The Inspector-General of Police, Suleiman Abba, has redeployed 14 Assistant Inspectors-General of Police to various departments, zonal commands and formations of the force.

One of them is the AIG in charge of Zone 7, Abuja, who was moved to Lagos in what our correspondent gathered was informed by the general elections.

The Force Public Relations Officer, Emmanuel Ojukwu, in a statement in Abuja on Tuesday, however, said that the exercise was due to the promotion of some senior officers and vacancies occasioned by retirements.

Mbu, a former Rivers State Commissioner of Police, had a running battle with Governor Rotimi Amaechi. Shortly after he was transferred to the Federal Capital Territory as CP in September last year, he described himself as a lion who tamed ‘‘the leopard of Port Harcourt” in apparent reference to the Rivers State governor.

As the CP in charge of the FCT, he issued a directive banning the #BringBackOurGirls coalition from holding street protests, but he was overruled by the then IG, Mohammed Abubakar. The BBOG however sued the police and the case was decided in their favour.

Just last week, he threatened to “bring down” any community that killed policemen in the course of duty.

Others affected by the movements which took immediate effect are Aderenle Shinaba, who goes to Zone 4 in Makurdi, Benue State; Johnson Ogunsakin of Training and Development; Zone 6, Calabar in Cross River State; and Patrick Dokumor of the Nigerian Institute of Policy and Strategic Studies, Jos in Plateau, Zone 7, Abuja.

Ikemefuna Okoye of the Ogun State Command Command goes to Zone 11, Osogbo in Osun State; Kalafite Adeyemi (Commandant of the Police Staff College, Jos, Plateau State), was deployed to the Maritime Force Headquarters; Jubrin Adeniji of the Maritime FHQ was moved to the 2i/C Force Criminal Investigation Department, FHQ; and Olufemi Adenaike of the Nigerian Institute of Policy and Strategic Studies in Jos to the Training Unit of the FHQ.

Lawal Tanko of the Federal Operations was redeployed to the Police Mobile Force, FHQ, Abuja; Ballah Nasarawa of the Intelligence Unit to the Police Staff College, Jos; and Umaru Manko of Zone 2, Lagos to NIPSS Kuru.

Irimiya Yerima of NIPSS goes to the Communication Department in FHQ, Abuja; and Mark Idakwo of Zone 6, Calabar moves to Federal Operations, Abuja.

Those who were retained in their zones and formations are Tambari Muhammed, AIG Zone 1, Kano; Mohammed Abubakar, Zone 3, Yola; Musa Daura, Zone 5, Benin; Christopher Dega, Zone 8,Lokoja; Usman Gwarry, Zone 9, Umuahia; Bala Hassan, Zone 10,Sokoto; Mohammed Gana, Zone 12, Bauchi and Sule Mamman, AIG Force Secretary, Abuja.

Others are Adisa Bolanta, Police Academy; Edgar Nanakumo, Force Animal Branch; Sabo Ibrahim, Border patrol; Wilfred Obute, Armament FHQ; Ibrahim Maishanu, Force Info-tech; Yahaya Ardo, CTU, Abuja; and Buhari Tanko, Special Duty.

In the statement by Ojukwu, Abba charged the affected officers to bring their experience to bear on their new postings and be more service-oriented in the discharge of their duties.”

He also urged the public to help the police in ensuring improved safety and security of the country.

Meanwhile, the Police Service Commission has approved the promotion of CP Adenike Fehintola Abuwa to the rank of AIG with immediate effect.

EU deploys election observers

The European Union has deployed an Election Observation Mission for next month’s general elections.

The EU, in a statement on Tuesday, stated that the mission would assess the elections based on the Nigerian electoral law and international principles.

The EU OM will be led by Santiago Fisas Ayxela, a member of the European Parliament, from Spain. Ayxela will arrive in Abuja this week.

The union said that nine analysts arrived in Abuja on January 6.

According to the regional body, a delegation from the European Parliament and EU diplomats in Nigeria will also join the mission on election days.

It quoted Ayxela as saying, “The EU EOM’s extended presence shows the EU’s commitment to the conduct of inclusive, transparent and credible elections in Nigeria. We don’t just focus on the election days, but on all aspects of the electoral process, including the arbitration of petitions long after voting is finished.”

THREE thousand, six hundred ballot boxes were intercepted by soldiers in Ogun State yesterday.

The soldiers who were from the 35 Artillery Brigade, Alamala, Abeokuta intercepted the truck fully loaded with the boxes at a spot near Odogbolu on the Ijebu-Ode/Benin expressway.

They were on a routine “stop and search” assignment when they arrested the driver and three other suspects who told them (soldiers) that an Independent National Electoral Commission (INEC) contractor asked them to convey the boxes to Akwa Ibom.

However, not satisfied with the explanation, the soldiers handed them over to the State Police Command.

When contacted, the Command’s spokesman, Mr. Muyiwa Adejobi (ASP) confirmed the story, disclosing that the incident happened at 8 a.m.

Adejobi told journalists, “When they (soldiers) could not ascertain the authenticity of the ballot boxes, they handed the suspects over to the police at Ijebu Ode area command. Police thereafter commenced investigation into the matter.”

His words “As I speak with you, we have the 3,600 ballot boxes belonging to INEC of the Federal Republic of

Nigeria.”

“Information we have about the consignment as I am talking with you now is that some INEC officials have called to confirm that the consignment belongs to INEC and that the ballot boxes are meant to be delivered at INEC office in Akwa Ibom State,” he added.

Adejobi stated, “We want to think without mincing words for now that we cannot call the ballot boxes fake or illegal ones.”

He disclosed, “The INEC official that spoke with the police said the contractor who is to deliver the item will come to the police to deliver the relevant documents to clarify this. So, the items are still with us at this command; we are waiting for the necessary documents to ascertain the claims of INEC or the so-called agent.”

“Don’t let us say that we have recovered illegal ballot boxes. It is too early for us to jump into any conclusion now, but the information we have with us for now is that they are INEC properties. But we are still waiting for necessary documents to clarify this,” Adejobi affirmed.

“However, if they cannot produce the document to convince the police that these are genuine INEC items and ballot boxes, we are going to do what we should do. But for now, the matter is still fresh to jump into conclusion.”

Again, some Bayelsa State youths have issued a stern warning to the wife of the President, Patience Jonathan, not to visit the state during the Peoples Democratic Party presidential rally on February 5.

The youths from Bayelsa creeks, under the auspices of the Mangrove Boys of Bayelsa, warned on Tuesday that if the First Lady failed to heed their warning, she would be thoroughly disgraced and have herself to blame.

