The Central Bank of Nigeria (CBN) yesterday
dismissed the call for further devaluation by
the Emir of Kano, and immediate past
Governor of the bank, Mallam Muhammad
Sanusi II, saying there would be no further
devaluation of the naira.
Sanusi on Friday had faulted the decision of
the CBN and the federal government not to
further devalue the naira, and also to retain
fuel subsidy.
He said, “it is wrong to continue with the
fuel subsidy. It is wrong to continue to
pretend that you can keep the naira at a
certain level, when the price of oil is falling,
without depleting your reserves. You have
to make a choice.”
But CBN Deputy Governor, Corporate Services
Directorate, Mr. Adebayo Adelabu, yesterday,
while addressing journalists in Lagos, at the
sidelines of the Investiture of the Chartered
Institute of Bankers of Nigeria (CIBN),
responded to Sanusi’s comment saying, “We
are all aware of the CBN’s official position on
this, that there will not be any further
devaluation of the naira, and this has been
communicated.”
“We have made the official position known
to the public. There could be comments
from various quarters of the economy but
we have made our official position known”,
he said.
CIBN backs CBN
The position of the CBN was also supported
by the Chartered Institute of Bankers of
Nigeria (CIBN). Commenting on the calls for
further devaluation of the naira, CIBN
President, Otunba Adebola Osibogun, said,
“The CBN itself is a member of the institute;
off course they consult with us, we work
together, even though they take the
decision, so whatever the CBN decides, the
institute always support.”
LCCI backs Sanusi
But the Lagos Chamber of Commerce and
Industry, supported Sanusi’s position, saying
there is need to adjust the exchange rate in
line with current realities.
In a telephone interview with Vanguard,
Director-General of LCCI, Mr. Muda Yusuf,
said, “We have to situate our policies within
the context of current realities.
The reality for now is that the current
exchange rate policy is not sustainable. That
is why we have all the crises we have been
having in the foreign exchange market.
“I think it is a good advice that we should
adjust, I won’t call it devaluation, adjustment
of the exchange rate in line with current
realities.
That will make it easier to manage the
current crises that we have. The current
approach of the CBN is even creating more
problems, than it is even solving. I don’t
even believe that is the way we should go”.
Diversifying the economy a must-CBN
Speaking on the theme of the CIBN
Investiture, “Diversifying the Revenue base
of Nigeria economy, the CBN Deputy
Governor, Adelabu said though Nigeria
missed the opportunity to diversify the
economy when the crude oil prices where
above $100 per barrel, doing so has become
a must in view of the decline in crude oil
prices and revenue.
He said, “The dwindling oil prices, reduction
in volume of crude oil production are
affecting us, with revenue nose diving,
because we relied so much on crude oil. We
lost the opportunity to diversify between
2009 and 2014 because we had relative
stability in exchange rate, and oil prices
went up as high as $110.
“We should have diversified in the period of
boom. Now we don’t need anybody to teach
us that we have to look at other areas of
revenue. This is a challenge to everybody
especially to the banking industry.
“Banks need to look at other sectors in
terms of lending. Fortunately we are blessed
with almost every resource on the earth.
Agriculture is a sector we must focus on. We
have lots and lots of solid mineral”
resources; and we should focus on
developing them. Most importantly, we have
to patronise local products.
Every Nigerian should deemphasise
consumption of imported goods, because
by doing so, we are helping other countries.
We should all patronise locally made goods.”

