IT was a horrifying scene yesterday afternoon in Port Harcourt, as policemen attached to Governor Nyesom Wike and that of the Transportation Minister, Rotimi Amaechi, clashed.

Amaechi’s escort details were, however, unlucky during the 3p.m. attack, as one of them, Sgt. Eteng Ewelu, was battered, with blood on his face, while the AK-47 rifle of Sgt. Princewill Ubaji was snatched, while being forcibly disarmed, with the rifle taken away by the Rivers governor’s convoy.


Wike, through his Special Assistant on Electronic Media, Simeon Nwakaudu, in his reaction, however, claimed that personnel of the Federal Special Anti-Robbery Squad (F-SARS) and soldiers attached to the minister of transportation attacked his convoy, while allegedly attempting to assassinate him.

But Chibuike Rotimi Amaechi Media Office in a statement yesterday said, “In a blatant show of naked raw power, Minister of Transportation, Chibuike Rotimi Amaechi this (yesterday) afternoon narrowly escaped being shot by security men attached to the Governor of Rivers State, Nyesom Wike. His car wasn’t that lucky though. The car was vandalized with a broken side mirror.”

Report of the sad incident was immediately lodged at the State Criminal Investigation Department (SCID) of the Rivers Police Command, headed by Zaki Ahmed, while Ubaji’s rifle had not been recovered, with Ewelu and other injured policemen still receiving treatment in undisclosed hospitals in Port Harcourt, as at press time.

It was exclusively gathered yesterday evening in Port Harcourt through a top security source, who would not want to be named, that the unfortunate incident heightened tension in the area, with passersby, motorists, other road users and persons in the neighbourhood scampering to safety, to avoid being hit by stray bullets in the confusion.

The security source said: “Today, November 11, 2017 (yesterday) at 3 p.m., the Transportation Minister, who was driving from the Port Harcourt International Airport, Omagwa, in company with police escorts, got his convoy intercepted by the Rivers governor (Wike) at Trans-Amadi Industrial Layout by Nkpogu in Port Harcourt. The security details managed to ferry Chibuike Rotimi Amaechi to safety, after which the Rivers governor led his Chief Security Officer (CSO), Promise Wosu, a Superintendent of Police (SP), and about ten mobile policemen, to attack his predecessor/benefactor’s convoy.

“The Rivers governor and his troops physically assaulted by slapping and bruising the policemen, especially Inspector Johnson Imonikhe, Sgt. Eteng Ewelu and Sgt. Princewill Ubaji, attached to the transportation minister and the governor made away with the AK-47 rifle of Sgt. Princewill Ubaji, one of the policemen attached to the transportation minister.


“The AK-47 rifle was forcibly taken away personally by Governor Wike, who was accompanied by his CSO. The policeman with blood on his face, Sgt. Eteng Ewelu, was hit with an iron by Wosu (Wike’s CSO), in the presence of the Rivers State governor.

“The snatched AK-47 rifle is still in the custody of the Rivers governor’s team and the incident has been referred to State CID (SCID) for investigation.”

When contacted for his reaction through the telephone yesterday evening, the Rivers Police Public Relations Officer (PPRO), Nnamdi Omoni, a Deputy Superintendent of Police (DSP), stated that he would find out the details, asking our reporter to call back in ten minutes, but when contacted twice, after thirty minutes, he did not picked the calls, and he had not returned the call, as at press time.

Nwakaudu in a statement said: “Rivers State Governor, Nyesom Ezenwo Wike, on Saturday escaped assassination, as Special Anti-Robbery Squad operatives and soldiers of the Nigerian Army in the motorcade of the Minister of Transportation, Rotimi Chibuike Amaechi, attacked his convoy.

“The governor, who was on project inspection, was attacked at Nwanja Junction on Trans-Amadi Road. The SARs personnel and soldiers in the minister’s convoy hit down the governor’s escort rider and attacked the policemen in the pilot car. Mr Debewari, Aide-de-Camp (ADC) to the minister of transportation, supervised the attack, which included damage of cameras held by journalists.

“Also part of the attack was the Commander of F-SARS in Rivers State, Mr. Akin Fakorede (a Chief Superintendent of Police), who received the minister of transportation at the Port Harcourt International Airport and accompanied him on his trip.”

He added that after the attack the governor continued with his inspection of projects, adding that Wike was not harmed.

The minister’s media office said the incident which occurred along Trans-Amadi Road, Nwaja axis involved cars of many of Amaechi’s supporters while the Minister’s black jeep was intercepted and blocked at the junction by the security motorcycle outrider attached to Wike after two cars had passed through.

The statement added, “One of the two cars had security men assigned to protect the minister in Port Harcourt. Suddenly, gun-toting security men attached to Wike’s convoy surrounded the Minister’s car, threatening to shoot him. They hit the car, tried to smash the windscreens, back and side windows and broke a side mirror. All through this attack, Amaechi remained calm, inside the fortified Jeep. While the attack occurred, Wike remained inside his vehicle.”

It added that the minister eventually passed through after the intervention of the security team on ground to protect him in Port Harcourt. It continued, “However, when Governor Wike got to the point where the incident occurred after Amaechi’s vehicle had gone by, his security men blocked the road again, dragged out from a vehicle and thoroughly beat up a police man attached to protect Amaechi in Port Harcourt. The Policeman’s riffle was also taken from him.”

The Amaechi media office added that Wike came out of his car, and with his security team went from one vehicle to another of Amaechi’s supporters charging at them, harassing and abusing them. It alleged that Wike’s security men were heard loudly insulting Amaechi and calling him derogative names.

In the meantime, Ikwerre youths have condemned what they called the attack on Amaechi and the policemen in his convoy.

The Ikwerre Youth Movement (IYM) International from the four Rivers Local Government Areas of Port Harcourt City, Obio/Akpor, Ikwerre and Emohua, described the attack as very unfortunate and least expected.