The warning came a few days after the Bayelsa Youth Vanguard issued a similar statement barring Patience from attending the proposed rally.

Reinforcing the position of the BYV, the creek youths asked Mrs. Jonathan to steer clear of the rally in her own interest.

The youths, in a statement by their President, Mr. Opuyo Engobara, and Secretary, Mr. Warrman Aderi, accused the First Lady of aiding his anointed governorship aspirant, Mr. Waripamowei Dudafa, to recruit youths to boo and stone Governor Seriake Dickson, at the proposed rally.

They lamented President Goodluck Jonathan’s silence over the alleged excesses of his wife, wondering whether he intended to join in the stoning of the governor.

They said, “In her last visit to the state, Mrs. Jonathan came ahead of her husband, avoided the state Government Lodge and stayed at Otuoke for three days.

“During the time, she was busy sponsoring Dudafa’s recruitment drive with the intention to go against the governor by booing and stoning him at the planned rally to discredit his administration before the PDP National Executive Council.

“Is President Jonathan using this as a ploy to join Bayelsa youths to stone Governor Dickson as promised (by the President) during his presidential campaign in 2011 and subsequently to oust Dickson’s administration, since he could hardly rebuke his wife in several of her political atrocities?”

The creek agitators insisted that the presence of Patience at the proposed rally would cause tension and security breaches in the state.

They said Patience actions and pronouncement in recent times had allegedly been fuelling crisis in the state.

The youths listed eight sins of Patience and accused her of opening a new secretariat for the Transformation Ambassadors of Nigeria in the state with an intention to use the group to mobilise against the governor.

They alleged that the First Lady tinkered with the leadership of TAN and aided her loyalists to reposition the campaign group to actualise her ambition of removing Dickson.

The youths further lamented that Patience used the occasion of the sharing of the Millennium Development Goals items at the Samson Siasia Stadium to make inflammatory statements against the governor.

They recalled that Patience attended a function in Dudafa’s town and made open statements supporting him as the next governor.

The youths also alleged that Patience sponsored aspirants that failed in the PDP primaries, to defect to the All Progressives Grand Alliance.

They noted that the peace currently enjoyed in the state came from the hard work of the governor, reminiscing that in the previous government, Jonathan’s house was razed down in Otuoke by aggrieved militants.

Rising cases of electronic frauds, especially Automated Teller Machine-related scams, which have made Deposit Money Banks to lose billions of naira in recent times, have forced some of the lenders to prevent their payments cards from working in the United States of America, China and a few other countries.

It was gathered that the banks took the action following the huge amount they were spending in refunding customers who had lost money in payment cards related frauds.

“A number of banks decided to deactivate their payment cards from working in the USA, China and a few other countries that are still using magnetic stripe instead of the chip and PIN,” a top bank official familiar with the situation told our correspondent on Sunday.

“The decision was caused by the rising cases of fraudsters using cloned Nigerian ATM cards to make transactions at shopping in malls in the USA and China,” he added.

Apart from fraudsters using cloned payment cards issued by Nigerian banks to buy goods abroad, it was gathered that some of the payment cards had also been used to withdraw money from ATMs in foreign countries, especially in the US.

“This scam has been on for a very long time but it has reduced drastically since some banks decided to deactivate their payment cards from working overseas. However, what we have done as a bank is to tell our customers to inform us whenever they are travelling overseas so that we can activate their payment cards to work overseas. Once they tell us, we will activate it,” the banker explained.

According to the Central Bank of Nigeria statistics, banks lost N40bn to electronic frauds in 2013 alone.

However, findings by our correspondent showed that prior to the recent deactivation of the payment cards from working overseas, refunds made by banks to customers who were victims of cards frauds were in excess of N1bn.

One of the ‘Systemically Important Banks’ made refunds in excess of N200m in 2014, a top official said.

The PUNCH had in August last year exclusively reported that electronic fraudsters had been duplicating payment cards belonging to Nigerian bank customers and using them to buy items worth millions of dollars from shopping malls in the US.

It was gathered that the development had made the Nigerian banks and their customers to be losing millions of naira to the e-fraud.

The development had forced top executives of the banks and senior officials of the CBN to meet with the Economic and Financial Crimes Commission sometime last year.

Following the meeting, the EFCC was said to have commenced the process of collaborating with sister agencies in the US to effect the arrest of some of the fraudsters.

When contacted on Sunday about the deactivation of payment cards from working overseas, the Chairman, Committee of E-Banking Industry Heads, Mr. Tunde Kuponiyi, said banks had deployed a number of technologies to stem the tide of electronic frauds, including payment card related frauds.

He said millions of naira had been spent to deploy the electronic payment technologies, adding that the rate of e-frauds had gone down drastically in recent times following such moves.

He, however, was silent on whether some banks had deactivated their payments cards from working overseas unless informed by their customers travelling abroad.

The Chairman, Chartered Institute of Bankers of Nigeria, Lagos State Branch, Mr. Abolade Agbola, had emphasised the need for the CBN to fast-track the biometric registration of bank customers as a way of checking electronic fraud.

He said, “There is no justification for it (deactivation of ATM cards); and what that will do is that people will limit the amount of money or specify the kind of account they expose to online transactions.

“I think the CBN is also insisting that when this issue has happened, it must be resolved speedily so that confidence will not be lost. And that is one of the reasons why banks will keep on changing their software to make it safer; and, of course, that is also one of the reasons the issue of national identity card needs to be fast-tracked, which is at the government level.”

The President, Institute of Chartered Accountants of Nigeria, Mr. Chidi Ajaegbu, said the CBN had achieved a lot in the cashless drive but there was a need to continue to build public confidence in the electronic means of payments.

“If we are striving to become a 24-hour economy, then we must have the necessary controls in place to build people’s confidence in the cashless policy we are driving. And part of this is making sure that people believe that their liquid assets and details are secure. It is the key to the 24-hour economy we are driving towards,” he said.

The General Manager, Visa West Africa, Mr. Ade Ashaye, noted that the type of card used in the US might be prone to fraud.

He, however, said the development could be mitigated by new technologies.

President Goodluck Jonathan says his administration has transformed the railway system, adding that the people of Lagos now enjoy train rides in air-conditioned coaches.

The President said this in a Facebook post on Sunday.

Jonathan, who described the feat as a ‘silent revolution’ promised that his administration would do more in the coming years.

He said, “A silent revolution is taking place in Lagos. Every day, thousands of Lagosians are escaping the hustle and bustle of Lagos traffic by traversing the mainland in the new air condition Diesel Multiple Unit trains.

