EBHA EDUCATIONAL COMMITTEE PARLEY WITH EDUCATIONAL ACTORS TO IMPROVE STANDARD OF EDUCATION IN THE STATE.

The Ebonyi State House of Assembly Committee on Education has visited State Ministry of Education to familiarise and fashion more ways of improving the existing standard of education in the state.

Speaking during the visit, the chairman of the Committee and member representing Ebonyi North West Constituency Hon Barr Nwodo Aloysius Nwodo said visit become imperative to address some challenges being faced in the sector and an effort geared towards effective delivery of basic education in the state.

Hon Barr Nwodo Aloysius Nwodo who said the Committee visit in line with thier constitutional mandate affirmed that the only way to support the peoples charter of needs programme of the State Government in the Educational Sector is to reposition the standard and be more proactive in dealing with the challenges faced in the sector.

The Education Committee Chairman disclosed that the State House of Assembly will soon unveil a legal framework illegal schools, corrupt practices of hosting parties at end terms for pupils in primary one to five, encouraging the use and reuse of text book et cetera and that all necessary approval requirements should be gotten from the Education Ministry before establishment of any private school to ensure proper adherence to the stipulated guidelines of such establishment.

The Chairman also enjoined the commissioner to effectively engage the classroom teachers, headteachers, SBMC, PTA, and host communities as true stakeholders in order to record expected success in the sector.

He implored the Commissioner for Education to let the committee know the activities and challenges of the Ministry

Contributing, Hon Nkemka Okoro Onuma, Hon Joseph Ununu, Hon Goodluck Obinna Mbam, Hon Steve Orji Igwe and Hon Victor Nwoke urged the commissioner to engage more engineers in the supervision of Ministry projects and highlighted the needs to address the gaps in the Educational Sector.

Responding, the Commissioner for Education Dr Donatius Ilang highlighted the activities of the Ministry and achievements under his administration to include repositioning of Examination Centre, banning of incessant party in the name of graduation ceremony, strengthening of school curriculum to include skills acquisition programme and adoption of unified textbooks , carried out structural census to know school Infrastructure among others.

He said his Ministry has embarked on reforms activities to ensure that the vision of the State Governor is actualized.

In a vote of thanks, the Senior Special Adviser to the Governor on Secondary Education Hon Peter Nwogbaga appreciated the visit of the Committee and appealed to them to continue being their eye in the State House of Assembly.

EBHA PASSES A BILL TO:
- PROVIDE PUBLIC PRIVATE PARTNERSHIP
- ESTABLISH INVESTMENT AND PROMOTION AGENCY
- APPROVES PROPOSAL FOR REVIEW, RECONCILIATION AND RECOVERY OF NLNG DIVIDENDS AND UNMERITED OIL REVENUE FOR EBONYI STATE: AN AMENDMENT

Ebonyi State House of Assembly has passed two executive bills, forwarded to the House by the State Governor, Chief Francis Ogbonna Nwifuru. The bills include:
- A bill for a law to provide for public private partnerships, establish the office of public private partnerships, enhance infrastructure and science development in Ebonyi State and other matters connected thereto. And
- A bill for a law to establish the Ebonyi State investment promotion agency and to provide a regulatory framework and conducive environment for investment development promotion and facilitation in the state, and other matters connected thereto.

The event, which took place at the legislative complex, Nkaliki road Abakaliki, during an emergency plenary of Monday, was presided by the Speaker, Chief Moses Ije Odunwa.

Emphasizing the importance of the bill, the Chief Whip of the House, Chief Nkemka Okoro Onuma, extolled the State Governor, Chief Francis Nwifuru, adding that the bills intended to establish a physical structures that will be dedicated just to private partnership agencies, and maintained that it will provide employment opportunities to the people of the State.

"It is not a new concept. It is just solidifying the concept to be an agency in the state. So I urge you to contribute effectively and let's move this to the next stage.

"It will create jobs. It will create other amenities. It will give the agency the the teeth to package these PPA contracts and the state will be more attractive to businesses."

The Member representing Afikpo East Constituency, Hon. Oluchukwu Ukie Ezeali, maintained that the bill will enhance private investors both national and international to come down to Ebonyi state, and implored his colleagues to give the bill an express passage.

" There is a guarantee that them coming to partner to do anything in Ebonyi state, that there is a law under this bill that is protecting them. On this note, I join my colleagues to say that we should give this bill a speedy approval."

The Member representing Ebonyi North West State Constituency, Barr Aloysius Nwodo, described passage of the bill as an encouragement to investors, adding that it will attract investors to the State.

"As the two bills are twin in nature, they are geared towards creation of jobs, assurance to investors and enhancing infrastructural development in Ebonyi so that Ebonyi will have the level to compete with international standards of investment or infrastructural development as Ebonyi is still developing."

Meanwhile, the Plenary was dissolved to committee of a whole, and thereafter, reconvened to plenary for the Speaker to report progress.

Reporting progress, the Speaker, Chief Moses Odunwa, emphasized that the bills will be cited as HAB No 12 of 2025 and HAB No 13 of 2025 for A bill for a law to provide for public private partnerships, establish the office of public private partnerships, enhance infrastructure and science development in Ebonyi State and other matters connected thereto. And A bill for a law to establish the Ebonyi State investment promotion agency and to provide a regulatory framework and conducive environment for investment development promotion and facilitation in the state, and other matters connected thereto, respectively. Chief Odunwa, directed the Clerk of the House, Mrs Edene Uche Blessing, to draw up a memo, informing the State Governor, Chief Francis Ogbonna Nwifuru, the passage of the bill.

The State House of Assembly also approved proposal for review, reconciliation and recovery of NLNG dividends and unmerited oil revenue for Ebonyi State: An amendment.

The plenary was adjourned to another legislative day, through a motion that was moved by the Chief Whip of the House, Chief Nkemka Okoro Onuma, and seconded by the Member representing Ezza South Constituency, Hon. Friday Ogbuewu.

EBHA COMMITTEE ON PUBLIC ACCOUNTS MEETS WITH MINISTRY OF WATER RESOURCES WITH A CALL FOR ADEQUATE WATER SUPPLY IN THE STATE.

Ebonyi State has emerged as one of the two States in the South East that qualified for Sustainable Power in Irrigation in Nigeria Projects.

The State Commissioner for Water ResourcesHon Magnus Chinedu Nkah disclosed this to the Ebonyi State House of Assembly Committee on Public Accounts led by Hon Chief Abiri Godwin Abiri during thier budget tracking function in the House of Assembly complex

Hon Nkah revealed that the partnering agencies are Federal Ministry of Water Resources and World Bank and appreciated the Ebonyi State House of Assembly for the passage of Water Users Association Law which made Ebonyi State to qualify for the projects.

The Water Commissioner maintained that when the water project is completed, the water will not only used for drinking but also for farming and energy.

He maintained that Ebonyi People have high expectations on the Ministry and called on the State House of Assembly to pass a legislation that will assist the ministry to address the water challenges..

He said the most challenges facing the ministry include open defecation, epileptic electricity power supply, inadequate funds for water reticulation and other projects.

Earlier, the Chairman Ebonyi State House of Assembly Committee on Public Accounts Hon Chief Abiri Godwin Abiri representing Izzi West Constituency stressed the needs for adequate water supply in Ebonyi State as water is life.

