Nigeria plans to redeem N762.5 billion ($2.5 billion) worth of treasury bills from the proceeds of a planned $2.5 billion Eurobond, to lower borrowing costs for the government, Finance Minister Kemi Adeosun said on Wednesday. Government expects to save N64 billion each year after it refinances the local bills with the dollar debt, she told reporters after the Federal Executive Council meeting prresided over by President Muhammadu Buhari in the capital Abuja. In January, the Director General of the Debt Management Office, Ms. Patience Oniha of the debt office said, the government would consider raising $2.5 billion through Eurobonds in the first quarter to refinance a portion of its domestic treasury bills portfolio at lower cost. The Federal Government said that the purpose of the bond issue was to help to refinance $3 billion worth of a local treasury bill portfolio of N2.7 trillion. It sold $3 billion in Eurobonds in November, part of which it used to fund its 2017 budget, and then paid off N198 billion in treasury bills in December. The debt pay-off led to a drop in rates by around 300 basis points which translates into savings for the government, Adeosun said. On Wednesday, bond yields rose 50 basis points to a level last seen five months ago as global risk-off sentiment spread to local assets. The rise hit the actively traded five year bond and benchmark 20-year debt the most. The Presidential Committee on the North-East Initiative (PCNI) has donated medical equipment worth over N400 million to the Adamawa State Government. Vice Chairman of the committee, Alhaji Tijjani Tumsah, made this known while presenting the equipment, in Yola. Tumsah said that the development was part of President Muhammadu Buhari’s plan on North East rehabilitation programme. “Today, we are witnessing another remarkable health care intervention on North East rehabilitation programme,’’ he said. Tumsah said that the equipment meant for a 50-bed capacity hospital was for the Mubi General Hospital. The equipment included surgery facilities, x-ray machines, eye clinic, paediatrics, gynaecology and other laboratory equipment. While receiving the equipment, the Adamawa state Deputy Governor, Engr. Martins Babale, commended the Federal Government for the intervention saying the intervention was timely and would go a long way in adding value to the already declared state of emergency in the health sector by the state government. RMB Nigeria (RMBN) Stockbrokers, in its research, has forecast a positive outlook for the nation’s cement sector and believes 2018 could be the beginning of the next growth cycle for cement consumption in the country. The stockbrokers forecast Nigeria’s cement consumption to rebound at seven per cent year-on-year in 2018 compared with a 17 per cent decline for 2017, especially as Nigeria exits a challenging economic downturn in 2017.Furthermore, the group also expects stronger consumption growth at 12 per cent CGAR over 2018 through 2023. The Head of Research at RMBNS, Gbenga Sholotan, said there is supportive cement consumption drivers from the emergence of concrete roads and housing deficit, which could unlock 53 metric tonnes (mt) and 24mt respectively by 2020.Besides, government’s commitment and implementation as well as ongoing public-private partnership infrastructure financing initiatives are positives for cement demand. However, the key risk for the Nigeria’s cement sector, according to the report, in 2018, is the possibility of a price cut based on RMBNS in-house FCF margin-cement price parity model, as the brokers reasoned cement prices could decline by about 12 per cent in 2018 after almost 60 per cent year-on-year increase in 2017. “The likelihood of BUA’s 3mt p.a. OBU II plant starting operations in 2018 further supports our view, given that historically, some price cuts have been implemented in the sector when smaller players announce new capacity,” he said.On a stock level, RMBNS recommended that investors Overweight Dangote Cement, setting a 12-month target price of N271 per share and Underweight Lafarge Africa at N49 per share. RMBNS is of the view that Dangote Cement’s 2018 cement volume could come in higher at 11 per cent year-on-year to 24.5mt, with 2018 FCF growth robust at 55 per cent year-on-year (N296 billion), implying attractive FCF yield of seven per cent on moderate capital expenditure needs. Experts have stressed an urgent need for the Nigerian economy to be diversified, utilising the current relative improvement in the price of oil and foreign reserves, for job creation and inclusive growth. There is also a need to redefine the role of government, in terms of thinking ahead; and also addressing the perennial problems of policy summersault, reversal and abandonment. These calls were contained in a communiqué issued at the end of a monthly seminar series of the Ibadan School of Government and Public Policy (ISGPP), titled: ‘From Bust to Boom: Fiscal, Financial and Infrastructure Options’ held at the ISGPP seminar Hall recently. Key speakers at the event included the Economic Adviser to the President, Amb. Yemi Dipeolu; Member, Board of Economists and CEO, Economic Associates, Dr. Ayo Teriba; Faculty member, Lagos Business School, Dr. Doyin Salami; and Members, Board of Economists, Dr Shehu Yahaya, Prof. Olu, Prof. Sylvanus Ikhide, Dr. Obadiah Mailafia, and Prof. Ebere Onwudiwe, among others. The seminar was chaired by Emeritus Prof. Ademola Oyejide with Prof. Akin Mabogunje as Chief host. The lead presenter, Dr. Teriba, a member of the Board of Economists, addressed some cogent issues including the slide in Nigeria’s National Economy from Boom to Bust, with particular emphasis on windfalls (fat years) to shortfalls (lean years); cyclical consequences of the bust or lean years; and recognition of the major constraints in the area of government revenue, access to finance and infrastructure, among others. There were three plenary sessions where discussions on specifics were held, namely: Infrastructure Options (moderated by Prof. Ekpo); Financial Deepening options (Dr. Mailafia), and Revenue Mobilisation Options (Prof. Olu Ajakaiye) Using examples drawn from Saudi Arabia, Indonesia, United Kingdom, and China among others, the seminar resolved on: unlocking revenues from non-financial assets of government; building of foreign reserves through massive privatisation; deepening the financial system; land reform as an imperative to make it possible for the majority of Nigerians, especially farmers to have titles to their land. Land reform is the surest way to diversification and enhancement of financial inclusion as well as financial deepening, they noted. A rights group, Lagoswomen 2030, yesterday staged a protest to the Lagos State Assembly over the killings in the country, just as it rejected the cattle colony policy of the Federal Government. Led by their coordinator, Kate Duru, the group demanded that government at all levels should confront the growing insecurity in the land through actions that reflect equity and unity. Despite the ban on street protest, the women came out in large number with placards bearing various inscriptions amid solidarity songs along the major streets of the metropolis. Duru noted that the rising insurgency, terrorism, armed