Amaechi and Wike are both Ikwerre. The transportation minister hails from Ubima in Ikwerre LGA, while the Rivers governor is an indigene of Rumueprikom in Obio/Akpor council.

IYM, through its President-General, Azubuike Nwanjoku, a member of the Rivers State House of Assembly, representing Ikwerre constituency, in an online statement by the group’s National Publicity Secretary, Dike Bekwele, declared that Wike’s action was suicidal and detrimental to the already-charged environment being witnessed in the state and insecurity in Rivers in recent times.

Paresident General, Igbo Community Association Plateau State, Barr. Asogwa Innocent Emeka, has vowed to resist further killing and destruction of Igbo properties in the state.

He noted that the Igbo in Plateau have lost several members and properties worth billions of naira without any form of provocation since violence broke out in the state.

Emeka stated this Friday during a press briefing to mark the Igbo Day 2017 in Plateau, and urged members to remain peaceful and cooperate with their host communities and other ethnic nationalities in the state.

“The lives and properties of Ndigbo in Plateau State must be guaranteed and defended by security agents against all for!s of unwarranted and unprovoked threats and aggression. The humility and nonaggressive nature of Ndigbo should not be interpreted as act of Cowardice. Ndigbo should not be provoked or molested any further.


“Our members have been killed and properties destroyed in the past and we will no longer tolerate that. We have always suffered 80 percent lost in Plateau once there is a breakdown of law and order and we have vowed to defend ourselves because we are not cowards.

“All Indigbo should go about their lawful and legitimate businesses by to desist from any act or business that are prohibited by laws and other regulations which will tarnish the image of Ndigbo.”


The Igbo leader directed all Ndigbo resident in the state to close stay of business Saturday to attend the Igbo Day 2017.

He said the Igbo Day which comes up on Saturday 11 November 2017, will showcase the Igbo cultural heritage and identity which their values and issues affecting them with a view to enhance unity among Ndigbo.


The Ezeigbo II of Jos, Prof. Jerome Obilom, said the Igbo in the north stood firm aginst the quit notice issued by Arewa Youths for Igbo to relocate from the north and said the action was an invitation to violence in the country.

The Federal High Court, Abuja, has declared the suspension of Sen. Ali Ndume by the Senate as illegal and ordered that Ndume be paid all his outstanding salaries and allowances.

Justice Babatunde Quadri in his judgment on Friday, set aside the suspension and ordered that Ndume be allowed to resume his duties in the senate as a senator.

“The suspension of the plaintiff (Ndume) is hereby declared illegal,unlawful and unconstitutional. The purported suspension contained in the letter of March 30 is hereby set aside.



“The first and second defendants (the senate president and the senate) are hereby directed to pay the plaintiff his outstanding salaries and allowances forthwith.”
The judge, however, refused to grant the N500 million damages Ndume asked the court to award him.
“Relief on the issue of damages is hereby refused, because I hope this will facilitate reconciliation in the senate between the plaintiff and other members of the senate and bring peace to our nascent democracy.”
It will be recalled that the senate had on March 30, suspended Ndume, who was former Majority Leader for 90 legislative days (six months).
Ndume was suspended for not conducting due diligence before filing a petition against the Senate President, Bukola Saraki and Sen. Dino Melaye.
The Senate Committee on Ethics, Privileges and Public Petitions, who investigated the matter recommended that Ndume be suspended for one year.
The report, which was presented by the committee’s chairman, Sen. Samuel Anyanwu was considered by the lawmakers at plenary.
Ndume was subsequently suspended for six months for “bringing Melaye, his colleague, and the institution of the senate to unbearable disrepute.”
Ndume, not satisfied by the reason given for his suspension, headed to court to challenge the action of the senate.

Daddy Showkey posted a video on his Instagram page with a caption stating his displeasure about the issue.He mentioned once being in 2baba’s position and called on both artists to sort out their issues amicably.

The Galala singer asked Blackface to stop ranting, let his music speak for him and to ask for help instead of granting interviews to bring 2baba down.

He also told 2baba to stop responding to disses and focus his music.

The Organised Private Sector (OPS), has been urged to maintain a strong commitment to the Federal Government’s diversification policy to foster sustainable economic growth, more so now that Nigeria has exited recession.

The President, Dangote Group, Aliko Dangote, who said this during the Group’s Special Day at the ongoing 2017 Lagos International Trade Fair (LITF), argued that diversification is vital for economic growth and social development given the country’s resource endowments.

He hinted that diversification is the success secret of the Dangote Group, through which it has added value to every sector of the economy with a variety of products across social segments.



Dangote, who was represented by the Executive Director, Stakeholders Management and Corporate Communications, Dangote Group, Ahmed Monsur, said the Group is already working on its 10-year plan of not only becoming the largest conglomerate in Africa, but also one of the top 20 in the world.
He said: “We at Dangote have remained committed to a diversified economy, particularly with the resources God has blessed Nigeria with which has led us to be involved in every sectors of the economy through our products.
“We are committed to this because we believe that is what the Nigerian society needs so that our economy can grow because we feel if the economic growth is basically a custom of value addition. If you are not adding value to your economy or your output that means you are stagnant,” he said.
The President, Lagos Chamber of Commerce and Industry, (LCCI), Dr. Nike Akande, commended the Dangote Group for its commitment towards the growth of the economy through diversification.
Akande said more efforts needed to be done by the government to provide a conducive environment for trade to flourish for the benefit of the economy and Nigerians.
She appreciated the government’s effort on the improvement of the nation’s position in the World Bank’s Ease of Doing Business Ranking from 169 in 2016 to 145 in 2017.

The Attorney-General of the Federation and Minister of Justice, Abubakar Malami, has taken over the prosecution of an alleged forgery case leveled against a Benin-based lawyer, Dele Edokpayi and his firm, Circular Merchants Limited.



