The ban isn't because the phone was stolen or IMEI blacklisted. The reason you are having the ban issue is because of the phone's firmware!!! Whatsapp's systems have flagged the OS as not secure hence the ban. Most likely, the previous user installed a custom firmware. Solution? Get the OEM firmware for that device. Flash it, and you should be available to run whatsapp.

The phone is a modified Oppo phone from way back that put in the body of a more recent model,the android system is still like 5, 6 or 7 which is not compatible with WhatsApp,the Chinese are crazy people,but na our Igbo brothers dey import those nonsense clone devices because they are dirt cheap come Nigeria

I also experienced same issue with my Honor 8c device...the reason why your What'sapp is been banned is because your IP has been blacklisted. Probably the first user of the phone used it for fraudulent purpose

The simple issue is that the Oppo phone you bought is a clone device from china, the panel of an outdated Oppo device running Android 5 or 6 was put in the body of a more recent Oppo ,the android 5 or 6 is not compatible with WhatsApp hence the ban on the device