“These trains were introduced by my administration as a fore taste of our plan to develop an inter-city and intra-city high speed train network for Lagos. The Federal Government has already signed a $1.5bn contract for the construction of the Lagos-Ibadan Express Train.

“This project, when completed, will make it possible to live in Ibadan and work in Lagos. This is progressing simultaneously with the $12bn Lagos-Calabar coastal rail project. This project is 1,402km long and will link Lagos to Calabar with stops at cities along the route. We have good plans for Lagos, plans that will ensure that Lagos continues to be the centre of excellence and a pride to Nigeria.”

After much lamentation over the 2015 budget, the Appropriation Bill for the current fiscal year scaled second reading on the floor of the Senate on Wednesday with senators describing the estimates as a deficit budget whose content is grossly exaggerated.

Leading debate on the bill, Senate Leader, Victor Ndoma-Egba, said the budget of N4.357 trillion comprised N2.6 trillion as recurrent expenditure, N627 billion capital expenditure, N943 billion for debt service and N411 billion for statutory transfers.

He also said the document was predicated on $65 oil benchmark, projected oil production of 2.2782 million barrels per day and an exchange rate of N165 to $1.
Ndoma-Egba said the budget would focus on job creation through increasing economic diversification and leakages, roads, power, gas and aviation.

He added that the 2015 budget is a framework that will consolidate and add impetus to the transformation agenda of the federal government with the intention to promote economic growth, job creation, poverty reduction and service delivery.

In his submission, Senate Committee Chairman on Finance, Senator Ahmed Makarfi, called for "extreme caution" in the effort to appropriate the budget, noting that the benchmark for the budget had not been determined. He argued that budget could not be appropriated without first determining the benchmark.

While recalling that the capital expenditure contained in the 2014 budget was N1.4 trillion when compared with N627 billion in the current estimates, Makarfi described the estimates as "austerity budget" and insisted that the current economic downturn is a wake-up call on Nigeria to stop relying on oil "which is highly volatile and look for other areas of getting money."

Makarfi also described the projected N165 to $1 as exchange rate as unrealistic, saying it is out of tune with reality since a dollar is currently exchanged for over N180 as he suggested the need to block wastages by ensuring that ministries, departments and agencies (MDAs) declare their revenues with a view to ensuring that non-oil revenues come into government treasuries.

Also speaking, Senator Olubunmi Adetumbi (Ekiti North) argued that there is currently no money to finance the 2015 budget being considered, emphasising that the components of the budget are grossly exaggerated. He added that with the projected $65 benchmark, the budget has already begun to run in deficit of $28 even when it has not been passed.

Adetumbi also argued that the nation was shooting itself in the leg by exaggerating oil benchmark when it is common knowledge that oil now sells at $47 per barrel, remarking that the current trend implies that there would be no money at all to fund any capital project next year except by borrowing.

He therefore advocated the need to compel the executive to withdraw the estimates and submit a fresh one that will take into consideration the current circumstances.

But Senator Ita Enang described the bill as a "budget of celebration," saying he was celebrating the fall of oil in the global market because it would force Nigeria to explore other sources of revenue.

According to him, organisations such as Nigeria Maritime Safety and Administration (NIMASA), among others, generate huge revenues and are even richer than the Presidency, alleging that the agencies are flouting the law, which authorises them to retain 20 per cent of their revenues and remit 80 per cent to government coffers.

He also argued that if the Nigerian National Petroleum Corporation (NNPC), which "behaves as Nigeria" remits all funds as required into the consolidated revenue fund (CRF), there would be enough money to fund the economy despite the downturn. He cited countries in Europe and other continents which do not have oil and yet are extremely rich because they harness taxation and deploy it to grow their economies.

Enang further lamented that the excess crude account (ECA) has been largely depleted despite the rise of oil price to as high as $118 last year before its eventual fall, saying both the National Assembly and federal government were guilty because they failed to heed his campaign that money in ECA should not be spent except as authorised by the Appropriation Act.

The senator said whereas this position was incorporated into the 2014 Appropriation Bill, the federal government later connived with the National Assembly to delete the provision, lamenting that if the provision had been sustained, the problem threatening the nation today would have been largely averted as he described the spending of ECA fund as stealing. He also said given the drastic fall in oil price, the federal government should bring down the pump price of fuel before the organised labour decides to go on strike.

"There is no point allowing the CBN, NIMASA and Nigeria Communications Commission (NCC) to generate money and keep it without putting it in the revenue account. I am celebrating the fall of oil so that we can go back to see the amount of money generated by these agencies and determine the 20 per cent they should spend and the 80 per cent they should transmit to the federation account. We should go back to these instruments.

"How do countries that do not produce oil survive? It is through money they generate internally. Where is the excess crude account? The benchmark for 2014 budget was $77.50 per barrel but oil sold for over $118 per barrel. Where is the excess crude share of the federal government? We are guilty because I raised an alarm that money from the excess crude account should not be expended without the consent of the National Assembly.

"My submission is that since we signed the 2014 Appropriation Act, there has not been an application for supplementary budget. The President should therefore fund the 2015 budget with the reserve from the excess crude amount," Enang said.

In his remark, Deputy Senate President, Ike Ekweremadu, who presided over the session, described the economic downturn as a wake-up call on Nigeria to ensure that other sources of revenue are factored into budget projection.

He charged the committees handling the appropriation to capture other revenue sources in the budget as he recalled that Nigeria had survived a similar challenge in the past but lamented that no lesson was learnt from the previous experience.

While citing nations such as Norway, which he said ran their economies well without oil, Ekweremadu said it had become imperative for the executive to devise extra ways such as taxation to fund annual budgets and simultaneously ensure strict application of the principle of fiscal discipline.

The Senate later referred the document to committees on finance and appropriation with the mandate to report back to the house in four weeks.
Meanwhile, the Senate yesterday adjourned plenary to February 17 to enable members concentrate on their re-election campaigns.

Apparently disturbed by the allegation made by the Department of State Services, DSS, that the All Progressives Congress, APC had planned to hack into the data base of the Independent National Electoral Commission, INEC, the House of Representatives yesterday resolved to probe the matter so as to unravel the matter.
Towards this, the House resolved that it would set up high powered committee to investigate the allegation and report back to the House within two weeks.
This was sequel to a motion brought to the floor of the House under Matters of National Importance by the Deputy Majority Leader, Rep Leo Ogor, PDP, Isoko Fed Constituency.
His motion was entitled: ’The unauthorized and alleged hacking into the INEC Data Base.”
Ogor in his submission had argued that” the INEC is vested by the Nigerian constitution with the responsibilities to carry out the functions of conducting elections into elective positions in the country.”
He said: ”The DSS allegations relating to the alleged plan to hack into the INEC data base is a very serious allegation”.
“And that the allegations coming at the heels of an election period calls for. Concern that should not be treated with levity.”