DANGOTE Oil Refinery Company Limited
yesterday said its $9 billion refinery would
now come on stream by December 2017,
one year ahead of an earlier December 2018
deadline. The Dangote refinery, located in
Lekki, Lagos State, targets delivering
600,000 barrels of refined crude oil per day
(bpd).
The latest move to fast-track the refinery
operations’ take-off date was disclosed by
the Senior General Manager, Civil and
Structural, Mr. Madhav Kelkar, during a
facility tour of the refinery by journalists in
Lagos.
Kelkar explained that the conclusion of
preliminary works at the refinery remained
a major milestone, which was achieved in
record time, a development, he said, was
responsible for the shift in take-off date.
The refinery will produce gasoline, diesel,
aviation fuel/ household kerosene, slurry as
raw material for carbon black, as well as
750,000 mtpa of polypropylene.
According to him, the refinery is sited on
2,500 hectares of land and is also to include
a 750,000 metric tonnes of polypropylene
for the petrochemicals plant and another
fertilizer plant, which would produce 2.8
million metric tonnes per annum (mtpa) of
urea and ammonia.
He insisted that Dangote oil refinery project
is the first of its kind, having the longest
single train refinery in the world.
Kelkar disclosed that Dangote in its quest to
build an oil refinery, petrochemicals and
fertilizer plant of world-class standard
assembled a team of top-notch engineering
firms, with the largest dredging company in
the world, Jan De Nul of Belgium working on
the company’s dredging works, while Trevi
Foundations and Onshore Constructions are
working on piling.
Italian giant, Saipem, is handling
Engineering and Procurement Contract (EPC)
and Sarathy Geotech of India carrying out
soil investigation.
Recall that the United States Trade and
Development Agency (USTDA) had in August
2015, signed an agreement with Dangote
Group for a grant of $997,443 for the
training of Dangote Oil Refining Company’s
personnel, a subsidiary of the group. The
USTDA grant will fund a multi-year
programme to train over 100 Dangote
Company staff on refinery fundamentals.
Through the training, the Dangote staff will
be able to operate and maintain the
Greenfield Refinery in Lekki, Lagos.
President of Dangote Group, Alhaji Aliko
Dangote, had said at the signing ceremony
that “just over a year ago, with our decision
to invest in a $9 billion 600,000 bpd refinery
project, we decided to address the paradox
of Nigeria being one of the world’s largest
producer and exporter of crude oil but yet
one of the largest importers of refined
products.”

Rivers State Governor, Nyesom Ezenwo Wike has declared that “the ungodly political gang-up in Abuja will never compel him to abandon the mandate given to him freely by Rivers people”.

He stressed that the judgment of the tribunal, which removed him, was tantamount to a lower court over-ruling a superior court, which is unknown to law.

Addressing thousands of his supporters who thronged the Port Harcourt International Airport on Saturday evening to welcome him back from Abuja, Governor Nyesom Wike urged them to remain peaceful as the tribunal’s judgment was simply the verdict of man, which will give way to God’s verdict.

He said though by his training he was not expected to criticise a judge, the Judgment by the Rivers State Governorship Election Petition Tribunal negated earlier judgments given by the same tribunal, wherein they upheld his election in petitions filed by the Labour Party and the Social Democratic Party, only to make a contradictory u-turn and nullify his election for the same reasons they upheld it in other petitions.

Governor Wike, who was accompanied by the PDP Acting National Chairman, Prince Uche Secondus and Rivers leaders said: “I have never seen a situation where a lower court overrules a higher court. The Court of Appeal has ruled on the issue of card reader which the tribunal based today’s judgment upon”.

The governor cited the fact that the Electoral Act does not recognise the card reader as stated by several tribunals and the Appeal Court.

He said: “Nobody will intimidate me to abandon the people of Rivers State. Justice will prevail at the end.

“I have a very good case and my lawyers are already compiling the appeal process. Therefore, Rivers people should remain peaceful as the good work already started will be completed by God’s grace”.

Another early morning bomb attack has
occurred in a mosque in Maiduguri, Borno
state, killing and injuring many worshippers
during the early morning prayer session,
witnesses said.
The blasts, according to residents occurred
in Jiddari Polo area at about 5am when
Muslims were performing the first
congregational prayer of the day.
Details of casualties are still sketchy as
security officials have cordoned the area
while rescue and aide workers tried to
evacuate corpses and injured victims.
But a spokesman of the local Civilian-JTF,
Abbas Gava, told PREMIUM TIMES that “it was
two bomb explosion in a mosque in Jiddari
Polo, very close to the Federal High Court
complex. We are still trying to get the correct
figure of casualties”.
PRNigeria, an agency that distributes press
statements on behalf of Nigerian security
and rescue agencies, said rescuers from the
National Emergency Management Agency
(NEMA) had so far evacuated six dead bodies
from the scene of the attack.
The PRNigeria gathered that the incident
occurred during the early Morning Subhi
Prayer at a mosque behind Magistrate Court
Polo Area in Maiduguri.
The agency said “the explosion was carried
out by a suspected lone suicide bomber
whose two accomplices escaped, when
some vigilant members of the community
accosted them on their suspicious
movements”.
It quoted a senior health official as
confirming that six bodies had been
deposited in the mortuary, while about 17
other injured victims were being treated at
the Specialist Hospital and the University of
Maiduguri Teaching Hospital.

