Amnesty International (AI) has said it will release a report to demonstrate widespread use of torture in Nigeria on September 18. The report titled: ‘Welcome to hell fire,’ chronicled torture and other ill-treatment in Nigeria. A statement by AI’s Global Campaigns and Thematic Issues Press Officer, Mr. Max Tucker, said torture in Nigeria was so prevalent that it was not even classified as a criminal offence in the country. He said: “Amnesty International will highlight in its upcoming report ‘Welcome to hell fire: Torture and other ill-treatment in Nigeria’.” Accordingto him, the report details an alarming array of torture techniques used against hundreds of Boko Haram suspects in the country as Nigeria’s military hunts for members of the armed group. Former Governor of Borno State, Ali Modu Sheriff, has said he will seek redress in court by suing the Australian negotiator, Dr. Stephen Davies, who recently fingered him as one of the sponsors of the Boko Haram insurgency. Speaking to newsmen in Abuja yesterday, Sheriff said he would also drag the leadership of the All Progressives Congress (APC) to court for repeating the same allegation. Sheriff, who insisted that the accusation was part of the campaign of calumny against him, said he was prepared to face any probe panel that is aimed at addressing the Boko Haram phenomenon. “I'm ready to face any panel in the world that is set up to clear my name. I'm ready for any investigation. But I would sue the faceless Stephen Davies and the APC leadership that repeated the lies told by the Australian,” he said. He said he was shocked at the statements credited to the National Chairman of APC, Chief John Oyegun, that Davies' allegations were true. “You can see the type of leaders we have. Oyegun was in my house the other day urging me to rejoin the party. Then he's now making this kind of comment," he disclosed, blaming his defection from the APC to the PDP for his travails. Reading from a press statement, he noted that “as much as I do not consider changing one's political party an anathema, I am particularly concerned that my defection from the APC to PDP seems to further galvanise my detractors who have converted the matter into a political weapon". “Even as the brain behind the whole charade, the All Progressives Congress (APC) in its seeming desperation to retain my membership went rather too far in its political mudslinging. I consider it most uncharitable for the party to use me as an alibi for the obvious culpability of some of its members. “As much as I do not want to politicise such a serious issue like security, I am compelled to correct Chief Oyegun's faulty generalisations and judgemental attitude in acting out this well rehearsed script, conceived, written and directed by the APC. “It has never been a secret that one of the most disturbing developments to the APC of late, is the massive departure of very prominent members, including my humble self. But this is not enough to warrant the callous campaigns against me or any person for that matter,” he said. Sheriff said he doubted the authenticity of Davies’ press interview, wondering why the negotiator did not make his findings known to the federal government that commissioned him. The former governor said he believed the Australian was acting out a script designed to embarrass him. On the issue of the sponsorship of Boko Haram, Sheriff said it was a ploy to evade the main issues concerning the insurgency, tracing the origin of the sect to the late Governor Mala Kachalla regime. He insisted that it was Kachalla who started the introduction and implementation of Sharia in Borno State. According to Sheriff, “That could be said to be the starting point of the sect's ascendancy as the executed leader of the insurgents, Mohammed Yusuf, featured prominently in Kachalla's effort at establishing Sharia.” He added: “It may interest you to know that it was the government of my predecessor in office, the late Alhaji Mala Kachallah (May his gentle soul rest in perfect peace) that introduced Sharia Law in the state in the year 2000 through the 'Borno State Sharia Administration of Justice Law 2000'. “As a matter of fact, late Mala Kachallah signed the bill into law at an elaborate ceremony at the Ramat Square in Maiduguri and appointed the Borno State Sharia Law Implementation Committee in February, 2001 under the chairmanship of Professor Abubakar Mustapha, the former Vice-Chancellor of the University of Maiduguri. “Interestingly, the late Mohammed Yusuf, leader of the Boko Haram sect, was a member of the committee among other Islamic scholars. If indeed there was an agreement between the sect and my predecessor on the issue of Sharia implementation, I am not aware of it, as I was neither in government then nor was I a party to it. “And since the law precedes my administration, I may not be in a position to speak on how it was conceived, promulgated and implemented. I present to you a copy of the Borno State Sharia Administration of Justice Law 2000 and the letter of appointment of the chairman and members of the Borno State Sharia Law Implementation Committee for your perusal. “Let me state categorically at this point that I do not share the ideology