Nigerian Traders want immunity in prosecution of
illegal foreign retailers

Nigerian Traders in Ghana are calling for
exemption in government’s plan to prosecute
foreigners illegally engaged in retail business
which is a preserve for Ghanaians.
The Minister of Trade and Industry, Dr. Ekwow
Spio-Garbrah has hinted of a clamp-down on
such foreigners operating in the retail markets
from next month.
This was after an assurance by the Chief
Justice, Georgina Wood to set up special courts
for the prosecution
.
But the All Nigerian Community in Ghana, a body
that represents Nigerian traders, is impressing
upon government, the need for a dialogue first to
find a lasting solution to the issue.
Its President, Moses Owharo tells Joy Business,
this is important in deepening the trade and
investment ties between the two ECOWAS
countries.
"We are not saying the government of Ghana
should not have its own laws. But again you
want to follow the ECOWAS protocol. If you look
back to history, Nigeria and Ghana have come a
long way. It's time we begin to see ourselves as
brothers and sisters so that there is an
integration. I think that we can harmonise certain
policies that will favour both countries", Mr.
Owharo said.
Meanwhile, the Ghana Union of Traders
Association has hailed the development as a
giant step in the right direction.
The President, George Ofori tells Joy Business it
could not have come at any better time.
"Those who are preparing to come in will now be
very cautious about their coming and those who
are already in will also be cautious about the
way they operate."
Mr. Ofori added a task force will be going out to
get the names of foreigners to the Trade
Ministry and other appropriate quarters for
prosecution to start.

Sweden’s access to basic knowledge index is 63.7. According to the Swedish Education Act, every child and young person should have equal access to education regardless of socio-economic status. Education is compulsory for every child in the country from age of 6 or 7. The compulsory education includes special schools and programmes, which are designed for students who suffer from intellectual and physical disabilities. High school is compulsory up to age 15 or 16 and it’s also offered for free. According to the OECD research, Sweden spends more than the average country on its education system, spending about 6.7% of its national budget on education as of the end of the last decade.

The United Kingdom’s access to basic knowledge index is 64.0. The index of women’s mean years in school in the UK is at 60.7, secondary enrollment is 62.2, primary enrollment is 59.1, and adult literacy is 57.5. Students in the United Kingdom can either attend state schools – which are free – or independent schools that charge fees. The law requires students to go through full-time education until they are 16 years old and in the UK, financial incentives are offered to teenagers who continue in education after the age of 16 to prepare them for higher education or employment.


3. Republic of Korea, 64.2
Korea’s access to basic knowledge index is 64.2. The women’s mean years in school index is at a very strong 63.6, secondary enrollment is at 61.3, primary enrollment is at 57.9, and the adult literacy index comes in at 56.8. Education is compulsory for all children in Korea. The country offers free education for all children who are between 6 and 15 years old and high school students who are between 15 and 18 years have to pay tuition, which is subsidized by the government. Extra-curricular study and parental participation in their children’s education is considered essential, with ‘self-study’ sessions common. The citizens spend a lot of money on education compared with other countries. Koreans spend a huge 15% of the country’s GNP and 22% of their household incomes on education. However, while Korea’s education system has been praised it’s also been noted that it’s an enormously competitive environment, a factor which has been cited as a factor in the high suicide rate among Korea’s youth.

Japan’s access to basic knowledge index is 64.7. The country’s education system is nationalized and the curriculum is developed by the Japanese Ministry of Education. Elementary and junior high school is compulsory in the country, where students must spend six years in elementary and at least three years in junior high. The nationalized system ensures that all students get an equal education; but it has been said that a lot of pressure is put on students to achieve highly in the university entrance exam at age 18, forcing a sort of meritocracy based on university degrees. For its provision of basic education, though, Japan still ranks as one of the most successful countries in the world.

The country’s comprehensive education system has created one of the most skilled labor forces in the world; Canada’s strong economy and competitive industries can likely be attributed, at
least in part, to a strong, functioning system of basic education despite very little hands-on involvement from the national government.