The Guardian learnt that the AGF’s intervention in the case was as a result of a petition where Edokpayi alleged that there was no proper investigation before he was charged to court.



In charge No. FHC/B/41C/2017 dated 25th May 2017, he was alleged to have conspired with Circular Merchant on March 13, 2006, to forge a deed of transfer of A.O. Obasuyi and Sons (Sawmill) Limited, an offence punishable under section 516 of the Criminal Code Law of the Federation 2004.

It was also alleged that the lawyer and Circular Merchant forged application for governor’s consent and thereafter forged the signature of one B. I Obasuyi on a deed of transfer of A. O. Obasuyi & Sons (Sawmill) to Circular Merchant that it may be acted upon as genuine to the prejudice of other provisions of the Criminal Code Act Cap 38 and 467 of the Criminal Code Cap 38 Laws of the Federation 2004.

A letter to the Registrar of the Federal High Court in Benin City and signed by an Assistant Director in the Ministry of Justice, said Malami took over the prosecution of the case in pursuant to Section 174 (1)(b) of the1999 constitution, as amended.
Edokpayi and his firm, which has since been granted bail, were also alleged to have forged the signature of one B.I Obasuyi on the deed of transfer of A.O Obasuyi and Sons Sawmill and one Sam Obasuyi’s signature on application for the governor’s consent dated February 2006.

Speaking to newsmen in Benin City, Edokpayi said he was arrested in a gestapo style by the police, while driving around town and was hurriedly charged to court without investigation.

Meanwhile, the Delta State Chief Judge, Justice Marshal Umukoro will on Tuesday, November 14, 2017 commence the inspection of formation of Federal Prisons in the state.
A statement in Asaba yesterday by his Public Relations Officer, Timothy Agbaragu, said Umukoro would begin the visit with the Federal Prisons, Agbor on Tuesday, November 14, 2017 while that of Ogwashi-Uku will be on Wednesday 15 and Thursday, November 16, 2017.
Also, Agbaragu said that the Chief Judge will visit the Kwale Prisons on Friday, November 17, 2017 while Federal Prisons, Sapele and Remand Home, Sapele are scheduled for Monday, December 11 and Tuesday, December 12, 2017.
The statement added that the Chief Judge will round off the inspection of formation of the Federal Prisons by visit to Warri Prisons on Monday, December 18 to Wednesday, December 20, 2017.

Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha, has assured Senate President, Bukola Saraki that the executive and legislature are not at war.

Rather, the two arms of government, he said, will work together to deliver on the promises of the All Progressives Congress (APC) to Nigerians.

The SGF said this when he led a delegation on a courtesy visit to Saraki and the Senate leadership, yesterday.

Mustapha noted that both arms of government must cooperate if the current administration is to achieve its desired results and redeem lost opportunities.

He said the visit was meant to thank Saraki for attending his swearing-in ceremony, last Wednesday, and also, to “convey the gratitude of President Muhammadu Buhari and the government on the able leadership that you have given the National Assembly as a whole.


“The role of the National Assembly is quite distinct. You (National Assembly) legislate for the good governance of the Federation; you provide oversight and you also ensure that funds that are appropriated are used judiciously for the purposes they are meant and for the benefit of the people of Nigeria.

“Your responsibility is so enormous in this enterprise. I will say this and I will say it quite frankly sir, we are not in competition with the National Assembly. We are not rivals with the National Assembly.


“We are joint partners in this enterprise. If the National Assembly does not cooperate with the Presidency, I am not very sure we will be able to achieve the desired result that we want to see given the mandate that we have freely received from the people of Nigeria.

“So, this is basically to come and assure you that in every area that you are soliciting for the cooperation of the Presidency, being the secretary to the government, I would ensure that the National Assembly receives that cooperation because jointly if we work together, whatever has been lost in the past we can quickly redeem and recover and make progress so that by the time the first four-year mandate that we received comes to an end, we can show on our scorecard that these were the promises we made.


“Let me put it on record that your leadership has helped tremendously in stabilising the polity and also, given the purposeful direction that we require at the presidency to ensure that we deliver on the promises that we made to the Nigeria people when we sought for their mandate in 2015.”

The Independent National Electoral Commission (INEC) Monday assured that the November 18 governorship election in Anambra state would not only be free, fair and credible, but an enjoyable experience.

The Resident Electoral Commissioner in the state, Dr Nkwachukwu Orji gave the assurance during the Election Management System (EMS) Implementer workshop for the commission in Awka, the state capital.



He said the commission had put in place all necessary machinery to ensure the electorate cast their votes in an environment devoid of any form of hostility.

Orji said previous elections in the state had been characterised by voter apathy as a result of various ugly experiences encountered by the voters before, during and after the elections.
“Our commitment is to go beyond just offering free fair credible election. That is guaranteed. What now needed to be added is to make elections enjoyable.
“People need to move around freely and comfortably and to cast their votes without any molestation or harassment, and that their votes must count.

“If you tell them that election would commence by 8am and end by 5pm, you must be sure to keep to the time. You must also guarantee early arrival of both officials and necessary materials.
“These are some of the major challenges that make voters reluctant to exercise their franchise which we are committed to addressing to make this election enjoyable,” he assured.
According to Orji, 400,000 ad-hoc staff would be redeployed from other states to the state for the conduct of the exercise, adding that majority of them, as well as security agencies had undergone training and are ready for deployment.
He described the Election Management System as a critical tool which the commission required to effectively manage field assets, resources, constituencies and chains of electoral activities in organizing elections.

He further disclosed that the over 6,200 card readers needed for the election had been tested and were working effectively while the configuration of the cards would take four days to complete.
The National Commissioner of INEC South East, Professor Okechukwu Ibeanu, represented by the Technical Adviser to INEC Chairman, Professor Bolade Eyinla urged the participants to take the training seriously, describing their role in the exercise as critical in determining its outcome.
On his part, the Project Manager of the European Center for Election Support, Mr David Le Notre, pledged continuous support of the organization to elections in Nigeria to guarantee good governance in the country.

