Nnewi—A chemical depot located at Nkpor junction in Idemili North Local Government area of Anambra State, yesterday evening set three buildings: a five-storey, three- storey and another ablaze when the chemicals stored in drums in the depot caught fire and exploded. Properties estimated at several millions of naira were lost to the inferno despite the efforts of men of the fire service who were on hand to stop the fire. Two of the affected buildings were Summer Hill Clinic and a residential home located near it. It was gathered that because the three buildings were clustered in one place, the inferno was able to affect them easily. Contacted, the Ogidi Divisional Police Officer, DPO, Mr. Hassan Musa confirmed the inferno started from the chemical depot, however he said no life was lost and no body had been confirmed injured.

ABUJA — Even with the quantum of criticism that greeted his statement that Nigeria at the moment can’t afford to pay 36 ministers in far away India on Friday, last week, president Mohammad Buhari Tuesday in Abuja ruled out the possibility of assigning portfolios to all the confirmed 36 ministerial nominees by the senate.

Though he gave vent to the constitutionally mandatory 36 ministerial slots, he also reiterated that the economy was battered to accommodate the number.

This came as the senate president, Dr. Bukola Saraki said that the idea of having ministers without portfolio was not entirely novel in the Nigerian political system.

President Buhari spoke when he received the second and last batch of the screened nominees from the senate president at the presidential villa in Abuja.


Saraki had at a brief ceremony to mark the presentation stated that the senate had concluded the assignment.

Aware that the he had come under heavy criticism following his statement on the state of Nigeria’s economy, the president said he would continue to speak the truth about the economy.

He said: “Mr. President, we have finished the screening of the last batch of the ministers on Thursday and we waited for our vote of proceedings today which we finished this morning.

“I want to formally present the list of the 18 ministers who have now been cleared to you and that makes a total of all your 36 nominees that have been cleared by the Senate.

“I was just engaging the SSA to check in the record when last that has happened. So it must be credit to the nominees that were submitted and also credit to the Senate”.

Speaking after receiving the list, president Buhari also thanked the senate for a job well done.

“I thank you the President of the Senate for the work of the Senate leadership in our strive to follow the constitutional provision that states that the President should submit the names of those he wants to form the cabinet.

“If I can remember, there must be a member from each of the 36 states. That was why I limited the number of my nominees to that number, 36.

“The Senate worked extremely hard and they have passed all the nominees. I think there is some enthusiasm in some parts of the Presidency today that portfolios are to be given to the 36.

“The constitution certainly said there must be one member of the cabinet from all the states but the constitution did not say I must have 36 ministries.

“I will explain the details. Because of the economic imperative, to have a lot of ministers, substantive ministers, let me put it that way, whatever somebody speculated in some of today’s new papers, I think that the economy as I have seen it now since my sitting here for the last four months, that we are so much battered. Although some people are saying I am giving bad publicity and scaring away investors.

“Any investor who is interested in investing in Nigeria will seem to know more about the economy more than ourselves. So when I come and tell the truth about the position of the economy of the country, I am going out looking for investors.

“But I am confirming to them that we are truthful, that we need them to come and help us help ourselves by getting in industries, manufacturing and services. They know our needs. The economy of human resources, I believe will make them eventually come and help us.

“Mr. Senate President, I thank you very much for leading the Senate to do this hard work technically within record time. I assure you that we will follow the constitution and all the 36 will be sitting in the cabinet as the constitution stipulates”, he said.

In an interview session with State House Correspondents after the brief event, the senate president said it was not new to have mi imagers without assigned duties.

He however urged Nigerians to focus on “major issues”.

According to him, the appointment of the ministers would give room for serious government works to better the lots of the citizenry.

He said: “Well I think before you had ministers of state in the past, I don’t think there is anything new, there was minister for special duties which really don’t have portfolio. I think the key issue is being in cabinet, is being part of government and those that would have the
responsibilities of ministering are those that at the end of the day would do that.

“So minister of state is not new. We had it before, if you remember that very well. Honestly I believe we need to move away from the small issues and begin to focus on the major issues. I think the country presently now is at a very trying time no doubt about it.

“We have the challenges of revenue drop, challenges in trying to boost revenue and create jobs and you know we have some of these issues which we really need to address and I think that it is time for us to address them and these are some of the issues we looked at as a
senate, that it is time for us to give support to the executive to move the country forward and I think all of us apart from those in the legislature and the executive and even those of you in the media, we must begin to proffer and put our country in a positive view otherwisethere is no way we are going to have those major issues addressed.

“As I said it is not new in having all not full time ministers, but let us wait to see what portfolio or responsibility some of them will
have. I cannot speak on behalf of the President on that, but we have done our own constitutional responsibility.”

Saraki also scored highly the nominees, saying they had the wherewithal to move Nigeria forward.