robbery, kidnappings, corruption and other vices were constituting serious threat to the security of lives and property with their attendant adverse effect on meaningful development. Her words: “Only this January, more than 90 Nigerians were brutally killed in an act of mass atrocities in Benue and other states. Pregnant women and children were not spared the terror of violent death as a result of herdsmen and farmers’ clashes. “We are saying ‘No’ to Senseless and evil killings. We believe in peace, security and unity. We want the government to come up with policies to end these killings. The Managing Director of the Nigerian Ports Authority (NPA), Hadiza Bala-Usman has assured relevant stakeholders in the maritime sub sector and beyond of the determination of the management of the NPA to providing an enabling environment for investors to do business within the ports across the nation . This she said was to ensure the huge economic potential available in the sector, are fully harnessed for the growth of the nation’s economy. According to the NPA boss, renewed efforts are being encouraged by way of partnership, collaboration and improved synergy amongst key players in the industry towards ensuring that the management thrusts are realised within the nearest possible time. The acting DG had informed the gathering that the Presidential Team was in Lekki Deep Sea Port to have a firsthand information and assessment of the state of infrastructural development that has taken place in the project since the Committee’s last visit with a view to providing all necessary technical support for its swift take off. According to him, the Lekki Port project when completed would facilitate amongst others a platform for the creation of 170,000 jobs for Nigerians, generate an increased revenue base for government and most importantly strengthen the federal government’s drive for the Ease of Doing Business in Nigeria as well as creating an enabling environment for the reception of bigger vessels. The General Manager Projects, Lekki Deep Sea Port, Mr. Steven Heukelom, while conducting the guests on a tour of the facilities within the ports, stated that when completed in 2020, the project would boast a 16.5 meter depth base, thereby facilitating trans-shipment within the sub-Saharan Africa. The Minister of Labour and Employment, Chris Ngige has described media reports quoting him as saying that the Federal Government has spent about N1 billion on the burial plans of the former Vice President, Dr. Alex Ekwueme, as misleading. He said controversy generated by the report were needless. The minister said he didn’t attach any figure to plans being made by the government to ensure that the former vice president gets “a deserving national tribute to one of Nigeria’s foremost statesman.” In a statement signed by his Special Assistant on Media, Nwachukwu Ngige, the minister said he only gave a summary of the number of projects the federal government has undertaken to ensure that a man who was Nigeria’s beacon of democracy was given a decent burial. The statement said: “Perhaps the Hon. Minister has preempted the rhetorics of cynics and detractors who could have easily run to town to claim the federal government has abandoned Ekwueme in death. “For the avoidance of doubt, what he did as a member of the Burial Planning Committee was to give the details of the road rehablitation projects from the Awka end of the state and from Abia and Imo State axis , all leading to Ekwueme’s home town of Oko, as well as the medical services, the Mausoleum and others. National leader of the Biafra Nations Youth League, BNYL, Princewill Obuka, has accused the Buhari-led government of looking the other way while the Cameroonian government “abducts” people of Bakassi. Obuka, who was released a few days ago from police detention after his arrest on January 16, 2018 alongside Linus Essien, youth leader of the displaced people of Bakassi, said this in a chat with newsmen on Monday in Owerri. He said: “The group is worried that forces from Cameroon crossed into Nigeria and abducted members of Southern Cameroon in Bakassi early this January. “It is unfortunate that Nigerian government is supporting the action of Cameroon government against the people of the region. “On 16 January I was arrested by the police alongside Linus Essien, Youth leader of the displaced people of Bakassi and many others on the flimsy excuses that they are supporting the southern Cameroon separatists group”. He also lamented the neglect of hundreds of refugees from the ceded towns who are being harassed daily by Cameroon gendarmes over taxes. Obuka said only an independent Biafra would end the suffering of the people and called on the people of former Eastern region to support the Biafra struggle. The Nigerian Petroleum Development Company one of the upstream subsidiaries of the Nigerian National Petroleum Corporation will increase its daily crude oil production to five hundred thousand barrels per day before 2022. This target was announced by the Group Managing Director of the Nigerian National Petroleum Corporation, Dr. Maikanti Baru, during the inauguration of the board of directors of the company in Abuja. Addressing the members, Dr Baru who also doubles as Chairman of the board charged them to grow the company’s assets and ensure that the five hundred thousand barrels per day crude oil production target is met by 2022. He disclosed that the Company is currently supplying fifty per cent of the West African Gas Pipeline system, adding that it is necessary to have more gas assets, while commending the Company for leaving up to expectations. Dr. Baru directed that the Nigerian Petroleum Development Company Memorandum of Understanding with host communities should be tied to the availability of the lines saying that as stakeholders, they share in both success and losses as well. Also speaking at the event, the Managing Director of the Company, Mr. Yusuf Matashi, said from the meteoric growth the Company had witnessed since 2016, the Group Managing Director’s target of five hundred thousand barrels per day is realizable by 2022. The Peoples Democratic Party, PDP, has challenged the All Progressives Congress, APC, to submit the recommendations of the 2014 national conference report to the National Assembly before 2019, if truly they are serious on restructuring the country. The main opposition party said the ruling party was taking Nigerians on second false ride after dropping them on a land of fantasy. The party was reacting to Governor El-Rufai’s claim that President Muhammadu Buhari was ready to implement the APC Committee report on restructuring. Speaking through its National Publicity Secretary, Kola Ologbondinyan, the party pointed out that the APC, “Think that they can take Nigerians on a second ride after they dropped them on a land of fantasy. But Nigerians are aware and are awake to their false rides and fantasy and there can never be a repeat of it. “If El-Rufai is saying that Buhari believes in restructuring, we challenge and the Federal Government to pick up a copy of the 2014 National Conference report and take it to the National Assembly for amendment into the 1999 Constitution as amended. But the unfortunate thing is that in their