Hon Abiri said the House of Assembly Committee on Public Accounts are undaunted in thier quest to ensure accountability and
, prudence in management of resources and equally to see level of implementation of 2025 budgets in the Ministry.

The Committee Chairman commended the commissioner Hon Magnus Chinedu Nkah for his administrative ingenuity which ensured proper supervion of water projects in the state.

In thier contributions, Hon Celstine Ogba, Hon Igu Chikezie Nwankwo, Hon Victor Nwoke and Hon Friday Ogbuewu all urged the commissioner to intensify efforts in seeing that adequate water supply is witnessed in all parts of
the state and described water as liquid diamond.

In a vote of thanks, the permanent Secretary Ministry of Water Resources Mr Ojogu appreciated the House Committee on Public Accounts for interfacing with thier Ministry to know thier challenges and solicited for the committee support and cooperation of the House for optimal performance of the Ministry.

¹EBHA COMMITTEE ON WORKS AND TRANSPORT COMMEND GENERAL MANAGER EBOTRANS FOR REPOSITIONING THE CORPORATION.

The Ebonyi State House of Assembly Committee on Works and Transport has expanded its oversight function and familiarisation visit to the Ebonyi State Transport Corporation where the Committee commended the General Manager Mrs Jennifer Igwe for her administrative ingenuity which has repositioned the corporation to an enviable height.

Speaking, the chairman of the Committee and member representing Abakaliki South Hon Deacon Joseph Ununu highlighted on the importance of the transport company to the well being of Ebonyi people stressing that it's services is targeting on revenue generation and better service to Ebonyi people.

Hon Ununu maintained that the visit was to familiarise with the management of the EBOTRANS as a way of knowing thier areas of needs, how to partner for more success and the level of thier achievements in making the transport corporation more productive.

.The Committee Chairman commended the State Governor His Excellency builder Francis Ogbonna Nwifuru for purchasing additional twenty buses for the company which he said has contributed immensely in solving transportation problems in the State.


Hon Ununu who further extolled the leadership style of the General Manager urged her to continue to ensure fire fighting equipments and standard toilet facilities in all thier parks

Others who contributed include Hon Chief Abiri Godwin Abiri, Hon Oluchukwu Ukie Ezeali, Hon Obinna Mbam, and Hon Victor Nwoke, all implored the management of EBOTRANS to furnish the Committee with the activities of the Corporation and expressed the need for the company to have a rapport with the Committee so as to chat a genuine course for rapid development of transport system through the corporation.

They lauded the environmental cleanliness of EBOTRANS premises and urge other transport companies in Ebonyi State to emulate them.

Responding, the General Manager of Ebonyi State Transport Corporation Mrs Jennifer Igwe chronicled the activities of the corporation adding that three weeks intensive training has been organised for drivers to enhance thier efficiency and productivity in the sector.

The EBOTRANS General Manager further stated that under her watch the corporation has ensured prompt payments of workers salaries, gratuities for retirees and safety tips enlightenment to both drivers and passengers, but appealed for continuous partnership with the house committee on transport stating that the purchase of more buses will boost the cooperation's operational efficiency and more so for the establishment of government owned parks in all thier routes for more effective performances.

In a vote of thanks, the operational manager EBOTRANS Mr Innocent Obiahu Egwu said the timely visit of the Committee was highly appreciated and assured of living up to expectations.

EBHA COMMITTEE ON PUBLIC ACCOUNTS COMMEND GOVERNOR NWIFURU FOR REVIVING SPORTS MINISTRY

The Chairman Ebonyi State House of Assembly Committee on Public Accounts Hon Chief Abiri Godwin Abiri has commended the State Governor Chief Francis Ogbonna Nwifuru for his determination to promote sporting activities as well as developing youth activities in Ebonyi State.

Hon Abiri made the commendation at Ebonyi State House of Assembly complex during meeting with the Commissioner for Yourhs and Sports Hon Richard Idike

The Committee Chairman said the result of Governor Nwifuru's commitment to sports is the general improvement in sports in the state such that the laurels won by the State have increased youth development .

He equally lauded the commissioner for youth and sports for his administrative ingenuity which has revived the moribund Ministry and also brought National Youth Council of Nigeria Ebonyi State chapter under one umbrella.

Hon Chief Abiri Godwin Abiri highlighting the importance of sports said it enhances physical fitness, discipline and team spirit as well as an area of professional and gainful employment.

Hon Abiri who earlier said the essence of the budget tracking was to ensure probity and transparency in the system and urged the Commissioner to brief the committee on the activities of the Ministry including the inflow and outflow.

Contributing, Hon Victor Nwoke representing Abakaliki North Constituency and Hon Friday Ogbuewu representing Ezza South Constituency praised the Commissioner for Yourhs and Sports for his outstanding performances which has brought Ebonyi State to a limelight and urged him to put more effort in seeing the construction of Olympic Stadium Abakaliki.

EBHA COMMITTEE ON WORKS AND TRANSPORT HAS SYNERGIZED WITH MINISTRY OF TRANSPORT AND SPECIAL PROJECTS ON WAY TO IMPROVE TRANSPORT SECTOR IN THE STATE.

The Ebonyi State House of Assembly Committee on Works and Transport led by its chairman Deacon Joseph Ununu has carried it's oversight function visit to the office of the Commissioner for Transport and Special to seek a synergy between the duo as a way to ensure effective transport system in the State.

Speaking during the visit,the chairman of the Committee and member representing Abakaliki South Deacon Joseph lamented on the illegal motor parks in Ebonyi State which he said negate the beautification of the capital city and at the same time decreases the Internally Generated Revenue of the government.

The House Deputy Leader equally observed that the transport companies have no standard toilet facilities, fire fighting equipments, uncleanness of parks environment, and no waiting Hall which are inimical to the comforrtability of the passengers.

Deacon Joseph Ununu commended the State Governor Chief Francis Ogbonna Nwifuru for his commitment in transforming Transport Sector.

He directed the Commissioner for Transport to intensify efforts in seeing that all transport operators doing thier business at illegal sports put a stop to it.

Responding, the State Commissioner for Transport and Special Projects Prince Emeka Collins Igboke highlighted the activities of the Ministry to include construction of 1km road leading to recycling plant Umuoghara, ongoing Construction of entrance gate to the central park Abakaliki.

He further stated that the two approved parks in Abakaliki are Central Park and Spera N^ Deo Park and that the State Government has procured new buses for EBOTRANS which has brought down transportation fee and appreciated the Committee for the visit.

EBHA COMMITTEE ON PUBLIC ACCOUNTS CALLED FOR INTRODUCTION OF GEOGRAPHICAL INFORMATION SYSTEM IN EBONYI STATE.

The Chairman Ebonyi State House of Assembly Committee on Public Accounts Hon Chief Abiri Godwin Abiri has called on the State Commissioner for Lands and Survey Hon Mathew Nwobashi to intensify efforts in seeing that the ministry operates with Geographical Information System to enable the Ebonyi Citizens to access thier lands statues at thier comfort .

Chief Abiri made the call at the State House of Assembly complex during budget tracking of House Committee on Public Accounts with Ministry of Lands and Survey.

