The person you quoted means to say that there's usually a difference between a soldier and a civilian. A soldier can't just kill an unarmed civilian. It's against the rules of engagement and forbidden under the UN charter, but when a civilian picks up a rifle and engages a soldier, that civilian automatically becomes an enemy combatant and can be killed.
The person you quoted is right. These people attacking Russian army convoys are no longer civilians but when the RUssian army kills them, the Ukrainians post that they were killed as civilians just to show the Russians in bad light.

This continent called africa never ceases to amaze me everyday. Corruption in broad daylight is now the order of the day..africans are really suffering. Only someone who has traveled out of the shores of this continent would understand that africans are truly suffering..