usual game, they are telling Nigerians what they do not believe. “They still have between now and February, 2019 to showcase to Nigerians that they believe in restructuring. And the Senate and the House of Representatives members will be sitting tomorrow, Tuesday, January 30, 2018 (today). So we challenge them to take a copy either to a joint committee of the National Assembly or to deliver to each chamber.” “There is no way making post-election promises of 2019; they should do it now. Now is the time to do it. Nigeria’s stocks have been among the world’s best-performers in the past four months, and foreign investors are a big reason for that, Bloomberg reported yesterday. The New York-based financial software, data, and media company, said net foreign inflows to Nigerian equities totalled 337 billion naira ($940 million) last year, the first time flows have been positive since at least 2013. It said December 2017 was the best month since Bloomberg started compiling data at the beginning of 2014, with net inflows of 140 billion naira, signalling a switch in sentiment toward equities in Africa’s biggest oil producer. The finance media company said foreign investors were heavy buyers of Nigerian shares last year. “Nigerian equities have gained in allure for international traders, thanks to the rise in Brent crude prices to around 70 dollars a barrel and an easing of dollar shortages, which are helping Africa’s largest economy recover from its worst slump in 25 years. “They’re also attracted by what remain among the cheapest valuations on the continent. “The turnaround has seen investors pile into the New York-based Global X MSCI Nigeria ETF this year, too. “That’s increased the exchange-traded fund’s market capitalisation to almost $100 million, triple the size of a year ago,” Bloomberg said. The world-beating rally in Nigerian stocks might not be over yet, it said, noting that the main equity index in Africa’s biggest economy had surged 12 per cent in the first two weeks this year in dollar terms, the most among 96 major bourses tracked by Bloomberg, pushing it to the highest level since 2008. It said the advance would probably be sustained thanks to rising prices for oil, Nigeria’s main export, and as investors look to increase their holdings of what remained among the cheapest stocks in Africa. “Still, there are some warning signs. The 120-day correlation between Nigerian stocks and Brent crude is now around the highest in two years. If oil prices reverse their 45 per cent climb since June, Nigerian assets could take a hit. “That’s one reason HSBC Holdings Plc has a negative outlook on the stocks. Rivers APC Blasts Wike for Hiring Indigenes of Abia, Imo and Akwa Ibom States for 2019 Endorsement Rivers State chapter of All Progressives Congress (APC) in a press statement circulated on Thursday in Port Harcourt by Chief Eze Chukwuemeka Eze, the Media Consultant to Dr Davies Ibiamu Ikanya the State Chairman of Rivers APC to Media Organisations, opinion leaders and the public blasted Governor Nyesom Ezebunwo Wike of Rivers State for spending a whopping sum of one billion Naira (N1b) of Rivers State money to hire two different groups (non indigenes and women groups) last weekend to endorse him for his unmerited second term bid. The opposition party in Rivers State said that Gov. Wike spent five hundred million Naira (N500M) to hire non indigenes who are not resident in Rivers State from Abia, Imo and Akwa Ibom States to march to the Rivers State Government House in order to endorse him for an unmerited second term in office while he has refused to pay the six months salaries owed to the Rivers State Civil servants and arrears of pension owed to our Pensioners. The APC in the same vein queries the rationale behind the Governor wasting another whopping sum of five hundred million Naira to hire women from Bayelsa and Delta States, and presented them as Rivers State women to endorse him to continue to exhibit his mediocrity in governance. The party supporting the above stand quoted the press statement issued by the Hausa community in Rivers State through their leader, Alh. Saidu Musa. The community in the press statement scolded Governor Wike for claiming that the Hausa communities was among the hired non indigenes from outside the State that endorsed him. According to the Hausa Community resident in Rivers State in their press statement titled, "2019... Hausa community disassociates itself from Wike's endorsement" stated, "that the Hausa community in Rivers State has political and administrative structures headed by both traditional institutions and other leaders of thought and that none of the bodies were consulted to mobilise their community to endorse Wike. The statement further explained, "So we have not endorsed Governor Wike for 2019. If there is any need for that the entire leadership of Hausa community will meet and take decision accordingly. We therefore called on the public to disregard such endorsement saying that Hausa community in Rivers State is yet to take decision on who to support in 2019" In agreement with the Hausa community, the Igbos, the Akwa Ibomites and Cross Riverians, the Igalas, the Tivs, the Ibibios, the Yoruba's and other ethnic nationalities residing in Rivers State have jointly and separately denounced Wike for linking them with his desperate attempt to fool the outside world that his misrule and draconian policies of promoting insecurity in Rivers State is popular and acceptable to the people of Rivers State. The party recalled that Wike on assumption of office deluded the non indigenes in Rivers State and stopped the Scholarship Scheme initiated by Amaechi for the well-being and greatness of Rivers State because of the non indigenes and wonder how Wike now sought the endorsement of non indigenes for his second term bid after he told the world that he stopped the scholarship scheme because it contains the names of some non indigenes. Wike in demonstration of his deep hatred for the non indigenes in Rivers State terminated the appointment of 13,200 Teachers employed during the Amaechi's administration stating that it some non indigenes were employed during the exercise. This may have occasioned the mass rejection of his second term bid by the indigenes and non indigenes in Rivers State. The party describes as most unfortunate the claim by Wike that he spent one billion Naira in hiring less than two thousand non indigenes and few hundreds of Women for this unfortunate excerise. This to APC is another tool for Wike to divert and embezzle public funds with impunity. The party noted with sadness not minding the above that Wike is not relenting in this inglorious act as a whopping sum of five Billion Naira (N5B) have been earmarked to woo some PDP Governors, notable Emirs and Obas to visit Rivers State from February to endorse Wike for his elusive second term bid and we wish to appeal to some of these people already contacted for this evil act that their actions are not for the good of Rivers State and her people as Wike has only succeeded to ruin our economy and plunge Rivers State into ceaseless insecurity and laughing stock among other States of our country and doesn’t merit any other four years as the Governor of Rivers State. The party