Pres. Jonathan awards $40m contract to Israeli company to monitor internet communication by Nigerians? Here is a very important information from PREMIUM TIMES for the 47 million Nigerian Internet users. Big Brother, in the form of the Jonathan administration, is watching you, and your communication is no longer safe. It is one of the most far-reaching policies ever designed in Nigeria’s history to invade the privacy of citizens. The Jonathan administration secretly, and in open violation of lawful contracting procedures, has awarded an Israeli firm, Elbit Systems, with headquarters in Haifa, a $40million contract to help it spy on citizens’ computers and Internet communications under the guise of intelligence gathering and national security. Elbit announced the contract award Wednesday in a global press release but was silent on the Nigerian destination of the contract. Its general manager, Yehuda Vered, opaquely announced that “Elbit Systems will supply its Wise Intelligence Technology (WiT) system to an unnamed country in Africa under a new $40 million contract announced on 24 April… for Intelligence Analysis and Cyber Defense,” but effusively claimed, in the statement, that his company is “proud to be selected to supply this unique system, which is already field-proven, fully operational and customisable. “Elbit Systems is a world leader in the fields of intelligence analysis and cyber defense, with proven solutions highly suitable for countries, armies and critical infrastructure sites. We hope that additional customers will follow in selecting our highly advanced and cutting edge systems in these fields as their preferred solution,” Mr. Vered added. Multiple and very reliable sources in the administration confirmed to PREMIUM TIMES that Nigeria is indeed the “unnamed African country,” and with details from the Elbit statement, our sources say the contract will now help the Jonathan administration access all computers and read all email correspondences of citizens in what is clearly, an infringement on constitutionally guaranteed freedom of expression. No single policy of this administration has so far affected, in one fell swoop, the lives of 47 million citizens, a third of the Nigerian population and about four times the number of voters who brought the president to power two years ago. Nigerian netizens, the horde of active citizens that use the computer and Internet, are the 10th in a global ranking that make them 27 per cent of Africa’s total Internet users, far ahead of Egypt [19th global ranking] and South Africa [37th in global ranking]. The growth path of the Internet in Nigeria has also been dramatic, rising from a mere 200,000 Internet users in 2002 to 47 million this year, according to data from the Global Internet user, one of the Internet audit groups. This development has not always gladdened public officials in Nigeria many who have expressed open displeasure at the use of the Internet by social media activists and the power of its possibilities as an empowering medium for popular communication. The calls for regulation have been loud in both the administration and in the Nigerian legislature. The earliest hint that the Jonathan administration had desires to invade privacy of citizens surfaced ealy April when researchers at the Munk School for Global Affairs at the University of Toronto alerted the world that Nigeria, Egypt, and Kenya were deploying Internet surveillance and censorship technology developed by an American company, Blue Coat, which specializes in online security. Blue Coat’s technology will allow the government to invade the privacy of journalists, netizens and their sources. Its censorship devices use Deep Packet Inspection, DPI, a technology employed by many western Internet Service Providers, to manage network traffic and suppress unwanted connections. Civic groups kick against DPI because, they say, it makes it possible for censors to look into every single Internet Protocol packet and subject it to special treatment based on content (censored or banned words) or type (email, VoIP or BitTorrent Protocol). DPI not only threatens the principle of Net Neutrality and the privacy of users, civic groups say, it makes single users identifiable and, in countries that flout the rule of law and violate human rights, often exposes them to arbitrary imprisonment, violence or even torture. While details on the Blue Coat contract appears to have managed to evade scrutiny up till this point, PREMIUM TIMES sources say the Elbit annunciation of the contract, opaque as it was, terribly rattled top administration officials – from the presidency to the National Security Adviser’s Office, and the National Assembly. “The presidency had wanted this contract to be a top secret,” said one of our sources. “The presidency did not envisage that Elbit was going to make it public. Monitoring computers and Internet