Iranian protesters ransacked and set fire to the Saudi Embassy in Tehran on Saturday after Saudi Arabia executed an outspoken Shiite cleric who had criticized the kingdom’s treatment of its Shiite minority. The cleric, Sheikh Nimr al-Nimr, was among 47 men executed in Saudi Arabia on terrorism-related charges, drawing condemnation from Iran and its allies in the region, and sparking fears that sectarian tensions could rise across the Middle East. Senators and members of the House of Representatives that will constitute the 8th National Assembly and ministers to be appointed by President-elect, Gen. Muhammadu Buhari (retd.), will on assumption of office receive welcome perks amounting to N9bn. The perks of office include the housing allowance which each of the incoming office holder is entitled to receive once a year, the furniture allowance which they are entitled to once in four years and motor vehicle loan which they are entitled to once in their tenure. The perks are some of the non-regular allowances that the political office holders are entitled to as prescribed by the Revenue Mobilisation, Allocation and Fiscal Commission. There are other allowances, both regular and irregular ones, but housing, furniture and motor vehicle are paid at the beginning of the tenure of the office holders to ensure that they settle down appropriately. Housing allowance for the political office holders is 200 per cent of their annual salaries; furniture is 300 per cent and motor vehicle loan is 400 per cent. The eighth National Assembly will be inaugurated by Buhari on June 5 after the expiration of the tenure and dissolution of the 7th National Assembly on the same date. Membership of the eighth National Assembly include 109 senators and 360 members of the House of Representatives elected on the platform of different political parties from across the country. Investigation by one of our correspondents showed that each of the senators would be paid N4, 052,800 on the assumption of office as housing allowance. They will also be paid the same amount every year because the housing allowance is on annual basis. This means that 107 senators will be paid a total of N433, 649,600m as housing allowance annually. The Senate President and the Deputy Senate President are not entitled to this allowance because their own accommodation is to be provided by the Federal Government. Similarly, each member of the House of Representatives will be paid N3, 970,425 as housing allowance on assumption of office. This means that the 358 representatives will be collecting a total of N1, 421,412,150 as housing allowance. Again, the Speaker and Deputy Speaker of the House of Representatives are excluded from this allowance as the Federal Government is to provide their own accommodation. Following the monetisation of entitlements of public officials, the lawmakers lost the right to occupy houses built and maintained by the government. Consequently, the Federal Government sold the houses previously occupied by the lawmakers to them. The principal officers of the National Assembly also benefited from the sale of the houses. As a result, the Federal Capital Territory Administration is at present building new houses for the lawmakers that will emerge as the Senate President, the Deputy Senate President, the Speaker and the Deputy Speaker. For furniture, each of the senators is to get N6, 079,200. The furniture for both the Senate President and his deputy are to be fully provided by the government. This means that 107 senators will get a total of N650, 474,400 as furniture allowance. Furniture allowance is paid once in four years. Each member of the House of Representatives will be paid N5, 955,637.50 as furniture allowance. This means that 358 representatives (excluding the speaker and his deputy) will collect a total of N2, 132,118,225 for furniture. For vehicle, each of the senators is entitled to N8, 105,600 while each representative is entitled to N7, 940,850.50. This means that 107 senators will collect N867, 299,200 for vehicle while 358 representatives will collect N2, 842,824,479 for the same purpose. The allowance for vehicle had been controversial. According to RMAFC, this allowance payable once in four years is a loan for any member that wants. This means that it is repayable. In 2007, each senator had been given the loan to purchase vehicles. Few months after they had received the loan, the current Senate President, David Mark, demanded that the money totalling about N856m should be converted to grants for official cars. Mark made the request in a letter addressed to the Chairman of the Revenue Mobilisation and Fiscal Allocation Commission. In the letter dated November 15, 2007 and titled “Monetisation policy as it affects senators of the Federal Republic of Nigeria,” Mark said the senators were not properly briefed that the money was given to them as loan. He said if senators had known that the money was loan, they would have had the opportunity to exercise the choice of refusal. He therefore requested that the money should be converted to official car allowance although according to the monetisation policy of the Federal Government, only the President of the Senate and his deputy are entitled to official cars. The funding for cars for other lawmakers had been built into their salaries which are paid on monthly basis. RMAFC insisted that the money was a loan and could not be converted to a grant as the lawmakers’ benefits had been monetised. It is not clear how the matter ended as both parties refused to respond to media requests on the issue. On the executive side, each minister that will serve in the cabinet of Buhari is entitled to a housing allowance of N3, 915,160. There are indications that the President-elect will shrink his cabinet by doing away with the ministers of state. However, there is a limit to how far he can reduce the cabinet positions. Constitutionally, each state of the federation must be represented in the cabinet. This leaves him with at least 36 ministers as against the 42 ministers in President Goodluck Jonathan’s administration. Cumulatively, the ministers are to receive N140, 945,760 as housing allowance. Each minister is also entitled to a furniture allowance of N6, 079,200. Cumulatively, this comes to N218, 851,200. Each of them is also entitled to a vehicle loan of N7, 830,320. This comes to a total of N281, 891,520. When put together, the housing, furniture and vehicle allowances payable to the lawmakers and ministers will amount to about N7.3bn. The remaining N1.7bn will cater for other perks of office such as motor vehicle