SPEAKER ODUNWA'S FREE MEDICAL OUTREACH

The Speaker of Ebonyi State House of Assembly, Chief Moses Ije Odunwa, has reiterated his commitment, in complimenting the efforts of the State Governor, Chief Francis Ogbonna Nwifuru, in driving home the People's Charter of Needs policy, especially in ensuring a healthy living to the people at the grassroots. Chief Odunwa stated this at Item Amagu, in Ikwo Local Government Area, during a free medical outreach he organized for the community, in collaboration with Ebonyi State Ministry of Health and BERWO Foundation, featuring Baby Shower Intervention.

Chief Odunwa, who was represented by the Chief Press Secretary, Mr Theophilus Igwe, said that the progeamme was a way of assisting the people, who don't have the financial wherewithal in taking care of their health, and to appreciate them for their unflinching support during the 2023 general election.

"Mr Speaker is always happy with this ward because they are unique and very special to him. He took this medical outreach to this place today to compliment the efforts of Governor Francis Ogbonna Nwifuru and the efforts of Her Excellency, Chief Mrs Mary-maudline Nwifuru through BERWO. Today he took this programme to this Ward to thank them for what they did for him during the 2023 general election."

"If you look at what some people are passing through today, you will discover that so many people don't have money to take care of their medical needs, and that's why Mr Speaker was poised to ensure that people at the grassroots get free medical attention to ensure a healthy living because he believes that health is wealth."

Wife of the Honourable Member representing Ezza South/Ikwo Federal Constituency, Mrs Mary Chinedu-Ogah, highlighted the impacts of the free medical outreach, and commended Chief Moses Odunwa for giving Ndiegu Amagu ward 2 the opportunity, to benefit from the programme.

The Baby Shower Desk Officer, and Assistant State Health Educator, Mrs Aloh Ngozi Virginia, said that Speaker Odunwa has promised to ensure that all the Wards in Ikwo South Constituency, benefit from the free medical programme. She commended him for the stride, and implored other politicians in the State to emulate Chief Odunwa.

Speaking on behalf of the beneficiaries, Mrs Christiana Nwonu, and Mrs Akudo Oñele, thanked Chief Moses Odunwa, and prayed for God's blessings upon him.

The event witnessed the presence of great numbers of children, pregnant women, men, and women from the Community, who received different free medical tests, such as tuberculoses, High Blood Pressure, and many more, who were given free drugs as well.

The Speaker of Ebonyi State House of Assembly, Chief Moses Ije Odunwa, has pledged the cooperation of Ebonyi State House of Assembly, in ensuring that the National Drug Law Enforcement Agency(NDLEA) gets to the grassroots. He said this when he received the agency in his office at the Legislative Complex, Nkaliki road Abakaliki.

Speaker Odunwa, thanked the agency, for making the welfare of the people a priority, and reaffirmed his availability at all times, in ensuring the provision of necessary assistance that may be needed by the agency.

"I want to thank you again, and thank you for making our welfare the anchor point of your policies by trying to reach out to our people. And I want to pledge to you that Ebonyi State House of Assembly will cooperate with you and will be available at all times to offer any synergy you will need from them to get to the grassroots and showcase what you are trained to do which you have been doing very well."

Chief Moses Ije Odunwa, described the visit as timely, considering the nefarious activities of some people in the present period, which he said, was induced by drugs, and thanked them for the visit.

"Ordinarily, one wouldn't have come up, bear a gun and start shooting innocent people that you don't have any case with, except when one is under the influence of drugs. So, your visit is very timely."

The State Commander, Mr Peter Ogar, praised the leadership ingenuity of the Speaker, Chief Moses Ije Odunwa, especially the cordial relationship between the executive and the legislative arm, and seek collaboration of the Speaker to address the issue of drugs in all the nooks and crannies of the State.

The Governor of Ebonyi State, Rt. Hon. Francis Ogbonna Nwifuru , has commended the Association of the National Accountants of Nigeria (ANAN) on their efforts in encouraging digital leadership and transformation, through their vision of advancing the science of accountancy. Governor Nwifuru said this at Ecumenical Centre Abakaliki, during the opening ceremony of the association's 5th session of 2024 mandatory continuing professional development programme.

The Governor, who was represented by the Speaker of Ebonyi State House of Assembly, Rt. Hon. Moses Ije Odunwa, noted the roles of Accountants in driving digitalization, and highlighted the strides of Ebonyi State government, in actualizing the nation's digital economy.

"Ebonyi State Government has much value and respect for professionals, especially professional accountants, considering their mission to engender accountability, transparency, full disclosure and efficiency to financial management system around the world. Thank you for choosing Ebonyi State for this year's programme."

He said that the gestures were indeed testaments to the Governor's commitment, to the development of accountancy, and the prosperity of people of Ebonyi State.

Dr Neminebor noted that Nigerians are plaqued with a serious malaise of high cost of living, affecting the most vulnerable populations including the poor and middle class. He said that in mitigating these risks, the nation should diversify revenue streams to reduce reliance on fuel imports, implement inflation control measures, such as monetary policy adjustment, invest in social safety nets to protect vulnerable populations and enhance accountability in public finance management.

The theme of the 5th session of the 2024 mandatory continuing professional development programme, was "Risk Management in Public Finance."

EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE

- EBHA Passes Ebonyi State Water Users Association Law

Ebonyi State House of Assembly has passed a bill for a law to establish Ebonyi State Water Users Association Law and to provide for other matters connected therewith. The event, which took place at the Legislative Complex, Nkaliki road Abakaliki, was presided by the Speaker of the House, Rt. Hon. Moses Ije Odunwa.

Reading the letter of the State Governor, Chief Francis Ogbonna Nwifuru, the Speaker said, that the bill when passed, will provide for the management operation and maintenance of water irrigation in Ebonyi State.

Speaking in support of the bill, the Leader of the House, Rt. Hon. Kingsley Ikoro, emphasized the importance of the bill, adding that it will contribute significantly, in planting and harvesting more than once in a year.

"This bill is timely, given that we are an agrarian State. Our mainstay is agriculture, and I have been one of the people who sounds strongly to say, if we have mechanized farming, if we have irrigation in our farms in Ebonyi State, we can harvest three times. For instance, Ebonyi is known for rice, if there is irrigation in our farms, we can harvest rice three times per annum. So, I wouldn't want to waste our time on the details of this bill, but I would want us to look at it critically and give it an express passage."

The Member representing Ebonyi North East State Constituency, Hon. Mrs Chinyere Nwogbaga said, that the bill when passed, will help the State Ministry of water resources, in safeguarding water pipelines, and also, provide water to the rural areas, and implored his colleagues to support the passage of the bill.

"The bill before us should be given a speedy passage, knowing that water is life, and if the bill is passed, it will help the Ministry of Water Resources to regulate, and monitor, especially our water pipelines, where some people destroy the pipeline while building houses or constructing roads, without considering the fact that pipeline passes there. But with this law, it will help the Ministry of Water resources to either constitute a committee that will be checkmating that in all the areas which such projects are carried out, to ensure that the water pipes are not destroyed. And it will equally help the Ministry to step down water to the rural areas, because the people at the hinterlands need water."

Contributing, the Member representing Izzi West State Constituency, Hon. Abiri Godwin Abiri, highlighted the imperatives of the bill, adding that Ebonyi as an agrarian State, needs to farm all season, to increase rice sufficiency.

"This bill is very apt, very imperative, considering that Ebonyi State is an agrarian State. And in farming, Ebonyi rice world is from Ebonyi State, and for us to maintain it, it is good for us to farm all seasons and not only on rainy season. And for the fact that we have mega rice mills, situated at Iboko, one at Ikwo, the other one at Osu Edda. Those machines there are highly underutilized because we only farm in one season. So, the importance of this bill can not be overemphasized because, it will reduce poverty, it will also bring about employment opportunities to our people, and in view of all these, I urge my colleagues to kindly and graciously give it expeditious Passage."

The Speaker of the House, Chief Moses Ije Odunwa, further highlighted the importance of the bill, and underscored that, it will help farmers in the State, to start farming more than once in a year, and also, provide employment opportunities to the people of the State.

"We can see that there is need for the establishment of this law. This law will help us to manage irrigation infrastructure in Ebonyi State."

"What we are talking about here is that, for Ebonyi to have an existing law, for management of water association, it will help us because, Ebonyi is now working towards establishing the Oferekpe water scheme and other water schemes, and you will agree with me that because of the existence of our boundary with Cross-River, Ebonyi in due course, since we are going into mechanized agriculture will open up canals that will link up Cross-River to enable us to be farming more than just the usual conventional one tenured farm period. In rice which we are well known for, we can farm three times a year, or at worst, twice a year. If we have these facilities that will help us manage the users, it will help us also to generate more income for the users, like some of you have observed here, it will create job opportunities and also enhance the status of the members of the association."