use is a contentious issue and the National Security Adviser had tried to keep the contract secret.” Elbit says it will take it two years to complete the project, by which time it claimed, the administration will have “a highly advanced end-to-end solution, [to] supports every stage of the intelligence process, including the collection of the data from multiple sources, databases and sensors, processing of the information, supporting intelligence personnel in the analysis and evaluation of the information and disseminating the intelligence to the intended recipient…[that] will be integrated with various data sources, including Elbit Systems’ Open Source Intelligence (OSINT) solution and Elbit Systems’ PC Surveillance Systems (PSS), an advance solution for covert intelligence gathering.” The administration had indicated in the 2013 budget that it would procure a Wise Intelligence Network Harvest Analyzer System, Open Source Internet Monitoring System and Personal Internet Surveillance System at a cost of N9.496 Billion ($61.26 million). Now that the contract has been awarded to Elbit for about $40million, it is unclear if the National Assembly will raise questions as to what becomes of the extra $21million earmarked for the project. Investigations indicate that in awarding the contract to the Israeli firm, no tenders or calls for bids were made just as there were no public announcements. The contract was awarded following a proposal from a single vendor who dictated the contract sum and the terms of the contract. The procedure for public procurement of services as stipulated by the Bureau of Public Procurement (BPP), the Nigerian agency charged with the duty of ensuring transparency in all matters concerning government contracts, were largely ignored. In addition, there are no public records indicating that the BPP approved this contract. The manner of award directly contravenes the 2007 Public Procurement Act. While the Act gives room for single source contracts, the Elbit contract met none of the requirements under which such special contracts could be awarded. Section 47 (3) (iii) of the 2007 Act stipulates that single source contracts are to be awarded in emergency situations such as “natural disasters or a financial crisis”. Presidential spokespersons, Reuben Abati, and Doyin Okupe were not available for comments Wednesday. They didn’t answer or return calls seeking comments. Calls to Elbit’s headquarters in Haifa, Israel, were also unanswered. Shari Clarkson, a spokesperson at the company’s subsidiary in the United States declined comments on the contract saying only Dalia Rosen, a spokesperson based in Israel, could comment. Rosen’s phone was unanswered.

A large sinkhole opened up in the middle of the street and swallowed three cars on Chicago’s South Side. According to police, a driver was taken to Northwestern Memorial Hospital with non-life-threatening injuries. The cars, however, weren’t so lucky. Two cars were inside the hole when fire crews arrived. A third car, which was parked, slid into the hole after first responders got to the scene. Authorities say the sinkhole was caused by a water main break. More pictures after the cut.

On Tuesday, Lagos State Police Command, paraded seven suspects of a robbery gang that attacked the Murtala Muhammed International Airport, MMIA, Lagos, last month, killed two policemen and injured several others. Among the suspects, was the General Overseer of The way of Joy church located in Egbe, a Lagos suburb. The clerg , identified as Pastor Ibikunle Olarewaju John (pictured top left), confessed to Crime Guard during the parade, that he administered an oath of secrecy on the gang members, on the day they attacked the Muritala Mohammed Airport. There's more...see it after the cut Members of the gang discovered to have come all the way from Kwara, Osun, Ibadan and Ogun states, during interrogation, confessed to have attacked same airport last year,where they carted away N600 Million. They also stormed the airport on again on March 13, 2013 at about 7.30 pm. But this time around, they were reportedly engaged in a gun battle by two policemen attached to Apapa division said to be on official assignment at the airport. Unfortunately for the policemen, they were gunned down in the process. But before they breathed their last, they managed to kill a member of the gang. The robbers said to have succeeded in carting away over N10 Million from a Bureau-De -change operators, went straight to their hideout inside a bush in Ijebu-Ode, where they shared their loot. Dedicates cars with members from loot In this interview with Pastor Ibikunle, he disclosed that his share of the loot was N500,000. But investigation carried out by Crime Guard, showed that he might have got more than that. A suspected member of the gang confirmed Crime Guard’s claim. A further attestation to this claim, was the