Ogor further that the INEC Data Base may contain highly sensitive data and if compromised could cast heinous aspersions on the integrity of the forth coming elections.
According to him, the House was convinced: that the voters registration information and data, habouring specific strategies and modalities on which INEC deployment of election plans and anchored may be in the data base.
At this stage, the Speaker of the House, Aminu Tambuwal put the debate to a voice vote and it was unanimously adopted.
Also yesterday, the House asked INEC to allow Nigerians who had temporary voters cards and their names were in the voters registration list vote.
In a motion entitled:”The use of Temporary Voters’ Card for elections and sponsored by the Minority Leader of the House, Rep Femi Gbajabiamila, APC, Surulere Federal Constituency, the House noted that” for the purpose of the elections referred to above, INEC had been issuing permanent voters’ cards to eligible voters in replacement of the temporary voters’ cards issued to Nigerians for about four years now.
He expressed concern that the general elections being just four weeks or 31 days from now, it is very unlikely that the commission will be able to distribute the permanent voters’ cards to all registered and eligible voters before the elections.
“If the current position of the commission (that only voters with the permanent voters’ cards are qualified to vote) is not addressed, many registered and eligible voters will be disenfranchised in the 2015 general elections to the detriment of the growth of democracy in Nigeria.
The House in plenary resolve that the commission should include in its election guidelines for the 2015 general elections a provision(s) allowing registered voters with the temporary voters card whose names are on record to vote during the 2015 general elections.
When put to voice vote by Tambuwal the ays carried the day.
Meantime, the House of Representatives also yesterday stepped down the 2015 Appropriation bill due to lack of enough copies for lawmakers to study.
House Majority Leader, Rep Mulikat Adeola-Akande, PDP, Ogbomosho/Orire Federal Constituency had explained to the presiding officer that the bill be stepped down till today “as lawmakers got few copies earlier and will need to study the document first.”

The Consumer Price Index (CPI) which measures inflation rose slightly to 8.0 per cent in December compared to 7.9 per cent the previous month, according to the National Bureau of Statistics (NBS).

The statistics agency attributed the 0.1 percentage increase in headline index to a slight increase in food prices as a result of the festive period.

It said advances in a broad array of divisions that yield the headline index caused a faster pace of price increases in the month under review.

According to the NBS, the core index, which excludes the prices of volatile agricultural increased at a slower rate in December, after increasing at the same pace for the previous four months.

Prices rose by 6.2 per cent (year-on-year), down from 6.3 per cent in November.
Year-on-year, urban prices increased 7.9 per cent in December while its Rural index increased at a faster pace in after increasing at a slower pace for the previous three months.

Specifically, the Rural All Items Index increased by 8.0 per cent, marginally higher from 7.9 per cent recorded in November.

On a month-on-month basis, both the urban and rural indices recorded the highest increases since May and September 2014 respectively. Prices also increased by 0.2 percentage points to 0.83 and 0.82 per cent respectively, according to the NBS.

It said: “On a month-on-month basis, the highest price increases were recorded in the fish, ‘potatoes, yams and other tubers,’ meat and coffee, tea and cocoa groups. The average annual rate of change of the food sub-index for the 12-month period ending in December 2014 over the previous 12 month average was 9.5 per cent.

The 12 month rate of change has held steady for seven consecutive months.”
Continuing, it noted: “The percentage change in the average composite CPI for the 12-month period ending in December over the average of the CPI for the previous 12-month period was recorded at 8.0 per cent. The corresponding 12-month year-on- year average percentage change for the urban index was 8.2 per cent in December, while the corresponding Rural index was also unchanged in December increasing by 7.9 per cent.

“Food prices increased at a marginally faster pace in December. food prices as measured by the food sub-index rose by 9.2 per cent, 0.1 percentage points higher from rates recorded in November. On a month-on-month basis, food prices increased by 0.9 per cent in December, 0.3 percentage points higher from rates recorded in November. This also represents the highest month-on-month increase observed since March 2014.”

The Nigerian National Petroleum Corporation on Tuesday said that it would take 18 months, beginning from October 2014, to rehabilitate the country’s refineries.

However, between October and Tuesday when the announcement was made, three months have elapsed, leaving about 15 months for the rehabilitation to be concluded.

According to the corporation, the rehabilitation will be in phases. It added 60 per cent of the materials needed for the Turnaround Maintenance of the refineries had been delivered.

The nation has four refineries; two in Port Harcourt and one each in Kaduna and Warri.

The Group General Manager, Group Public Affairs Division, NNPC, Mr. Ohi Alegbe, said the materials for the TAM were delivered to the Port Harcourt Refining Company and that the installation of the equipment and parts were in progress.

He said the material orders and deliveries to Kaduna and Warri refineries were substantial and sufficient to operate the production process.

“The phased rehabilitation programme started in October of 2014 after the required funding stream was established and will last for 18 months,” the corporation said in a statement.

Most of the refined crude oil products consumed in Nigeria are imported from overseas because the local refineries are performing far below expectation.

Early this month, The PUNCH had reported that the Kaduna and Warri Refining and Petrochemical Companies, with combined capacity of 235,000 barrels per day, produced nothing in September after all the four refineries received an opening stock of 253.26 thousand metric tonnes of crude oil made available for processing.

At least 143 Boko Haram fighters were killed in an attack on a military camp in Cameroon on Monday, a minister said, adding that it was the heaviest loss sustained by the Nigerian Islamist group in the country.

"The terrorists ... lost 143 lives and important warfare equipment made up of assault rifles of various brands, heavy weapons and bullets of all calibres," Minister of Communications Issa Tchiroma Bakary said in a statement.

"On the Cameroon side, we lost one life, the Corporal-Chef Bela Onana, as well as four wounded."

It was not immediately possible to independently verify the toll from the fighting near the northern town of Kolofata.

Cameroon's army determines death tolls either visually, or by counting the number of vehicles it destroys and estimating how many militants each vehicle carried, a senior official in Cameroon's Far North region told Reuters last month.

Boko Haram, which has killed thousands in its bid to carve out an Islamic state in northern Nigeria, had also targeted Cameroon over the past year. Earlier this month, a man claiming to be the leader of the group threatened to step up violence in Cameroon unless it scraps its constitution and embraces Islam.

THE Federal Government has announced plans to commence electronic monitoring of pipelines and other facilities channeling gas to power plants across the country.

Government, which has endlessly blamed vandals for its inability to generate previously targeted generation capabilities, also pledged to multiply electricity generation in the next four years.