Speaker Odunwa however, put the motion on a voice votes, and it was unanimously accepted.

Meanwhile, the plenary was dissolved to the Committee of a whole, to enable the Speaker, assume his seat as the Chairman, so that the House members will dot their i's and cross their t's, through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro, and seconded by the Member representing Abakaliki South State Constituency and Deputy Leader of the House, Rt. Hon. Joseph Ununu. Thereafter, the House reconvened to plenary for the Chairman to resume his seat as the Speaker and report progress, through a motion that was moved by the Leader of the House, Rt. Hon. EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE

Ebonyi state House of Assembly has passed two executive bills, forwarded to the House by the State Governor, Rt. Hon. Chief Francis Ogbonna Nwifuru. The event, which took place at the Legislative Complex, Nkaliki road Abakaliki, was presided by the Speaker of the House, Rt. Hon. Moses Ije Odunwa.

First, was A Bill For A Law To Preserve The Sacredness Of Izhi Ancestral Home Land Of Anmegu And Ebiya Unuphu And To Prohibit Sale of Lands Therein And For Other Related Matters.

Reading the Letter of the State Governor, Chief Francis Ogbonna Nwifuru, the Speaker of the House, Rt. Hon. Moses Ije Odunwa, said, that the proposed bill has become crucial for the preservation, mitigation, and elimination of internal causes of invasion and erosion of Izhi ancestral home land of Anmegu, Ebiya Unuphu and the constraint villages.

The letter of the State Governor, Chief Francis Nwifuru was accepted as a working document of Ebonyi State House of Assembly through a motion that was moved by the Leader of the House, Chief Kingsley Ikoro, and seconded by the member representing Ikwo North State Constituency, Hon. Ifeanyi Nwakpu.

Speaking in support of the bill, the Leader of the House, Rt. Hon. Kingsley Ikoro, highlighted the importance of the bill, emphasizing the needs to uphold the traditional identify of the people, and implored his colleagues, to give an express passage to the bill.

"The bill gears toward restoring and upholding the people's traditional identity. It means that the home of Izhi in Anmegu and Ebiya has been encroached, and I can tell you that most of our original settlements have lost its glory in the name of urbanization and modernization. We have sold all our ancestral heritage.
Mr Speaker and my colleagues, this is a bill in the right direction which is aimed at preserving the ancestral heritage of the Izhis. So, I urge all my colleagues to give all the necessary support to this bill."

On his part, the Member representing Abakaliki North State Constituency, Hon. Victor Chidi Nwoke said, that it was against the tradition to sell an ancestral home, considering the spiritual significance, and urged his colleagues to support the passage of the bill.

"It is pertinent to note that Izhi ancestral home is our cultural heritage, and it is spiritual and significant, and it is important to know that such place is not made to be sold for any reason because, that is our cultural heritage, and it is spiritual and communal, so nobody should sell such land. I plead with my colleagues that this bill should be given a speedy passage."

On their contributions, the Member representing Abakaliki South State Constituency, and Deputy Leader of the House, Chief Joseph Ununu, the Member representing Izzi West State Constituency, Hon. Abiri Godwin Abiri, and the Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo, aligned their submissions to the earlier speakers, and highlighted the needs, to support the speedy passage of the bill.

The Speaker of the House, Rt. Hon. Moses Ije Odunwa, further emphasized the importance of the bill, and however, put the motion on voice votes, to allow the bill to pass through second reading, and it was unanimously accepted. The plenary was however, dissolved to Committee of the whole, for the house members to dot their i's and cross their t's, through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro, and seconded by the Member representing Abakaliki North State Constituency, Hon. Victor Chidi Nwoke.

Thereafter, the House reconvened to plenary for the Chairman to resume his seat as the Speaker and report progress, through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro, and seconded by the Member representing Edda East State Constituency, Hon. Stephen Orji Igwe.

Meanwhile, the State House of Assembly also passed A Bill For A Law To Establish Ebonyi State Senior Secondary Education Board Law, 2024.

Reading the Letter of the State Governor, Chief Francis Ogbonna Nwifuru, the Speaker Said, that the bill when passed, will enable the State, to get fund from the National Senior Secondary Education Commission.

"The Ebonyi State Senior Education Board when passed into law, will revolutionize the senior secondary education system in the State, and attract funds from the National Senior Secondary Education Commission, Abuja."

Speaking in favour of the bill, the Leader of the House, Rt. Hon. Kingsley Ikoro emphasized the importance of the bill, adding that the board when established, will have a lot of duties to perform, hence the needs, to support the passage.

"We can not overemphasize the importance of senior secondary school board. This board is timely, given the decay in our senior secondary school system. This board will be responsible for the curriculum development for the senior secondary school. This board will be responsible for the examination conduct of the senior secondary schools and accreditation and certification. In preparation for higher education, if you don't have a very sound senior secondary school, it becomes a very big problem."

On his part, the Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo, aligned his submissions to the view of the Leader of the House, adding that it will help to define the obligations and duties of the secondary education board, and also, guarantee easy access of funds for the Secondary Education Board.

The Speaker of the House, Rt. Hon. Moses Ije Odunwa, reiterated the importance of the bill, and the needs to give it an accelerated passage, and however, put the motion on voice votes, and it was unanimously accepted. The plenary was dissolved to the Committee of a whole for further legislative actions, and thereafter, reconvened to Plenary, for the Chairman to resume his seat as the Speaker of the house and report progress, through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro, and seconded by the Member representing Ohaozara East State Constituency, Hon. Igu Chikezie Nwankwo.

If You Want To Know The Truth In The Finidi Vs Osimhen Saga, Read This Piece And Clear All Doubts

Many out there saw the Finidi Vs Osimhen saga as just another player Vs coach disagreement that will fade away with time. To some, this is the perfect ocassion for the NFF to stamp their feet on indiscipline among National team players by coming down hard on Victor Osimhen.

This writer knows Victor Osimhen very well. I worked with him for close to two years as media officer of the Under-20 National team of Nigeria and I don't really need anyone to tell me about his temperament. We ate together, traveled together and spent the nights gisting after dinner.

I really don't need anyone to lecture me about his temperament, he is a warrior, fighter and above all, he is the most patriotic footballer I have ever seen or known. His passion in the green white green jersey is second to none. His hunger for success is unbelievable and he has got a big heart.

I remember that Under 20 Qualifier against Burundi in Bujumbura and the the victory against Sudan in Omdurman. On both ocassions, Osimhen rose to the ocassion even though he was nursing a knee injury and had to play in pains.

That tells you how passionate this young man is when dressed in Green White Green. So you will understand why he felt betrayed by comments allegedly made by coach Finidi George, describing him as unpatriotic. Such comments will hurt any true patriot especially when you remember the sacrifices. Let's not forget too that he claimed he called to inform the coach of his injury after visiting his doctor in Wolfsburg and also pleaded with the coach that he will like to be in camp to offer moral support to the boys at the detriment of his own comfort, which coach Finidi turned down

Nevertheless, there is always the need to apply caution and maintain a calm, cool and coordinated approach at all time especially when you find yourself in that position where many now see you as their role model, mentor or icon. As current African footballer of the year, Osimhen ticks these boxes perfectly and has even a grown to be classified as an idol to so many young footballers on the continent.

In an attempt to unravel all the miseries surrounding that accusation purportedly made by Finidi that Osimhen and a few others pick the games that suits them and that majority of these players are not patriotic, this writer has taken time to dig deep to find out what transpired at that meeting that was held inside the conference room of the honourable Minister of Youth and sports.

Now, what you sre about to read below, are highpoint of the meeting as narrated by two persons who were privileged to be part of the meeting and have agreed to talk only on condition of anonymity.

The Meeting That Matters

The NFF delegation to that meeting held at the office of the Honourable sports minister, was led by NFF president, Ibrahim Gusau. Also on the entourage are the NFF 1st Vice president, Anyansi Agwu, General Secretary Sanusi Mohammed, team secretary and director of competitions Dayo Enebi with NFF technical director Augustine Eguaveon completing the list.

The Sports minister Senator John Enoh has invited the NFF and FInidi to come explain Nigeria's dismal performances in those two World Cup qualifying games against South Africa and Benin Republic and profer solutions on the way forward. At some point during the deliberation, Super Eagles head coach, Finidi George was asked to speak and he poured out his mind, without holding back.