sympathised with Wike over his rejection and desperation and explained that Wike may have resorted to hiring non Rivers State people from outside the State after his rejection by the Rivers State people and total acceptance of APC instead as demonstrated during the recent reception in honour of the Lion of Niger Delta Politics, Rt. Hon. Chibuike Rotimi Amaechi the erstwhile Governor of Rivers State and the incumbent Minister of Transportation by the Ikwerre Youths Movement Worldwide (IYM) when millions of Rivers State people trooped to accord honour to their illustrious son. The party reassured Wike that no matter the amount of Rivers State money that he intends to waste for his elusive second term tenure project that he will not succeed for the following reasons: 1. For aborting the Scholarship Scheme and free education initiated by Amaechi 2. For aborting the free medicals for infants and the aged initiated and executed by Amaechi 3. For turning Ambassador Ine Korubo Model Secondary School described by many as an University to forest 4. For aborting the Greater Port Harcourt City project aimed to decongest Port Harcourt and positioned Rivers State as one of best States in Nigeria 5. For running Rivers State for the past two years plus as a chiefdom without budgetary provisions 6. For turning Rivers State to Rivers of dustbin and blood where security of lives and properties no longer make any meaning. 7. For aborting the Monthly Town Hall meetings where communities make inputs in Governance initiated by the administration of Amaechi 8. For destroying the Agricultural sector of Rivers State through ruining the Songhai farm, the Buguma fish farm etc 9. For killing Local Government system in Rivers State 10. For ensuring that developmental deliberations in the Rivers State House of Assembly no longer exist. 11. For stopping and destroying the future of our youths on scholarship in foreign countries and refusal to pay the Civil servants their salaries when due and numerous other sins Wike has committed against Rivers State and her people. President Muhammadu Buhari will friday leave Nigeria for Addis Ababa, Ethiopia to participate in the 30th ordinary session of the Assembly of Heads of State and Government of the African Union (AU). Buhari’s media adviser, Mr. Femi Adesina, in a statement, said the highlight of his principal’s engagements during the trip would be predicated on the historic theme for the summit: ‘Winning the Fight against Corruption: A Sustainable Path to Africa’s Transformation.’ Meanwhile, strong indications have since emerged that President Buhari might meet with former President Olusegun Obasanjo who is usually prominent figure at the summit. Akelicious gathered that should the two leaders meet, it would be the first time since Obasanjo last Tuesday wrote an 18-page letter to the president criticising his administration, and advising him not to seek a re-election 2019. According to Adesina, it is the first time in the 54-year-old history of the AU that anti-corruption would be made a theme of the gathering of the regional leaders. He recalled that on July 4, 2017 at the 29th Session of the AU, African leaders unanimously endorsed Buhari to champion the fight against corruption on the continent adding that the endorsement was in recognition of his personal commitment and widely acclaimed anti-graft drive at the domestic level. He also recalled that on July 25, 2017, Buhari in a letter to President Alpha Conde of Guinea, the out-going AU Chairman, formally accepted his nomination to lead members of the AU on this crucial crusade against a veritable socio-economic vice viewed as anti-development. “Apart from anti-corruption, other issues lined for consideration by African leaders and their delegations include, peace and security (transnational terrorism); institutional reforms of the continental body; free movement of persons; climate change; trade; aviation; education; gender and development. “President Buhari will also hold bilateral meetings with some of his colleagues on issues of common interests,” Adesina added. The news report emanating from a national daily and published by some social media outfits insinuating that the Honourable Minister of Interior, retired Lieutenant General Abdulrahman Dambazau has been appointed as the head of Security Committee in the planned visit of Senator Rabiu Kwankwaso to Kano State on the 30th of this month is a product of outright misinformation, mischief making and irresponsible journalism. Let it be clearly stated that General Dambazau is a law abiding Minister of the Federal Republic of Nigeria and by the nature of the Oath of Office he took to render unreserved services to the country, he is not permitted to engage in any socio-political activity or engagement outside the purview of the Ministry assigned to him by President Muhammadu Buhari.Where the Executive Governor of Kano State who is also the Chief Security Officer of the state has scheduled January 30th for similar activity in the state, it will amount to unnecessarily overstressing the capacity of the security agencies in the state should another political activity or engagement be fixed on the same date. Therefore, dropping the name of the Honourable Minister of Interior who is the administrative head of all the internal security agencies in the country in an activity not connected to the established rules of the ministry is unwarranted, outrageous and unacceptable. The State House of Assembly has passed a resolution urging the Federal Government to name one Federal Institution after the late former Vice President Dr Alex Ifeanyichukwu Ekwueme. The resolution followed a motion sponsored by the member representing Orumba North Constituency, Chief Romanus Obi who described the late former Vice President as a true Democrat who made sacrifices for the unity of the country. He noted that immortalizing late Dr. Ekwueme, will encourage other Nigerians to always render patriotic services to the country. On her part, the member representing Orumba South Constituency, Princess Nikky Ugochukwu, described Dr Ekwueme as the pride of the old Aguata and Anambra State. The member representing Onitsha North Constituency One, Mr Chugboo Enwezor noted that the late Dr Ekwueme was instrumental to the six geopolitical zones system of governance the country is enjoying today. …as governor flags off 10km road construction The Vice Chancellor of Godfrey Okoye University, Enugu, Prof. Christian Anieke has described Governor Ifeanyi Ugwuanyi of Enugu State as a Messiah sent by God to wipe away the tears of the University and the people of the host communities through the commencement of the construction of the 10-kilometer Ugwuomu-Nkwubor-Godfrey Okoye University road. Speaking during the flag-off ceremony of the road by Gov. Ugwuanyi, Prof. Anieke expressed gratitude to the governor for coming to the rescue of the university and the people of the area through the intervention on the deplorable road. Godfrey Okoye University is owned by the Catholic Diocese of Enugu. The Vice Chancellor regretted that all efforts by the university and the people of the communities to get previous governments to construct the road yielded no result “until the Messiah arrived”. “Among all the