The governor of Rivers state, Rotimi Amaechi has been restricted from moving around different polling units in the state by the Nigerian military. According to Premium Times report,who was driving himself in a black 4WD, was stopped by the Brigade Commander of the second Brigade, Bori Camp in Port Harcourt, the state capital, Essien Essien. A heated argument ensued between the duo. The governor said he was determined to drive back to the government house as he had finished his accreditation. He told Essien to arrest him, if necessary, adding that he had asked someone to call him once the voting materials are ready at the unit. Earlier, Amaechi had ordered the suspension of accreditation of voters in Ikwerre local government area in the state following the non-availability of result sheets and a reported attack on security agents and corps members. About two days ago, the governor narrowly escaped death after alleged PDP thugs fired gunshots at him. In just few hours to the 2015 presidential election, officials of the Sokoto State command of the Department of State Security (DSS) have arrested some chieftains of the All Progressive Congress (APC). SaharaReporters reported that those arrested include Alhaji Mu’azu Zabira, the chairman of APC’s Security Committee, while the home of another APC chieftain, Alhaji Ummarun Kwabo was raided, during which Alhaji Abubakar Kani was arrested. No reason has been given for their arrest, even as their whereabouts is still unknown. The state APC acting Chairman, Alhaji Usman Suleiman Danmadamin Isah, who confirmed this to SaharaReporters, revealed that arrests are one of the strategies of the Peoples Democratic Party (PDP) to use force to seize power in the state. Alhaji Isah further hinted that efforts were being made to secure the release of the men before the election. Meanwhile, when the DSS Director, Abubakar Bubuche, was contacted, he denied knowledge of the arrests. The state police command spokesman, El-Mustapha Sani, who also denied the information when contacted, said they don’t have a hand in the arrests. It was gathered that the state chapter of the PDP, in collaboration with the Federal Government, is alleged to have listed about nine APC chieftains in the state as well as some state government officials to be detained until the result of the elections is announced. In a related development, Justice Rilwanu Aikawa of the Sokoto Federal High Court has restrained the EFCC, ICPC, the Police and the NIA from arresting state government officials in relation to investigations in alleged cases of appropriation, disbursement and administration of monies appropriated between 2008 and 2014. Premium Times reported on Friday that Kaduna state police also attempted to arrest several APC chieftains, including the governorship candidate, Nasir El- Rufai, the APC Senatorial Candidate for Kaduna North, Suleiman Hunkuyi; and a top campaign council official, Lawal Yakawada. It was reported that the APC chieftains declined to honour the invitation, while their lawyers wrote to the police, informing them that the matter their clients were being invited for was already in court. |

The officials of the Imo State Police Command have arrested a Senior Special Assistant to Governor Rochas Okorocha, Mr. Okechukwu Okorocha, for illegally being in possession of arms. Punch reports that Andrew Enwerem, the police public relations officer (PPRO) in the state, while briefing newsmen at the State Police Command Headquarters in Owerri earlier today made it known that Okorocha has been arrested. The PPRO further said that said he was arrested after operatives of the State Criminal Investigation Department, acted on a tip-off, conducted a cordon- and-search operation at his residence today and recovered three pump action automatic rifles with 24 live cartridges and a Kenwood walkie-talkie. He continued by making it known that the command had gotten information that some top government functionaries were gathering arms with the intention to disrupt the general elections in Imo State. The police spokesman noted that Okorocha had acted contrary to an instruction from the police to all residents, particularly members of the State Vigilante Service, to surrender all the arms and other dangerous weapons in their possession before the general elections. Enwerem said: “We have been announcing that the vigilance group will not be part of the security beef up at the polling centres during the elections. As a result, we have been warning them to return the prohibited firearms in their possession to the Divisional Police Officers nearest to them.” In a similar operation by the State CID in Owerri, three automatic pump action rifles with 14 live cartridges were found in the security post of Ebuada Housing Estate in the city. While recovering the weapons, four suspects, Kelechi Onuoha, Chigozie Uzowuru, Osita Obiako and Linus Aka were also arrested. “It is believed that these arms were going to be used to disrupt the coming elections. The arrested suspects are currently in the custody of the police and they are undergoing interrogation. This is what we have done in preparation to ensure that there is a peaceful, credible, free and fair elections in Imo State,” the PPRO said. |