At least six people were killed when suspected Boko Haram fighters attacked a town in northeast Nigeria, in the latest attack against vulnerable, isolated rural communities, the local government said on Monday.

Bukar Wakil Tawu, secretary of the Magumeri local government area, said about 20 people believed to be from the jihadist group attacked Jaddannam at about 9:00 pm (2000 GMT) on Friday.

“They killed six people and burnt almost the whole town. They also burnt livestock and food supplies from recent harvests,” he told AFP from the Borno state capital, Maiduguri, nearly 50 kilometres (30 miles) away.

“I went to the town yesterday (Sunday), where I met the poor residents. They are peasants who rely on subsistence farming and their livestock.
“They have now lost all their belongings. We are appealing to the government to come to their aid and for patrols to be intensified because the area is remote and it has relatively huge population.”
Eight years of conflict have left at least 20,000 people dead and more than 2.6 million homeless in northeast Nigeria but has also devastated infrastructure, including telecommunications, leaving communities virtually cut off.
Local residents had to travel to Maiduguri to report the attack.
Recent weeks have seen an increase in Boko Haram activity in northeast Nigeria and the Far North region of neighbouring Cameroon after the end of the rainy season in September.
At least 20 people were killed in a series of raids and suicide bomb attacks in the space of a few days last month, while civilians were also killed when their vehicles hit landmines planted by the Islamists.
Those deaths — and the latest in Jaddannam — underline the continued threat posed by Boko Haram, despite claims from the military and the government that the insurgency is nearing an end.
Boko Haram fighters loyal to factional leader Abu Mus’ab al-Barnawi have been known to operate in the Magumeri area.
In July, 19 soldiers and 33 militia members were among 69 killed when Boko Haram ambushed a heavily-armed convoy of oil exploration workers.

In a statement signed by the national chairman, Chief Enock Ajiboso; the national secretary, Rev Dr Kolawole Verrals and the national publicity secretary, Tunji Oguntuase, the group said: “We received with great shock and disbelief the news of your beloved son, Jide, whose death occurred few days ago.

“By this sudden death, the Nation has yet again lost one of its brightest stars, whose contributions together with other promising youths would have taken the country to greater heights.”


The group, in its prayer for Tinubu’s family, said the Almighty God would grant him the fortitude to bear the sudden and irreparable loss.

Mohammed, while speaking recently at the sidelines of PCNI meeting in Abuja, disclosed that security remains paramount, therefore; the security sub-committee of PCNI is working round the clock to ensure more places that are liberated were getting the humanitarian assistance they need.

He said: “In that document, we need to capture aptly, what we think we need to do, to be able to bring a stop or put a stop to this situation of rape cases we see and increase in the rate of HIV/AIDS, that we are also noticing.

“Now as we speak, we have a lot of people coming to us to say we want to renovate your primary care center, we want to put drugs. But the people, the health workers that will work in these facilities are not there. For example, if you need to achieve reduction in maternal mortality, the group of health care workers that you need are the mid wives.

“I can tell you, using Adamawa for example, Adamawa will need about three thousand plus mid wives today as we speak to be able to get to the minimum number they have. But what do we see in their school of nursing. Their school of nursing can only graduate fifty students at a time, in a year.”

“if you divide that by three thousand plus, you are going to get thirty something years, it will take Adamawa state assuming their population is static. But dont forget, the population will continue to increase, because even the North is unfortunately has the highest fertility rate again in the world, one of the highest fertility rate in the world, about 4.5%.

“So we need to get those people into those facilities, if at all our women would stop dying because they want to bring a baby into this world. Pregnancy is a thing of joy and therefore no woman, I repeat; no woman should die because she wants to bring a baby into this world.

The Bayelsa House of Assembly on Thursday approved N40 billion loan for the state government to complete ongoing projects.

The approval was sequel to a request from Gov. Seriake Dickson to the Assembly seeking approval to secure N40 billion loan.

The News Agency of Nigeria (NAN) reports that the request for the facility was contained in a later dated Oct. 30 and addressed to the Speaker of Bayelsa House of Assembly, Hon. Kombowei Benson.
The letter sought among others, permission to restructure existing bank loans to enable the state channel more funds to projects.

It was read before the 24 members of the Assembly by Clerk of the House.
According to the letter, details of the loan indicate that the N40 billion would be repaid within 42 months at the prevailing money market interest rate and will be secured by monthly allocations accruing to Bayelsa from the federation account.
Mr Peter Akpe (PDP Sagbama 1 Constituency), Leader of the House, who moved the motion, said the government would also guarantee a facility of N400 million for contractors handling its projects.
He said a consortium of commercial banks, led by Sterling Bank, was working with the government to mitigate the borrowing risks which hiked the interest rates under a Contractors Infrastructure Scheme guaranteed by the government.
He said that the state would also consolidate and restructure existing loans from commercial banks to reduce loan repayment burden on the state.
The loan request, which was tabled before the Assembly on a public holiday, got unanimous approval following voice votes after several legislators spoke in favour of the borrowing plan.
The Bayelsa government, under a law in 2012, declared November 2 as its Annual Thanksgiving Day.
It would be recalled that the Assembly, had on February 1, approved a loan request of N3 billion for the purchase of cars for the legislators and security agencies.

There was confusion in Nasarawa State Polytechnic, Lafia, as two registrars emerged following the sacking of three principal officers of the institution.

While one of the embattled registrars, Mr. Habu Danladi, was appointed by the out-going registrar, Mr. Labani Joseph, the Acting Rector, Mr. Ali Gabu, appointed Mr. Ibrahim Usman as the second acting registrar.

The Guardian gathered that the two persons are laying claim to the office.