He said the Ministry should continue to toe the digitalisation process in place and commended the commissioner for his blue print that allows for the immediate collection of certificates of occupancy which was previously challenging.

Hon Chief Abiri Godwin Abiri said the budget tracking was inline with the constitutional provision and demanded 2025 budget performance,
Interna Generated Revenue of the Ministry, method of lands acquisition, inflow and outflow and other activities of the Ministry.

The Committee Chairman urged the ministry to consider adequate compensation to those whose properties were affected during lands acquisition

Other members of the Committee Hon Stephen Orji Igwe, Hon Victor Nwoke, Hon Celstine Ogba and Hon Igu Chikezie Nwankwo stressed the importance of lands to mankind assured the synergy of the Committee in seeing progress of the State.

Responding, the State Commissioner for Lands and Survey Hon Mathew Nwobashi while highlighting the activities of the Ministry said lands acquisition has been done in six locations which include Oferekpe Agbaja Izzifor ICT University, Ngbo Agbaja Izzi for Housing Estate, Umuoghara Ezza North for renew Hope Housing Estate, Nwofe Agbaja Izzi LGA for Teaching Hospital,and Aeronautics University Ezza.

He further stated that his achievements include stabilisation of automation system and payment of
compensation to the victims of land acquisition.

MRS CHINYERE NWOGBAGA UNITY CUP COMPETITION

The Member representing Ebonyi North East Constituency, Mrs Chinyere Nwogbaga, has reassured her commitment, to bring dividends of democracy to the people of her Constituency. She made this known during a football competition she organized for the Constituency. The event, which took place at Nnodo Secondary School, Abakaliki, aligned with the 46th birthday celebration of the lawmaker.

Mrs Nwogbaga, who was elated over the successful conclusion of the unity cup competition said, that the event was her way of uniting the people of the Constituency, to strengthen the bonds of unity, existing among them as one people. She commended the State Governor, Chief Francis Ogbonna Nwifuru, for given her the enablement, and pledged her unalloyed loyalty to his administration.

"We have gathered here for peace. This football competition is geared towards uniting our youths. Our dear Governor always think towards alleviating the challenges of our youths. This is a talent hunt. We organized this football competition for our youths, and we can see that starting from the day we started the competition, they have been doing well, and God on our side, no injury was sustained, no fighting, no crisis, everything has been going smoothly, and today, God made it possible for it to successfully come to an end."

"I want to appreciate our dear Governor, Rt. Hon. Bldr Francis Ogbonna Nwifuru and his amiable wife, for the enabling environment they gave to me to operate as a member of Ebonyi State House of Assembly. The Chairman of the occasion, and State Chairman of the All Progressives Congress (APC), Chief Stanley Okoro Emegha said, that the competition, has gone a long way in addressing youths restiveness, and lauded the lawmaker for her sterling performance, and implored other political officeholders, to follow her footsteps, for the best interest of the All Progressives Congress.

"I want to tell others who are occupying one position or the other, for the interest of the party, please, start creating activities. Stop waiting to gather people when you buy one million motorcycles. If you see the crowd that is here now, it is like we are on a party program. We can see the attendance. I never knew that she has this scope of organizing everybody to be here. I always see her as a woman but I can now understand that she is competent and capable."

On their goodwill messages, the Chairman of Ebonyi Local Government Area, Prince Chinedu Uburu, and the Deputy Chief Whip of the Senate, Chief Onyekachi Nwebonyi, congratulated Mrs Nwogbaga for demonstrating capacity, and implored her to make the competition an annual event.

The football match for the third position, between Abakpa and New Layout Ward, ended 1 - nil in favour of Abakpa, while first position, between kpirikpiri and Echi-Aba, ended in favour of Kpirikpiri Ward.

Highlight of the event, was cutting of birthday anniversary Cake, and also, presentation of trophy to the winner, and cash prices of one million naira to the first position, seven hundred thousand naira to the second position, four hundred thousand naira to the third position, and fifty thousand naira to each of other teams that also participated.

EBHA COMMITTEE ON PUBLIC ACCOUNTS COMMEND GOVERNOR NWIFURU FOR FUNCTIONALITY OF EBONYI AIRPORT

The Chairman Ebonyi State House of Assembly Committee on Public Accounts Hon Chief Abiri Godwin Abiri has commended the State Governor His Excllfency builder Francis Ogbonna Nwifuru for his commitment in building modern, safe and functional aviation environment for Ebonyi State.

Hon Abiri made the commendation when the Commissioner for Aviation and Transport Technology appeared before House Committee on Public Accounts in the State House of Assembly.

The Committee Chairman said in the process of the budget tracking of the Committee, they discovered that Governor Nwifuru has taken a significant step in ensuring functionality and independence of Dr Wilberforce Chuba Okadigbo International Airport Onueke adding that alot has been done in the upliftment of the airport.

Hon Abiri who earlier said that the exercise was not witch-hunting urged the commissioner for Aviation to state the activities of her ministry especially the operations of the airport.

He maintained that the Aviation Ministry was capital Intensive and directed the commissioner to prepare action plan or blue print that will guide her in putting all the facilities in the airport in a good shape and equally ensure transparency and accountability in all her dealings.


Contributing, Hon Friday Ogbuewu, Hon Victor Nwoke, Hon Celstine Ogba and Hon Stephen Orji Igwe lauded the Aviation ministry for thier wonder performance and asked the Commissioner to intimate the Committee on the measures taken to stop vandalization of airport property.

Responding, the Commissioner for Aviation and Transport Technology Dr Ngozi Obichukwu appreciated the Committee for placing watch on the ministry which she said will enhance thier performances.

Dr Obichukwu said her ministry has recorded notable achievements which include installation of Aircraft Refuelling Equipment, Rehabilitation of the Airport Control Tower,, Production of operational Maps and Charts, Installation of Meteorological Instruments and runway Airfield Lighting Installation which has positioned Ebonyi for regional and national relevance.

Also, the committee extended the budget tracking with Ministry of Infrastructure where the Committee expressed dissatisfaction on the way project of 2km roads are been handled.

The Committee directed the Infrastructure Commissioner to compile lists of contractors handling projects of the Ministry including 2km roads, Supervising Engeneers and appear before before the Committee along side with the contractors and supervising Engineers.

EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE

Ebonyi State House of Assembly has approved 2026 - 2028 Medium Term Expenditure Framework (MTEF). The event, which took place at the legislative complex, Nkaliki road Abakaliki, during the plenary of Tuesday, was presided by the Speaker of the House, Chief Moses Ije Odunwa.

Reading the Letter of the State Governor, Rt. Hon. Francis Ogbonna Nwifuru to the Members of the House, Chief Odunwa said that the Medium Term Expenditure Framework remained a strategic financial planning document, that encompasses economic and financial update, adding that it has been approved by the State Executive Council on the 14th day of July, 2025.

The Leader of the House, Chief Kingsley Ikoro, described the Medium Term Expenditure Framework as an action plan, which shows the direction of the government, and maintained that it has a strategic priority, with genuine and straightforward outline, and also, encompasses the vision and objectives of the current administration of Governor Francis Nwifuru, adding that it will help in monitoring and evaluation of the ongoing projects in the State.

The Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo, aligned with the submission of the Leader of the House, adding that it will show direction to Government in making long term budget, and implored his colleagues to support the approval.