Following several alarm raised by the country’s major opposition party, the All Progressive Congress (APC) and the recent siege allegedly laid by men of the Nigerian army in front of the house of a national leader of the party, Bola Tinubu, a federal High Court sitting in Lagos has carpeted the Chief of Army Staff, Lt.-Gen. Kenneth Minimah. The Nation reports that the federal High Court on Thursday restrained the Chief of Army Staff, from arresting, detaining, harassing or intimidating Tinubu. The order was given by Justice J.T. Tsoho after hearing a motion ex parte application dated and filed on March 24, 2015, by the applicant, Bola Tinubu, through his legal counsel, Femi Falana (SAN) as well as reading of the affidavit of urgency in support of the motion ex parte sworn to by a journalist, Sunday Dare. The Chief of Army Staff, his allies, agents and servants were also restrained from attempting to stop Tinubu from participating in the general elections. Minimah, his privies, agents and servants were further restrained from laying siege to Tinubu’s house, located at 26, Bourdillon Street, Ikoyi, pending the determination of a motion on notice filed against the defendant. Chief of Army Staff, Lt.-Gen. Kenneth Minimah The plaintiff reportedly approached the court on March 25, 2015, through his lawyer, Falana to seek the enforcement of his fundamental human rights. The plaintiff in his application had prayed the court for a three days order, including leave to serve the Originating Motion on Notice on the respondent at the Ministry of Defence, Area 10, Abuja, Federal Capital Territory. Justice Tsoho granted the three prayers of the applicant, and adjourned hearing of the motion on notice in the matter to March 31, 2015. It is becoming obvious that the national leader of the APC, and the former governor of Lagos State is very fortunate with law suits. In less than 48 hours to March 28 presidential election, the presidential campaign co-ordinator to Gneral Muhammadu Buhari, the All Progressive Congress (APC) presidential candidate has defected to the ruling Peoples Democratic Party (PDP). Channels Television on Thursday reported that the Buhari presidential campaign co-ordinator in Cross River State, Engineer U.Oko, left the APC to the PDP with all his supporters. Oko reportedly pledge to mobilise support for the re-election of President Goodluck Jonathan, the candidate of the PDP. The defector, who addressed a mammoth crowd of PDP supporters in Bekwarra Local Government Area of the State, revealed that his decision to dump the APC for the PDP was informed by President Jonathan’s excellent achievements in office. It was gathered that Barrister Legor Idagbo, the PDP candidate for the House of Representatives elections for Bekwarra, Obudu, Obanliku Federal Constituency, received Oko back into the party. Idagbo, who thanked Oko for the bold step, stated that unlike the broom, the PDPs umbrella was big enough to accommodate everyone. The House of Reps candidate while praising Oko’s decision stated that he is a grass root mobiliser and an intelligent politician who would contribute a great deal to the continued growth of the state’s PDP. The PDP in Cross River state have reportedly started to distribute bags of rice and other food items to sway voters to support its candidates in Saturday’s presidential and national assembly elections. A comedian and a producer, Ayo Makun, alias AY, has written an open letter to the Inspector General of Police, Suleiman Abba, on the piration of his movie. AY, who produced the new movie “30 Days in Atlanta” , urged the IGP to use the machinery at his disposal to identify and arrest those involved in the nefarious act. The comedian, who made the copy of the letter available to journalistts, said he had already put some measures in place to curtail the activities of the interlopers to no avail. He said that he had contacted the licensed distributors of the movie, Silverbird Film Distribution; the Director General of the National Copyright Commission, Afam Ezekude and Ahbu Ventures of Alaba market. “I have always heard of the risk faced by honest producers and loss of revenue due to the activities of the incessant piracy cabals operating freely, without fear of the law in Nigeria. “And within the past few weeks, this has been my experience as I heard of the leak of my movie to various nefarious elements. “No more should a miscreant be celebrated or allowed to rape intellectual properties