The Ghost Nations You
Never knew existed.

if a tree falls in the forest and
nobody hears it, does it
make a sound? Similarly, if a
country declares its
independence but nobody
acknowledges it, is it
independent?
This is not a theoretical
question but a dilemma
affecting a handful of
wannabe nations that, despite
having their own
governments, flags and
anthems, are not recognized
as sovereign states by the
international community.
Sometimes, these
independence hopefuls
comprise an ethnic minority at
odds with the majority
population.
Don’t go feeling sorry for all
of them. The latest to join their
ranks is the Islamic State,
which is wreaking havoc and
destruction in Iraq and Syria.
Only global jihadists have so
far recognized it. Everyone
else just wishes it would go
away.
No region knows
more about phantom
states than the
Caucasus, where the
Soviet Union’s fall left
frozen conflicts and
orphan nations.
The definition of state seems
straightforward. According to
the 1933 Montevideo
Convention: “The state as a
person of international law
should possess the following
qualifications: (a) a permanent
population; (b) a defined
territory; (c) government; and
(d) capacity to enter into
relations with the other
states.” That last one is the
trickiest.
Take the case of the Turkish
Republic of Northern Cyprus
on the northern side of the
Mediterranean island. It
declared its independence in
1983 after the Turkish
invasion. Although it is de
facto separated from the
Greek side of the island, all
countries except Turkey
consider it part of the
Republic of Cyprus.
Having only one country
acknowledge you might not
make you independent. But
how about 84? That’s the
number of countries that
accepted the Saharawi Arab
Democratic Republic, which
was proclaimed in 1976,
during the war with Morocco.
Two years later, the U.N.
recognized the right of the
Western Sahara people to self-
determination, but that’s
where progress stalled. The
Saharawi republic’s
government controls only a
fourth of the Western Sahara
territory and operates in exile
from refugee camps in
Algeria.

While Western Sahara is much
poorer than Morocco,
Somaliland, on the contrary, is
richer than the country it
“belongs to” — Somalia.
Occupying the eastern flank
of the turbulent nation,
Somaliland proclaimed its
independence in 1991 and
has its own administration
and police force. While it has
informal contacts with
neighbors like Djibouti and
Western nations like the U.S., it
continues to be seen
internationally as the
autonomous region of the
world’s archetypal failed state.
But no region knows more
about phantom states than
the Caucasus, where the fall of
the Soviet Union left a bunch
of frozen conflicts and orphan
nations.
The small nation
on the eastern coast of
the Black Sea went to
war with Georgia in
1992 — and it actually
won.
Remember South Ossetia?
That’s what Russia
temporarily invaded in 2008
when it went into a five-day
war with Georgia. South
Ossetians declared their
independence from Georgia in
1990, which led to a yearlong
war in 1991. After the
ceasefire, South Ossetia went
unrecognized until, in the
wake of the 2008 conflict, its
sovereignty was
acknowledged by a rogues’
gallery composed of Russia,
Nicaragua, Venezuela and
Nauru.
These countries are also the
only ones to consider
Abkhazia an independent
state. This small nation on the
eastern coast of the Black Sea
also went to war with Georgia
in 1992. It actually won and
chased Georgians away, but
that didn’t make a difference
in terms of international
support.
Still, it could be worse. Two
other phantom countries in
the region are unrecognized
by anyone.
The Pridnestrovian Moldavian
Republic, also called
Transnistria, is a strip of land
on the eastern Moldovan
border with Ukraine. After its
declaration of independence it
too went into a brief military
conflict in 1992. Today
Moldovans consider it their
“autonomous territorial unit,”
despite having its own
government and even
currency — the Transnistrian
ruble.
Likewise, the Nagorno-
Karabakh Republic claims to
have been sovereign since
1992, but Azerbaijan
considers it part of its
territory. This
unpronounceable nation is
accepted only by its buddies
Abkhazia, South Ossetia and
Transnistria. These four have
actually established an
umbrella organization, the
Community for Democracy
and Rights of Nations ,
something of a mutual
comfort society.
Understandable. Not easy to
be snubbed by everyone else.