discovery that Pastor Ibikunle bought two cars apparently from his share of the loot, two weekes later. During Crime Guard’s visit to The Way of Joy Church, located on Alliu Street, Egbe, Thursday, it was discovered that the church was built with planks. And locating the church was a difficult task, as there was no sign board. It took Crime Guard about an hour search to locate it. On closer look , it was discovered that the church had been sealed. Although, no one agreed to talk about Pastor Ibikunle and the church when approached, apparently for fear of being arrested . Finally, a man who pleaded anonymity opened up and asked :“Are you a member of the church”? The reporters shook their heads. He further said, “ if you know what is good for you, better leave there before you will get yourself into trouble. The white garment church was sealed last week after the arrest of the Pastor.. Some policemen came last week and arrested him and before we knew it, we started hearing he was a member of a robbery gang. Even , the whole newspapers in Nigeria carried the news two days ago” Before his arrest, Pastor Ibikunle was said to have dedicated two vehicles ,during which he hosted members of his church and friends to a buffet. “Although he is an easy- going fellow who by every dint of appearance never exhibited any character of a robber. We usually saw people coming in and out of the church on daily. And on Sundays, there were usually church services. Towards the end of the month, he treated his members and friends who came in posh cars to a party, in celebration of his newly purchased cars. It was not long that we heard he bought them with the proceeds from the robbery operation at the airport. It was after his arrest that I believed the popular saying that facial appearance is indeed deceptive”, another resident who earlier declined to speak on the issue said. Wife absconded with children From Crime Guard’s findings, it was discovered also that when operatives of the Special Anti-Robbery Squad stormed the clergy’s one-room apartment located on the same building with the church, to effect his arrest, his wife was not at home. On arrival, she was said to have visited Ikotun, Ejigbo and Idimu police stations in search for her husband. She was said to have also raised alarm that he could have been abducted by men in police uniform. But when news of her husband’s alleged indulgence in criminal activities reached her, she was said to have been spelled bound. A family friend to the Ibikunles told Crime Guard that, “ she came crying to us that some men in plain clothes came to pick her husband. But when she discovered the truth at SARSs where we eventually found him, she broke down. At first she did not believe the claim, as she thought it could have been cooked up. But when her husband confessed to her, she said that was the height she could take from him. “More painful according to her, is the fact that she said she asked her husband where he got the money with which he bought the cars , only for him to tell her it was given to him by someone who got healed of a terminal disease after a deliverance section with him.” As at the time Crime Guard visited, Mrs Ibikunle was nowhere around the church’s premises. But a neigbour later revealed that she was seen packing her belongings out of the house, with her children. The resident could however, not say her whereabouts. Since the arrest, no church member had reportedly come to worship there. I spent 14 hours in the bush waiting for the gang members—Pastor Ibikunle Speaking with Crime Guard, Pastor Ibikunle revealed that he spent 14 hours in the gang’s hideout, inside a bush in Ijebu-Ode area of Ogun State, on the day of the robbery attack at the international airport. Hear him, “ Before that day, one of them, Asiwaju, said I should come and administer an oat of secrecy on members of his gang. I invited them to come to my church but they said they would not want to arouse suspicion. At the end, I went to Ijebu-Ode. I waited at a designated point before a member of the gang came and took me to their hideout inside the bush. I administered the oath on them about 1pm. You will not understand if I start explaining because it is a spiritual thing. I said some incantation into a horn and added some other things. I waited there until they came back around 11.30pm.,before leaving next day, with N500,000. I was instructed not to tell any one about what transpired. I swore, that is all my involvement. I never followed them to rob”, he said. Asked if he informed his wife about his mission, he replied, “ No, I did not. I only told her when leaving that I was going to pray over night for a ‘big man’ who would not like to come to our area. And when I came back, I told her the money was given to me by the ‘big man’”. I regret my involvement In an emotional laden voice, Pastor Ibikunle looked at Crime Guard , battling hard not to betray his emotion, “ Am I going to die? He asked with a tear filled eyes. Ah! he exclaimed. I would have remained in my cubicle as a poor man than heeding the advice of the gang. Now, I am left without nothing! My condition is even worse. “I’m appealing to every member of my church to forgive me for embarrassing them. This is the devil’s handiwork. Armed men this morning stormed a house in which three Korean doctors stayed at T Junction area, Potiskum LGA of Yobe state and slaughtered them.Yobe state Police Commissioner, Sanusi A.Rufai confirmed the incident and said it is true. The three doctors were slaughtered while sleeping in their house.Daily Trust gathered that the assassins jumped into the doctors' house at around 1:30am, while a curfew was supposed to be in effect, and over-powered them. Sources from the hospital said all of them were male doctors on contract handling ear, nose, throat, gynecology and acupuncture cases at Potiskum General Hospital. Their copses have been conveyed to Federal Medical Center, Azare. Very sad. |

Justice Bobakayode Eso was born on September 18, 1925 at Ilesa, in Osun State, Nigeria. He proceeded to Trinity College, Dublin where he graduated with a Bachelor of Law with Hons Degree in Legal Science in 1953 and a Masters in 1956. Described as the Father of Judicial Activism in Nigeria, Justice Kayode Eso is the greatest protagonist for an Independent Judiciary and very well known for his relentless efforts in maintaining discipline and protecting the integrity of his court. On his retirement from the Bench, Hon. Justice Eugene Ubaezonu, JCA, described our Awardee as a strong protagonist of judicial activism and the Lord Denning of Nigeria who refuses to be tied to the apron string of bad statutes or bad decisions. Another Supreme Court Judge, Justice Pius Aderemi tendered Justice Kayode Eso as a “permanent exhibit”. He also added and I quote “Eso’s decisions as a Judge is legendary and a delight to study”, “Full of erudite scholarship, well reasoned and replete with legal authorities, there are fine statements of law and veritable guides for all in the legal profession or concerned with law”. Justice Aderemi concluded. A fearless and Courageous Judge, some of Justice Eso’s celebrated landmark judgements speak for themselves, for example, The mystery gunman case, which is the trial of Wole Soyinka over his role in a broadcast which the government of the defunct western region of Nigeria termed offensive. Justice Eso returned a verdict of not guilty on Soyinka, and shortly after the judgement, he was transferred from Ibadan to Akure, then regarded as a rural station; The celebrated case of Chief Obafemi Awolowo Vs Alhaji Shehu Shagari, in 1979 will forever remain green in Nigeria’s jurisprudence. The Apex Court in deciding the law relating to election cases had by a majority of 6-1, affirmed the election of Alhaji Shagari as duly elected President. However, the courageous decision of Justice Eso in this case remains legendary. In his dissent opinion, Justice Eso held that at least two-third of 19 states could only be 13 and not 12 2/3 He has received several Awards and University honours too numerous to mention. He is Commander of the Order of the Niger (CON): 1979; He received LL.D honoris Causa, University of Ibadan: 1990, and University of Nigeria, Nsukka: 2001, respectively. He is an author of several books, articles and he has delivered various papers at National and International Seminars. He is married to Helen Aina Eso and they are blessed with 2 children and five grand children. Dear readers, I am in a relationship, about to get married next year. I have been dating my man for over 8 years, he proposed last year when we went on holiday to Paris. We both own our business, and we very okay financially. My man loves me very much, and I know he will do anything for me. The only problem I am having is my pastor is not happy about the relationship. I am in the choir and a committed member of my church. My pastor saw a vision during choir practice, and he called me to his office, saying my future husband is not the one for me, and the marriage will no last. He said he sees him walking away from the marriage, and I should not think about it. Please continue... Now, I am very confused, I love him very much, and I know that he won't hurt me. Should i take a huge risk leaving the man of my dreams, or listen to the man of God. My heart tells me to stay, we all know no marriage is perfect. I have invested so much in our relationship, we both have actually, and breaking his heart is the last thing i want to do. I am 29, and my man his 31. We are both ready to tie the knot. I have prayed about it, and honestly, I am ready to take a risk, and i have read articles, and people's testimonies that sometimes its better to follow your heart, and pastors can be wrong at times.