Minister of Power, Chinedu Nebo, said in Abuja yesterday that: “Most of our power supply in Nigeria is based on gas with about 70% gas-fired turbine and 30% hydro. When we have a holistic energy mix, things will get much improved. Oil thieves, vandals who break into our pipelines make it difficult for Nigerians to even benefit from what this government has done.

“We have far larger capacity installed than the power we are giving out because of gas supply. That is being taken care of. More forces are being deployed.

“Electronic gadgets are being installed to ensure that at any point of disruption our security forces will know and know how to forestall it.”

On government’s ability to transform the sector, Nebo said: “Within the next four years, we want to multiply power generation and make sure that every community experience this. Renewable is the key to access inclusive power supply that go round within the communities. The government of President Goodluck Jonathan has done a lot in ensuring improved power supply.”

A statement from Technical Assistant (Media) to the Minister, Sunny Igboanugo, further quoted Nebo as saying that Nigerians would have enjoyed much more stable power supply, if the activities of vandals blowing up pipelines had not increased in recent times

He said: “A few days ago shortly after most parts of the country celebrated the yuletide with stable power, which drew a lot of praises for the government, vandals struck again by bursting many points the main pipelines supplying gas to power stations, this resulted in a steep drop in generation capacity and by extension available on the national grid.”

He said the introduction of renewable energy especially solar power system had provided electricity in some rural communities with a calculated plan to connect the rest soon.

According to Nebo: “Continuity is very essential and critical because we don’t want policy summersault. We are now on a trajectory and we hope to consolidate that trajectory. We need the media to spread the information on why our people should make use of energy saving bulbs to conserve voltage.

“I see a Nigeria where hospitals, schools, households in far villages that never thought electricity because national grid cannot get to them, are connected to power via renewable energy and lighted up.

“Most Nigerians who live in rural area don’t have access to electricity because they were marginalized. And so, could not make use of electricity to cook and do other things. The fumes from various cooking materials cause lots of damages to their respiratory system and even their eyes are damaged just because they have no access to electricity.

“The cost of electricity is huge. But with renewable energy mix which is sustainable and durable with incredible potential for rural communities, the health and living standard of the people will greatly improve coupled with provision of substantial power for industries.”

He blamed inadequate education and cost factor for delays in embracing renewable energy in the country. “Initially the cost and lack of knowledge, it is part of the psyche of our people that renewable energy is too expensive, but that is not true.”

On renewable energy, the minister noted: “Currently, there has been a drop in the price of solar. So, it is beginning to get more attractive. We don’t have a policy for renewable energy, we are trying to develop one now.”

The Nigerian equities market on Monday recorded its first gain of the year after shedding 13 per cent last week. The market had recorded persistent decline in the first trading week of the year, leading to a dip of N1.49 trillion in capitalisation.

However, the trend was reversed on Monday following gains by Dangote Cement Plc, Seplat Petroleum Development Company Plc among others. The Nigerian Stock Exchange (NSE) All-Share Index appreciated by 0.30 per cent to close at 30,234.72, while capitalisation added N30.36billion to N10.01 trillion.

Although the market appreciated, the number of losers still outstripped gainers. Eighteen stocks appreciated compared to 24 that depreciated, indicating that the bears have not completely gone out of the market. Without the gain by Dangote Cement, the market would closed negatively on Monday.

Seplat led the price gainers with five per cent to close N315 per share. Union Bank of Nigeria Plc followed with 4.9 per cent to close at N8.42 per share. NAHCO chalked up 4.9 per cent, while Dangote Cement garnered 4.8 per cent. Pharma Deko Plc and Champion Breweries Plc appreciated by 4.6 per cent and 4.4 per cent respectively.

Conversely, Julius Berger Nigeria Plc led the price losers with 9.7 per cent to close at N46.95, trailed by NEM Insurance Plc and National Salt Company of Nigeria Plc with five per cent apiece.

Only two out of the five NSE Sectorial indices appreciated. The Industrial Goods index topped with a 2.33 per cent increase while the Oil/Gas index followed with a 1.83 per cent rise. On the negative side, Banking and Consumer Goods indices dipped by 1.93 per cent and 1.91 per cent in that order while the Insurance index fell by 0.84 per cent.

Equity turnover fell compared to last Friday’s performance. Investors 327.45million shares, valued at N3.61billion in 4,530 deals.

A civil rights group, Centre for Rights and Grassroots Initiative, has urged the Department of State Service and other security agencies to summon the Lagos State Peoples Democratic Party governorship candidate, Mr. Jimi Agbaje, over a warning he gave last week.

Agbaje had warned that some elements in the oil rich South-South region could ‘shut down the system’ should President Goodluck Jonathan lose next month’s election, adding this made it important for Jonathan to return.

However, the CRGI, in a statement by its Executive Director, Mr. Nelson Ekujimi, said the statement was sensitive and must be investigated.

The group said it had become imperative to investigate the statement because President Goodluck Jonathan had warned in his New Year Day speech that security agencies should arrest troublemakers and “this provocative and inciting statement by Mr. Jimi Agbaje presents a perfect opportunity to test the sincerity of Mr. President and the professionalism of the security agencies.”

The statement added, “The security agencies should immediately invite Mr. Jimi Agbaje for questioning to give more light on his people who have the power to shut the system. The security agencies must make their findings public in order to reassure Nigerians whose sensibilities have been assaulted by Agbaje’s reckless statement on national security.

“Also, the security agencies have a constitutional responsibility to the people of Nigeria to be impartial and professional in the discharge of their functions and it is hoped that they will take this task as a national assignment.”

Meanwhile, the All Progressives Congress has also berated Agbaje for his comment

In a statement by the publicity secretary of the Lagos State chapter of the party, Mr. Joe Igbokwe, the party said “Lagosians will be making the greatest mistake in history if a candidate that lacks training in simple economics and the monumental power of a diversified economy is voted in error.”

The statement added, “The APC is at a loss and completely dumbfounded that a candidate that says he wants to govern a dynamic, powerful, prosperous, and enlightened state like Lagos is resorting to this type of cheap and strange blackmail in the 21st Century in order to win an election.

“Even in the Third World, there are many countries that are surviving without oil. In 1997 Dell computers made more money than Nigeria with just 12,000 workers. MEARSK Containers, a shipping company; Apple, HP make more money than Nigeria and yet Agbaje, a pharmacist, cannot think in the 21st Century.”

The Minister of Industry, Trade and Investment, Mr. Olusegun Aganga, has said that the Federal Government plans to ensure that the country stops the importation of petroleum products by 2018.

He said this during an interview on Friday during a visit to Mikano International Limited in Ogba, Lagos.