What did Finidi say

According to my source, Finidi heaped the blames on his players. He was furious with the way the players responded to National call-ups which some of us complained about in the buildup to these matches. My source said Finidi then went on to assure the minister and his employers, the Nigeria football federation, that he has absolute confidence that the Super Eagles can still qualify for the World Cup if all hands are on deck. He said, that he is surprised that a few players in the team have Godfathers in the NFF. According to him, if he tries to stamp his feet on certain behaviors in the team, some persons will remind him that the players in question, belong to either a board member or a top official of the NFF.

It was at this point that the NFF Technical director, Augustine Eguaveon cuts in and told Finidi, that to succeed as head coach, he needs to stamp his authority, be decisive and be brutal if need be. Eguaveon gave an example of how he banished Yakubu Aiyegbeni to the bench because the former Portsmouth striker who at the time was doing so well in the Premier league, thought he deserves an automatic jersey whenever he comes to camp.

Finidi then responded by saying he was going to change his approach henceforth. He said he will no longer tolerate these unpatriotic players in the National team. This was when he now said a player like Osimhen could have taken the risk and come play for Nigeria if he really wants to do so. This is according to my sources.

However, I am not sure that Finidi made this comment to indict Osimhen. As at the time he dropped that line, he was trying so hard to keep his job and make his employers see him as a man that can wield the big stick when it really matters. He was also just looking for a name to use to balance his thoughts and anger and Osimhen unfortunately, became the scapegoat.

At that meeting, the NFF didn't tell Finidi in the presence of the Sports minister that they had plans to engage a foreign technical adviser. However, he might have offended the gods by revealing during that meeting with the minister that some top guns in the federation, are Godfathers to players of in the Super Eagles and that explains why they are seen as the untouchables.

Little wonder, a decision was taken behind him, to employ a foreign technical adviser and demote the former Enyimba of Aba head coach to assistant coach. Immediately Finidi got wind of this plan, he quickly tendered his letter of resignation.

Infact, his first letter that was sent to the NFF, was not signed so he was asked to withdraw and sign before sending it again.

How did Osimhen get to know about what Finidi said or did not say?

It will also interest you all to know, that, there are top officials of Nigeria football that are on the payroll of Nigeria footballers. I know of a footballer that once gave an administrator in the previous board a wrist watch worth over €40,000. I am also aware that every Super Eagles team list comes with a price.

Before a Super Eagles team list is released, there are lots of interests at stake and most players, except the esterblished names like Osimhen, Lookman, Nwabali and a few others, come to the Super Eagles camp, armed with gifts for their Godfathers.

That is why these Godfathers will do anything to please the players in return. There are also those secretatiate staff that have their ears to the ground and push out these information daily to curry favours. So it baffles me, why anyone will be surprised that Osimhen got inside information of what transpired at the meeting. He is too connected and too rich to be left in the dark.

Now that it is established based on available facts that Finidi alleged that Osimhen and a few others are not 100% patriotic to the national cause, it is on that bases we will now judge that Instagram live video posted by Osimhen and pass a judgement thereafter.

Osimhen has no reason to go live the way he did and his choice of words on the day are not acceptable

Victor Osimhen is a Superstar of repute. The current African footballer of the year, a Nigerian player that is now idolized in Naples. I remember in one of my recent interviews with him in Abidjan, during the recent AFCON, I saw a few diehard fans who had traveled all the way from Naples to Coted'viore, just to support the best footballer after Diego Amando Maradona to have played for the club.

Putting all these into consideration, Victor Osimhen should know the weight of whatever comments he makes. He must learn to talk at all time to impress his fans and promote his brand no matter his frustrations, obsessions or irritations.

Secondly, for his personality, class and position, he shouldn't be the one speaking always, he should delegate these responsibilities especially reactions to sensitive issues like this one, to his manager, agents or trusted friends. Your choice of words also matters.

In all, Osimhen by that singular act, has demoted himself from that exalted seat of an icon in the hearts of his diehard fans. Attacking your coach the way you did and generalizing the attack to include Nigeria and Nigerians is demeaning to say the least. As a friend who cares and appreciate the talent in you, i am making this passionate appeal to you. Please go out there and do an apology to coach Finidi and everyone that is effected by your comments and rudeness. Say it for the sake of posterity. Trust me, I wouldn't have bothered to do this if I don't care about your present and your future. A stitch in time, saves nine.

"Your Excellency, your strides so far for the well-being of Ebonyi Women, Children, and the less privileged in the society, through your Better Health for Rural Women, Children & Internally-Displaced Foundation (BERWO), has defined you as a good Mother, who genuinely wants the best for the children. EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE

The State House of Assembly has approved the sum of five hundred and eighteen million, two hundred and sixty thousand naira (#518,260,000) only to the Ebonyi State Independent Electoral Commission (EBSIEC) for the conduct of 2024 Local Government Council elections in the State. The event which took place at the Legislative Complex, Nkaliki road Abakaliki, was presided by the Speaker of the House, Rt. Hon. Moses Ije Odunwa.

Reading the Letter of the State Governor, Rt. Hon. Chief Francis Ogbonna Nwifuru, the Speaker said that the Ebonyi State Independent Electoral Commission (EBSIEC), will conduct the Local Government Chairmen and Ward Councillor's election in the State, on the 20th day of July, 2024, adding that the fund when approved will assist the electoral body to carry the functions of the conduct of the elections successfully.

A motion for the acceptance of the State Governor's letter as a working document of the State House of Assembly was moved by the Deputy Chief Whip of the House, and Member representing Ishielu South State Constituency, Rt. Hon. Chukwu Arinze Lucas, and was seconded by the Member representing Ohaukwu North State Constituency, Hon. Mrs Esther Chidiebere Agwu.

Speaking in support of the proposal, the Deputy Chief Whip of the House, Rt. Hon. Chukwu Arinze Lucas, said that it is one of the constitutional functions of the State Assembly, to regulate the activities of the Local Government, and approve funds for the conduct of its elections. He noted that stipulated date for the conduct of the election was fast approaching, and emphasized the needs to approve the funds for the conduct of the elections, adding that budgeted amount will conduct the election very perfect, and implored his colleagues to support the approval of the fund.

"The Ebonyi State Independent Electoral Commission made announcement that on 20th of July, they will be conducting election to elect Local Government Chairmen and Ward Councillors in the thirteen local government areas of the state, and one hundred and seventy-one political wards in the State."

"Mr Speaker, EBSIEC has submitted a letter through the Governor of Ebonyi State, stating the amount they will use to conduct that election, and Mr Speaker, from my own understanding, in what I have seen in the letter, that amount will conduct that election perfectly well."

The Member representing Ivo State Constituency, Hon. Onyebuchi Ogbadu, aligned his submission with the contribution of the Deputy Chief Whip, adding that it is constitutional, and will go a long way in enhancing the political development of the State, and emphasized the needs to support the approval.

"Mr Speaker, I align myself to the motion of the Deputy Chief Whip that this request from His Excellency, through EBSIEC be approved because, when we passed the budget for 2024, we included that this year, there will be Local Government election. Mr Speaker, in line with that, I made bold to say, it is constitutional and part of the fulfilment for the political development of the State, as it relates to the third tier of government and obedience to the law of nature, that there should be change when the need arises."

Contributing, the Member representing Ohaozara East State Constituency, Hon. Chikezie Igu, and the Member representing Izzi West State Constituency, Hon. Abiri Goodwin Abiri, noted that conducting elections require fund, and highlighted the needs to support the approval.

The Speaker of the House, Rt. Hon. Moses Ije Odunwa, highlighted that the amount covers election materials, payment of adhoc Staff of the Commission, post election retreat and other miscellaneous expenditures, and thereafter, put the motion on a voice votes, and it was unanimously accepted. The speaker therefore, directed the Acting Clerk of the House, Mrs Edene Uche Blessing, to do a memo to State Governor, Chief Francis Ogbonna Nwifuru, informing him the successful passage of the proposal.

The Governor of Ebonyi State, Rt. Hon. Chief Francis Ogbonna Nwifuru has expressed his willingness to support the South East Caucus of the Nigerian Youth Parliament, to make Nigeria a greater nation. Governor Nwifuru made this known at Re Meritona Hotel and Suites Abakaliki, during the South East Youth Conference and the Launch of the South East Hall of Fame memorabilia.

The Governor, who was represented by the Speaker of Ebonyi State House of Assembly, Rt. Hon. Moses Ije Odunwa, extolled the potentials of the Igbo Youths, and expressed concern about the challenges of the South East, and further implored the youths to have patience, maintaining that the challenges will soon be a story of the past.

"I want to tell you that we the Igbos only need one thing, which is patience, just with time, the Igbos will get there. It must not be gotten through fight or confrontation, and of course, nobody can say that the Igbos are dispensable, we are indispensable , therefore we can join our hands with other ethnic groups to make Nigeria a greater nation."