The Speaker of the House, Chief Moses Odunwa emphasized the importance of the Medium Term Expenditure Framework to the State, and thereafter, put the motion on voice votes, and it was unanimously approved. He directed the Clerk of the House, Mrs Edene Uche Blessing, to draw up a memo, informing the State Governor, Chief Francis Ogbonna Nwifuru, the approval of the 2026 - 2028 Medium Term Expenditure Framework.

More so, the State House of Assembly, also accepted and approved the letter from the State Auditor General, on the submission of 2024 Auditor General's Report. A motion for the approval was moved by the Leader of the House, Chief Kingsley Ikoro, and seconded by the Member representing Izzi West State Constituency, Hon. Godwin Abiri.

PARLIAMENTARY STAFF ASSOCIATION OF NIGERIA EBONYI STATE ELECTS NEW EXECUTIVES.

The President Parliamentary Staff Association of Nigeria Comrade Usuman Muhammad has enjoined parliamentary workers to be excellent in providing support and expertise to the legislators in order to meet the challenges of good legislation for democratic governance and sustainable development.

He stated this in Ebonyi State House of Assembly complex during the election of new Executives of Parliamentary Staff Association of Nigeria Ebonyi State chapter.

Comrade Usuman Muhammad who was represented by PASAN National Vice chairman South East Zone Comrade Promise Onwukwe maintained that the dedication of PASAN members will ensure effective legislations and commended the immediate past chairman PASAN Ebonyi State chapter Mrs Regina Oshibe for her leadership style that ensured cordial relationship among the workers.

He lauded the peaceful conduct of the election and charged the new Executives led by Mrs Chinyere Ekwechukwu to accommodate all and sustain the transformation brought into the uninion by immediate past chairman.

In his remarks, the Clerk of Ebonyi State House of Assembly Mrs Uche Edene represented by HOD PRS Mr Samson Egede said that both the State government and State House of Assembly under the leadership of Governor Francis Ogbonna Nwifuru and the Speaker Rt Hon Moses Ije Odunwa were committed to better the lives of the workers with the welfare packages and urged the newly elected Executives to put in thier best.

In her speech, the immediate past chairman PASAN Ebonyi State chapter Mrs Regina Oshibe while stating achievements recorded in her administration thanked the State Governor and Speaker of the House for the unwavering support given to the union and implored the new Executives to make peaceful coexistence to be thier watchword.

Mrs Oshibe Regina extolled the electoral committee for a job well done as the election was free, fair, credible and acceptable.

Earlier, the chairman Electoral Committee Mr Ben Nwofoke presented the committee report which he said was thoroughly done and came up with credible contestants and assured of conducting free and fair election.

After this Mr Iloke Joshua moved the motion for the dissolution of the past Executives to pave the way for the election and was seconded by Mr Felix Ofoke which was unanimously adopted.

EBHA COMMITTEE ON PUBLIC ACCOUNTS CHARGES GENERAL MANAGER EBONYI PIPES PRODUCTION COMPANY TO CREATE AWARENESS ON COMPANY PRODUCTS.

The Chairman Ebonyi State House of Assembly Committee on Public Accounts Hon Chief Abiri Godwin has charged the General Manager Ebonyi Pipes Production Company to boost the Company marketing drive by embarking on awareness campaign with media organisations.

Hon Abiri who gave the charge recently at Ebonyi State House of Assembly complex during meeting with the General Manager Ebonyi State Pipes Production company said proper promotion and sensitization of the company products will attract more customers.

He maintained that government should make it compulsory for contractors, government agencies and local governments chairmen to patronise the company while executing thier projects.

Hon Chief Godwin Abiri commended the State Governor Chief Francis Ogbonna Nwifuru for the purchase of three High powered Industrial machines for various productions and urged the General Manager to come up with action plan that will ensure more productivity as the company is only Industry in the state.

He directed the General manager to be alive to its responsibilities and get trade mark to avoid faking thier products.

The Committee Chairman said the essence of the budget tracking was to ensure that expenditure was done in line with budgetary provisions.

In thier contributions, Hon Friday Ogbuewu, Hon Victor Nwoke, Hon Celstine Ogba, Hon Igu Chikezie Nwankwo and Hon Stephen Orji Igwe highlighted the importance of the Company to Ebonyi people and asked the General Manager to brief the committee on steps taken to ensure functionality of the company .

They equally directed the Manager to look into the salaries paid to adhoc workers of the company so as to encourage more inputs from them.

Responding, the General Manager Ebonyi State Pipes Production company Hon Uchenna Otuh said the company produces quality materials and that HDPE mechine has been installed with high production capacity.

He said the major challengesfacing the Industry was lack of constant Power supply from EEDC and equally needed more resources to expand scope of taking over the market in Ebonyi and beyond.

Hon Otuh appreciated the Committee for thier collaborative efforts in ensuring the viability of the company.

The Chairman Ebonyi State House of Assembly Committee on Public Accounts Hon Chief Abiri Godwin Abiri has urged the commissioner for solid minerals to embark on more activities that will increase revenue generation in the ministry.


The committee opened up when members were on budget tracking with Ministry in the Ebonyi State House of Assembly.

The House committee chairman, Hon Chief Abiri Godwin said the essence of the budget' tracking is to find out the success and the challenges in the Ministry.

The Committee Chairman maintained that it was not a witch-hunt exercise rather to ensure total compliance with the execution of the peoples charter of needs programme of the State government adding that the budget tracking involves both fiscal and financial .

The Chairman commended the commissioner for Solid Minerals Hon Chidi Onyia , for the fascinating achievements he has made in quarry crises management and urged him to put more effort in revenue generation

Other members of the House including Hon Victor Nwoke, Hon Friday Ogbuewu, Hon Celstine Ogba and Hon Chikezie Igu who said they were discharging thier legislative duties maintained that the aim of the budget tracking was to ensure probity and transparency in the system and urged the commissioner to state the activities of the Ministry .

The Speaker of Ebonyi State House of Assembly, Chief Moses Ije Odunwa, has described the death of Former President Muhammadu Buhari, as a colossal loss to Nigeria and Africa at large.

Muhammadu Buhari served as the President of Nigeria from 2015 - 2023. He was also a Major General in the Nigerian Army, who served as the Military Head of State of Nigeria from 31st December 1983 - 27th August, 1985.

Chief Odunwa noted that the Former President died as a fulfilled man, having served as the Governor of the North-Eastern State, Governor of Borno State, and Federal Commissioner for Petroleum Resources at his early 30s, Military Head of State of Nigeria at his early 40s, and Civilian President at 70s.

"I received the news of the death of the Former President and Commander in Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency, Rtd Major General Mohammadu Buhari with mixed feelings. This is a man that has spent almost the rest of his life, rendering services to the nation. Former President Buhari was a man of character and integrity. His death is a colossal loss to Nigeria and Africa at large."

"However, I must say that he died as a fulfilled man, having served Nigeria at the highest level, as both the Military Head of State and the Civilian President. It is remarkable that in 1975, at the age of 33, he served as the Governor of the North-Eastern State, and in 1976 at the age of 34, he was appointed as the Governor of Borno State, and the same 1976, he became the Federal Commissioner of Petroleum and Natural Resources. Also, in 1983 at the age of 41, he became the Military Head of State of Nigeria, and in 2015 at his 70s, he became the President of the Federal Republic of Nigeria. This is a perfect example of a fulfilled man. His existence was characterized with service to the nation."

