There were plans to merge the Anioma and Orlu state creation movements into a single "Anim-Oma State" project with Orlu as the capital.


During a meeting convened by Deputy Speaker Benjamin Kalu to consolidate competing South-East state creation demands, stakeholders agreed to merge the Anioma movement (led by Senator Ned Nwoko) and the Anim State movement (led by Senator Osita Izunaso). The proposed Anim-Oma State would comprise Anioma in Delta State, the old Orlu zone in Imo State, and Ihiala Local Government in Anambra State.

The Anioma delegation reportedly agreed to cede Asaba as the capital in favor of Orlu in Imo State, a position affirmed by Senator Nwoko.

This decision faced strong opposition from Delta State legislators and traditional rulers, who insisted the state must remain in the South-South zone with Asaba as the capital to preserve historical and administrative alignment.
Current Status: Despite the merger agreement and preparations by the Imo State government (such as building a Government House in Orlu), the proposal remains subject to constitutional requirements, including endorsement by two-thirds of elected representatives and a national referendum.