Governor Nwifuru enjoined the youths to jettison frivolities, and focus on positivities, and however expressed the need to have a change of mindset, adding that the Leaders of the South East shall address the challenges of the youths.

"Let us have a change of mindset. Our leaders are there, they will take care of whatever thing we are fighting for. And for the youths, let us be focused."

Earlier, the Caucus Chairman of the Nigerian Youth Parliament South East, Hon. Williams Omeji thanked the State Governor, Chief Francis Ogbonna Nwifuru, especially for his timely response in approving resources for the programme.

Hon. Omeji highlighted the overview of the formation of the Nigerian Youth Parliament, adding that the organization was formed to encourage a member nation to develop a platform, where young people will be trained in various capacity, so as to contribute a worthwhile leadership for a better nation.

"The Nigerian youth parliament, which is a youth leadership programme of the federal ministry of youth development, in collaboration with the National Assembly, was established by late president Umaro Musa Yar'adua in 2007, to provide legislative training, and human capacity building for the young people of Nigeria. The Parliament is structured like the Nigerian Senate, which comprises one hundred and nine members, which are drawn from the 36 states of the federation, including the Federal Capital Territory (FCT), with each State producing three representatives and the FCT with One. The parliament is also a global initiative instituted in compliance with the United Nations Charter number 6, 2006, on the promotion of youth participation in governance in policy making with the underlined aim of encouraging member nations to develop a platform where young people will be trained in various capacities, in order to contribute quality leadership in the nation building."

He called for sustainable peace and economic progression in the region, adding that unemployment and poor quality of life the young people are facing, are the causes of agitation and restiveness in the South East, and implored proper inclusion of the Youths in addressing matters that affect them.

"We must achieve sustainable peace and economic development of this beautiful region, the South East. The restiveness, agitations, and chaos in the South East today are not unconnected to the poverty, unemployment, lack of empowerment, frustration, and poor quality of life faced by young people. In order to address these challenges, a new conversation must begin with the youths properly included on matters that affect them."

On his part, the State Commissioner for Youth Development and Sports, Hon. Richard Ugo Idike, appreciated the State Governor, Chief Francis Ogbonna Nwifuru, for sponsoring the conference in Ebonyi State, adding that the aim of the Youth Conference was to give the South East Youths the voice and opportunity, to contribute their quota to the development of the region. He also thanked Governor Nwifuru, for appointing so many youths into his administration, and further highlighted some of the achievements of the Governor in the State Ministry of Youth Development and Sports in less than one year in the office.

"Youths are said to be the leaders of tomorrow, but permit me to state clearly that judging from the modest achievements of our youths in recent time, youths can now be referred as leaders of today. Our dear Governor, His Excellency, Rt. Hon. Bldr Francis Ogbonna Nwifuru in less than one year in the office has made sustainable impacts in the area of youth development and empowerment as follows:
Appointed more than 80% youths into his administration, created opportunities for youths to excel in sports through sponsorship of Governor's Cup football competition among the 13 local governments, approved Ebonyi State participation at the National Youth game, tagged "Asaba 2023", approval of 2024 school sports festival to pick off by the middle of this April, granting of 2 million to 500 Ebonyians to set up new business or build up existing business, employment of more than 300 Ebonyians into the State and public service"

However, the President-General of Ohanaeze Ndigbo worldwide, Chief Emmanuel Iwuanyanwu, thanked the State Governor for the hospitality he accorded to them, and described him as a reliable young man, embedded with intelligence and boldness, to lead Ebonyi State. He appreciated the kindness of God to the people of Ebonyi State, by giving them Governor Francis Nwifuru at this time in Nigeria, and asked the Speaker of the State House of Assembly, Rt. Hon. The state House of Assembly has passed two executive bills, forwarded to the House by the State Governor, Rt. Hon. Chief Francis Ogbonna Nwifuru. The event, which took place at the Legislative Complex, Nkaliki road Abakaliki, was presided by the Speaker of the House, Rt. Hon. Moses Ije Odunwa.

First, was A bill for a law to harmonize the salaries and conditions of service of Chief Registrars, and those of permanent Secretaries in Ebonyi State and other matters related thereto.

Speaking in support of the bill, the Leader of the House, Rt. Hon. Kingsley Ikoro, said that the bill was straightforward, as it will go a long way in harmonizing the renumeration packages of the Chief Registrars of the Court and Permanent Secretaries in the State, and however, implored his colleagues to support its accelerated passage.

"Mr Speaker as we can see, this bill is a straightforward bill. It is a bill which aims to harmonize working conditions of Chief Registrars and that of the Permanent Secretaries, to make sure that their salaries are par, it is a very straightforward bill, and I will not like to waste time on it, so I want to urge my colleagues to please, support this bill, so that we can do justice to it."

Contributing, the Member representing Ezza North West State Constituency, Hon. Chikaodiri Nomeh, emphasized that the bill will place the Chief Registrars and the Permanent Secretaries on equal level, as the disparities have been a long aged tussle within the Judicial sector, adding that the bill will go a long way in solving problems, and urged the members of the house, to support the speedy passage.

"Mr Speaker, I stand to align myself with the submission of the Leader of this Honourable House. The issue of the differences in the renumeration of the Chief Registrars and Permanent Secretaries in the State has been a very long age tussle within the judicial circle. Mr Speaker, I want to add, that this particular bill is calculated to solve a problem and I urge my colleagues to support this bill for easy passage. If this bill is passed by all implications, it made to place the Chief Registrars of our Judiciary, ranging from the State High Court and the Customary Court of Appeal on equal pedestal, and this particular bill also try to move Ebonyi Judiciary to be at par with what is applicable in other jurisdiction."

On his part, the Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo, aligned his submission to the contributions of other Speakers, adding that the bill was appropriate, as it will be very favourable to Ebonyi State.

"Chief Registrars are otherwise called Permanent Secretaries in law, and Chief Registrars are permanent Secretaries of the Court of records in the state with the same service cadre with the Permanent Secretaries in other departments of civil service. With this single submission, I submit that it is appropriate, and it will be favourable to the state."

The Speaker of the House, Rt. Hon. Moses Ije Odunwa, said that the bill will resolve the differencs in conditions of service between the Chief Registrars and the Permanent Secretaries, and emphasize the needs to harmonize their renumeration packages, as both have reached the zenith of their careers.

"Let us take note that Permanent Secretaries and Chief Registrars are at the climax of their careers, the other at the civil and public service, the other at the Judiciary. If there was any discrepancy in their conditions of service, that is what this law is out to resolve. If we agree, both conditions of service will be at par, so that the permanent secretaries which is the climax of civil and public service will be at par with those at the climax of the judiciary."

Meanwhile, the Speaker, Rt. Hon. Moses Ije Odunwa, put the motion on voice votes, and it was unanimously accepted. The plenary was however, dissolved to Committee of the whole, for the house members to dot their i's and cross their t's, through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro, and seconded by the Member representing Abakaliki North State Constituency, Hon. Victor Chidi Nwoke.

However, the house thereafter, reconvened to plenary for the Chairman to resume his seat as the Speaker and report progress, through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro, and seconded by the Member representing Ebonyi North East State Constituency, Hon. Mrs Chinyere Nwogbaga.

Reporting progress, the Speaker of the House, Rt. Hon. Moses Ije Odunwa, said that having considered the bill at the committee of the whole, the law which will be quoted as, "HAB NO 004 of 2024", will harmonize the salaries and conditions of service of Chief Registrars, and those of permanent Secretaries in Ebonyi State, and directed the Acting Clerk of the House, Mrs Edene Uche Blessing to draw up a memo, notifying the State Governor, Chief Francis Ogbonna Nwifuru, the successful passage of the bill.

Meanwhile, the House also passed A Bill for a Law to Establish the Ebonyi State Citizens Mediation Centre and Other Matters Connected Thereto.

Speaking in favour of the bill, the Leader of the House, Rt. Hon. Kingsley Ikoro said, that when the Citizen's Mediation Centre is established, it will go a long way in reducing lasting enmity among individuals, as mediation, arbitration, and negotiation will come into play. He added that the bill was timely, and will drastically reduce the time and money that are usually consumed during litigation.

"This bill is nothing else but alternative dispute resolution mechanism. Which means, when established, Ebonyians who have matters, both parties can go to this centre for mediation and arbitration. Mr Speaker, this is timely because, the cost of litigation in this country is becoming too much, and I can tell you that whole lot of people are not comfortable with the time of litigation. There are cases you will take to court, and it may stay up to forty years, it may stay up to fifty years, and I am sure, if it was mediated on, they will spend less money, and will be faster in resolving the issue. And you know, we have a lot of land issues and we are brothers. So, this centre is coming very timely. They are going to help in tackling all the issues we have in the State, and most importantly, land matters."