Chief Odunwa said that posterity will continue to remember the Former President for his efforts in fighting corruption, especially his introduction of War Against Indiscipline, which was aimed at addressing social maladjustment and widespread corruption, by promoting discipline, punctuality, and obedience to the law, and as well, promoting sense of national unity and purpose. He noted that the social investment scheme initiated by the Former President, such as N-Power program, Conditional Cash Transfer Program (CCTP), Government Enterprise and Empowerment Program (GEEP), and National Home Grown School Feeding Program (NHGSF), contributed greatly in addressing poverty and unemployment.

He conveyed heartfelt condolences to the Government and people of Katsina State, and the Federal Republic of Nigeria, and asked God to forgive his shortcomings, and grant his soul eternal repose.

The Governor of Ebonyi State, Chief Francis Ogbonna Nwifuru, has unified stance with the South East Leaders to advocate creation of more states to the zone, in manifestation of equity and fairness. Governor Nwifuru made the disclosure at International Conference Centre, Independent Layout, Enugu, during the South East Zonal Public Hearing on the Review of the 1999 Constitution.

Governor Nwifuru, represented by the Speaker of Ebonyi State House of Assembly, Rt. Hon. Moses Ije Odunwa, emphasized that creation of additional States in the South East Zone, will address the long-standing demand for parity of states among geopolitical zones, as the South East remains the only zone with 5 states, compared to others with 6 or 7 States. He maintained that creation of additional States will promote administrative convenience, economic decentralization, and closer governance.

"The South East has no long speech to make, other than this obvious Shortcomings in the balance of the equation. We need that additional State, and that is my number one request. We know the capability of this team to amend the constitution to suit us."

On women inclusiveness in politics, he said that the State House of Assembly has commenced legislative backing in that respect. He advocated the need for the Constitution, to clearly specify uniformity in reserving seats to women by the political Parties, noting that such specification will give light to the provision.

"I want to assure you that Ebonyi State House of Assembly had already started something on the Women inclusiveness. The bill has passed first reading, and it is our commitment to pass that bill. Although we have some reservations. Our reservation the Distinguished Senator, is that the constitution will make it bold that all the parties will mention the constituencies that this Women seats should be reserved, because that will enable the Parties to obey.

"There is an experiment we have carried out in Ebonyi, when a particular party tries to obey the women inclusiveness, and at the end, the malesfolk will override the women who are trying to aspire for those positions and at the end, the woman will loose in that Constituency, the party will also loose. So, if a particular Constituency has been designated for women, all the parties should fill women candidates in those constituencies."

Governor Nwifuru also expressed full backing of State Police Creation, and other relevant aspects of the constitutional amendment.

The Speaker of Ebonyi State House of Assembly, Rt. Hon. Moses Ije Odunwa, has joined the Executive Governor of Ebonyi State, Chief Francis Ogbonna Nwifuru to condemn the horrendous massacre of thirteen (13) indigenes of Ebonyi State, sadistically murdered in Ogboji Town, Orumba South Local Government Area of Anambra State.

The unfortunate incident occurred on Monday, the 30th day of June, 2025, during a lawful monthly meeting of the law-abiding citizens of Ebonyi State origin.

Speaker Odunwa condemned the heinous act, and expressed confidence, that the government of Anambra State will expedite action in fishing out the miscreants, and as well, guarantee absolute security to Ebonyi indigenes in the State.

" I received with intense displeasure, the barbaric slaughter of thirteen (13) indigenes of Ebonyi State, who were heinously murdered at Ogboji, Orumba South Local Government Area of Anambra State, during their lawful monthly meeting. It is unfortunate that this is happening at time we strive to achieve a more united, peaceful and better economically viable region, where progress shall dwell unceasingly. I join the Executive Governor of Ebonyi State, His Excellency, Rt. Hon. Bldr Francis Ogbonna Nwifuru to condemn this unfortunate incident.

"I know that our dear Governor, Rt. Hon. Ebonyi State House of Assembly has passed a Bill for a Law, to Amend Ebonyi State Local Government Councils And Development Centers Regulation and Remuneration Packages for Public and Political Officeholders Amendment Law No 004 of 2008. The event, which took place at the legislative complex, Nkaliki road Abakaliki, during the plenary of Thursday, was presided by the Speaker, Chief Moses Ije Odunwa.

Reading the letter of the State Governor, Chief Francis Ogbonna Nwifuru, Speaker Odunwa emphasized the importance of the bill, which was intended to upwardly review the Salaries and office imprest of the Leaders, Deputy Leaders, Councillors, Supervisors, Secretaries, Liaison Officers, and Management Committee Members, in line with the current financial landscape.

"Considering the need of the proposed bill, which is intended at reviewing the salary and office imprest of Leaders, Deputy Leaders, Councilors, Supervisors, Secretaries, Liaison officers, and Management Committee Members in line with the prevailing economic realities."

Speaking in favour of the bill, the Chief Whip of the House, Chief Nkemka Okoro Onuma, commended Governor Francis Ogbonna Nwifuru, for his thoughtfulness, in ensuring that the public officeholders at the Local Government and Development Centres, meet up the living standard, adding that the step was in line with the People's Charter of Needs Mantra of the present administration.

EBHA COMMITTEE ON POWER AND ENERGY SYNERGIZED WITH ELECTRIFICATION BOARD ON TAKING ELECTRICITY TO RURAL AREAS.

The Ebonyi State House of Assembly Committee on Power and Energy led by its chairman Hon Igu Chikezie Nwankwo has carried it's oversight function visit to the office of the Chairman Ebonyi State Rural Electrification Board to seek a synergy between the duo as a way to ensure that electricity projects are extended to rural areas.

Speaking during the visit,the chairman of the Committee and member representing Ohaozara East Constituency Hon Igu Chikezie Nwankwo highlighted on the importance of the Board to the well being of Ebonyi people stressing that it's function is targeting on the upliftment of standard of living in the rural areas.

The Committee Chairman expressed concern about poor assessment of 2025 budget of the board which was at zero percent and urged the Rural Electrification Board to be alive to it's responsibilities.

Hon Igu Chikezie assured the Board that the committee will do all what it takes for the agency to perform optimally most especially as the present administration under the leadership of Rt Hon Francis Ogbonnia Nwifuru with his policy of People's Charter of Needs.

He commended the State Governor for the appointment of credible people into the Ebonyi State Rural Electrification Board and further promised that the House Committee will establish a symbiotic relationship with the Board in the areas of need and that the attention of the State Government will be drawn to the challenges observed.

In thier separate speeches the Deputy Chiefwhip of the House representing Ishielu South Hon Arinze Lucas Chukwu, the member representing Izzi West Constituency Hon Chief Abiri Godwin Abiri and member representing Izzi East Hon Obinna Mbam said the visit was to see how the budget for the Board is being assessed especially now they are at the end of second quarter of the year and directed that the Board should forward the income and expenditure of the Board to the committee.

They commended the Chairman of the Board Engr Godwin Nwankwo for the cleanliness of his office and implored the chairman to maintain it.