of the Boko Haram sect, which is against western education, western culture and modern science or any other sect with similar ideology. “From my background, it could be easily seen that we are completely opposed to one another in terms of our viewpoints and convictions. By my nature and upbringing, I have neither associated myself with nor shared the beliefs of religious fundamentalists such as the Boko Haram sect or any other sect for that matter. “While in office as governor, I did my best to curtail the activities of the sect. I have never associated myself with any terrorist in any part of the world. I have never in my life met Mohammed Yusuf, the leader of the Boko Haram sect, who died in circumstances that are being investigated.” He recalled that Yusuf was arrested by the police and military authorities in a situation he had no control over apart from providing logistics for the officers. Commenting on his relationship with a leader of the sect and former Commissioner for Religious Affairs, the late Buju Foi, Sheriff said Foi was already the chairman of a local government before he made him a commissioner in his cabinet, pointing out that Foi was the nominee from his local government. “Buju Foi was the choice of his own people and that is why he became part of my government,” he said. Sheriff maintained that he is a victim of the insurgency and not a sponsor, adding that he lost his brother and many other associates to the insurgents. “It is instructive to point out that I had been one of the greatest victims of the atrocities of the Boko Haram sect. As the Executive Governor of the state at that time, I did not abdicate my responsibilities of protecting the lives and property of the people and did not give them (Boko Haram) any breathing space to operate outside the law of the land. “Because of this, they were driven by a desire for vengeance against me, my family and my political associates. From the number of casualties amongst my relations and political associates, it is evident that I suffered considerable personal losses from the crisis. “Amongst those killed in cold blood were my younger brother, the late Alhaji Goni Mustapha Sheriff, the defunct ANPP state chairman and my brother in-law, the late Alhaji Awana Ngala, the gubernatorial candidate of our party in the 2011 elections, the late Modu Fannami Gubio, my bossom friends, Alhaji Mustapha Fulawama and Bukar Goni Kols, and a host of other close political associates. Paris - France said on Thursday it would send about 20 specialists in biological disasters to West Africa to help stop the spread of Ebola after international health organisations lamented the lack of aid from the West to tackle the epidemic. "In response to the World Health Organisation call. France is increasing its help to fight the Ebola epidemic by sending a contingent of health and medical experts to Guinea," the Foreign Ministry said in a statement. The worst outbreak of the Ebola virus in history will not be brought under control unless wealthy nations dispatch specialized biological disaster response teams, the head of charity Medecins Sans Frontieres (MSF) said on Tuesday. France said it was sending about 20 experts from the EPRUS institute, which specialises in responding to health emergencies. The first five will leave on Friday, it said. The Minister of Health, Professor Onyebuchi Chukwu, has announced that the resumption date for public and private primary and secondary schools in Nigeria has been reviewed for the second time from October 13 to the middle of September. Owing to the Ebola outbreak, the federal government had extended the summer holiday for schools nationwide from September to October 13. However, Chukwu, while briefing journalists yesterday in Abuja after the weekly Federal Executive Council (FEC) meeting, said the Minister of Education, Ibrahim Shekarau, had been directed by council to convene an emergency meeting with all states Commissioners for Education with a view to agreeing on a new resumption date nationwide. Also giving an update of the Ebola Virus Disease (EVD) in the country, Chukwu revealed that one more patient had been discharged in Lagos, bringing to eight the number of persons who had been given the all clear after contracting the disease. He said the status since the outbreak of the disease in the country, shows that a total of 18 persons (including the index case) had been infected, out of which 14 are in Lagos and four in Port Harcourt. In what looked like a move to reinforce the troops fighting Boko Haram terrorists in North-eastern Nigeria, the Nigerian army Monday night deployed over 30 armoured tanks to Borno, Adamawa and Yobe States that were recently ordered by the federal government to crush the insurgency. THISDAY confirmed the movement of about two trailer loads of over 30 tanks around 9 pm along the Abuja-Lokoja Expressway. This is just as the Borno youth vigilantes, popularly known as the Civilian JTF, yesterday dispelled reports that Boko Haram terrorists had taken over Bama, the second largest town in Borno State, stating that it was the insurgents, who had recorded major casualties during their fight with the military on Monday, losing 130 