Contributing, the member representing Edda East State Constituency, Hon. Stephen Orji Igwe, aligned in the submission of the Leader of the House, emphasizing that it will reduce cost of litigation, adding that it will help in bringing proper justice and conflict resolution among people.

"The bill presented today is apt and very important. This bill if passed will reduce cost. A lot of people go to hire lawyers to ensure they win their matters in the Court, but immediately this bill is passed, none of the parties will go to lawyer to do the Matter for them. Mr Speaker and my colleagues, this bill if also passed, all the parties involved will be very happy. They will be satisfied in the resolution because, they also will be part of the issues, the recommendation that will bring the judgement, and it will also bring proper justice. People will now have justice at the mediation centre more than the conventional Court."

On his part, the member representing Ezza South State Constituency, Hon. Friday Ogbuewu, maintained that the bill was first passed in Lagos State, and it has gone a long way in resolving disputes in the state, adding that when replicated in Ebonyi State, it will contribute tremendously in bringing peace. Hon. Ogbuewu said that the bill will address civil disputes, which are currently very common in the State.

"The bill seeking the establishment of citizen mediation centre is very apt and timely. When this bill is passed into law, it will provide mediation services to civil disputes which is very common in this state, disputes like landlord/tenants dispute, employer/employee disputes, employee competition dispute, and other related disputes. They actually sound simple, but they are the major cause of troubles and problems among citizens of Ebonyi State. This bill was first passed in Lagos, and if we look at it, we will see that it was used to achieve peace in Lagos state, and that is why some states are replicating on this bill."

On their separate contributions in support of the bill, the Member representing Izzi West State Constituency, Hon. Godwin Abiri, the Member representing Ivo State Constituency, Hon. Onyebuchi Ogbadu, the Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo, and that of Ezza North West State Constituency, Hon. Chikaodiri Nomeh, aligned in the contributions of other speakers, maintaining that worst settlement is better than the best Judgement, and thanked the State Governor, Rt. Hon. Francis Ogbonna Nwifuru, as the bill was in line with the People's Charter of Needs, adding that the bill will go a long way in bringing progress and tranquility in the State.

The Speaker of the House, Rt. Hon. Moses Ije Odunwa, maintained that the objective of the bill, is in line with the people's charter of needs mantra, and emphasized that the bill cannot in any way, displace the jobs of Lawyers, adding that their professional advices will be needed informally, in the reconciliation processes. The Speaker said, that it will also contribute immensely in easier resolution of disputes.

"Let me made it clear that this does not put lawyers out of their jobs, rather, it will increase their performance because, they will also be of needs of these litigants who will now seek the legal advice informally to be able to make better presentations during the process of reconciliation and negotiation."

EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE

The state House of Assembly has formally mourned the demise of the former Clerk of the House, Mrs Patricia Anasi, whose death was announced on Monday, February 5, 2024. Observing a minute silence at the Legislative Complex, Nkaliki Road Abakaliki, the Deputy Speaker, Rt. Hon. Chinedu Onah, described the deceased Clerk as a virtues woman, and prayed for her soul to rest in bosom of the Lord.

Meanwhile, the Speaker of the House, Rt. Hon. Moses Ije Odunwa, announced the appointment of Mrs Edene Uche Blessing as the Acting Clerk of the House. Mrs Edene until her appointment, she was the Deputy Clerk of Ebonyi State House of Assembly.

However, the House also considered three executive bills forwarded to the House by the State Governor, Rt. Hon. Chief Francis Ogbonna Nwifuru for legislative actions.

First, was A Bill to Establish Ebonyi State Urban and Regional Planning and Development Law and Ebonyi State Building Control Agency Regulations, 2024.

Speaking in support of the bill, the Leader of the House, Rt. Hon. Kingsley Ikoro, said that the bill was apt, as no city grows better without proper planning. Rt. Hon. Ikoro maintained that the bill will tackle environmental problems, as they will be saddled with regulating and monitoring buildings, and also ensure that people follow proper guidelines in executing their building projects.

"This bill is apt. You can see as the caption of the bill reads; establish Ebonyi State urban and regional planning and development law. Mr Speaker, failing to plan is planning to fail. There is no city that grows to be a better city without proper planning. We all know this era, people build all manner of things in every site. Nobody even obeys law which says that this place is commercial or this place is residential area. Most people now build commercial projects in a residential area. Most people don't even obey regulations given the normal distance from road to their premises. Mr Speaker and my colleagues, I think this bill tackles all these environmental problems. Some people even go to convert green areas to residential homes. My colleagues, I think this building control agency on the other hand will tend to regulate the types of buildings we build in a specific area. For instance, you can not go and build a fuel/gas station in the market place, given the environmental hazards and what will happen if accident occurs. So, this agency is going to be saddled with regulating and monitoring buildings and making sure that people follow proper guideline in executing their project."

Contributing, the Member representing Ebonyi North West State Constituency, Hon. Barr. Aloysius Nwodo, enumerated the imperatives of the bill, adding that when the bill is passed, it will help the state to have planned buildings, noting that planned buildings enhance safe living, and also, enhance aesthetics of the State.

The Speaker of the House, Rt. Hon. Moses Ije Odunwa, committed the bill to the House Committee on Lands and Survey, House Committee on Environment, and House Committee on Justice and Judiciary for further legislative actions.

Meanwhile, A Bill for a Law to Provide for the Administration of Physical Planning, Urban Development, Urban Regeneration, and Building Control in Ebonyi State and for Connected Purposes, and also, A Bill for a Law to Provide for the Ebonyi State Urban and Regional Planning and Development Law and Ebonyi State Physical Planning Permit Regulations 2024, were also considered by the house.

On their contributions in favour of the bill, the Leader of the House, Rt. Hon. Kingsley Ikoro, The Member representing Ezza North West State Constituency, Hon. Chikaodiri Nomeh, the member representing Ohaozara East State Constituency, Hon. Chikezie Igu, and Hon. Godwin Abiri of Izzi West State Constituency, highlighted the importance of the bills, and implored their colleagues to support the passage.

The Speaker of the House, Rt. Hon. Moses Ije Odunwa, also committed the bills to the House committees on Justice and Judiciary, Environment, and Land and Survey for further legislative action.

AMAGU ERIMOGWUDU NEW YEAR CELEBRATION

A jollity marking the outset meeting of Amagu Erimogwudu Autonomous Community for the year 2024 has closed out in bliss at the Palace of His Royal Highness, Eze Dominic Ibor Aloh, the Erimogwudu III of Amagu Autonomous community.

Speaking on the event, the traditional ruler, Eze Dominic Aloh, thanked the people of Amagu for honouring the event, and emphasized that there was no time the Community gathered to contrivance seperation or disunity, rather, the fundamental focus has been a direction that will improve the overall development of Amagu Community. He implored the people to uphold unity among themselves, highlighting unity as a a key to progress.

However, the former Minister of Culture and Tourism, Ambassador Frank Nchita Ogbuewu enjoined the people to imbibe the virtues of respect to elders, and also to be steadfast, as the leaders of Amagu Erimogwudu are tenacious in making the Community a better place. He said that creating Ndiegu Amagu Community from Amagu Erimogwudu shall not beget disunity, but shall go a long way, in engendering development in Amagu community.

On his part, the State Commissioner for Culture and Tourism, Prince Stanley Ifeanyi Ogbuewu, thanked the Leaders and Stakeholders of Amagu Erimogwudu for their diligent in piloting the affairs of the community, and announced his readiness to sponsor Amagu Wrestling Festival in the month of June this year, and enjoined the leadership of the villages that made up the community to get ready for the event, as winners will smile home with huge financial reward.

Earlier, the National President of Amagu Erimogwudu Autonomous community, Elder Hilary Igwe, said that the event was to officially commence the monthly meeting of the community for the year 2024, adding that the event will be greater next year.

The Chairman of the occasion, and Special Assistant to the Deputy Senate President, Hon. Philip Eworo, former Member of Ebonyi State House of Assembly, Hon. Festus Okoha, the Chief Executive Officer of Oratrade Investment, and Maximum Groove Exclusive Hotel, Chief Silas Orawo, the former Vice Chairman of Ikwo Local Government Council, Sir Silas Njaka, a Community Leader, Mr Hyacinth Nwafor, a Staff of Alex Ekwueme Federal University Teaching Hospital, Hon. Solomon Elom, and the Chairman of the forum of village Chairmen of Amagu Erimogwudu, Engr Ogbuewu Onyeamuche, aired voices on steps that will engender an all-encompassing development in the community.