“As I said the work was not difficult because of the quality of nominees that came in. Secondly it is the fact that we put in the time to vigorously put the nominees to answer the questions and at the end of the day, we found out that most of them met the requirement and the senate was satisfied.

“You noticed that in some cases we delayed the number of one or two. It is all part of politics of behind the scene but at the end of the day, we finished with them. That is all about give and take and eventually I am happy with what the senators have done. The entire 108 senators, we have done a good job and I believe we have laid the platform for the government to fully take off”, he said.

Asked why he had to deliver the names personally to the president, the senate president hinted that there were under private issues to discuss.

He however denied discussing his ongoing trial at the Code of Conduct Tribunals.

“Because there were other things we discussed. As you can see after you left we discussed for about 20 minutes on some major issues as well. So it wasn’t just about the letter.

I think at the right time they will get to know. I have a constituency which is the senate which I must first engage and I am sure with
time…the major issue has to do with moving Nigeria forward.

“Did you think that will come up in this kind of situation? No, it didn’t come up”, he said.

ABUJA — AHEAD of the unveiling of names of chairmen and vice-chairmen of standing committees by Senate President, Bukola Saraki, tension has gripped the lawmakers over who heads the juicy committees.

According to a source, ranking senators across party lines have vowed to resist any move to give them committees that are seen not to be powerful.
At press time last night, Peoples Democratic Party, PDP, senators were said to be meeting at the residence of former Senate President, Senator David Mark, over the issue.

It was gathered, yesterday, that those who had been fighting Saraki have vowed to continue with the fight, using the standing committees as a reason.
Meanwhile, the leadership of the Senate were, yesterday night, putting finishing touches to the list.


List to be unveiled tomorrow if…
Barring any last-minute change, the Senate President will unveil the list tomorrow.
Asked in a text message if the list was ready, a principal officer replied: “No, we may finish the final touches tonight (yesterday).

The source said that the composition of the committees will help calm frayed nerves generated by the confirmation of former Rivers State Governor, Mr. Chibuike Rotimi Amaechi, last Thursday.

PDP senators staged a walk-out from the plenary on Thursday during the confirmation of Amaechi following the All Progressives Congress, APC, senators’ decision to ignore their PDP colleagues.

Committees now 64

According to a source, as part of moves to ensure stability in the Senate, Saraki has increased the standing committees by eight, thereby moving it from 57 to 64.

With this development, the Senate will be toeing the line of the House of Representatives which recently increased the number of its standing committees from 89 to 95.

Vanguard gathered that Saraki’s inner caucus had agreed that for the Senate President to enjoy a stable reign, he must find ways to accommodate more senators as committee chairmen.

A source told Vanguard that the Senate leadership, which had been working on the committee composition since August would round off, yesterday night, having agreed to increase the number of committees to 64.

The source said that the Senate Selection Committee, made up of the Principal Officers, decided to increase the number of the standing committees to ensure stability in the 8th Senate.
It was gathered that ranking senators have said that the 8th Senate might continue to witness turbulence following the emergence of the Senate Unity Forum, SUF, led by Senator Ahmed Lawan and Like Minds, headed by Senate President Saraki.

It was also gathered that the amended Senate Standing Rules 2015 prescribes equal committee chairmanship positions for each of the six geo-political zones of the country.

This provision as contained in Section 3(iv) of the 2015 Senate Standing Orders, does not exist in 2011 edition used during the Seventh Senate.
The implication of this is that the zones controlled by the PDP will chair almost the same number of committees with those controlled by the ruling APC.
The section reads: “The appointment of senators as chairmen and members of committees shall be carried out in such a manner as to reflect the six geo-political zones of the country and there shall be no predominance of senators from a few geo-political zones.”

This development is a deviation from the hitherto existing tradition in the Senate in which chairmanships of two committees – Public Accounts and Ethics and Privileges – were the only two committees reserved for the opposition.

Speaking at the opening ceremony of the
North-East Humanitarian Multi-Stakeholders
Engagement on Tuesday in Maiduguri, the
Chairman of the Presidential Committee on
North-East Intervention, Gen. Theophilus
Danjuma, said N233bn was needed for the
reconstruction and rehabilitation of the
communities ravaged by the Boko Haram
sect.
The chairman of PCNI, who was
represented by a member of the committee,
Mohammed Danjuma, said the rebuilding of
the ravaged states needed proper
coordination to alleviate the sufferings of
the Internally Displaced Persons.
He said the Federal Government and other
stakeholders are determined to manage the
humanitarian crisis in the region, adding
that the IDPs would return to their
communities after the reconstruction of
their destroyed communities.
VP Osinbajo said:
“This region has suffered
tremendously in the past six years. It
has suffered from the destruction of
infrastructure, farmlands, businesses,
trades, the destruction of schools and
the loss of school years.
“Rebuilding, restoring and
rehabilitation will cost money and
time. But neither money nor time can
fix the trauma of loss of family
members, relations and friends, the
shame of the raped, the scars and
fears of parents of the abducted and
the kidnapped, the bewilderment that
comes with loss of homes,
possessions and livelihoods and the
pains of hundreds of thousands of
orphaned children.”
“The tasks before us are many and
profound, to fix brick and mortar and
to mend hearts and minds damaged
by senseless murderous violence. But
we are called not just to mend the
hearts and minds of the victims but
also of their traducers, and killers.
“The young men and women who
have been brainwashed to kill, maim
and destroy in the warped belief that
by so doing they please God, they are
also victims. Indeed, these
perpetrators are themselves victims,
trapped in the vortex of evil
manipulation, compelled to
dehumanise themselves as they shed
the blood of the innocent.
“It is our duty to deconstruct the
narrative that causes men to kill
children on their beds at a boarding
school at night even as we degrade
the military capacity of the insurgents.