Aganga, who also inspected the manufacturing plants of the company, said going by the government’s Industrial Revolution Plan, which became effective in 2012, there were plans to make the country to stop the importation of refined petroleum products by 2018.

The minister said, “There are many sectors we should have developed over the years, but for decades, we relied entirely on exporting raw materials. That era has gone. That was why this administration launched the Industrial Revolution plan in 2012. We have started it already, and you can see it in the auto, the sugar, and the cotton and textile industries.

“If this investment goes according to plan; then by 2018, we will no longer import petroleum products into this country. We can no longer be a country that is import-dependent, especially in products we can produce ourselves. Nigeria has a comparative advantage in the agro-industrial, mining-related and petroleum sectors.

“Stopping the importation of oil will save us a minimum of $10bn. We have spent about $3bn importing steel. We spent about $6bn importing cars and spare parts. We spent about $1.7bn importing sugar, but we can in fact grow sugar cane in this country.

“As part of the industrial revolution plan, we have also identified 13 products that will replace oil. These are areas where Nigeria has comparative advantage and export capacity. Mexico did it in seven years. We can also start and diversify our economy and revenue sources.”

Aganga, who commended the management of Mikano for its role in the industrial revolution plan, noted that the government would also create an enabling environment for it and others to operate.

Receiving the minister on behalf of the company were the Chairman, Mikano International Limited, Mr. Mofeed Karameh; Managing Director, Mr. Christian Faren; Financial Director, Mr. Muneer Nassr; and other officials.

The minister was conducted round the plant steel fabrication, power solutions and other divisions by the officials.

Meanwhile, the Federal Government has identified out 13 national strategic export products that can replace crude oil whose prices have continued to decline in the international market.

Aganga, who stated this, noted that the need to identify the products became imperative since the drop in the prices of crude oil was currently threatening the stability of the Nigerian economy.

A statement from the Nigeria Export Promotion Council on Sunday in Abuja quoted the minister as saying this during a meeting with the Executive Director of the council, Mr. Olusegun Awolowo, and members of the management team of the NEPC

The minister, according to the statement, said this was part of the spirited moves by the government to revive the national economy.

While unveiling plans by the Federal Government to diversify the economy, Aganga listed the 13 national strategic export products in three categories thus: agro-industrial (palm oil, cocoa, cashew, sugar and rice); mining-related (cement, iron ore/metals, auto parts/cars, aluminium, and oil and gas); and industrial products (petroleum products, fertilizer/Urea, petrochemical and methanol).

The Legatum Research Institute, London, has placed Nigeria on 125th position out of 142 countries worldwide based on its 2014 Prosperity Index (PI) ranking just released.

Nigeria occupied 89th position in the 2009 PI annual ranking.

The ranking, which represents a fall by 22 place among the countries under analysis, portrayed deteriorating living conditions and declining living standards. In 2010, Nigeria was placed 106.

The disclosure which was contained in the 2014 annual ranking of countries based on certain standard of living indices, placed Norway on top of the list followed by Switzerland and New Zealand in third position.

While the United States of America (USA) and United Kingdom occupied the 10th and 13th position, no African country was classified under the list of 20 countries.

Speaking with THISDAY on Sunday in Abuja on the significance of the countries to review their economic policies for development, the Executive Director, African Policy Research Initiative (APRI) Ambassador Sunday Thomas Dogonyaro, said the analysis gave a background of living standard of countries around the world.

On the relevance of the data for national development, he said: “We track international these reports very carefully and see what is happening and the statistics that they churn out which we use as part of our own study to build into the work that we also do because it helps to give us the picture of the continent in terms of what is happening.”

“For example, when the board met last week, we shared the report from the Legatum Institute, London on their Prosperity Index. Nigeria for example slipped 22 places in four years. That is from 103 in 2011 and in 2014, Nigeria was ranked 125, from amongst 142 countries.”

Speaking further, Dogonyaro stressed that in areas of electricity and security for example, the country didn’t do well, adding that shows that something is wrong

According to him, if in a period of five years, you are slipping consistently, “For me, irrespective, of what you are doing, it tells me that you still need to check certain economic fundamentals,” Dogonyaro said.

He said: “That means that certain things are not being done properly and so those kind of things help in terms of the interface that we are talking about because of the level of communication that makes things a lot easier to interface and share information rather than work alone. At this stage, you don’t need to re-invent the wheel as we keep in touch with each other to do our researches and investigations.”

While admitting the need for synergy among research institutes, said APRI is fine-tuning a collaborative exchange with other research institutes across the globe.

“The other phase where we are trying to get to is getting to the phase where we can now do exchange with these off-shore institutes.

“Where some of our staff can go and spend some months and they too can come also into Nigeria if they need any specific aspects of our research materials and in that way synergies are built.

OBJ ruled 8years out of the 16years, he gave us Yar Adua and GEJ, yet these same change agents went to him to be their navigator. Anyone who doesn't see the hypocrisy in this is either being msichievious or is brainwashed.

Then Buhari is the worst of them all, I actually believe he was pressured to come back and run coupled with his plan for vengeance, apart from that, he is the most clueless person I have ever seen in Nigerian poiltics.

Finally, Nigerians may be tired of PDP but APC isn't the saviour.

