Thanks for all that you have done for us. It is said that we have 29 years and some months left in the job, that we've spent five years already in the academy which is part of service years. The question is: "how could someone be presumed to work for five years without salaries or allowances? Are our counterparts in NDA not paid allowances for the five years spent in the academy? ".
This is injustice of the highest order and tactical robbery. Secondly, we are said to belong to the regular course cadre, with this whole five years slashed out of our service years how is our promotion scheme going to be? Are we going to be promoted like the normal police officers? Or are we going to be promoted rapidly to be able to get to the top? Because if our promotions are not defined distinctively from that of other police officers then we might end up retiring at the rank of CSP or at most ACP, we might not produce even a police commissioner let alone an AIG, DIG or even IGP. Moreover, we were stopped from writing our confirmation exams after haven registered by the former commandant who is now the DIG training. He registered us knowing fully well that our service years have started counting to enable us be confirmed two with two stars few months after passing out but some group of officers in the academy particularly the former deputy commandant petitioned him to the IGP, Police Service Commissioned and Minister of interior saying that we were not eligible to write confirmation exams while on training. Meanwhile, the former commandant AIG Sani Usman Mohammed (as he then was) now DIG E DEPARTMENT and AIG BARAYA AMINCHI (who was also our former commandant too) told us that they were enrolled for confirmation/promotion exams while on training at the police college Ikeja by their then commandant and two months after passing out they were confirmed with two stars.
Sir, it was very pathetic that after going to Bompai in Kano which was the exam centre and cleared after proper documentation and exam card given we received a call from the ministry of interior late at night that they shouldn't allow us write the exams. 602 of us cried like babies knowing too well that we have been robbed and after spending over 3.5 million naira from our own pocket to register for the exams. We lost our money and lost the exams. Meanwhile, according to Public Service Rule if you have worked for a year and six months you are eligible to write confirmation/promotion exams and going by their terms of having served for five years and some months in the academy (having 29 years left in the job) we are more than eligible to register and seat for the exams and that would have consoled us and given us hope in the job. Since they said we were not qualified to seat for the exams then why are they taking out five years out of our 35 years (which implies that we have worked or served for five years). There are a thousand and one question to be ask pertaining the regular courses of the Nigeria police academy.
Our admission letters where it was conspicuously written that we are admitted as Cadet Superintendent of Police (SP) and not cadet Assistant Superintendent of Police (ASP) were retrieved two years ago after a heated argument and controversy as to whether we are to pass out as SPs or APSs. And now we have not been issued another one to replace the retrieved one neither are we given appointment letters to really know when our service year actually started.
I think the intention of the originator of regular program had a different plan entirely from what is happening to the regular course now, he must have reasoned that since we are to spend five years out of 35 years in the academy we should be conferred with the rank of superintendent of police after we must have completed our five years in the academy in order to meet up and measure up with the short service officers since we are having lesser years in service and also to be able to effect the desired change
and transformation in the police which is the primary aim of creating the regular course program.
Sir, there are a thousand and one questions begging for answers concerning the regular courses of the Nigeria Police Academy/Force. Presently, we have been financially embarrassed which is an aberration to the ethics of the force (an officer must not be financially embarrassed according to the ethics of the job).
Sir, don't you think this is an invitation to corrupt practices? Don't you think Nigerians will suffer more in the hands of these poor young officers? Don't you think we are sent into the streets of Nigeria like roaring lions who looking for who to devour? If the short service officers who were duly paid even while on training are said to be corrupt what will you say about officers who spent five to six years in the academy without a dime? Don't you think they will be more corrupt than the former? Sir, i'm scared of our future in the force. We might be compelled by condition to do what we never intended. Sir, i'm sorry to say that the police has failed again in its quest for reformation through the regular course of the Nigeria Police Academy and going by this the future of the Nigeria Police Force is gloomy. Sir, you as an neutral body needs to ask the police, the police service commission, ministry of interior, the Nigeria National Assembly and the president all these questions lingering for answers on our behalf because we have not grown teeth yet to bite. We could be victimized or charged with mutiny if we do. Please sir, don't be tired of making inputs that will change the police positively and Nigeria as a whole. Thanks and God bless you.