When contacted, Gabu said: “The institution is still under-going the process of handing over and therefore, it is not in his power to make any policy statement on who is the authentic acting registrar, and more so he just took over the office.”
But a source, who claimed anonymity, told The Guardian in Lafia that shortly after the directive by government compelling the out-going registrar to hand over to the most senior officer, the government again ordered the acting rector to appoint Mr. Ibrahim Usman who is not the most senior but the choice of the government.
Governor Umaru Tanko Al-Makura had last week sacked the rector, the registrar and the bursar and ordered that they should hand over to their deputies pending when the investigation panel would conclude its assignment.

Value Added Tax (VAT) contributed a gross revenue of N797.51 billion to the Federation Account between January and October 2017, the Minister of Finance, Mrs. Kemi Adeosun, has revealed.

Non-oil revenue represents 46.15 per cent of the 2017 VAT budget of N1.728 trillion, an increase of 19.78 per cent over the corresponding period in 2016.


Adeosun, who released the details of the 2017 VAT collection yesterday in Abuja, said the highest VAT collection of N86.71 billion was achieved in September 2017, while N84.67 billion and N83.315 billion were recorded in May and October, respectively. The lowest VAT earning of N69.20 billion was in March 2017.

The federal government gets 15 per cent of VAT revenue, while the states and local governments receive 50 per cent and 35 per cent, respectively. The minister, according to a statement by her media aide, Mr. Oluyinka Akintunde reiterated the federal government’s commitment to aggressively growing the tax revenue base in order to drive economic growth.

“Revenue mobilisation is key to national growth and critical to the success of Nigeria’s economic reform agenda. We have an unacceptably low level of non-oil revenue and much of that is driven by a failure to collect tax revenues.

“With a tax to Gross Domestic Product ratio of only six per cent, which is one of the lowest levels in the world, we have a lot of work to do if we are going to build a sustainable revenue base that will deliver inclusive growth. Improving VAT and other tax collections is key to Nigeria’s revenue strategy,” the minister said.

She stressed that the country’s revenue strategy to improve tax through the Voluntary Assets and Income Declaration Scheme (VAIDS), would lead to a broader tax base and more sustainable revenue for all tiers of government.

Adeosun said: “The Nigerian government is committed to the diversification of the nation’s revenue base. Nigeria’s sole dependence on oil poses enormous challenge on the economy.
“Oil is only 13 per cent of our Gross Domestic Product (GDP) but it represents 70 per cent of government’s revenue, which means if anything happens to oil, it affects everybody.

“The question we need to ask ourselves is: why is the remaining 87 per cent of GDP contributing so little to government’s revenue? If we are able to have those other revenues which are much more stable, predictable and less volatile, then if the oil price goes down, we’ll be able to maintain some level of stability,” the minister stated.

She assured that the federal government would continue to collaborate with state governments as part of its determined efforts to grow the non-oil revenue base, including raising the VAT collection to N100 billion monthly.
The government, she added, would also extend its tax compliance to the private sector as well as intensify efforts to ensure that Ministries, Departments and Agencies (MDAs) are tax- compliant.

The prospective government scribe who said his main responsibility would be to coordinate effective implementation of government policies, advocated the need for emergency declaration to move Nigeria forward from its current state.
According to him, the government had the responsibility to improve the living standard of the people who voted for it as he hailed government’s anchor borrowers’scheme, describing it as a good platform to guarantee food security.


He said Nigerians had huge expectations from the federal government as he canvassed the necessity not to disappoint them, pointing out that the president is focused on his three-point agenda to fight corruption, guarantee security and boost the economy.

“Well, I’ll wait until the oath of office is administered on me. Once that is done, I’ll now begin to take briefings from the office and begin to chart a roadmap. It is always not too fashionable to begin to talk about an office you have never occupied. That will be too presumptuous and I wouldn’t want to do that at the moment.

“I will want to step into the office first. But I have a general picture of where we should be going, and I can assure you that my responsibility is that of coordination and ensuring the implementation of government policies as generated.

“Nigeria is not in lack of information and policy formulation, sometimes, it is the synergy of those policies for the purposes of attaining the goal that has been lacking, and I think those are some of the things that I am going to bring to the office.

“There must be coordination, there must be synergy so that we can have a thrust that can move us forward. We need an emergency acceleration to get out of where we are, and I can assure you that the president is focused on the three-pronged approach to take his government to fight corruption, diversify the economy and also the aspect of security.

“We’ve done so much in the area of security. Even the diversification of the economy so much has been achieved. There are no poor farmers in Nigeria again. Honestly, for anybody that is able. We can deploy our hands and our energy to growing our agriculture.
“I’ve been speaking to some of the governors. They are doing remarkable work with the anchor borrower scheme and other schemes that are coming up. I believe that if we can do that consistently for a number of years, we’ll get out of this quagmire.

“Because a nation that cannot feed itself has a long way to go in terms of institutional and industrial development, so, like I said, I will not be too quick to say what I am going to do in office, but I have a general picture.

“The president has cast the vision, all of us that are appointees of government have the singular responsibility to ensure that we run with that vision. He has made it plain and whichever vision that has been made plain for those that are being charged with responsibilities we are supposed to run with that vision to ensure that at the end of the day, the dividends of democracy is delivered to the people of Nigeria.

“We went round and campaigned and sought their mandate, freely they gave us and it behooves on us charged with responsibilities to ensure that we do not disappoint them. The expectations are great out there. You live with families and you know the expectations of families. You live in communities, you know the expectations of those communities.

“You live in geographical jurisdictions and you know the expectations of those people. But we’ve come at a time when the resources are very lean, in some cases, not available but I believe with prudent management as being put in place by the President, we’ll be able to navigate this very difficult terrain and at the end of the day, every Nigerian will have a smile on his face.

“We are not promising heaven on earth, but we can move our people from this state of squalour in which they are to a state where there will be hope, there will be expectations. And hope does a lot of things because your desire for living for tomorrow is to rekindle back hope. And if there is hope that things will be better, the people of Nigeria are very understanding people and I can assure you that they will continue to give this government the kind of support that will require us to push the nation ahead,” he said.