politicians in Enugu, only one person got the heart to do this road and you are the person, Your Excellency. The Ohanaeze Youth Council, OYC, Wednesday ordered Fulani herdsmen to vacate the zone forthwith. The warning is contained in a statement issued after the OYC’s emergency meeting in Umuahia. In a five-point communique signed by Mazi Okechukwu Isiguzoro, President General, Ohanaeze Ndigbo Youth Council Worldwide, Mazi Okwu Nnabuike, Secretary General and Engr Obinna Adibe the National Publicity secretary, the group said the operation of herdsmen in the zone had been banned. The Nigeria Football Federation on Wednesday signed a two –year contract extension with Super Eagles’ Technical Adviser Gernot Rohr. NFF 1st Vice President, Barrister Seyi Akinwunmi, explained that Rohr, initially taken on board in July 2016, deserved the extension after qualifying the Super Eagles for the 2018 FIFA World Cup finals, even with a match to spare. “He has done a very good job and when someone does a good job, he gets a reward. We are proud to have taken Mr. Rohr on board and we are delighted to be signing this contract extension with him.” Rohr, who played as a defender and has coached Burkina Faso, Niger Republic and Gabon national teams before landing in Nigeria, expressed joy at the extension of the relationship, while insisting that the Super Eagles players and officials must remain level –headed and focused going forward. Having keenly followed comments that greeted the introduction of the new waste management policy of the Lagos State Government encapsulated in the Cleaner Lagos Initiative ( CLI ) and the resurgence of waste on major roads and streets, the question agitating the minds of the people is why the need for the new policy when the previous arrangement appeared to be “working.” Those who genuinely asked the question do so because there was no clear understanding of where the State was coming from as far as waste collection and administration is concerned, and where we should really be to engender a truly clean, hygienic and sustainable environment. Before the administration of Governor Akinwunmi Ambode decided to implement the new waste management policy, a study was commissioned to comprehensively look into the issue of the environment. The report showed that the Lagos State Waste Management Authority ( LAWMA ) had about 150 rickety compactors and the Private Sector Participation ( PSP ) operators had some compactors many of which were constantly breaking down on the roads causing traffic gridlock and oozing out offensive stench to residents. All the compactors then put together were benchmarked against the volume of waste generated in the State and the report clearly showed that they were grossly inadequate and effective to evacuate about 13,000 tonnes of waste generated daily in the State. Because the compactors were inadequate, people end up dumping waste in drains, canals and at the end of the day, government spend more public expenditure to clear the drains, spend more money to give free drugs in the hospitals to children, and so on. Perhaps, the most important aspect of the report was that it revealed the obvious fact which the State had been grappling with and that is the fact that the Olusosun and Igando dump sites were time bomb waiting to explode. Under the previous arrangement, wastes were collected from across the State and dumped at Olusosun and Igando and other dump sites in the State and over the years, the heaps of refuse were mounting on the sites. So, for instance, the first thing you see when coming into Lagos from the major gateway of Lagos-Ibadan Expressway is the heap of refuse at Olusosun in a mega city that wants to be globally competitive and moving towards becoming a smart city. Such arrangement, to answer the agitation of the people, cannot be said to be working. It was just a question of shifting the evil day which will definitely come if not reviewed. So, in order to avert the looming disaster, the Ambode administration, after a comprehensive analysis of the report with a team of experts with impeccable and extensive background on environmental management, decided to implement a major paradigm shift once and for all, and join the league of advanced countries with world class holistic environmental management system which eventually brought about the Cleaner Lagos Initiative (CLI). Under the new arrangement, the existing dump sites, which apart from being an eyesore and constitute health risk to the State, would be closed down and clinically treated to free up the land space for other befitting and impactful projects. At the moment, work is at advanced stage on the construction of Engineered Sanitary Landfill in the outskirt of Epe, and the project, which is the first in West Africa, will birth a revolutionary waste management in the State in line with global best practices. The are concessions for additional two of such landfills to be built in the State under the Build, Operate and Transfer (BOT) arrangement. Credits must also be given to the previous administrations in the State for coming up with the idea of Transfer Loading Stations (TLS)/Material Recovery facilities, but like the mantra of the present administration which is continuity with improvement, the existing of such stations in Agege, Simpson, Oshodi and Mushin are being retrofitted and upgraded to meet up with current realities, while work has already been completed at Tapa Transfer Loading Station and Ogudu Waste Depot by the environmental utility group contracted by the State Government to implement the CLI, Visionscape Sanitation Solutions. With the previous arrangement, adequate provision was only made for waste collection, without arrangement for other critical infrastructures in the value-chain of waste management such as waste depots, transfer loading stations, material recovery facilities and engineered sanitary landfills, and with the new arrangement, all of which are now being put in place as part of the mandate to provide integrated waste management solutions for the treatment of municipal solid waste and wastewater under the CLI. For instance, the TLS performs the fundamental role of driving efficiency into waste collection and transportation services and serves as the middleman in the supply-chain between waste collection vehicles and the final disposal facilities. The TLS will feature a central tipping bay, a waste reception bay, administrative buildings and waste processing, while other facilities including the waste depots and engineered sanitary landfills will provide world class sanitation structure that includes mechanized sweeping, sorting and recycling, innovative waste bins, regular waste collection and more. As part of the deal, about 600 brand new compactors are being provided and deployed for waste collection, while the number of street sweepers have been increased from about 7,000 to 27,500 now to be known as Community Sanitation Workers (CSW) and are to be well-kitted for deployment to all the wards in the State with good remuneration packages including insurance benefits. About 1million electronically tracked bins are also to be deployed across the State, while mechanized sweeping trucks are now to clean the major highways with CSW cleaning