President Goodluck Jonathan yesterday replied his critics, lashing out at “elder statesmen making provocative statements that could could set the country ablaze”. He called them motor park touts.
Dr. Jonathan did not mention the names of such statesmen.
Former President Olusegun Obasanjo has severally attacked Jonathan’s administration. He, last week, accused the government of squandering Nigeria’s foreign reserves. Former military president Gen. Ibrahim Babangida, in an interview, spoke of corruption, saying compared to what he reads, his regime, which many describe as “very corrupt” was a saint.
Speaking while receiving the Northern Elders Council (NEC) at the Presidential Villa, Jonathan said: “Some people call themselves statesmen but they are not statesmen; they are just ordinary politicians. For you to be a statesman is not because you have occupied a big office before but the question is what are you bringing to bear? Are you building this country? Or are you a part of people who tell lies to destroy this country?”
“To create enmity and make people who ordinarily would have been living together to fight themselves. Are you planning to set the country ablaze because you did not get that particular thing you want?”
He went on: “At the appropriate time, Nigerians will know all of us, even though I know most of you know us but the younger ones do not know. Some people are hiding under some clogs, some big names and creating a lot of problems in this country.”
“Making provocative statements in this country, statements that will set this country ablaze and you tell me you are a senior citizen. You are not a senior citizen you can never be; you are ordinary motor park tout.
“Because if you are a senior citizen you will act like one. It is not because of the offices we occupy is by divine grace and providence that some of us occupy these offices. But what role are you playing to build this country?”
The President noted that without peace and unity, there can never be development.
He said: “I feel sad that our younger ones are beginning to see a Nigeria as if we are so divided. A Nigeria that a Muslim and a Christian cannot sit down together. I was told that even the driver of Tafawa Balewa was a Christian. Our people lived together in those days; why not now that we have even modern ways of life?
“Our children leave us and go abroad, they stay together and do a lot of things together. But when we come back home, we begin to build walls; this is a southerner, this is a northerner, this is a Muslim, this is a Christian, this is a Yoruba man, this is an Hausa man, this is an Ijaw man, this is a Nupe man. Is that the way we are going to develop our country?”
According to Jonathan, America is great because it is made up of various cultural groups and ethnic lines have been so weakened that people think only about America.
He stressed that citizens of any country that begin to see themselves through their tribal enclaves cannot go anywhere.
His words: “If today I’m sick, if the best doctor that can treat me is from Zamfara or Enugu or Ekiti, they will bring that doctor to treat me. They will not ask if that doctor is an Ijaw man, Ogbia or any other tribe. And until we get to that level where we begin to use people based on their competences, yes there must be spread in political appointment and so on.”
Jonathan said that Nigeria will begin to develop when there is no discrimination based on primordial privileges.
“And that is what we stand for. I will continue to plead with you because from all of your activities you have been advocating for that,” he told the elders.
He also denied the allegation that he does not like Northerners.
He said: “Some people say Jonathan hates the North. I have heard that statement and I use to ask Namadi Sambo, they say I hate the North, but you are here. I asked the National Security Adviser and my Principal Secretary the same thing. In fact, my Principal Secretary has been my friend since I was the deputy governor. I never knew I was going to come here as Vice President not to talk of President.
“But I have known him since I was the deputy governor of Bayelsa State. My Chief Detail, Yusuf from Borno State has been with me since I was a deputy governor in Yenagoa and I see him as a good person and I have carried him along with me. So I had to ask, how can somebody wake up and say I hate the North?”
He went on: “I used to tell Nigerians I come from the down trodden, what you call the Talakawas; I come from that level ….. And I said the only thing that can liberate an individual or a group of individuals is education. If I did not go to school, I wouldn’t have been here to talk to big people like this.
“If you didn’t go to school, you wouldn’t have spoken the way you spoke; you would have looked for somebody to interpret. This is what I believe; I don’t play politics with it. It has been my policy that I don’t play politics with education.”
“When I came on board I said even though as a country we have the policy on paper, every state must get a Federal Government university. Out of the 12 federal universities created, nine were in the North while three were in southern Nigeria. The only three states that had no federal university were Bayelsa, Ebonyi and Ekiti.”
“Those who were in charge of the university establishment were not fair. For us to liberate ourselves we must go to school. If I hate the north would I have done that?”
Jonathan added: “We talk about Almajiri’s education; we felt we must change. Luckily, I initiated it but now state governments are keying into it because I know that it was education that liberated me I would have been a local canoe builder like my father and grandfather.”
“But I’m here because of education and I feel if we must liberate Nigerian children whether they are from Zamafara, Bayelsa, Kebbi and Delta they must be educated. I feel we must enter the north by aggression through education,” he said
The President said that he was always sad hearing of school dropouts in the North.
He said: “Today I saw a publication in Daily Trust showing projects that have been awarded by the Federal Government, the ones for the Northeast very small, Southsouth very many. I had to make photocopies and distributed to all the ministers and I asked, is it true this is how projects are skewed by this government because somebody wants to play politics?”
“Because I am a president from the South I have taken all the projects to the South? And I said all the ministers must come up and tell me how the projects are being distributed across the country and if it is skewed, you must tell me why it is so. One of the ministers, the North and she is in charge of water resources, said that publication cannot be true because the Kasambila Dam alone, the value is more than the amount quoted in that paper.”
“This is to show you how mischievous Nigerians are because you want to paint Jonathan bad. All lies that have been told about this government, I promise you that I am working with your son and I will not cheat any part of this country. ”
“For the people who want to paint us in all kinds of color, we will explain to Nigerians. There are a lot of documentation we will show Nigerians.” he said
The President promised that his administration would not exploit or cheat any part of the country.
NEC Chairman Tanko Yakasai, who led the delegation, said that the Council believes in the peaceful co-existence of the country.

Against the belief that the federal government has plundered and almost emptied the foreign reserves, data gathered from the Central Bank of Nigeria (CBN’s) website on Wednesday showed that the foreign reserves have increased slightly to $34.513 billion in the first six days of 2015.

The current value of the reserves represents an increase by $44 million, compared with the $34.495 billion it stood as at December 30, 2014.

The reserves had depreciated by $9.010 billion in 2014.

The central bank relies heavily on the external reserves to support the naira which came under intense pressure as a result of the falling crude oil prices.

Oil prices have fallen by over 50 per cent since the second half of last year.

The significant drop in the reserves had been attributed to the increasing appetite for forex despite the dwindling supply of the United States dollars in the country.

Specifically, the CBN had pointed out that the slide in crude oil prices, which has led to a reduction of earnings to the country has also resulted in the drop of US dollar inflow to Nigeria, adding that the country had spent huge assets from the foreign reserves in ensuring that the official exchange rate was maintained at its previous value of N155/$1.

The naira was recently devalued to $168 to a dollar.

The federal government has therefore faulted increasing allegations in some quarters that the administration of President Goodluck Jonathan has squandered the nation’s foreign reserves and Excess Crude Account (ECA), describing such positions as absolutely untrue.

It said from verifiable facts, it was clear that Nigeria’s reserves were not squandered but used appropriately in the course of normal transactions required for the development of the Nigerian economy.

Allegations that the Jonathan administration has frittered away the reserves and the ECA have been rife by opposition party members and former President Olusegun Obasanjo, among other critics, particularly since the prices of oil began a precipitous journey south.

But in a statement issued yesterday, the Ministry of Finance said it was absolutely untrue that the Jonathan administration had squandered the nation’s reserves, adding that the facts were clear and indisputable.

“At the end of May 2007, Nigeria’s gross reserves stood at $43.13 billion - comprising the CBN’s external reserves of $31.5 billion, $9.43 billion in the Excess Crude Account, and $2.18 billion in Federal Government’s savings. These figures can be independently verified from the CBN’s records. The figure of $67 billion cited in some recent commentary is therefore factually incorrect.

“This statement is issued to, once again, clarify the facts of the recent history and status of Nigeria’s Excess Crude Account and foreign reserves, an issue that is, in this election season, gaining more headline attention. Because of the importance of this key economic indicator, we believe it is important to restate the true position in the interest of the Nigerian public as well as local and international investors.