Hope Democratic party, one of the registered political parties that participated in the 2015 general election has dragged President Muhammadu Buhari, the Attorney General of the Federation, Abubakar Malami (SAN) before a Federal High Court in Abuja, praying for dissolution of the management of the Economic and Financial Crimes Commission (EFCC).
The suit with number FHC/ABJ/CS/1028/2017, is praying for an Order of Mandamus compelling the President and AGF to dissolve without delay the structure of the EFCC and to probe the gross abuse of power and office by some operatives of the anti-graft agency.

Also joined as defendants in the fresh court action are the Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, and two of his operatives, A.I. Arogha and Ukpeni Ewoh said to be at the Port Harcourt Zonal Office of the anti -graft agency.

The grouse of the HDP among others, were that the EFCC as presently constituted is engaging in abuse of power by turning its operatives to agents of war against perceived political opponents.
In the court action instituted by C. U. Ezeukwu on behalf of the party, plaintiff claimed that its presidential candidate in the 2015 general election, Chief Ambrose Albert Owuru, had been allegedly subjected to harassment, intimidation and oppression by two EFCC operatives in Port Harcourt upon his filing a court action against the federal government on the fuel subsidy scam.


The party claimed that the harassment, intimidation and oppression of its National Leader got to the climax when the two EFCC operatives instigated a land speculator to write a damaging petition against Owuru.
Plaintiff further claimed that a criminal charge was preferred against its sponsored presidential candidate and that after several years of failure to secure his conviction in court, the said land speculator, Ikechukwu Eze, swore to an affidavit to deny the content of the petition and sought for the withdrawal of the criminal charge against its national leader.

The party further averred that in spite of the withdrawal of the petition on oath by the alleged land speculator, the two EFCC operatives said to be prosecutors in the matter have resisted the move by the court to strike out the charge.
HDP also contended that rather than facing the reality, the EFCC operatives also instigated a team of special armed robbery Squad SARS to arrest and carry out a search warrant in the house of its national leader in Port Harcourt and that in the end nothing incriminating was found.

The party therefore asked the court to d’être whether by virtue of section 15 (5), 36, 174 seventh schedule of the 1999 constitution and section 355, 109 and 494 of the Administration of Criminal Justice Act 2015 and section 6 and 17 of the EFCC Act 2004 to determine whether the President, AGF and Magu cannot be compelled to discipline, interdict or prosecute the operatives found to be a allegedly engaging in blackmailing, harassing and intimidating innocent Nigerians including Owuru.

The party therefore applied for Order of Mandamus compelling Buhari, Malami and Magu to probe, interdict, dismiss and prosecute the operatives engaging in blackmail of innocent Nigerians including its national leader to frustrate the fight against corruption.
The party also applied for Order of Perpetual Injunction to restrain the defendants, their servants, agents or privies from any further harassment, blackmail and intimidation of its former presidential candidate in the interest of justice and fairness.
Meanwhile, no date has been fixed for hearing of the suit.

Former Head of State, General Abdulsalami Abubakar (rtd) on Tuesday said Nigeria loses $13.7billion annually to the farmers/herders clashes in the country.

Abdusalami also said in 2016 alone, 2,500 were killed while 62,000 were displaced in Kaduna, Benue and Plateau States.
He made these facts known while addressing the opening of a one-day forum on Farmer-Herder relations in Nigeria held at Maizube Farms near Minna, the Niger State capital.

According to him, “With respect to the economic impact, the federal government loses $13.7 billion annually as a result of farmer/herders’ conflicts in Benue, Kaduna, Nasarawa and Plateau States. Averagely, these four states lost up to half (47 percent) of their internally generated revenue (IGR).
“The hidden cause of these conflicts on every sphere of our national life is enormous. It has been estimated that about 2, 500 persons were killed nationwide in 2016.”


The former head of state said it was imperative for governments at all levels to put in place appropriate policies and responses that would guide against reoccurrence of farmers/herders’ clash across the country.

Abdulsalami said the recent crisis in Plateau, Benue and other states that had led to loss of lives, property, displacement of persons and families, untold hardships to communities and individuals affected “is a wake-up call to all relevant stakeholders, states and federal government, legislatures, traditional rulers, civil society organisations, security agencies and communities on the need to address these deadly conflicts that are expanding gradually to other states in the country.
“The current situation is threatening the fragile peace of Nigeria.”

Abdulsalami, however, noted that farmers and herders have had beneficial and cordial relationships with minimal conflict in the past and had also have mechanisms of resolving them without resulting to destructive acts of violence against one another but regretted that “there is a breakdown of communal trust, conflict resolution mechanisms and these conflicts have become deadly.”

He commended the Search for Common Ground for its initiative and for collaborating with the General Abdulsalami Abubakar Institute for Peace and Sustainable Development Studies, expressing optimism that the forum should recommend sustainable solutions to farmers/herders’ clashes in the country.

Project analyst for Search for Common Ground, Bukola Adeleye, in his address, traced the causes of farmers/herders’ clashes to struggle for control of arable land and water in the affected areas, saying the conflicts had little or no relationship with religion and ethnicity.
A communique is expected to be released at the end of the one-day event.

A memorandum of Understanding (MoU) has been signed by a firm, Oldang International Limited, with Chinese companies, Halkoff Logistics and Hornson Development Limited, to produce solar and electric powered vehicles in Nigeria.

Oldang electric and solar powered vehicle is an automobile propelled by one or more electric motors, using electrical energy stored in rechargeable batteries or another energy storage device.

At the signing of the MoU in Lagos yesterday, the Managing Director, Oldang International Limited, Olubunmi Oluwadare, said that the project, which will kick start January next year, could produce up to 150 solar vehicles per day.