of honest hardworking citizens with impunity, while the owners of the property looks on helplessly. “No more should movie producers and other intellectual property owners’ scramble to make the little they can, before the ‘Alaba boys’ get their hands on the content. “Alaba is part of Nigeria and as such the activities therein ought to be governed by the laws of Nigeria,’’ he said. Following the shift in polls dates, the Peoples Democratic Party Campaign Council has resolved to begin another round of state-wide campaigns, The PUNCH has learnt. Our correspondent learnt that this was one of the decisions taken during a meeting the council members had with President Goodluck Jonathan at the new Banquet Hall of the Presidential Villa, Abuja on Monday. Apart from Jonathan, those who attended the meeting included Vice President Namadi Sambo; the National Chairman of the party, Alhaji Adamu Mu’azu; the National Deputy Chairman, Uche Secondus; the Deputy President of the Senate, Ike Ekweremadu; and the Deputy Director-General of the Campaign Council, Taminu Turaki (SAN). A council member, who attended the meeting, told our correspondent that the meeting resolved that the party should embark on another round of state campaigns because of the postponement. He however said that unlike the just- concluded campaigns that took Jonathan and the party to about 35 states, only about 10 states would be visited during this round. He added that although rallies would be held, the latest campaigns would be more of “penetration and consultations.” The official said, “We have decided that we should go on another round of state campaigns because of the poll shift. “Although rallies will be held, this new round of campaigns will be more of penetration and consultations. “This one may include only about 10 states.” None of those who attended the meeting spoke with journalists at the end of the parley. When approached, Secondus claimed that Mu’azu would speak with journalists. Sighting reporters, however, Mu’azu quickly entered his car. The United States-based New York Times says the postponement of the elections by the Independent National Electoral Commission was orchestrated by President Goodluck Jonathan to frustrate Maj. Gen Muhammadu Buhari (retd.) of the All Progressives Congress. The newspaper, which has won 114 Pulitzer Prizes, further stated that Jonathan appeared to be afraid of the increasing popularity of Buhari, who most Nigerians would likely vote for. It said this in the editorial of its Monday edition titled, “Nigeria’s Miserable Choices”. The publication said, “Any argument to delay the vote might be more credible if President Goodluck Jonathan’s government had not spent much of the past year playing down the threat posed by the militants and if there were a reasonable expectation that the country’s weak military has the ability to improve security in a matter of weeks. “It appears more likely that Mr. Jonathan grew alarmed by the surging appeal of Muhammadu Buhari, a former military ruler who has vowed to crack down on Boko Haram. By dragging out the race, Jonathan stands to deplete his rival’s campaign coffers while he continues to use state funds and institutions to bankroll his own.” It said INEC’s excuse that elections were postponed because security forces wanted to fight insecurity would have been taken in good faith if Jonathan had been tackling insecurity effectively since he took office. The 164-year-old newspaper said that Jonathan had become so unpopular that Nigerians were not afraid of the idea of a former military dictator returning as President. It however said that Jonathan had become worried about the rising insecurity and was willing to accept help from western powers. The newspaper warned that election postponement might increase the level of insecurity rather than reduce it and that Nigeria’s democracy would not survive an electoral crisis. It said, “Beyond security matters, entrenched corruption and the government’s inability to diversify its economy as the price of oil, the country’s financial bedrock, has fallen and has also caused Nigerians to look for new leadership. “Nigeria, the most populous African nation, and a relatively young democracy, cannot afford an electoral crisis. That would only set back the faltering efforts to reassert government control in districts where Boko Haram is sowing terror. “The security forces may not be able to safeguard many districts on Election Day. Abuja - President Goodluck Jonathan has replaced his erstwhile close friend and business associate, Pastor Ayo Oritsejafor as the arrowhead of his re- election campaign among Nigerian Christians, reports NewsDay. In his stead, President Jonathan has settled for President of Living Faith Church (Winners Chapel), Bishop David Oyedepo. Jonathan believes Oyedepo’s church with with over 4 million