The chairman of an award dubbed China’s Nobel peace prize has defended the decision to honour Robert Mugabe, the Zimbabwean president, for supposedly “injecting fresh energy” into the global quest for harmony.
Mugabe, who has been accused of using systematic violence and tortureto maintain his 35-year grip on power, recently became the latest recipientof China’s Confucius peace prize.
The Beijing-run Global Times newspaper said 91-year-old Mugabe had beaten off competitionfrom candidates including the Microsoft founder, Bill Gates, and the South Korean president, Park Geun-hye.
Robert Mugabe assumes African Union helm with familiar rallying cry
“Ever since Robert Mugabe was sworn in as the president of Zimbabwein the 1980s, he has worked hard to bring political and economic order to the country and to improve the welfare of the Zimbabwean people by overcoming hardship,” the prize committee argued in a statement.
The committee praised Mugabe’s stewardship of the 54-state African Union after he became its chairman earlier this year.
News of Mugabe’s Chinese award sparked fury among opposition groups in Zimbabwe and ridicule among human rights activists.
“The rule of Mugabe is paved with blood, violence, arson and cruelty,” Gorden Moyo, the secretary general of the People’s Democratic party, claimed on the Bulawayo 24 news website.
Moyo said his party was “utterly disgusted” with the Chinese tribute to Zimbabwe’s leader, whom he called “a war-monger ... and a sadist who delights in the misery of the people”

The Confucius award was set up in 2010 as a Chinese alternative to the Nobel peace prize after the Norwegian Nobel committee infuriated Beijing by handing its annual peace prize to the jailed dissident writer Liu Xiaobo. Liu remains in prison for co-writing a pro-democracy manifesto called Charter 08.
Previous winners of the Confucius prize include Vladimir Putin and Fidel Castro, who was praised by the committeefor “speaking out against nuclear warfare”.
Qiao Damo, the committee’s chairman, told the Guardian he supported the decision to recognise the achievements of Mugabe, who has ruled Zimbabwe since independence from Britain in 1980.
“If Zimbabwe did not have Mugabe as its president, the country would be facing great difficulty – even public security might be in danger,” Qiao said

After months of politicking and horse trading, Speaker of the House of Representatives, Honourable Yakubu Dogara, on Thursday, announced the names of chairmen of the 96 standing committees which are to carry out the part of the fundamental work of the House.

The sharing of the committees was done by the selection committee chaired by the Speaker, body of principal officers and appointed members each from the 36 states of the federation and the Federal Capital Territory.

The sharing showed that 48 chairmen and 55 deputy chairmen of the standing committees were alloted to members of the All Progressives Congress (APC) while the Peoples Democratic Party (PDP) has 45 chairmen position, All Progressives Grand Alliance (APGA) had one and the Social Democratic Party (SDP) had two.

The committee chairmen, as announced by the Speaker included: Abdulmumin Jibrin who will chair the House Committee on Appropriation; Bashir Baballe Ila will chair the House Services Committee; Babangida Ibrahim will head Finance Committee; Zakari Mohammed will chair Basic Education and Services Committee; and Jagaba Adams Jagaba will head Committee on Interior.

Some lawmakers, however, retained the headship of the committees they chaired in the seventh assembly and they are: Mohammed Tahir Monguno, Agricultural Production and Services; Aminu Suleiman, Tertiary Education; Nkiruka Onyejeocha, Aviation; Nnenna Ukeje, Foreign Affairs; Jones Onyereri, Banking and Currency; Shehu Shagari, Judiciary and Nicholas Mutu, NDDC.
Also on the list are Rima Shawulu, Army; FCT Area Council & Ancillary Matters – Zephaniah Jisalo and Gas Resources, Agbedi Frederick.

Others are: Health Institution, Betty Apiafi; National Planning & Economic Development, Jephter Foingha; Petroleum Resources (Upstream), Victor Nwokolo; Petroleum Resources (Downstream), Akinlaja Joseph; Ports, Harbour & Waterways, Patrick Asadu; Power, Daniel Effiong; Public Procurement, Wole Oke; Science & Technology, Beni Lar and Works, Toby Okechukwu.

New members were not left out in charing the committees and those named as chairmen are: Oladele Kayode, Financial Crimes; Samuel Okon Ikon, Inter-parliamentary Relations; Timothy Golu, Legislative Budget and Research, among others
Seven new committees were named and they are Agricultural Colleges and Institutions; Basic Education and Services; Delegated Legislation; FCT Judiciary; Health Institutions; IDPs, Refugees and Initiatives on North East; Insurance and Actuarial Matters; Tertiary Education and Services.