the streets. Before taking the decision to bring in the environmental consortium being led by Visionscape, the State Government reviewed and consolidated all the laws relating to the environment to allow for private sector investment because all the transformation being implemented as highlighted above could not have been done by government alone as it was impossible for government to concentrate all the resources in one sector to the detriment of others. Another option opened to government was to increase the tax being paid by residents to implement the reforms in waste management but that would have been insensitive considering the fact that there were enough challenges for people to contend with, hence the need to invite the private sector to invest massively as we have seen in the last couple of months. Again, in another demonstrable evidence of thinking out of the box, the State Government devised the strategy to incorporate those who hitherto had been managing waste in the State better known as PSP operators in the new arrangement, with opportunities to grow their businesses by making same bankable. While the PSP operators were asked to collect the large volume of commercial waste generated in the State, Visionscape, on the other hand, is to collect and manage residential waste. Depending on the types of waste generated across the State, the refuse will then go through either the TLS, waste depots, material recovery facilities and then eventually the landfills where those to be recycled or used for other beneficial purposes like power generation will be so used. Another unique and people-centered aspect of the CLI is that Visionscape will only be paid based on the tonnage of waste generated, and so it is in their interest to generate more. Still under the new arrangement, LAWMA has been repositioned to perform supervisory role in the sector, while the former Kick Against Indiscipline (KAI) brigade has been rebranded and transformed to a more civil Lagos State Environmental Sanitation Corps (LAGESC) and the agency will ensure that the environment is kept clean at all times in line with the mandate of the CLI. Before now, there were genuine complaints from members of the public on the activities of KAI brigade, especially harassment of people. But LAGESC corps have been trained to be civil in their modus operandi. Specifically, the sanitation corps will police the highways to ensure that people do not dump refuse indiscriminately on roads and also clear the pathways and bridges and dislodge people selling on the road. For residents to pay for evacuation of refuse, the government has introduced an annual Public Utility Levy (PUL) which will be minimal and reasonable. The PUL is a property-based charge applicable to all properties within the State. It will replace all the previous waste management levies, while a unit has been created in the Ministry of the Environment known as the Public Utilities Monitoring and Assurance Unit (PUMAU) to coordinate the generation of PUL bill. The PUL will be a major contribution to the ongoing efforts by the State Government to address severe challenges that are unique to the State because of the rising urbanization. The money will be held in the Environmental Trust Fund and managed by a Board of trustees to be regulated by the Securities and Exchange Commission (SEC). Already, an Executive Secretary has been appointed for the Fund. The trustees are under strict obligations to the people of Lagos and will be accountable to the people for every naira spent in line with the overall agenda for a cleaner Lagos. At this stage, the compliance and cooperation of all residents is key as the initial challenges with the transition period will soon be over. All hands are already on deck to evacuate waste from the streets and roads pending the eventual full launch of the new initiative. The good news here is that the initiative is on course and at the last count, Visionscape has just taken delivery of another 100 trucks consisting of a series of waste trucks from various rear-end loaders to operational vehicles, which have been deployed to the nooks and crannies of the State for evacuation of refuse. More are still coming and it can only get better in the quest to revolutionize waste management to bring about clean, hygienic and functional environment in the State. Mr Joseph Dele, Chairman, Nigeria Union of Pensioners NUP (Federal Branch) Lagos, has appealed to the Federal Government to offset the backlog of the 33 per cent increment in pension owed pensioners. Dele told the News Agency of Nigeria (NAN) in Lagos on Sunday that the pensioners are being owed 12 months arrears of the 33 per cent increment in pension. The 33 per cent backlog is from pension increment for civil service, police and parastatal pensioners to enhance their welfare. He commended President Muhammadu Buhari for his determination to settle the backlog and other entitlements owed pensioners. “This determination could also guarantee the pensioners support for the President in 2019,” he said. Dele expressed regrets that the arrears were being paid in piecemeal through the Pension Transitional Arrangement Directorate (PTAD) to the pensioners under the Defined Benefit Scheme (DBS). “We still have 12 months outstanding and some parastatals still have as high as 36 months backlogs outstanding. “Moreover, it was 54.3 per cent increment that they promised us but was later slashed to 33 per cent which we accepted without grudge, “he said. Dele appealed to the Federal government to release fund to clear the backlog through PTAD. He further urged the Federal Government not to exclude pensioners from the ongoing minimum wage review. He said; “The Federal Government promised to review the minimum wage over five years. The Akwa Ibom State government has said it has sold over two million high-quality pencils since the state began pencils production last year. It said the pencils apart from supplying them to Nigerian markets, the products also found markets in the neighbouring West and East African countries. Special Adviser to the Akwa Ibom State Governor on Technical Matters and Due Process, Mr. Ufot Ebong, said in Uyo on Sunday that the high-quality pencils and toothpicks circulating in Nigeria’s markets are produced through the Akwa Ibom Enterprises and Scheme. He added that many people cannot identify the products as they are not branded. “I have testimonials to prove that people love the product. Your wards and indeed Nigerians may be using AKEES pencils without knowing. “We have sold more than two million pencils and they are selling. Nigerians are buying the pencils without knowing because of the sleeves. Only one sleeve out of the 150 sleeves that we order has AKEES written on it,” he said. Ebong also revealed that machines for the proposed plastic factory have arrived and would soon be installed, adding that production of plastic products will begin February. He said, “As part of that same thing we are talking about we needed something that can stand and so that people will get off the streets and get something doing. The next in line was something that was commonly used and there was a ready market for it. “We thought of plastics and other allied products such as