partners who have given of their

for six years have been ravaged by Boko
Haram insurgency by killing, maiming and
abduction of innocent people.”

OWERRI—Imo State police command yesterday nabbed five armed men suspected to be hired assassins in Aladinma Layout of Owerri municipality. Similarly, the command has successfully rescued the three medical doctors, who were kidnapped by hoodlums, while on their way to Isu Local Government Area of the state for a free medical treatment. The current success stories may be connected with the riot act read by the Commissioner of Police, CP, Mr. Taiwo Lakanu, that his command was fully poised to make the state very uncomfortable for criminals. Vanguard investigations revealed that luck ran out on the armed hoodlums when a crack team of eagle-eyed policemen swung into action soon after getting a credible tip- off and foiled their plan. It was also gathered that the armed gangsters were on the verge of taking off for their operation when the police men arrived and rounded them up. A reliable source within the command told Vanguard that the target of the hoodlums was a high profile personality living in the area. Although the source resisted all attempts to name the personality, he, however, revealed that the two ideas on the hoodlums’ table were to either kidnap or outrightly eliminate the fellow. Continuing, the source further revealed that assorted dangerous weapons, including guns, were recovered from the armed gang. “The police recovered varying dangerous weapons, including firearms, from the hoodlums. They have been taken away for serious questioning,” the source concluded. Yenagoa—Armed men in military camouflage have reportedly kidnapped a community leader, identified as Chief Geoffrey Agorodi, at Ogbia Town, Ogbia Local Government Area of Bayelsa State. The abduction, it was gathered, occurred at about 8.30pm last Friday some distance from Ogbia Town jetty. The four gunmen, allegedly bundled Agorodi into a waiting speedboat and sped off after shooting sporadically to scare people away. Chairman of Ogbia clan, Ijaw Youth Council, IYC, Worldwide, Mr. Osaanya B. Osaanya, condemned the incident, describing it as one abduction too many in the council. He said: “Kidnapping has become a worrisome development at Ogbia. Kidnappers have laid siege to our council and at the last count, over five persons were abducted in the past one month. “This is unacceptable. Most of the victims were elderly men and women, including traditional rulers.” He urged youths to desist from crime and engage themselves in legitimate means of livelihoods. He also called on the state government and security agencies, especially the Police, to evolve a better productive approach of tackling criminality in the council. While noting that the youths were prepared to partner with security agencies, he asked Ogbia local government council to float a security programme to check the trend. The Police Public Relations Officer, PPRO, Mr. Asinim Butswat, confirmed the development, saying investigations were ongoing to unmask the identities of the abductors and rescue the victim.

MAKURDI—A sudden surge in the water level of River Benue has left over 300 houses and huts submerged, with many families rendered homeless in Makurdi, the state capital.
The unexpected flood, which also swept away property and valuables worth millions of Naira, may have created a major humanitarian crisis in the town and it’s environs.

Among the worst hit areas are Wurukum, Wadata Rice Mill, Agboughoul, Kutcha Utebe and Gydo Villa area settlements, while all the buildings that are less than 500 meters from the shore of the river and those directly behind the New Garage Road are also facing the prospect of going under the fast rising river.

One of the victims and resident of Wadata Rice Mill settlement, John Agboyi, said residents of the area were taken aback by the unanticipated flood.

“Its strange, we went to bed last night, only to wake up this morning to discover that flood water has overtaken our homes and neighbourhood, all we did was to battle to rescue some of our property from the fast rising flood water,” he said.

At Kutcha Utebe where families were seen moving their property from their homes, a resident, Terhile Fidelis, said the flood washed away most of his property before he could mobilize enough support and help to move them away.

He said: “My worry is that I do not have anywhere to go to with my family at the moment. I just can’t understand why this sudden rise in water levels cannot be adequately tackled by the government.”
Efforts to reach the Commissioner for Water Resources and Environment, Mr. Nick Wende, on the issue failed as he did not pick his calls nor reply to the message sent to his phone.