Following confirmed cases showing that
some security personnel of financial and
multinational companies who use Police
uniforms have been involved in illegal acts
including crimes, the Inspector General of
Police, Solomon Arase has directed that such
security personnel should cease to wear
police uniforms from January 1, 2016.
A statement in this regard signed by the
Force Public Relations Officer, Acting ACP
Olabisi Kolawole said, “The Inspector-
General of Police, IGP Solomon Arase has
directed Companies using Super-numerary
Police (SPY) nationwide to stop the use of
Police uniform for their operations on or
before 1st January, 2016.
“The IGP gave this directive at a meeting
with Security Managers of Companies using
SPY Police for their internal security.
“He noted this measure being part of his
administration’s renewed crime fighting
strategy, is aimed at curtailing the activities
of criminally minded persons who disguise
in police uniform to perpetuate their
nefarious activities.
“However, he has approved the use of a
newly designed grey and black trouser as
the new uniform to be worn by spy police
officers nationwide.”

The Magistrate’S Court,Wuse 11, sitting in
Abuja, has refused to release Nnamdi Kanu,
Radio Biafra Director as he is yet to meet the
bail conditions.
In a telephone interview, Wednesday, his
lawyer, Mr. Egechukwu Obetta, told
Vanguard that ,” he has not been been
released.”
The Department of State Service, DSS,
Tuesday, also denied the leader of IPOD
lawyer access to his client despite subsisting
court order allowing him access to his
lawyer and physician.
According to IPOD’s lawyer, Mr. Egechukwu
Obetta, ”the filing of paper work in line with
his bail condition is in progress

Paying tribute to Jonathan in a recent editorial ahead of the elections, The Daily News of Tanzania commended the former president for taking his defeat in the last presidential election “in all magnanimity,” adding that “Jonathan may very well have averted bloodshed that is characteristic of incumbent leaders who cling in power tooth and nail, fang and claw! What lesson is there in this for us in Tanzania, pray?” In the editorial entitled: ‘Salutary lessons for Tanzania from Nigeria’s latest elections; the paper said further: “It is generally admitted that the election in Nigeria was unprecedentedly free, fair and transparent, whereby the opposition candidate, Muhammadu Buhari, won the Presidency. What is more remarkable is that the incumbent president who sought re- election, Goodluck Jonathan, … most graciously accepted the results promptly! “Oh, I don’t know beyond the fact that Tanzania could tragically do worse if it fails to dedicatedly take a leaf out of Nigeria’s newest book on elections!” Similarly, the Guardian of Tanzania also poured encomiums on former President Jonathan, describing him as a democrat who has pointed the way forward for the rest of Africa. In its own editorial comment entitled ‘High profile figures among observers will add credibility to poll process, results’, The Guardian stated: “Jonathan’s voluntary handover of power to the opposition wrote a new chapter for Nigeria’s democracy, given the fact that it is rare for sitting presidents in Africa to hand over powers to winning opposition parties.” Reports also indicate that the people of Tanzania are happy to see Jonathan lead the Commonwealth election monitoring team because of his exemplary feat of conceding defeat even before the end of the electoral process and subsequently handing over power to the opposition party. The Tanzanian general election of 2015 will be the 5th quinquennial election to be held since the restoration of multi-party system in 1992. Voters will elect the President, Members of Parliament and local government councillors. By convention, the election is held on the last Sunday of October and will be supervised by the National Electoral Commission (NEC). Political campaigns commenced on 22 August and will cease a day before the polling day. The incumbent president, Jakaya Kikwete, is ineligible to be elected to a third term due to term limits. The country’s dominant ruling party, the Chama Cha Mapinduzi (CCM) selected Works Minister John Magufuli as its presidential nominee; instead of the front- runner former Prime Minister Edward Lowassa. After failing to secure the ruling party’s nomination, Lowassa defected to an opposition party that once labelled him as “one of the most corrupt figures in Tanzanian society.” This year’s election is the most competitive and unpredictable in the nation’s history. The government has warned politicians to refrain from engaging in witchcraft, and a deputy minister told parliament that reports linking politicians with the killings of people with albinism could be true as it increases during the election period. A ban on witch doctors was imposed in January 2015, as some of them condone the killings due to superstitious beliefs that the victims’ bodies “possess powers that bring luck and prosperity”.