Speaking for the three kindreds that made up Amagu Community, Mr Nworie Nwakpu, Mr James Oginyi, and Mr Imor Anyigor, for Umu-Omara, Amogu, and Okoroko kindreds respectively, expressed joy and as well, voiced their readiness in upholding the existing peace and unity of Amagu Erimogwudu.

EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE

The Governor of Ebonyi State, Rt. Hon. Bldr Francis Ogbonna Nwifuru, has submitted to the Hallowed Chamber of Ebonyi State House of Assembly, the 2024 budget estimate of Two Hundred and Two Billion, One Hundred and Twenty Seven Million, Nine Hundred and Eighteen Thousand, Nine Hundred and Seven Naira (#202,127,918,907), for consideration and passage by the Honourable Members of the House in accordance to the Provision of section 121 of the 1999 Constitution of the Federal Republic of Nigeria as amended.

The budget estimate, which was christened, 'Budget of Innovation and Progress', had 66% of capital project, while 34% was admeasured for recurrent expenditure.

Governor Nwifuru, commended the Speaker of the House, Rt. Hon. Moses Ije Odunwa, and Members of Ebonyi State House of Assembly,
for their meticulous consideration of
proposed legislations. He said that their discerning debates and unwavering focus on the needs of the people have served as a guiding light for the executive arm of government, and extolled their commitment to legislative excellence, which has laid a groundwork for the prosperity of the state.

Meanwhile, the rule of the house was stepped down to bestow a standing ovation, to the Governor of the State, Rt Hon. Bldr Francis Ogbonna Nwifuru, through a motion that was moved by the Deputy Speaker of the House, Rt Hon. Chinedu Onah, and was seconded by the Member representing Ezza North West Constituency, Hon. Chikaodiri Nomeh.

Earlier, the Speaker of Ebonyi State House of Assembly, Rt Hon.Moses Ije Odunwa, commended the Governor, Chief Francis Ogbonna Nwifuru, for his exceptional prudence in the allocation of public fund to areas of importance, adding that the Governor has demonstrated his uncommon skills in governance. He said that the testimonies of the retirees of civil and public service who received their complete pension and gratuities are eloquent testimonies of the humane disposition and readiness of the Governor, to deliver upon the mantra of the people's charter of needs.

Speaker Odunwa, assured the Governor, that the 2024 Appropriation Bill, will receive the needed accelerated endorsement, adding that their reason was enshrined on the conviction that each amount appropriated will be used for the said purpose.

"Your Excellency Sir, As you present the 2024 Appropriation Bill today for adequate actions, be rest assured that it will receive the needed accelerated endorsement.
Our reason is empirically enshrined on the conviction that each kobo and Naira appropriated will be used for the said purpose.

EBHA APPROVES THE ENGAGEMENT OF ICMA PROFESSIONAL SERVICES AS CONSULTANT TO EBONYI STATE GOVERNMENT

The State House of Assembly has approved the engagement of the professional services of the Integrated Consultancy, Management and Accountancy(ICMA) in the State to qualify to access Seven Billion Naira Fiscal Support Fund. The approval which took place during plenary at the Hallowed Chamber, Legislative House Nkaliki Road Abakaliki, was unanimously accepted by the members as the best approach of mitigating the harsh economic reality in place.

Commenting on the letter of the State Governor, Rt. Hon. Bldr Francis Ogbonna Nwifuru, on the need to engage ICMA, the Speaker, Rt. Hon. Moses Ije Odunwa said that ICMA is an age long reliable and professional firm with exceptional experience in public sector and private organisations. Speaker Odunwa said that ICMA provide wide range of services tailored towards getting best values at all times and expressed hope that their professional services would reposition the State's financial status and increase the revenue generation of the State.

In their contributions, the House leader, Rt. Hon. Kingsley Ikoro, Deceaon Joseph Nnunu representing Abakaliki South Constituency, Hon. Aloysius Nwodo of Ebonyi North West, Hon. CATHOLIC DIOCESE OF ABAKALIKI GOLDEN JUBILEE: AMBASSADOR OGBUEWU COMMENDS CLERGYMEN

The former Minister of Culture and Tourism, Ambassador Frank Nchita Ogbuewu, has extolled the Catholic Bishop of Abakaliki Diocese, Most Rev. Dr Peter Nworie Chukwu, the Bishop Emeritus, Most Rev. Dr Michael Nnachi Okoro, and other Men of God, whom God has been using to advance the Diocese, since it was carved out of Ogoja in 1973.

Ambassador Ogbuewu made the commendation on his message of Goodwill during the golden jubilee of the Canonical Erection of the Diocese, which took place at St Theresa Cathedral Abakaliki on Thursday. He expressed satisfaction on the roles of the Diocese in bringing light to the society of moral murkiness, and academic advancement, and as well, paid special tribute to the Pioneer Bishop of the Diocese, Rt. Rev. Thomas McGettrick, and other Clergymen who dedicated their lives for the promulgation of the gospel in the Diocese.

"Since the dioceses of Abakaliki was carved out of Ogoja in 1973, it has played a crucial role in bringing light to the society in moral murkiness and indeed, the roles it has played for moral and academic advancement of the society shall not be overemphasized. Let me sincerely commend our dear Bishop, Most Rev. Dr Peter Nworie Chukwu, the Bishop Emeritus, Most Rev. EBONYI SPEAKER EXTOLS FIRST LADY FOR BERWO

The Speaker of Ebonyi State House of Assembly, Rt Hon. Moses Ije Odunwa, has extolled the First Lady, and Wife of the Governor of Ebonyi State, Chief (Mrs) Uzoamaka Mary-Maudline Ogbonna Nwifuru, on the official flag-off of Better Health for Rural Women, Children and Internally Displaced Foundation (BERWO), and launching of Gender Based Violence (GBV) center, which took place in Abakaliki.

The Speaker on his goodwill message, extolled the foresight and benevolence of the First Lady in initiating the astounding programme, adding that beneficiaries of the pet project shall continue to testify the impacts, especially for rescuing people from diseases and ill-timed demise.

"Your Excellency, I extol your foresight and benevolence in initiating this astounding programme. Many women and children, including generations unborn will always testify that during the Administration of His Excellency, Rt Hon. Francis Ogbonna Nwifuru, his wife and First Lady of Ebonyi State rescued them from diseases and untimely death."

Chief Odunwa said, that the pet project was apt, given the present high cost of living, when many households find it difficult to afford astronomical medical bills, occasioned by spiraling inflation, and when a breadwinner can no longer meet a basic responsibility of providing the basic needs of the family due to joblessness. He also prayed that God should guide and protect the First Lady, and grant her more grace, to carry the programme to fruition.

Better Health for Rural Women, Children and Internally Displaced Persons Foundation (BERWO) is a pet project of the First Lady, and Wife of the Governor of Ebonyi State, Chief (Mrs) Uzoamaka Mary-Maudline Ogbonna Nwifuru, to establish a multi purpose youth hub, improve health outcomes for women and youth, reduction of Gender Based violence (GBV), and Female Genital Mutilation (FGM) cases, empowerment for women and youths, supporting the internally displaced persons and persons with disability, and work with other partners within and outside the state, to identify funding opportunities to improve the lives of women, children, and youths.

The official Flag off ceremony, and the launch of Gender Based Violence (GBV) Center, which took place at Christian Ecumenical Center Abakaliki, was graced by the Governor of Ebonyi State, Rt Hon. MARY NWANCHONU ALOBU LOWERED TO THE MOTHER EARTH

The Governor of Ebonyi State, Rt Hon. Chief Francis Ogbonna Nwifuru has encouraged the family of Mr Nwafor Alobu to sustain the legacies of honour and integrity, which their late mother was known for, as a way of immortalizing her. He said this at Affia-Nwalobu Playground, Enyim Okpoitumo, in Ikwo Local Government Area of the State, during the funeral service of Late Mrs Mary Nwanchonu Alobu.

The Governor, who was represented by the Speaker of Ebonyi State House of Assembly, Rt Hon. Moses Ije Odunwa, said that the deceased will be remembered for her resourcefulness, uprightness, and discipline, which she instilled in her children. He consoled the bereaved family, saying that their Late Mother has lived a life that is worthy of emulation, adding that the spirit of the Late Woman will be happy, if they sustain the legacies she left behind.

"The Governor's message is that, the family of Alobu should take heart. Mama has lived a life that is worthy of emulation. Today, she is gone, but let us not depart from her legacies. Mama will be happy if you sustain the legacy she left behind."

The Governor described the deceased as a dedicated christian, who introduced Deeper Life Bible Church within her area, and thus, was widely known as "Nwanyi-Deeper Life" in Ikwo lingo, and remained consistent in faith till her demise.