members with 35 others arrested. The insurgents, who had launched an early dawn raid on Bama, were repelled by the military and prevented from entering Maidugri, the state capital. The tanks, which looked rusty with the “UN” inscription on them, appeared to have been offloaded recently from the seaports and were heading towards the north. Efforts to get confirmation from the Office of the National Security Adviser (ONSA) and Defence Headquarters (DHQ) were futile as their spokespersons could not be reached. However, an intelligent officer who spoke to THISDAY on the issue said the tanks were disguised with the UN insignia on them in order to conceal their place of origin. In May this year, ABC News, an American television network, had reported that the federal government, through ONSA, had hired a powerful Washington lobbyist to press its case for the release of intelligence on Boko Haram and to persuade the Barack Obama administration to donate non-lethal equipment. The report stated that two months before Boko Haram was designated a Foreign Terrorist Organisation (FTO) by the US in November 2013, ONSA signed a $3 million- a-year contract with K Street firm Patton Boggs to “provide comprehensive security advice, including the donation of excess military and law enforcement equipment”, according to documents filed with the US Justice Department under the Foreign Agents Registration Act. Residents of Gulani town in Yobe State were forced into hide in the bush as Boko Haram insurgents reportedly took over the town. The sect were said to have carried on preaching to those who didn’t flee and were remaining in the town. According to report, the sect didn’t kill anybody neither they did hurt anyone. It was gathered by Daily Trust from residents that youths and households deserted the town after they sighted the militants heading to the town on Sunday evening in Hilux vans and motorcycles. The militants upon realizing the people were panicking went to the Ward head’s house and registered their arrival, telling him that their coming was just to preach and not to harm anyone. They explained that the insurgents passed the night in the town and early the next day, they called for the morning prayers (Subh) at the central mosque where they preached to the remaining residents for over an hour and then headed back to the government lodge where they were staying. The Nigerian military on Monday, 1 September, 2014, began airstrikes on Bama, Borno State’s second most important city, following fierce fighting with Boko Haram insurgents, security officials informed. According to Premium Times, residents in Bama informed that the town came under attack from the insurgents on Monday morning forcing the military authorities to call in the air force for a sustained air attack on the town. It was gathered that attention was focused around the military barracks suspected to be the target of the insurgents. Another source informed that military commanders had withdrawn ground troops that had earlier engaged the terrorists to allow the use of sweeping air attacks. The source added that the military had warned residents to leave the town ahead of the clash on Monday. “But the insurgents seemed to have resorted to using a few of their members to create a detour (distraction) and make the aircrafts dissipate their bombs so that they would come attacking with a much larger force,” said the source. It was gathered that Monday’s aerial bombardment of suspected insurgents commenced the gradual roll-out of full force against the sect by the Nigerian military. “We were all along restrained because of the Chibok girls,” a top military source said. “But the time has now come to do something drastic. The Edo State police command yesterday arrested a 22-year-old man, Bestman Momodu, who allegedly killed his father over a stick of cigarette. Momodu was among the 68 suspects paraded by the state police command for their alleged involvement in various crimes ranging from armed robbery, kidnapping, murder, illegal possession of firearms, rape, cultism, defilement, unlawful possession of fake product to obtaining money under false pretence and impersonation. Parading the suspects, the state Commissioner of Police, Mr. Foluso Adebanjo, said Momodu reportedly killed his father, Zuberu Momodu at Ubiane Aviele town in Etsako West Local Government Area of Edo State on August 16, 2014. He explained that investigation revealed that the young Momodu stabbed his father with a knife following an argument over a missing one stick of cigarette in the house, adding that the police have recovered the knife with which the suspect allegedly committed the crime. The suspect who spoke to journalists yesterday attributed the incident to a mistake. Earlier, the Commissioner had told journalists that the police would strive to secure lives and property in the state in the ‘ember months’, noting that the ‘ember months’ are the months when criminals want to reap where they did not sow.” He called on the media and members of the public to partner with the police to combat crime by providing useful information. “We must all work together for a peaceful society. The late activist died on September 5th, 2009.