Earlier the Chairman of the Ebonyi State Rural Electrification Board Engr Godwin Nwankwo while chronicling the achievements of the Board said his Board has toured 171 electoral wards in Ebonyi State to find out the status of electricity in rural areas stating that his administration has seen to the completion of the Double Circuit 132kV line from mile 50 to Amasiri, rehabilitation of vandalized substation at Ochudo City, Abakaliki among others.

He lauded the Committee for the visit
which he said will be reciprocated by working towards the achievements of the objectives behind the People's Charter of Needs of present administration.

EBHA COMMITTEE ON SOLID MINERALS SUMMONS QUARRY COMPANIES, LAUDS CGC COMPANY FOR PERFECT OPERATION.

The illegal quarry companies operating around the Ezza Inyimagu quarry pit in Izzi Local Government has been summoned by the Ebonyi State House of Assembly Committee on Solid Mineral Development to appear before it on thursday 26th June 2025.

According to the chairman of the Committee Hon Ifeanyi Nwakpu , the companies have to explain why they have no sign posts, not registered, no name and have to enlist school age children in the neighbouring villages to work for them with no safety guards.

Hon Nwakpu wondered why the companies are sabotaging the effort of the state Governnor Rt Hon Francis Ogbonnia Nwifuru in ensuring educational advancement of the state by prioritizing education and spending heavily to see that every child in Ebonyi State is well educated.

The Committee therefore ordered the immediate closure of the illegal companies until they all comply with the mining and safety laws of quarry companies.

In the same vein, the committee visited the China Geo Engineering Company CGC located at Ezza Inyimagu also at Izzi Local Government Area, it was a different story as workers were all clamped with safety guards as the company was fully compliants with the safety rules of mining companies .

Speaking, the Chairman of the Committee representing Ikwo North Constituency Hon Ifeanyi Nwakpu lauded the management of the company for the provision of safety equipments for thier workers and added that should all quarry companies do the same, it will be well with the sector.

Contributing, a member of the Committee Hon Friday Ogbuewu representing Ezza South Constituency said that the visit was a statutory duty of the Committee to protect the interests of the company, the host community and the government, and also to make the environment condusive for the business to thrive.

EBHA COMMITTEE ON EDUCATION HAILS THE INGENUITY IN EBONYI STATE' COLLEGE OF EDUCATION IKWO.

The Provost of Ebonyi State College of Education, Ikwo Prof Benedict Mbam says the college has advanced a new height under his administration as twenty one programmes have been accredited and staff have started enrolling into thier PhD Programmes as more than one hundred staff have undergone thier courses under the intervention programme.

Prof Mbam made this known while receiving the Ebonyi State House of Assembly Committee on Education led by Hon Barr Aloysius Nwodo who paid him an oversight function visit recently.

He said that the college runs NCE and Degree Programmes with affiliations into the Ebonyi State University (EBSU) adding that since 2019 he assumed office, he has been working hard to increase the total number of students enrolled into the college as the Institution is having a great number of qualified teachers.

The Provost highlighted areas where development have taken place to include the organization of convocation ceremonies and awards of certificates for graduating students, the construction of an ICT Center with not less than 200 computer units , the construction of a story building girls hostels' housing 36 apartments and another two story building for the principal officers called the academic complex.

For Security purposes and safeguard against the vandalization of the solar lights and other valuables in the college, a perimeter fence was built and various seminars and conferences were equally sponsored both nationally and Internationally.

Prof Benedict Mbam however maintained that it was not all through rossy as some challenges are still facing the college, Among such challenges is low students enrollment, low funding of the college, lack of mobility for principal officers and more staff are needed to be employed.

The House Committee Chairman commended the Provost Prof Benedict Mbam for his administrative ingenuity that has brought the visible developments to the college.

- EBHA APPROVES PROPOSAL FOR CONSULTANCY SERVICES TO FACILITATE RECOVERY OF OUTSTANDING FEDERAL TERTIARY INSTITUTIONS PAYE FOR EBONYI STATE
- ADOPTS REPORT OF THE TOUR TO THE 64 DEVELOPMENT CENTERS IN THE STATE BY THE HOUSE COMMITTEE ON LOCAL GOVERNMENT AND EBSIEC MATTERS

Ebonyi State House of Assembly has approved a proposal for consultancy services to facilitate recovery of outstanding federal tertiary institutions PAYE for Ebonyi State. The event, which took place at the legislative complex, Nkaliki road Abakaliki, during the plenary of Thursday, was presided by the Speaker, Chief Moses Ije Odunwa.

Reading the letter of the State Governor, Chief Francis Nwifuru, the Speaker of Ebonyi State House of Assembly, Chief Moses Odunwa, said that the State Executive Council, recommended proposal from TLC, offering to serve the State as a consultant to facilitate the audit and recovery of the outstanding federal tertiary institution PAYE that are accruable to Ebonyi State, from the office of the Accountant General of the Federation Abuja, and other federal government agencies that may be involved in actualizing the intended recovery for the period of 2020 - October, 2024. He called Members of Ebonyi State House of Assembly, to consider the importance of funds in the infrastructural development of the State.

"There is need to ascertain the actual amount the PAYE deducted from the staff of these federal tertiary institutions in Ebonyi State from 2020 - October 2024 by the office of the Accountant General of the Federation. To succeed in this audit recovery, there is need to source for a reputable financial consultant that will facilitate this process between the State and the office of the Accountant General of the federation, and other federal government agencies that may be involved in actualizing the intended recovery."

Chief Odunwa highlighted that TLC has proposed as a consultant to facilitate the recovery, adding that the recovery will be at 10% commission.

The Leader of the House, Chief Kingsley Ikoro, supported the approval of the proposal, adding that it will boost the revenue generation of the State, and enable the Ebonyi State to fund developmental projects. He maintained that it will also bring financial stability in the State, and provide accountability and transparency, and urged his colleagues to support express approval of the proposal.

Contributing, the Member representing Afikpo East Constituency, Hon. Oluchukwu Ukie Ezeali, the Member representing Edda East Constituency, Hon. Stephen Orji Igwe, and the Member representing Ezza South Constituency, Hon. Friday Ogbuewu, expressed the needs to support the approval, and aligned their submissions on the express approval of the proposal.

The Speaker of the House, Chief Moses Ije Odunwa, stressed that the State government needs money for infrastructural development. He highlighted that the Consultants will not be paid, rather, a self sustaining, who can only earn 10% from the recovery they made. Speaker Odunwa however, put the motion on voice votes, and it was unanimously approved.

Meanwhile, the report submitted on Friday, June 13, 2025 by the Chairman, House Committee on Local Government and EBSIEC matters, Hon. Goodluck Obinna Mbam, on the tour to the 64 Development Centers in Ebonyi State was approved.

The Speaker of Ebonyi State House of Assembly, Chief Moses Odunwa, enumerated recommendations of the committee to include, but not limited to the following;
That the Coordinators must reside within their development centers, thereby upholding an already existing law made by the State House of Assembly, also, the Coordinators should build and foster more cordial relationship with their management committee members, stakeholders, and staff for a better administration, strive to execute capital project in their Development Centers to meet the ten million naira monthly target.