basins, spoons, forks, plates, including paint buckets and all sorts of small things. “This time around we have learnt our lessons. The statement by the presidency that 756 Nigerians were killed by Fulani herdsmen in two years during the administration of former President Goodluck Jonathan has been described as mischievous and callous. Jonathan’s former aide, Reno Omokri, in a statement thursday, stressed that the figure of 756 was wrong, adding that the former president dealt decisively with the Fulani herdsmen crisis. He expressed disappointment that the presidential spokesman, Mr. Femi Adeshina, was trivialising the issue. The statement read in part: “Former President Jonathan wishes to express his condolences to the government and people of Benue, Kaduna, Taraba, Adamawa and Nasarawa States, over the recent spate of killings occasioned by herdsmen/farmers clashes. “His heart bleeds for the sufferings of Nigerians and he calls on the authorities to do everything in their power to put an end to these needless killings. “Having said that, let it be known that we find the statement by the presidency stating that 756 Nigerians were killed by Fulani herdsmen in two years under the government of former President Jonathan as a mischievous assertion by a callous presidential spokesman who thinks that death is something to be trivialised.” According to Omokri, while in office, the former president knew that the capacity of the Nigerian police would be challenged by the sophistication of arms available to the herdsmen and so after he was elected president and sworn in on May 29, 2011, he then summoned a National Security Council meeting and ordered that Fulani herdsmen attack must be decisively dealt with. “In July 2012, the Plateau State government reported that herdsmen killings had reached a head in Barkin Ladi Local Government Area leading to tens of deaths of Nigerian citizens by Fulani herdsmen, many of whom were not even Nigerian citizens. “Then President Jonathan, when briefed about the situation insisted that there would not be such impunity under his leadership and immediately ordered the army and the air force to go to the affected communities and fish out the perpetrators and bring them to book. “The military immediately obeyed the then president’s orders and sent troops and helicopters to Barkin Ladi Local Government Area. “They ordered all residents to leave their residence for temporary accommodation provided for them so they could conduct a joint air and ground operation to flush out the armed herdsmen who had been suspected of killing innocent Nigerians. “The residents complied and the soldiers went in and not only did they clear the area, they made arrests which led to trials and convictions.” Continuing, he said: “We wish to remind Nigerians that when this episode was being carried out, it was precisely members of the opposition who later became the All Progressive Congress (APC) that heavily criticised then President Jonathan’s orders. “In fact, a prominent member of the APC and now the Governor of Kaduna State and a known confidante of the President, Malam Nasir El-Rufai tweeted his now infamous tweet on July 15, 2012 threatening that ‘We will write this for all to read. Anyone, soldier or not that kills the Fulani takes a loan repayable one day no matter how long it takes.” (his exact words). “So the question Nigerians need to ask instead of allowing themselves to be distracted by the statement from the presidency is this: Are Nigerians now repaying the ‘loan’ that El-Rufai threatened to make Nigeria repay? “If the then president was not active in decisively sending the military after herdsmen, why would El-Rufai have been so pained to have made such a statement? Let it be known that the former president views herdsmen who kill unprovoked and with the intention of advancing their own economic and other interests as terrorists, pure and simple. The InterContinental Hotels Group (IHG), the multinational hotels company headquartered in the United Kingdom, has threatened to pull out of Nigeria by January 18 over a breach of contract and huge debt owed it by the receiver/manager appointed by Skye Bank Plc. The IHG, which entered into a international management agreement with Milan Industries Limited, owners of InterContinental Hotel Lagos, in January 2012, had in a notice of termination of the agreement dated January 3, 2018, expressed its displeasure with Messrs Kunle Ogunba who was appointed the receiver/manager by Skye Bank following an interim court order. Should the British hotels group make good its promise, hundreds of Nigerians working for the Lagos hotel may find themselves without jobs. According to the IHG, “We had, on various occasions, engaged the receiver/manager to ensure the proper management and operation of the hotel as part of IHG’s global hotel network. “Despite multiple letters issued to the receiver/manager and Milan dated May 18, 2017, June 1, 2017, June 14, 2017, July 18, 2017, October 31, 2017, November 12, 2017, December 15, 2017, requesting the cooperation of the receiver/manager with IHG in order to ensure that the hotel maintains its operating licence and to avoid a material breach of the agreement, a significant amount of fees outstanding in the sum of $3,142,324/NGN995,223,818 owed to IHG remains unpaid and continues to accrue on a daily basis. “Furthermore, Clause 16.1 empowers IHG to terminate immediately the agreement upon the appointment of an administrator or receiver over the assets of Milan, whereupon the marks, licence and software licence granted for the use of Milan by IHG shall cease; access of the hotel to IHG’s reservations system will be suspended and the management and operation of the hotel by IHG shall terminate. “Take note that this letter formally serves as notice of termination of the agreement with effect from January 18, 2018.” The Milan Group, an Indian family-owned conglomerate with over 40 years of trading in Nigeria, had taken a facility from Skye Bank to part finance the five-star hotel located in Victoria Island, Lagos, and managed by IHG. The Milan Group, it was gathered, had up till 2021 to pay back the facility but in a curious move, the bank obtained an interim order to take over the management of the hotel. The takeover did not go down well with IHG, which has severally complained about the manner the receiver/manager has been going about the assignment, culminating amongst other issues: “Failure to pay in full and on time all amounts due to IHG,” developments the British hotel group considers a fundamental breach of the existing agreement. The IHG also complained in an earlier letter dated December 26, 2017 that it was “highly concerned that the hotel’s payroll has been suspended until after the Christmas holidays”. “This is a further breach of the agreement, and we insist that all relevant payments are made to hotel employees immediately,” the hotel group said. IHG further complained that the service delivery level was being impaired by the omissions highlighted in its letters. Attempts to reach the receiver manager, Ogunba, proved abortive, but a source close to his law firm informed us that IHG was trying to blackmail both the bank and the receiver manager. The source said the group had become a leach to the hotel, adding that since the law firm took over the hotel as receiver manager, it had paid the group N173 million. He said what IHG had failed to acknowledge is that the resources from the hotel can no longer sustain its operations, wondering why the group was always demanding the little the hotel makes. “They want to use blackmail to get an unfair advantage over the resources of the organisation and that is not fair,” the source said, adding that whatever the grievances, they would be resolved. “We are currently engaging them in order to resolve the issues,” he noted. http://www.akelicious.com/2018/01/intercontinental-group-threatens-to.html