The Sokoto State government meanwhile has begun connecting a number of rural households with solar energy.A statement by Mallam Imam Imam, spokesman to Governor Aminu Waziri Tambuwal, said a pilot scheme had already started in Kurdula, Balle town, in Gudu local government area of the state.
The statement quoted the Special Adviser to Tambuwal on Public Private Partnership, Bashir Gidado, as saying the project is a four-party partnership between the state government, the Nigeria Energy Support Project (NESP), GIZ of Germany and GoSolar.
With a target to generate over 50,000 direct and indirect jobs for Nigerians, Oluwadare noted that the project, in its first phase, was projecting sales of up to 100,000 solar and electric vehicles in 2018.
“What we are doing now is that we want the value chain to create employment opportunities, which is very key to what we are doing. The machines are coming from China while the time frame will be three months. What we are trying to do is that the first phase should start immediately, meaning that the other parts, like the battery section and the solar panel section, will start coming. We are likely going to take off by January 2018.
“The first phase will create 550 jobs. Indirectly, it will create 50,000 jobs because we have people that are going to operate the charging stations, the repairs, the dealership, sales and those along the value chain.”
Asked if it would send the popular tricycle operators out of the market, he said: “We are not fighting or competing with anybody. We are looking at how we can reduce emission and fare, which is key. It will also reduce accidents on the road because doors are attached. Definitely and gradually, a lot of people will go for the best option.”
Non-Executive Director of Oldang, Mohammed Dangote, said the project would create change in the transportation system through the use of natural resources and reduced cost of transportation.
“I believe this will show the masses that government is really working to make a safer, cleaner and healthier Nigeria. A project like this will literally open eyes that it is possible to go for change that will not cost a lot of money.”

The Kogi State University, Ayingba has deployed members of the National Youth Service Corps (NYSC) and non-teaching staff to teach first degree courses and supervise students’ projects in the institution.

The acting Chairman of the Academic Staff Union of the Universities (ASUU) of the university, Dr. Aina Daniel, disclosed this at the weekend while addressing journalists in Lokoja.


The action of the university followed the sack of 125 academic staff after the proscription of ASUU activities by the state Governor, Alhaji Yahaya Bello, last July.

Aina noted that it had became imperative to draw the attention of the public to the unethical practices being carried out in the institution where “Unqualified persons such as technologists, NYSC members and other non-teaching staff are being co-opted to teach courses and supervise students’ projects.

“It is pathetic and unfortunate that taking a cursory look at the list of the purportedly sacked lecturers and the courses they teach, the reallocation of such courses and identifying those who are assigned to teach those courses, it is crystal clear that the “one ready to kill has met the one ready to die” while not knowing that there is no one to bury. Stench results.”

According to him, “KSU, Anyigba has degenerated almost beyond the pre- 2005 era. Unethical practices are done with imminent colossal damage in an effort to create the impression that all is well within the system.”

He pointed out that “in several departments, postgraduate programmes have folded up completely and where they exist, they are being handled by unqualified persons; where a number of PhD and Masters Degree Students did their external defenses without the knowledge of their major supervisors. “Also, completed undergraduate projects hitherto supervised by the purportedly sacked lecturers were re-assigned and graded by lecturers who never took part in the supervision; in some instances, the names of the original supervisors were fraudulently removed and replaced with those who were not part of the supervision process. These are clear cases of plagiarism. There is a need to beware!!,” he said.

He alleged that allegations abound that fraudulent activities like sales of lecture materials are rife as a result of the current situation in the university. “In some cases, some ‘lecturers’ reportedly instruct students to browse and download lecture materials without teaching in readiness for their end of semester examinations. There are so many courses still left untaught and this cuts across almost all the departments with far reaching implications on the quality of the University degrees.

“Pitiable is how to describe the current state of our colleagues who decided to fall into irrelevance in our struggle to build the KSU, Anyigba of our dream at this point in time. Of course, this is apart from the demons, monsters and sycophants who are manipulating them for their selfish goals,” he said.

Aina stated that despite its efforts aimed at amicable resolution of the crisis, the Kogi State government has instead resorted to intimidations.

“For the past three months, we were being pushed, pressed, oppressed and persecuted. We were prevailed to absorb all in our stride, hoping that the voice of reason, sanity and legalism will prevail across the strata of our tormentors.”

According to the union, “It is common knowledge that proscription of a trade union is beyond the jurisdiction of a governor, adding that it had given time for this error to be corrected.

Former President of West African Bar Association (WABA), Mr. Femi Falana at the weekend asked the ECOWAS Commission to reject the application of Morocco to become a statutory member of the regional institution.

Falana, a Senior Advocate of Nigeria (SAN), disclosed that by virtue of the ECOWAS Revised Treaty of 1993, ECOWAS was set up purely “to promote co-operation and integration, leading to the establishment of an economic union in West Africa.”


He canvassed these positions in a letter he addressed to the President of ECOWAS Commission, Mr. Marcel de Souza on Friday, pointing out that the regional institution was established to raise the living standards of its peoples, maintain economic stability and foster relations among the member states.

The authority of ECOWAS Heads of State and Government had in principle approved the request of the Kingdom of Morocco to join the regional institution at its 55th Ordinary Session held in Monrovia, Liberia in December 2016.

It, however, had directed the ECOWAS Commission to examine the implications of Morocco’s request within the ambit of the Revised Treaty of ECOWAS and submit its report at the next session that would hold in Lome, Togo in December 2017.

In a five-page letter, Falana noted that the membership of the ECOWAS “is restricted to the states in the West African sub-region and in this regard, the Revised Treaty has defined the “region” as the geographical zone known as West Africa in line with Resolution CM/Res/.464/(XXVI) of the OAU Council of Ministers.”

Falana argued that since Morocco “is not located in West Africa but in North Africa between the Atlantic Ocean and the Mediterranean Sea, it does not satisfy the geographical criterion to be a member state of the ECOWAS.