Also, Coordinators of the following Developments Centers, who were owning Management Committee Members their imprest, F&G, and Christmas allowance, were directed to pay without delay. The affected development Centres are;
Igbeagu, Effiium, Effium South, Oshiri, Ohaozara East, Ohaozara West, Ikwo South, Ezama, Ezza East, Ishielu, and Inyaba development Centre, among other recommendations.

The Speaker of the house, Chief Moses Odunwa, put the recommendations on voice votes, and it was unanimously adopted.

HOUSE COMMITTEE ON EDUCATION VISIT EBONYI STATE SECONDARY EDUCATION BOARD.


The Chairman of the House Committee on Educatiion in the Ebonyi State House of Assembly Hon Alloysius Nwodo has maintained that proper Educatiion is a sure panecea for prosperity and development of any society.

He added that for this, the present Ebonyi State government under the leadership of His Excellency Rt Hon Bldr Francis Ogbonna Nwifuru has proriotizes the educational sector and is doing everything possible to see to the advancement of the educational standard in the state.

Hon Alloysius Nwodo made these clerification when he led the Committee on a oversight function visit to Ebonyi State Secondary Education Board.

Hon Nwodo who represent Ebonyi North West Constituency further stated that the visit was to know the activities of the secondary education board and directed the chairman to intenstify efforts in school monitoring and supervisions.

The Committee chairman frowned at uncleanliness of the environment and dilapidation of office buildings .

Hon Nwodo Aloysius assured the SEB Chairman that the committee will do all what it takes for the Board to perform optimally most especially as the present administration under the leadership of Governnor Francis Nwifuru with his policy of Charter of Needs.

In thier contributions, Hon Chief Abiri Godwin Abiri, Hon Arinze Lucas Chukwu, Hon Victor Nwoke, Hon Steve Orji Igwe, Hon Obinna Mbam, and Hon Joseph Ununu said that the visit was aimed at achieving the best and quality education through partnership with SEB and decried low supervision of WAEC and NECO Examination in the state.

Responding, the chairman of Ebonyi State Secondary Education Board Mrs Lilian Nwankwo said the emergence of the members of the Board has brought life into the Education Sector .
According to the SEB Chairman, the board has recorded numerous achievements which include release of Staff promotion for years, accreditation of 220 schools for WAEC and NECO Examinations, winning of three trophies and three laurels by Agba Technical School and Afikpo Technical School during Millo Basketball Competition,

She added that not withstanding the challenges facing the board the board is ready to partner with the committee members to advance the quality of Education in the state.

The Speaker of Ebonyi State House of Assembly, Chief Moses Ije Odunwa, has reiterated his commitment, in ensuring that people at the grassroots benefit from his free medical outreach. Chief Odunwa said this at Primary Healthcare Centre, Abina Amagu Ikwo, during a free medical outreach he organized for the people of Ndufu Amagu II, in collaboration with Ebonyi State Ministry of Health and BERWO Foundation, featuring: Celebrating Mother and Child through Baby Shower Initiative.

Speaker Odunwa, who was represented by his Chief Press Secretary, Mr Theophilus Igwe, enjoined the people of Ndufu Amagu II, to keep supporting the administration of Governor Francis Nwifuru. He described good health as essential to societal development, and expressed his preparedness, in ensuring that people at the grassroots, benefit from the kind gesture, so as to reduce mortality rates, and save financial burden to some people.

"If you look at the way the exercise is going, you will see that people are happy. Nobody is charging money from them, everything is free. This is because, the Rt. Hon. Speaker has deemed it necessary in ensuring that people are attended to, especially the less privileged, and that is why it is taken to the grassroot."

"In the society today, so many people don't have money to attend to their medical needs, and that is why the Rt. Hon. Speaker deemed it necessary to sponsor this medical outreach, to reduce high rates of mortality, and save financial burden to some people."

Earlier, the Assistant State Immunization Officer, and Desk Officer, Baby Shower Initiative, Mrs Aloh Ngozi, said that over 400 people were examined, and also given free medications, whereas the few that were examined and found critical were hospitalized, adding that one of the pregnant women delivered a bouncing baby girl during the programme.

Speaking on behalf of the beneficiaries, Mr Ignatius Akpukwa, Mrs Nwafor Ifunanya, Mrs Igwe Chigozie, and Mrs Julina Obura, disclosed the health challenges they had, adding that that were examined and were also given free drugs. They conveyed gratitude to the Speaker of Ebonyi State House of Assembly, Chief Moses Odunwa, and prayed for God's abundant favour upon him.

The event which witnessed the presence of great numbers of children, pregnant women, men, and women from Ndufu Amagu II, featured health promotion, disease prevention and treatment, provision of pregnant women with Mama kits and safe delivery education, free health screening (BP, Glucose, HIV) for adult and treatment among others.

EVENTFUL PERFORMANCES OF HON CELESTINE IFEANYI OGBA IN ONICHA EAST CONSTITUENCY IN THE PAST TWO YEARS.

It is two years now that the people of Onicha East Constituency in Ebonyi State mandated me, Hon Celestine Ifeanyi Ogba, to represent them at the Ebonyi State House of Assembly.

The most prominent achievement of Hon Celestine Ifeanyi Ogba of Onicha East Constituency was the peaceful settlement of Abaomege Ishinkwo Crisis through the involvement of Ebonyi State House of Assembly commitment.The people of Abaomege and Ishinkwo has lived a sigh of relief and grateful to the lawmaker.

- A bill for a law to repeal Ebonyi State University of aerospace engineering law No. 19 of 2021, and re-enact Ebonyi State University of aeronautics and aerospace engineering Ezza, Ebonyi State law 2025.

SPEAKER ODUNWA'S FREE MEDICAL OUTREACH

The Speaker of Ebonyi State House of Assembly, Chief Moses Ije Odunwa, has reiterated his commitment, in complimenting the efforts of Governor Francis Ogbonna Nwifuru in health sector, by ensuring that all the political Wards in his Constituency, benefits from his free medical outreach. He made this known at Primary Healthcare Centre, Ogagbo Igbudu, in Ikwo Local Government Area, during a free Medical Outreach he organized for the community, in collaboration with Ebonyi State Ministry of Health, BERWO Foundation, and Baby Shower Initiative.

Chief Odunwa, who was represented by his Chief Press Secretary, Mr Theophilus Igwe, described heath as a key to societal growth and development, and enjoined the beneficiaries to always support the administration of Governor Francis Nwifuru, by remaining peaceful and law-abiding, emphasizing that peace begets progress in every society.

"Health is very fundamental to societal growth and development. Mr Speaker has so much interest in health, to compliment the efforts of Governor Francis Ogbonna Nwifuru, and Her Excellency, Chief Mrs Mary-maudline Uzoamka Nwifuru in ensuring that everybody enjoys good health."

"To the beneficiaries, they should reciprocate by remaining peaceful and law-abiding. They should always support Governor Nwifuru by remaining peaceful, by making here a peaceful community. I am happy that here is a already peaceful community, but they should try and sustain it."

The Baby Shower Desk Officer, and Assistant State Health Educator, Mrs Aloh Ngozi Virginia said, that over three hundred patients were
diagnosed and given drugs for the treatment of different ailments, and thanked the Speaker of Ebonyi State House of Assembly, Chief Moses Ije Odunwa, the State Ministry of Health, and the First Lady of the State, Mrs Mary-maudline Uzoamaka Nwifuru for her collaboration in ensuring the success of the outreach.

