders wallowed in penury. The lawmaker noted with concern that the beneficiaries often found it difficult to access the funds as the next of kin owing to bottlenecks placed by banks. He further expressed worry that beneficiaries of bereaved contributors to the Contributory Pension Scheme, CPS, also experienced same cumbersome process of getting Letters of Administration. Balogun said that the inability of the beneficiaries to assess funds of deceased bread winners was discouraging people from saving with banks. He stressed the need for the process of obtaining letters of administration from the courts to be simplified to allow beneficiaries with genuine claims access their inheritance. He said: “That anytime beneficiaries show up to access the funds as the next of kin to the deceased, the banks usually place official and unofficial hurdles to frustrate them. The courts that are supposed to issue Letters of Administration also engage in unwarranted delays sometimes for a period of up to one year before such Letters of Administration are issued, thereby adding greatly to the frustration of the already traumatized beneficiaries. “Even the beneficiaries of the bereaved contributors to the CPS are not left out as they are frustrated due to their inability to make claims for their entitlements as a result of the cumbersome process of getting Letters of Administration. The inability of beneficiaries to access unclaimed funds may further discourage people from saving in our banks.” Follow @talkofnaija |
kidnapped police officer attached to the Criminal Investigation Department, CID, in Borno State, Watha Yaga, who hails from Chibok Local Government Area of the state, has been killed by his abductors. His body, according to a reliable source, was found yesterday in a remote village called Ndaba near Gwoza Local Government Area of the state. The police officer, our correspondent gathered, was on Monday kidnapped in Pilka by gunmen suspected to be members of the Boko Haram sect in Gwoza council area of the state. The gunmen took him away and had not demanded any ransom before killing him. Yaga’s abduction brings to two kidnapped cases targeted at security personnel, particularly policemen in the last one week by suspected terrorists. The first was a failed attempt when gunmen suspected to be terrorists ambushed a police patrol vehicle in Bama Council Area where the Divisional Police Officer, (name withheld) escaped with bullet wounds, while four policemen and two of the suspects were killed as well as shops and houses around the Bama Central Market were razed down in the deadly encounter. It was also gathered that the gunmen only interrogated their victim on the modus operandi of the security agencies, but when the victim could not volunteer the needed information, the gunmen killed him and thereafter dump the body on the outskirts of Ndaba village. When contacted, Police Public Relations Officer, PPRO, Gideon Jubrin’s cell phone was switched off while that of his boss, Yuguda Abdullahi, the police commissioner, rang severally, but he did not pick it as at the time of filing this report, but a top police officer, who did not want his name mentioned, confirmed the incident. State Police Command has started investigation into the murder of a banker, Adindu Ohamara, who was stabbed to death by his suspected homoséxual lover in Akoka, Bariga Local Council Development Area of Lagos State. It was gathered that Ohamara lived in a three- bedroom flat with his elder sister, Flora and one Collins, an undergraduate of the University of Lagos. According to residents, the banker was stabbed repeatedly at his residence located at 26 Obayan Street. PUNCH Metro learnt that Ohamara, who was believed to be a homoséxual, was fond of bringing different men, who were also believed to be into same séx relationship, to his home. It was learnt that trouble started when he (Ohamara) decided to get married due to pressure from his family. A resident, who craved anonymity, said after the banker had his wedding introduction, a man, believed to be also a gay came to fight him. He said, “A few weeks ago, Ohamara did his wedding introduction and shortly after that, one man came to the compound to fight him.There was a lot of noise over the issue and even neighbours had to come to settle the matter. “The unidentified man complained that he had been jilted and threatened to deal with Ohamara before he left in anger.” Our correspondent learnt that on April 9, 2013, the banker returned home with a man, who allegedly stabbed him at midnight and left. According to police sources, hours before the incident, Collins went to Oharama’s room where he met the stranger sitting on Oharama’s bed, discussing with him. A domestic worker in the house, who craved anonymity, said he saw the suspect fleeing with a laptop at midnight. He said, “It was a Friday evening. Ohamara came home with the man and they went inside. I went to sleep but at midnight, I saw the man carrying a laptop and then he opened the gate and left. He did not run so I was not suspicious. “Around 4am, Collins and Flora started shouting for help. A neighbour came to help them and they took him into his Toyota Camry and drove to a hospital.” It was learnt that Ohamara was taken to Jonken Hospital from where he was referred to the Lagos University Teaching Hospital Idi Araba where he was confirmed dead. The matter, it was learnt, was reported at the Sabo Police Division but was later referred to the State Criminal Investigation Department, Yaba. Our correspondent, who visited the house on Monday, learnt that the police later arrested all the adult occupants of the building, including the security guard identified only as Kazeem. The policemen allegedly demanded N350,000 from each of the detained persons before they could be released. The landlord of the property, Yemi Oketola, said the deceased had issued him two post-dated cheques as payment for his rent. Oketola on hearing of the arrest of his other tenants, visited the SCID and appealed to the Deputy Commissioner of Police, Damilola Adegbuyi, for their release. He said, “I do not live in the house but immediately I got wind of the incident, I went to the SCID and I met with the DCP in charge. I complained that a neighbour, who took Ohamara to the hospital ,was arrested. The DCP promised that my tenants would be released. “When I went to see the Investigating Police Officer, he informed me that the cost of bailing each person was N350, 000. I called the DCP and he was very angry when he heard about the demand. He said he would make sure that the tenants were released.” When contacted on the telephone, the spokesperson for the state police command, Ngozi Braide, confirmed the murder. Braide however said she could not confirm if the deceased was a homoséxual or not. She said, “According to information I got at the SCID Homicide unit, there are only two suspects in custody, the deceased’s sister (Flora) and the UNILAG student (Collins). I am not aware of any other arrests. “Also, I am not aware of any N350, 000 bail because bail is free. Investigations are ongoing and we will get to the bottom of it.” Punch Nigeria |