Governor Willie Obiano of Anambra State has warned cattle herders in the state to desist from carrying dangerous weapons. Obiano said he would not hesitate to invoke the full weight of the law on any cattle herder found carrying dangerous weapons. The governor who addressed indigenes of the state during a reception organised in his country home, shortly after taking the chieftaincy title of Ebubedike Aguleri, said on no account should a herdsman be found wielding an AK-47 rifle or any such weapon. Obiano assured the state that he was not unaware of the havoc being caused by herdsmen in other states, saying he was working to ensure that such would not be witnessed in Anambra State. He stated that his government has put in place measures that would guarantee peaceful and harmonious coexistence between herdsmen and host communities. “Part of the measures taken to address the menace was sensitising both the host communities and the Fulani herdsmen of the existing agreement that any party that destroys either the lives or property of the other will pay and also be prosecuted,” the governor added. Obiano described the people of the state as peace-loving people who welcome visitors who are seeking wealth opportunities in the state, but warned that those who may want to take advantage of the people’s hospitality would be decisively dealt with. By Ikuku Amanoya. In 2019, the choice that Nigeria as a nation is faced with is a choice that would either put a nail on its coffins or that which would raise the dying giant back to life. It is to say a 'do or die' affair. It's a do or die affair not in the sense that politicians would have to do everything possible to get to power. Rather it is a do or die affair in the sense that the choice we would make this time would either do (make) us or die(send) us to where we are already headed to ...... oblivion. This is about who would lead the once great Nigeria out of the impending doom or who is already bent on leading the country to a nowhere but anarchy, tyranny, militancy , gory deaths, hunger, joblessness, hopelessness, crimes, corruption; name it! I have had times to discuss with fellows on what they think about the future of Nigeria after 2019. Some are of the view that there is no hope for the 'cursed' nation, that we would never get it right. Others hold that the current leadership has succeeded in confirming that there is no hope by even thinking of recontesting in the coming election. Hence ensuring that indeed Nigeria is cursed! I was not only worried about how far our people have lost hope in the leadership but also how terrible the situation has deteriorated in weakening the tenacity of a once resilient people. I was forced to further discuss who would bring a solution. Who would restore the hope of a once giant of a powerful continent. Many who robbed minds with me hold the view that the situation is further complicated with ethnic hatred, selfishness, partisan blindness, lack of the value of the common good, clannishness; name it. These factors would make it almost impossible to arrive at a good choice. I am not a proponent of zoning. I would scrap it some day when I do have my way. However, so far it is still a strong issue in Nigeria. The South East is due to produce the president. The North would want to complete her eight years. And one would ask: which is more plausible? I think facing reality would suggest that there's more plausibility that the North should continue in 2019. However sentiments would tempt one, this is reality times. So, what can the North offer? Who have they got to step in in this very dire times of 'do or die'? The task is tough, really. And past history has not made it any easier. Nonetheless, there are so many people in the North who are interested in the job of number one citizen of Nigeria. But reality again would force keen followers to narrow down to two major gladiators. The incumbent president who has been adjudged by almost all and sundry to have failed the nation one more time having failed woefully three decades ago is still interested in recontesting in 2019. ATIKU Abubakar who was the former Vice President under Olusegun Obasanjo is obviously interested in taking over from the incumbent. There are equally ably qualified contenders as far as one can see at the moment. The journey has started along with accusations and counter accusations that go with our type of politics. Hope it would not escalate into witch-hunts and intimidations that have always been a custom . Now back to the candidates. Many think that with these two as major options, we do not still have great choices. But again, many have expressed that the difference between ATIKU and the incumbent is like Heaven and Hell. Many like me would definitely think that BUHARI deserves no third chance. He had his first chance three decades ago and the nation was plunged into an economic desert that it had never experienced since amalgamation. The same man came back severally begging for a second chance. He was severally rejected because the scars of his terrible leadership had not left the masses even after three decades. Then in 2014 , he came back to beg for this same chance. In one of his interviews with the CNN, Buhari told the world that it would be unfair for Nigerians to keep judging him with his leadership of over three decades ago. In 2015, he eventually got, or rather took, his second chance. And what a chance it's turned out! Woes upon woes! The leadership is adjudged by many who witnessed his previous regime as comparatively worse. Now the same Muhammad Buhari is asking for a third chance!!! Now, many colleagues of mine ask me: what if ATIKU Fails? Well, my position is clear. ATIKU is better educated, exposed and experienced. Everyone ought to be considered partly based on their interests and leanings. Buhari loves cows. That may explain why cows matter in this administration more than humans. In the high ways, in the schools, in the churches, in the private farms. The Fulani herdsmen have been audaciously having a field day in this administration whenever Buhari is in the country. Do you remember the last time anyone talked about these murderers when the president was abroad? On the other hand ATIKU loves businesses, quality education, building industries. Just like Fulani herdsmen boomed in Buhari"s administration, it would largely follow that those in these sectors would audaciously boom. To those who continuously ask what if ATIKU Fails, these are my personal considerations and convictions. I do not think ATIKU would fail. Indices do not postulate such retrogression.