members is of more political asset than Oritsejafor, who many believe has lost his political value due to the numerous scandals around him. The Independent National Electoral Commission has listed Kano, Kaduna and Lagos as the states leading in the collection of Permanent Voter Cards. The electoral body said it was committed to its earlier position that the Temporary Voter Cards would not be allowed for voting during the next general elections. The INEC Chairman, Prof. Attahiru Jega, in his submission to the Council of State meeting presided over by President Goodluck Jonathan on Thursday, said the commission would not reverse its decision to use PVCs for the elections in order to enhance the credibility of the polls. A copy of the submission titled: “Preparations for the 2015 general elections: Progress report,” presented to the Council of State meeting by Jega stated that a total of 45,098,876 PVCs had been collected across the country as of Wednesday. A document tagged “Attachment 2” attached to Jega’s presentation claimed that the figure represents 65.81 per cent of the 68,833,476 total number of registered voters nationwide. The document indicated that 3,190,417 voters had collected their PVCs out of the 4,975,701 registered voters in Kano State representing 64.11 per cent of the registered voters. In Kaduna State, 2,976,628 voters, representing 87.36 per cent, have collected their cards out of 3,407,222 registered voters. In Lagos State, 2,267,039 voters, representing 38.39 per cent, have collected their PVCs out of 5,905,852 registered voters. In Katsina State, 2,245,303 voters (79.40 per cent) have collected their cards out of 2,827,943 registered voters. Bayelsa State has the least number of voters with PVCs. In that state, 386,125 voters (63.26 per cent) have collected their cards out of 610,373 registered voters. In Abuja, 464,769 voters (52.73 per cent) have collected their cards out of 881,472 registered voters. In Ekiti State, 496,536 voters (67.83 per cent) have collected their PVCs out of 732,021 registered voters. Jega, however, said the commission would not conduct elections with TVCs because they (the TVCs) had no chips and could therefore not be authenticated by card readers. He added that if TVCs were allowed, millions of people who were involved in multiple registration and whose names had been removed from voters register for the next elections would approach polling units on election days, whereas their names would not be in the register. The INEC chairman said, “The nation has invested a lot in the Card Readers and Permanent Voters Cards technology and the commission believes that using them in the 2015 general elections would confer remarkable transparency and credibility to the electoral process. “There have been demands that the commission should revert to the use of TVCs issued during the 2011 registration and the subsequent Continuous Voters Registration. “The TVCs have no chips and therefore cannot be verified or authenticated by the card readers. Also, there are more than four million cases of multiple registration; people with TVCs, who have been removed from the certified register of voters for the 2015 elections. “Once the use of TVCs is allowed, many of these people would inundate polling units on election day; their names will not be in the register, and they would start agitation that they have been ‘disenfranchised’ as was the case during the Anambra State governorship elections in November 2013. “In any case, people who collected PVCs no longer have TVCs because they used them to exchange for PVCs. “Additionally, a high percentage of voters had to use the attestation forms provided to collect their PVCs due to loss of TVCs on account of floods, insurgency, etc.” Meanwhile, Jega regretted that due to funding constraints, the commission could not do enough hands-on training for its Presiding Officers and Assistant Presiding Officers on the technology of the PVCs and card readers. www.punchng.com/news/kano-kaduna-lagos-top-pvc-collection-list-inec/ |
Islamist militant group Boko Haram, attacked a military base in eastern Niger, expanding its reign of terror across the region, witnesses said on Friday. It is the first time the Nigeria-based insurgents launched an assault in Niger, after infiltrating northern Cameroon for the past few months, killing dozens of people. Boko Haram clashed with soldiers in Bosso, a town that borders Nigeria. However, a causality figure could not be confirmed. The attack came a day after Boko Haram killed 31 people in northern Cameroon, when it burnt three mosques in the town of Fotokol, also near the Nigerian border. Insurgents on Wednesday killed 82 civilians in Fotokol, as well as six Cameroonians and 13 Chadian soldiers. Boko Haram descended on Fotokol in apparent retaliation for the deaths of over 200 of their members killed