Late Mrs Mary Nwanchonu Alobu until her demise, was an industrious and enterprising woman, who was widely known for her peaceful approach to issues, and a mother to Barr Wilfred Alobu, the Special Assistant to the Chief Judge of Ebonyi State.

The burial attracted the presence of different dignitaries, including the Chief Judge of Ebonyi State, Justice E. A. Ngene, and Honourable Members of Ebonyi State House of Assembly.

EBHA CONFIRMS THE GOVERNOR'S NOMINEES INTO THE STATE JUDICIAL SERVICE COMMISSION

The Ebonyi State House of Assembly, has screened and successfully confirmed the nominations of HRH, Eze Emmanuel Nwamiti Nwojiji, and Mr Elias Igwe into Ebonyi State Judicial Service Commission.

Reading the letter of the State Governor, Rt. Hon. Francis Ogbonna Nwifuru to the Honourable Members of Ebonyi State House of Assembly, at the Legislative complex, Nkaliki Road Abakaliki, the Speaker, Rt Honourable Moses Ije Odunwa, principally invited the nominees, and after routine screening proceedings, they were screened and successfully confirmed.

Reporting progress shortly after the confirmation, the Speaker, Rt Hon. Moses Odunwa said, that the house has screened and found the nominees worthy for the designated position, and therefore, directed the Clerk of the House, to draw up a memo, notifying the State Governor, Rt Hon. Chief Francis Ogbonna Nwifuru about the successful screening and confirmation of his nominees.

However, the House also received a letter from the State Auditor-General, on the submission of the 2022 Auditor-General Audit Report, and also a letter from the Local Government Auditor-General, on the Submission of the report of the Auditor-General for Local Governments on the financial statements of the thirteen (13) Local Government Areas on the year ended 31st December, 2022.

Meanwhile, the letter from the State Auditor-General, on the submission of the 2022 Auditor-General Audit Report was referred to the House committee on appropriation, while a letter from the Local Government Auditor-General, on the Submission of the report of the Auditor-General for Local Governments on the financial statements of the thirteen (13) Local Government Areas on the year ended 31st December, 2022 was referred to the House Committees on Local Government, Finance and Appropriation.

"Enhancing Standard of Legislative Practice and Procedures for Better Legislative -Executive Relationship, which was flagged off by the Governor of Ebonyi State, Rt Hon. Bldr Francis Ogbonna Nwifuru at Abakaliki on Tuesday.

Delivering the first delightful topic on Legislative Oversight and investigation, the Principal Secretary to the Governor, and former Lawmaker, Chief Matthias Adum said, for an effective oversight function to be carried out, the Lawmaker should be studious so as to be well equipped. He maintained that oversight function helps for proper accountability, transparency and policy management, and also, to evaluate the impact of programmes and targets, among other advantages he highlighted.

The Second paper, on the Role of Legislature in Budgeting, Appropriation and Public Account Management was delivered by the Former Honorable Commissioner for Finance, Ebonyi State, and former Lawmaker, Hon. Obinna Nwachukwu, while the third paper, on Legislature and Civil Society Partnership in Legislation, was consummately delivered by a Professor of Political Science, and the Deputy Vice-Chancellor (Academics) of Ebonyi State University, Prof. Eugene Nweke.

Also, the former Speaker of the Old Enugu State House of Assembly, Rt Hon. J. E Nwonumarah delivered the fourth paper on Rules and Procedures of the House of Assembly, the fifth paper, titled Managing Legislature - Media Relations, was delivered by a former member of the State House of Assembly, Hon. Oliver Nwachukwu, while the last paper of the day, on Ethics and code of conduct for Legislatures, was delivered by the former Deputy Speaker of the house, Rt Hon. Blaise Oji.

The Ebonyi State House of Assembly, was on Thursday, at the Legislative Complex, Nkaliki Road Abakaliki, passed a Resolution for the adoption of the Medium Term Expenditure Framework for the duration of the 2024-2026 financial year by the State Government.
The Resolution which received extensive deliberations was unanimously endorsed in a vote by most of the Assembly members.

Quoting the State Fiscal Responsibility Law which provides for Medium Term Expenditure Framework in the State, the Speaker of the State House of Assembly, Rt Hon. Moses Ije Odunwa said, the passage of the Resolution would engender the implementation of the political promises and People's Charter of Needs Manifesto of the State Governor. Speaker Odunwa maintained that the medium-term resolution was a conscious way of applying discipline by the government in its expenditures and described the speedy passage as deserving.
Rt Hon. Odunwa, eulogized the State Governor, Chief Francis Ogbonnaya Nwifuru, for his developmental strides so far for the advancement of the state, and however, voiced the resolution of the house, adding that the resolution will empower the state Executives to go ahead, with the fiscal planning of the State budget for 2024.

"So, to this end, the house is resolving today to give this resolution, that the Medium Terms Expenditure Framework from 2024 - 2026 is hereby approved."

Earlier, the Leader of the House, Rt Hon. Kingsley Ikoro said, the presentation of the medium-term resolution for passage by Governor Nwifuru showed his prudent disposition in handling the meager resources of the State and expressed optimism that the outcome of the passage would benefit the State and enjoined his colleagues to support the motion.

"His Excellency, the Governor of Ebonyi State, Bldr Francis Ogbonna Nwifuru has done well with coming up of this idea because, it is a guide that tells the government, look at the projection, look at what we are going to do, look at the revenue we are going to generate overtime. So Mr Speaker and the Honourable Colleagues, let us give a speedy passage to this Medium Term Framework because, it is for our own good. It is going to enable the government of Ebonyi State to plan for the citizens of Ebonyi State."

In their remarks, the Chief whip of the House Rt Hon. Nkemka Onuma, the member representing Ezza South State Constituency, Hon. Friday Ogbuewu, and his Izzi West counterpart Hon. Godwin Abiri, opined that the resolution was apt given the current economic reality in the country. They strongly maintained that the resolution would improve budget formulation and curtail the culture of extravagant spending, and as well, improve the economy of the State.

Hon. Chikezie Igu representing Ohaozara East State Constituency, and Hon. Onyebuchi Ogbadu of Ivo State Constituency, inferred that the resolution was in line with the International Monetary Standard and a financial clear road map through which the State could rely on during budget.

Now that the House of Assembly has passed the Medium-Term Expenditure Framework for 2024-2026, it is expected that the state Ministries, Departments, and Agencies would reflect the same in their 2024 budget preparation.

The Ebonyi State House of Assembly, has passed A Bill for A Law To Establish Ebonyi State Road Fund (EBSRF) And Ebonyi State Road Fund Board And Administration (EBSRFBA), for the purpose of funding, management, planning, development, rehabilitation, reconstruction, and maintenance of class B, C, and D roads in Ebonyi State and other Matters Connected therewith 2023.

The event, which took place at the Legislative Complex, Nkaliki Road, Abakaliki, on Wednesday during an emergency plenary, was presided by the Speaker of the House, Rt Hon. Moses Ije Odunwa.

Reading the Letter of the State Governor, Chief Francis Ogbonna Nwifuru to the Honourable Members of the House, Speaker Odunwa said, that the bill was for funding, development, rehabilitation, construction, and maintenance of the categories of roads in Ebonyi State. Speaker Odunwa added, that the bill was pivotal to the actualization of the agenda of the State Chief Executive, Rt Hon. Francis Ogbonna Nwifuru, as contained in the People's Charter of Needs, and therefore, emboldened support for expeditious passage of the bill.

Supporting the Bill, the Chief Whip of the House, Rt Hon Nkemka Okoro Onuma said, that they paused their ongoing recess to attend to the executive bill as was sent by the State Governor, Chief Francis Ogbonna Nwifuru. He highlighted the importance of the bill when passed into law, and implored the House members to support the speedy passage.

On his part, the Member representing Ohaozara East State Constituency, Hon. Chikezie Igu, identified good road network among the campaign promises of the Governor of the State, Chief Francis Ogbonna Nwifuru, as contained in the People's Charter of Needs. Hon Igu said that budget can not be implemented without fund, adding that it is not just about making budget, but implementing it, and therefore, extolled the State Governor, Chief Francis Ogbonna Nwifuru, emphasizing that the establishment of the road fund will go a long way in ensuring that the road projects of the state Government are Completed in due time.

Meanwhile, the Member Representing Ezza North West State Constituency, Hon. Chikaodiri Nomeh, while supporting the bill, recalled that the State House of Assembly, had earlier passed a bill for the establishment of Ebonyi State Rural Access Road Authority, and maintained that the current bill will light the functionality of the earlier bill that was already Passed into law. He said that administration of fund was the pivotal aspect of the bill, noting that absence of a body that ensures proper implementation or administration of the fund, government may not easily actualize the goals, and however, underscored the much importance of the bill, hence, the needs to support the passage.