“It is a misconception to think that reserves are immutable or cast in stone. The reality is that since May 2007, the reserves have fluctuated in line with developments in the international oil market, rising from $43.13 billion at that time, peaking at $62 billion in September 2008 during the Yar’Adua/Jonathan Administration when oil prices reached a peak of $147 per barrel, and falling subsequently to a low of $31.7 billion in September 2011.

“This fall in reserves was largely a result of the vicissitudes of the global economy and oil market which caused the CBN to intervene, using some of the reserves, to defend the value of the naira,” the statement said.

It noted that the ECA is a component of the reserves, which was largely used to cushion the economy at the height of the global financial crisis in 2008-2009, adding that as a result, Nigeria was one of the few countries in the world that did not seek assistance from international financial institutions at that time.

“The fiscal stimulus used to shore up the economy during that period was shared by all 3-tiers of government. Similarly, savings in the ECA were also used to pay for fuel subsidies for the entire nation and that sharing continued after the crisis ended. Starting in 2012, such payments have been published each time they are made.

“Fourth, It is true the savings in the ECA would now have been higher but for the fact that a number of governors, against strong professional advice, actively kicked against continuous building up of the ECA and, indeed, pushed for its sharing. It is on record that states even took the Federal Government to court on this matter, and the case is still pending at the Supreme Court,” the statement added.

It stressed that it was also worth noting that the Jonathan administration built the first ever Sovereign Wealth Fund (SWF) for the nation in which savings are being made for future generations of Nigerians with important infrastructure investments being supported.

“It is also a matter of public knowledge that the Fund would have generated more savings and investments if the same sort of opposition that blocked savings in the ECA had also not been at work.

“Furthermore, by common agreement between the FGN and State Governors, in 2009, an amount of about $5.5 billion was drawn from the ECA and used for investment in Independent power projects. Today, various state governments are shareholders in the projects and hold share certificates confirming their stake in the projects.

“On the use of reserves, it is not correct to say that the nation’s external reserves were dipped into or misapplied by the administration. Anyone familiar with foreign reserves management will be aware that the Federal Government cannot dip its hands into the external reserves,” it pointed out.

According to the statement, like in other countries, the management of external reserves is one of the statutory mandates of the Central Bank of Nigeria (CBN), citing Section 2 sub-section (c) of the CBN Act (2007), which states that the apex bank shall “maintain external reserves to safeguard the international value of the legal tender” to defend the value of the naira.

The statement noted that no president has contravened this Act under the democratic dispensation.

“The reserves are also used to settle both public and private sector foreign currency obligations, including the importation of goods such as equipment for power sector. Whenever an agency of government or a private individual/company needs to make a payment in foreign currency (e.g. payment of goods and services, settlement of external debt, etc) it must provide the naira equivalent to the CBN in exchange for the required foreign currency,” it added.

That excuse irks me. If I am President, there are key projects that will be directly under the presidency or have weekly presidency reporting. Let me see that bastard's son that wants to steal.
Power generation is one. Refineries TAM is another one. If they want to stamp out corruption in specific projects or key sectors, they can. General corruption is what needs more work.

Honestly GEJ lacks the vision for effective leadership. Maybe he has the good heart and intentions but the capacity is lacking. I'm sorry if I hurt anybody's feelings but I'm saying the truth from my observations in over 6 years of his public life.
You don't need to apologize to anybody, you have the right to air your views, but what i am saying is that they have done maintenance jobs in those refineries in the past, but those jobs were badly done, look at what happened in the aviation sector, where billions of Naira was spent on badly done renovations at the various Airports. I think GEJ has a very good intention for Nigeria, but the people around him has let him down due to their greed. And his weakness is that he does not have the cojones to discipline people around him, and they know it, that is why it looks like there is too much corruption in the polity.

It took the Govt 5 years to do a lazy job which is giving licenses to private folks to build refineries. It is just a license.

A more serious gov't would have either finished a turn around maintenance on all 4 refineries by now or worked out a partnership with private firms for same to happen.
By now, Nigeria is supposed to be refining 100% o her fuel needs

Once Dangote and Orient refineries come on board, those four NNPC refineries will either be abandoned or sold for peanuts.

Restoring adequate local refining capacity is supposed to be one of GEJ's first term achievements. He is too slow for alo of people who know what the problems of these country are.
I agree with you on GEJ being slow, but the issue of a turn-around maintenance on the NNPC refineries is a no no, not with all the corruption that has marred that sector.

I think when the private refineries come in, it will help us stop this subsidy thing, because i can assure you today that those guys will not sell their refined petrol at 98 kobo, mark my words.

If you refine your crude then you needn't talk about subsidy. The amount spent on this subsidy already could have built many refineries for Nigeria! I don't know why our leaders and policy makers are so stup!d. It makes no sense to me.
it cost more than 97kobo a litre to refine crude, that is why you have the subsidy in the first place

It is 98kobo per liter because oil price is around $56 per barrel.
However, if they remove subsidy and oil prices climb back up, fuel prices will similarly climb and we may end up paying up to N 150 per liter for PMS. This is because we import most of our fuel needs and imported fuels are subject to global oil price. That will cause chaos in this country.

The ideal solution was missed by the GEJ gov't. In January 2012, we had the #OcuppyNigeria protests and the govt promised two refineries.

Fast forward to today and not even TAM or meaningful privatisation of the refineries have occured. We are not refining anything close to meeting our national fuel requirements.

Local refining is the only shock prove solution to swinging oil prices as we refine our own crude, and not buy from the international market.
You can't be farming yam and be buying pounded yam at exhorbitant price. You pound yours.

Another point is maybe the FG is the cabal and won't want subsidy to go away. Afterall, it is a massive cash cow for alot of vested interests.[/b]
Dangote's refinery is coming in 2016, they are already hiring. A friend of mine went for the interview.

90 kobo per litre still runs into billions in total, why not remove the thing entirely and put the billions to better uses?

As os Dec 16, subsidy was N.4.48 per litre. Today we are told that it has dropped to 90kobo/litre. Iweala told us a few months ago that if the price of crude oil drops to $60/barrel, there would be no need for subsidy.

So I ask these rogues, why the heck are they still paying the subsidy thieves billions of naira when the price of oil has dropped to $56/barrel without any sign of rebounding in the next few years?

GEJ will act clueless once again and will say nothing about this, or order NNPC to terminate the subsidy. Imagine the goodwill GEJ will gain by announcing the termination of these subsidy payments along with a cut in the price of petrol & Kerosine.
The subsidy will be removed