Speaking on behalf of the beneficiaries, Mrs Igwe Chisom, Deacon Ufopu Simon, and Mrs Idaya ThankGod, thanked Chief Moses Odunwa, for sponsoring the free medical Outreach, pledged an unflinching support to him at all times, and prayed for God's blessings upon him.

The event featured health promotion, disease prevention and treatment, measles - rubella/HPV uptake sensitization, among others.

EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE

Ebonyi State House of Assembly has adopted a motion, to mandate Enugu Electricity Distribution Company (EEDC) to reduce their outrageous bills, to enable consumers enjoy their services.

Moving a motion of urgent public importance during the plenary of Wednesday, the Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo said that the motion arose as a result of public outcry, complain and unsettlement of the people as a result of over-billing, fraudulent activities, and non supply of prepaid meters to the consumers of Enugu Electricity Distribution Company (EEDC) in the State, and called the power distribution company, to supply prepaid meters and also reduce the way they charge arrears to the consumers of the power supply in the State, so as alleviate the sufferings of the people.

"I rise to State that EEDC should take note of the cry of Ebonyi people who are the consumers of the power they supply, because the over-billing and fraudulent activities going on through the service, is the one that has made the talk of the town. We appeal Mr Speaker, that EEDC be mindful and supply to consumers the prepaid meters which is supplied to other states. It should be supplied to them in affordable rate. That EEDC should be mindful of the way they bill the consumers of electricity in Ebonyi. Mr Speaker, I call on the EEDC to reduce the way they charge so called arrears. It is a thing that has impoverished our people."

The Leader of the House, Chief Kingsley Ikoro, narrated the ordeals of the consumers of EEDC in the State, and enjoined the power distribution company to make the prepared meters available to the customers, so as to enable the users to control the quantity they use, and also reduce the tariff.

"We are human beings, we use this power because we can't do without electricity, but let the needful be done. Let the tariff be brought down."

The Member representing Edda East State Constituency, Hon. Stephen Orji Igwe, the Member representing Abakaliki North State Constituency, Hon. Victor Chidi Nwoke, and the Member representing Ivo State Constituency, Hon. Onyebuchi Ogbadu, aligned their contributions in favor of the motion, and called the EEDC to reduce the tariff, to enable consumers to enjoy their services in the State.

The Speaker of the House, Chief Moses Odunwa, highlighted the expectations of the Enugu Electricity Distribution Company (EEDC) in the State, and however, put the motion on a voice votes, and it was unanimously accepted. He directed the Clerk of the House, Mrs Edene Uche Blessing, to write a memo, conveying the appropriate authority, the resolution of Ebonyi State House of Assembly.

"We have collectively agreed here that our motion be sent to appropriate quarters;
i. A call on EEDC to moderate their outrageous bill to allow people to still use their services. To this end, we are talking about having a human face.
ii. That prepaid meters be made more affordable and available to the Consumers in Ebonyi State.
iii. We urge the Managers of EEDC to look into the fraudulent activities of their workers who force their customers to donate materials procured by them.
iv. We are calling the National Electricity Regulatory Commission to oversee properly what is going on in the provision of Electricity, generally in Nigeria, especially here in Ebonyi State."

EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE

Ebonyi State House of Assembly has passed a bill for a law to legalize and make binding the peace accord between the people of Effium and Ezza-Effium ; Creation of Effium and Ezza-Effium autonomous communities, and demarcation of Effium and Ezza-Effium land in Ohaukwu Local Government Area of Ebonyi State, and other related matters law 2025. The event, which took place at the legislative complex, Nkaliki road Abakaliki, during the plenary of Wednesday, was presided by the Speaker, Chief Moses Ije Odunwa.

Reading the letter of the State Governor, Chief Francis Ogbonna Nwifuru, Speaker Odunwa said that the bill will restore peace and enhance development in the area.

The Letter was accepted as a working document of Ebonyi State House of Assembly, through a motion that was moved by the Leader of the House, Chief Kingsley Ikoro, and Seconded by the Member representing Ohaukwu North State Constituency, Mrs Esther Chidiebere Agwu.

Speaking in support of the bill, the Leader of the House, Chief Kingsley Ikoro, called for the spirit of oneness among one another, and however, enumerated the importance of the bill, and implored his colleagues to give it an express passage.

"We all came from somewhere, it is all about who settled first. Most of these land disputes, if you go and call the people living there today and ask them what was there 300 years ago, nobody living there will know what was there. Even those that are there, if you ask them do you know what will be here 300 years to come, nobody living there will know. And funny enough, we struggle for land and at the end of the day, we loose our lives and get buried in the land, and the land remains there. So, it is high time we imbibed that spirit of oneness."

"You will agree with me that the primary responsibility of government is the protection of lives and properties. So, this executive bill brought to the House today is so apt, so important, and so urgent that I ask all members to make sure, and support to give this bill a speedy passage"

The Member representing Ezza South State Constituency, Hon. Friday Ogbuewu, described the bill as a wonderful one, and thanked the State Governor, Chief Francis Ogbonna Nwifuru, for his efforts in ensuring that peace returns to Effium and Ezza-Effium, and expressed confidence that creation of the two autonomous communities, will provide solution to the problems in the area.

"Let me start by thanking His Excellency the Governor for his approach to ensure that peace returns to Effium areas. These communities have lived together for a very long time before devil came in. And the cause of this war, lives have been lost, properties worth billions of naira were destroyed."

"I want to believe that if this bill is passed into law, and these autonomous communities are created, it is going to give a long term solution to this problem."

The member representing Ohaukwu North State Constituency, Mrs Esther Chidiebere Agwu, recalled the negative effects of the crises, and maintained that creation of the two autonomous communities will restore peace in the area.

The Member representing Afikpo East State Constituency, Hon. Oluchukwu Ukie Ezeali, the Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo, and the Member representing Izzi West State Constituency, Chief Godwin Abiri, highlighted the needs to give the bill a speedy passage, and thanked the State Governor, Chief Francis Nwifuru, highlighting that the bill will restore permanent peace in the area.

The Speaker of the House, Chief Moses Odunwa said, that the efforts of Ebonyi State government was to guarantee permanent peace in the area, and warned that no community in the State should take the State government for granted by engaging on war to achieve selfish gains.

Speaker Odunwa explained the demarcation as contained in the bill, he said;
"This demarcation entails that if you are living at the other side, and you belong to the other side, you have to leave the land there and pack to the other side. If you are from Effium, and you are living at the side of Ezza for now, you have to pack to the other side. The areas marked as State government land or federal government land must be obeyed."

Folowing the unanimous acceptance of the bill, which will be cited as HAB No 005 of 2025, by the members of the House, the Speaker, Chief Moses Ije Odunwa, directed the Clerk of the House, Mrs Edene Uche Blessing, to write a memo, notifying the State Governor, Chief Francis Ogbonna Nwifuru, the passage of the bill.

The plenary was adjourned to another legislative day, through a motion that was moved by the Leader of the House, Chief Kingsley Ikoro, and seconded by the Member representing Ebonyi North East State Constituency, Mrs Chinyere Nwogbaga.
