Yes, they unlocked it, your phone should be Chinese version with Global rom flashed, that's how I received my Redmi note 4x, then there was no official rom for note 4x, seller had to flash that of note 4 since both phones are actually same.

Me sef weak, I know of somebody wen nr gree buy the Redmi 4x last year because of this alone, something wen ordinary Redmi 4a get and even old Redmi 2, smh.

With screen off I dnt think it's bad, but with screen on its terrible. 4 mins per percent tage drop

Restore factory settings, if no improvement, update. If it's still thesame then I advise you use your phone and hope it improves.