this week by Chadian and Nigerian troops. Nigerian and Chadian aircraft have been bombing Boko Haram hideouts since Monday. No fewer than 2,000 Chadian soldiers were stationed this week along the Nigeria-Cameroon border after the AU agreed on January 31 to send 7,500 troops to fight Boko Haram. Boko Haram has killed over 13,000 people since 2009 in northern Nigeria under the pretext of trying to establish an Islamist state. The Nigerian presidency is currently engaged in the bribery of small political parties who are billed to meet with the Independent National Electoral Commission Saturday to discuss possible postponement of the forthcoming elections, multiple sources in the presidency and in the parties have told PREMIUM TIMES. A presidency source, who declined to be named for security reasons, said Friday night that presidency officials are distributing between $30,000 to $50, 000 to the parties and asking them to push aggressively for the postponement of the elections on Saturday. Our sources said apart from the smaller parties, government officials are reaching out to the resident electoral commissioners, who will also hold a separate meeting with Mr. Jega on Saturday. “A large chunk of the dollars have also been budgeted to bribe some of the RECs to vote for the shifting of the election,” our source said. Another source said the smaller parties have been asked to push for at least six weeks extension. Presidential spokesperson, Reuben Abati, could not be reached to comment for this story. Calls to his telephone failed to connect. The Senior Special Assistant to the President on Public Affairs, Doyin Okupe, did not answer or return calls. INEC has fixed separate meetings with chairmen and secretaries of all registered political parties, and resident electoral commissioners for Saturday to decide whether to go ahead with the general elections scheduled for February 14 and 28. A statement Friday by Kayode Idowu, the spokesperson for the INEC Chairman, Attahiru Jega, said after the meetings, “the Commission will address a press conference to brief the nation on its decision with regard to whether or not the general elections will hold as currently scheduled”. Mr. Jega had on Thursday briefed the National Council of States on the preparedness of the Commission to conduct the 2015 general elections. He made a presentation titled “Preparations for the 2015 General Elections: Progress Report”. The National Security Adviser, Sambo Dasuki, and the nation’s services chiefs also briefed the Council on the current security situation in the North-East. Mr. Jega told the Council that his commission was in a better position to conduct election at present compared to its state of preparedness for the 2011 election. “Compared with the 2011 General Elections, for instance, our systems are definitely more robust. We believe that we are ready for the elections as planned,” Mr. Jega said. PREMIUM TIMES gathered that convening of the meeting even after the Council of State gave the green light for the poll to go ahead was a result of intense pressure from the Federal Government. The Electoral Act 2010 as amended recognizes INEC as the only body with powers to shift polls, often due to security concerns. The Act however, requires the commission to only shift the polls in specific areas where there is no sufficient security to conduct the poll, except if the nation is at war Section 26(1) of the Electoral Act 2010 (amended) states that: “Where a date has been appointed for the holding of an election, and there is reason to believe that a serious breach of the peace is likely to occur if the election is proceeded with on that date or it is impossible to conduct the elections as a result of natural disasters or other emergencies, the commission may postpone the election and shall in respect of the area, or areas concerned, appoint another date for the holding of the postponed election provided that such reason for the postponement is cogent and verifiable.” Sixteen political parties and four presidential candidates have earlier in the week called for the postponement of the general elections, threatening a boycott should the elections hold as scheduled. Among the parties who called for the postponement were United Democratic Party, UDP; the Citizen Peoples Party, CPP; the Peoples Party of Nigeria, PPN; the Action Alliance, AA; the Peoples Democratic Congress, PDC; the Labour Party, LP; Unity Party of Nigeria, UPN; Alliance for Democracy, AD; the Democratic Peoples Party, DPP; the New Nigerian Peoples Party, NNPP; and the Independent Democrat, ID. The presidential candidates who want the election dates moved are Sam Ekeh of CPP, Anifowose Kelani of AA, and Ganiyu Galadima of ACPN. However, 10 other parties on Thursday also addressed a press conference rejecting the call for postponement by the 16 other parties.