Contributing to the bill, the member representing Ivo State Constituency, Hon. Onyebuchi Ogbadu, the Member representing Afikpo North East State Constituency, Hon. Oluchukwu Ukie Ezeali, The Member representing Abakaliki North State Constituency, Hon. Victor Chidi Nwoke, and Hon. Ifeanyi Nwakpu, of Ikwo North State Constituency, highlighted the importance of the bill, and it was unanimously accepted by the Members of the House.

Similarly, A bill, for the Establishment of Ebonyi State Drugs And Medical Commodities Management Agency, And Other Related Matters 2023 was also passed into law.

Reading the letter of the State Governor, Rt Hon. Francis Ogbonna Nwifuru to the House Members, the Speaker, Rt Hon. Moses Ije Odunwa said, that the bill was for regular availability of quality medicine and medical commodities at affordable cost for supply to all healthcare facilities in Ebonyi State.

Speaking in support of the bill, the Chief Whip of the House, Rt Hon Nkemka Okoro Onuma said, that the bill will go a long way, in minimizing counterfeit drugs. He said that Ebonyians will have access to affordable drugs, and therefore, asked his colleagues, to support the expeditious passage of the bill.

On his part, the Member representing Ezza South State Constituency, Hon. Friday Ogbuewu said, that the bill was timely, recounting the recent employment of medical practitioners by the Governor of the State, Chief Francis Ogbonna Nwifuru, adding that the bill will as well, go a long way, in reviving General Hospitals in the State.

Contributing, the Member representing Izzi West State Constituency, Hon. Godwin Abiri, and his Ivo State Constituency counterpart, Hon. Onyebuchi Ogbadu, emphasized the importance of the bill, and lauded the State Governor, Chief Francis Ogbonna Nwifuru, and however, implored their colleagues to support the bill.

The Speaker of the House, Rt Hon. Moses Ije Odunwa, therefore, put the unanimous approval of the House on voice votes, for A Bill To Establish The Ebonyi State Drugs And Medical Commodities Management Agency, And Other Related Matters 2023 to be passed into law, and it was favorably accepted.

While granting interview from the Press at the end of the successful passage of the bill, Rt Hon. Moses Ije Odunwa, said that both bills were correlated, adding that when government is building infrastructures, there is need to consider the health of people that will be using the infrastructures, and thus, the essence of the bills. Speaker Odunwa Said, that the bills were an ingredients for the agenda of the People's Charter of Needs to succeed.

EBONYI SPEAKER EMERGES THE APC SPEAKERS' DEPUTY CHAIRMAN

The Speaker of Ebonyi State House of Assembly, Rt Hon. Moses Ije Odunwa has emerged the Deputy Chairman of the All Progressives Congress (APC) Speakers' Forum.

Speaker Odunwa emerged in a competitive, transparent, and democratic election, which took place at Abuja, alongside the Speaker of Kwara State House of Assembly, Rt Hon. Yakubu Danladi-Salihu, as the Chairman, the Speaker of Cross River State House of Assembly, Rt. Hon. Elvert Ayambem as the Treasurer, the Speaker of Ondo State House of Assembly, Rt Hon. Olamide Oladiji, as the Vice Chairman (South), the Speaker of Yobe State House of Assembly, Rt Hon. Ciroma A. Buba as the Vice Chairman (North), among other elective positions.

In a communiqué released and signed by the Speakers of the All Progressives Congress (APC) State Houses of Assembly at the end of the election, the forum identified the crucial roles of legislative autonomy in upholding democratic principles and ensuring effective governance, and also reaffirmed its responsibilities of upholding the autonomy of the legislative arm at all levels of government to promote good governance that would engender the progress and development of Nigeria.

The Conference also deliberated on resolutions, which are not limited to capacity building, legislative reform, public engagements, and intergovernmental cooperation, and however, reassured their commitment, to maintain the resolutions in their various States, so as to promote transparency, accountability, and good governance in all the APC states.

EBONYI LOCAL GOVERNMENT WINS THE 2023 GOVERNOR'S CUP

Ebonyi Local Government Football Team, has emerged winner of the grand finale of Ebonyi State Governor's Cup 2023 Inter Local Government Football Competition, which took place at Pa Ngele Oruta Township Stadium Abakaliki on Sunday.

Speaking on the event, the Governor of Ebonyi State, Rt Hon. Francis Ogbonna Nwifuru, expressed the preparedness of his Government, to establish a formidable football team in the State. The Governor said, that the stride will begin with the establishment of standard football teams in each of the three Senatorial zones of the State, adding that formation of the state team, will come from the best, which will be selected among each of the three Senatorial Zones, who will be given all the necessary requirements that are needed to function effectively.

Governor Nwifuru expressed firm believe, that football can guarantee peace and unity among people, and however, announced the approval of utility bus, for the state ministry of Youth Development and Sports, to ease sporting activities in the state.

Earlier, the State Commissioner for Youth Development and Sports, Hon. Richard Ugo Idike, said that the competition was organized to foster unity in the state, and to select and discover bonding football talents, who will play in the proposed state football club, to complement the vision and sports loving and developmental initiatives of the State Governor, Rt Hon. Francis Ogbonna Nwifuru. The Commissioner also commended the State Governor, for inaugurating Committees to restore peace in all the war ravaged communities and areas in the state, and for approval of immediate employment of Workers in most critical sectors of the State economy. He also thanked him for extending road construction network to all the neglected rural places in the state, additional ten thousand naira to the monthly salary of Civil servants, and for approval of the 2023 Governor's Cup Competition, and the state participation in the 2023 National Youth Games, which will be coming up this month at Asaba, Delta State.

Highlight of the event was an award of medals to the players and officials, and also, presentation of trophies to the winners.

The event, attracted dignitaries in the State, including the Speaker of Ebonyi State House of Assembly, Rt Hon. Moses Ije Odunwa.

Ebonyi Speaker Bags EBSHIA Ambassador

The Speaker of Ebonyi State House of Assembly, Rt Hon. Moses Ije Odunwa, has received in his office at the Legislative Complex Nkaliki Road Abakaliki, in company of his Deputy Rt Hon.Chinedu Onah and some other members of the Assembly, the Executive and entire staff of Ebonyi State Health Insurance Agency(EBSHIA), who came to felicitate with him on his new position as the Speaker of the State House and as well, inform him of the current status of the Agency and the need to collaborate the twenty-four House members for effective Healthcare service delivery in their various constituencies.

According to a message, released by the Chief Press Secretary to the Speaker, Mr Theophilus Ifeanyi Igwe at Abakaliki on Monday, the Speaker described Health Insurance as a Panacea for healthy living and economic growth of Ebonyi State residents. The Speaker said, that Ebonyi residents could attain wellness at a minimum cost with the present active health insurance scheme in the State. He reassured of the readiness of the House members to partner the Agency to deliver quality health-care service to their constituents as their way of complementing what the State Governor Chief Francis Ogbonna Nwifuru is doing in the State's health sector. He promised to include health insurance as their constituency projects in their next budgets and to liaise with the governor to ensure that health resource personnel is enhanced for optimal service delivery, especially in Primary health centres of the state. He equally enjoined the Agency to ensure that they operate on a standard cadre while considering rural dwellers as the most beneficiaries of their services.

Earlier, the leader of the delegation and the Executive Secretary of the Agency, Dr. Divine Igwe, acknowledged that the Agency has leveraged the Basic Health Care Provision Fund(BHCPF) to equitably enroll forty-eight thousand beneficiaries in the State but lamented that the number is about five percent of the vulnerable group in the State and less than one person of the population of the State hence the need for collaboration. He therefore solicited for the House members' adoption of vulnerable persons from their different constituencies into the scheme as that would contribute to the reduction of their health challenges.
The Executive Secretary said that the integration of the formal and informal sectors of the State into the scheme by the State government would go a long way in beefing up the enrollment status of the Agency which he said would have a positive impact on the State at the national level and pleaded on the State actors to harmonize toward equity fund release.

On his part, the Consultant to the Agency Dr. Ibiam Azu-Agwu emphasized that the adoption of health insurance for the residents of the State will not only engender a better health tone, and a reduction in huge out-of-pocket payment during ill health for the citizenry but more importantly accelerate the achievement of Universal Health Coverage which he said is a global target of ensuring that everyone irrespective of his financial and social status and location would have access to quality and affordable health care service. He maintained that the health-seeking behavior of the people would also be changed for the better with operational health insurance in place and enjoined House members to consider the adoption of less privileged constituents into the scheme rather than material gifts.

The visit was used to confer on the Speaker the Health Ambassador of the Agency, and appealed to preside over the Ebonyi Health Insurance Summit slated to be held in November 2023.