“In the circumstances, the admission of Morocco will automatically lead to a change of the prerequisites for accession and a comprehensive review of the Revised Treaty and other legal texts of the ECOWAS to reflect the inclusion of the North African country in the economic union,” the senior advocate said.

He cited Article 2(2) of the ECOWAS Revised Treaty, stating that the member states “are the states that ratified the treaty. Any West African state may apply to become a member of the Community, which requires that the applicant be a State in West Africa whose territory is located at least in part on the geographical space of West Africa.

“This requirement can be deduced from the 1975 Treaty, which states that the Members of the Community, hereinafter referred to as “Member States “ shall be the States that ratified the Treaty and such other West African States as may accede to it.

“Morocco is not qualified to accede to the ECOWAS Revised Treaty as it does not satisfy the geographical criterion as “region” in this case means the geographical zone known as West Africa. In the light of the foregoing, it is indubitably clear that the ECOWAS does not stand to benefit economically from the admission of Morocco as a member state of the economic union.

“In addition, the request of Morocco to be a member state of the ECOWAS is at variance with the provisions of the Revised Treaty and the other legal texts of the ECOWAS.”

He, therefore, urged the President of ECOWAS Commission to use his good offices “to prevail on the Authority of Heads of State and Governments of the ECOWAS to reject the illegal request of Morocco to join the economic union. However, it should be pointed out that the rejection of the request for membership is without prejudice to the observer status of Morocco in the ECOWAS.”

Huge outcry of rage have followed a harrowing story of the rape of a 14-year-old girl by a police corporal, Barau Garba; a disturbing situation which has now gone viral in the social media.

In a statement signed by its secretary, Hamisu Gumel, the Ra’ayi Initiative for Human Development, a Non-Governmental Organisation (NGO) which offers humanitarian assistance and undertakes various developmental projects in the society, is seeking the prosecution of Garba for vicious rape.


According to the statement, “Maryam Yusuf, who lives with her parents in Asaba, Delta State, got stranded in Onitsha where her parents sent her on an errand from Asaba on October 14, 2017, after she lost her transport fare. She was approached by the said Corporal Barau Garba from MOPOL 7 Sokoto State, with service number 275601, who was on special duty in Anambra State and attached with Okpoko Police Divisional Headquarters, Onitsha.

“Upon learning about the girl’s predicament, the randy policeman took advantage of her innocence and tricked her into believing he was going to help her. But instead of helping the girl get transport back to Asaba, he took her to a temporary police base, locked her up in his room and raped her repeatedly for six days until her private part ruptured.”

“Maryam’s situation and whereabouts came to the public knowledge after she was able to call her father using her abductor’s cellphone which she snatched when he was fast asleep in the middle of the night. And this led to her rescue from the captivity of the policeman. She was then admitted to a hospital where doctors confirmed she was serially raped and suffered vaginal mutilation.

“While it is appalling that a police officer, who by law is supposed to protect the citizens, would be the one committing such a heinous crime, it is also more irritating to behold that the police authorities are treating the case with kid gloves by refusing to arrest and prosecute the pedophile policeman. The disturbing story currently going round is that the DPO of Okpoko Division is allegedly shielding the accused and making desperate efforts to cover up the case, as he reportedly ‘admonished’ the father of the victim to forgive her rapist since they both are from the same region”, the statement noted.

The NGO added that “this crime and similar ones being committed by men in uniform against the citizens of this country are becoming alarming and setting a dangerous trend where the police, perhaps because of their uniform and the arms they carry, harass, torture and even kill innocent citizens at will and with impunity.

“We urge the Inspector General of Police to immediately order for an investigation of the matter and ensure the culprit is brought to face the wrath of the law, as sweeping the matter under the carpet would not augur well for the already-battered image of the Nigeria Police and that of the country in general.

“We also call on relevant government agencies such as NAPTIP, National Human Rights Commission, and the Federal Ministry of Women Affairs, the various human rights and NGOs in the country as well as the general public to rise to the occasion and ensure that the traumatised Maryam gets justice”, the statement added.

The youth leader of Okpoko ward 6, Chimezie Okoh and three other persons were wounded and are presently receiving treatment at New Hope Hospital, Onitsha as rival Cult groups clash.


Trouble started when Cult members that are majority of the people at the rally started fighting among themselves. Reports have it that thugs loyal to Tony Nwoye and Dozie Ikedife started attacking the rival thugs that came with Hon. Uche Ekwunife and in the process, three people were severely wounded.

Presently, the fate of the wounded persons are not known but it is confirmed that the condition of the youth leader of Okpoko ward 6, Chimezie Okoh is critical.

This delayed the arrival of the Vice President to the arena.

He recounted how as SSG he resolved the issue of multiple taxation in the Timber market by instructing the then Commissioner for Finance to ensure the traders only pay an agreed fee monthly to a government account and are duly issued receipt. He promised to ensure the dualization of the 33 to Otuocha road which the incumbent has since abandoned.

In the same vein, the former Governor of the State Mr. Peter Obi lamented the poor performance of the incumbent listing all he did in his first tenure as governor while challenging the incumbent to show his projects in Onitsha for Ndi Anambra to see.

Mr. Obi narrated how during his handover, he urged Governor Obiano to ensure the dualization of 33 to Otuocha road, completion of Amawbia to Umunya express and Amawbia to Ekwulobia roads, all of which are still untouched till date.
“If he didn't work during his first term knowing he will seek for re-election, you can be sure he will be worse if he gets a second term” he concluded.
Responding, a market leader praised Mr. Obaze for his vision and previous service to the State. He made clear that they will always stand where Peter Obi stands insisting that they are determined to oust the governor from seat. However, he begged the Global Policy Expert to help ensure that the dualization of the 33 to Otuocha road is delivered as he promised as commuters spend over three hours daily navigating the traffic on the road.
He also pleaded that Obaze looks into the relentless harassment and alleged extortion of the police on their customers which has reduced their sales sending many hungry.