maintenance, fuelling, and others. Apart from these irregular allowances, there are other regular perks of office that are paid to lawmakers on a monthly basis. These include motor vehicle maintenance and fuelling. This is pegged at 75 per cent of their monthly salary. Others are personal assistant, 25 per cent; domestic staff, 75 per cent; entertainment, 30 per cent; utilities, 30 per cent; newspapers/periodicals, 15 per cent; wardrobe, 25 per cent; house maintenance, five per cent; and constituency, 250 per cent. There are other entitlements that they do not receive direct payments for but are provided and paid for by the government. These are special assistants, security and legislative aides. What this means is that those engaged in these capacities are paid directly by the government as the allowances cannot be claimed by political office holders. These allowances apply to senators and members of the House of Representatives. Medical expenses are also borne by the government when they have need for them. The lawmakers are also entitled to tour duty allowance, estacode (when they travel) and recess allowances. For a senator, the tour duty allowance is N37, 000 per night; the estacode is $950 per night and the recess allowance is 10 per cent of their annual salary. For a member of the House of Representatives, the tour duty allowance is N35, 000 per night; the estacode is $900 per night and the recess allowance is 10 per cent of their annual salary. The allowances for ministers vary slightly from those of the lawmakers. The allowances of the ministers include motor vehicle fuelling and maintenance – 75 per cent of their salaries. Others are personal assistant, 25 per cent; domestic staff, 75 per cent; entertainment, 45 per cent; utilities, 30 per cent; monitoring, 20 per cent and newspapers/periodicals, 15 per cent. Their security personnel, medicals and special assistants are also provided. The tour duty allowance is N35, 000 per night; the estacode is $900 per night and the leave allowance is 10 per cent of their annual salary. Special Advisers and Special Assistants to the President to be appointed by the president are also entitled to housing and furniture allowances, special allowances and motor vehicle loan but it is not certain how many of these advisers Buhari is going to appoint. The housing allowance of a special adviser is N3, 885,750; furniture – N5, 828,625; motor vehicle loan N7, 771,500. The regular allowances of a special adviser include motor vehicle fuelling and maintenance – 75 per cent of their salaries; personal assistant – 25 per cent; domestic staff – 75 per cent; entertainment – 45 per cent; utilities – 30 per cent; and newspapers/periodicals – 15 per cent. Again, their security personnel, medicals and special assistants are also provided for. The tour duty allowance is N25, 000 per night; the estacode is $800 per night and the leave allowance is 10 per cent of their annual salary. Severance allowance is paid to each of the office holders at the end of their tenure in government. Our correspondents had reported that President Goodluck Jonathan, Vice-President Namadi Sambo, non-returning federal lawmakers, ministers and aides to the President will collect N3.24bn as severance allowance. Although political office holders in the country are among the highest paid government officials in the world, our correspondents also reported that the worry of many Nigerians is not what they earn officially but what accrues to them through self-appropriation and corruption. |
The Peoples Democratic Party has said it will challenge the outcome of the March 28 presidential election. The Independent National Electoral Commission, through its Chairman and Chief Returning Officer, Prof. Attahiru Jega, on Wednesday morning, declared Maj. Gen. Muhammadu Buhari(retd.) of the All Progressives Congress as the winner of the election. The PDP through its agent at the National Collation Centre in Abuja on Wednesday, when the final result was declared, had refused to sign the result sheet despite its candidate, President Goodluck Jonathan, having earlier conceded defeat. The agent of the PDP, Bello Fadile, who was in attendance when parties were being called upon to sign the result sheet, told journalists shortly after the result was declared that the party was not satisfied with the outcome of the election and had decided to challenge it at the election tribunal. “Whether I sign it (the result sheet) or I don’t sign it, does not make any difference. It doesn’t invalidate the result. When we go to court, then we can challenge the result,” Fadile said. When asked to confirm if the PDP will challenge the result at the presidential election petitions tribunal, Fadile added, “Sure! The party petitioned. Don’t forget. So the party will follow through the petition. There are rules for this. The law is there. “The result was declared on the 1st of April, I think. We will follow the due process. Like the president (Jonathan) said, ‘If you have any grievances, follow due process and the due process in this instance is to go to the tribunal.” |
By Evelyn Usman Lagos —Lagos State Police Command has arrested a 26-year-old pregnant woman who allegedly stabbed her husband to death during a quarrel over who would emerge winner between the Peoples Democratic Party and All Progressives Congress, APC presidential candidates, while voting was on- going , weekend, at Ejigbo area of the state. The scene The incident, which threw the densely populated area into disarray, occurred at about 12noon inside the couple’s one room apartment at 81 Military zone junction. There were different accounts on how tragedy struck. A version of the account said the couple had divergent views on their choice of presidential candidates. While the husband was said to have decided to vote for the PDP, his wife, simply called Onyiyechi, reportedly chose to vote for the presidential candidate of the APC. An argument which degenerated into a fight over whose choice would hold sway reportedly ensued between them. In the process, Onyiyechi allegedly stabbed her husband with a kitchen knife in the chest region. Another version said the deceased, whose identity could not be immediately ascertained, told his pregnant wife to take the okro she was grating inside the room, to the veranda which also served as kitchen , an instruction she reportedly disobeyed, following which an argument which led to a fight occurred. Visit to the scene When Vanguard visited the scene of the incident yesterday, the couple’s apartment was under lock . Their neighbours however described the suspect as an amicable person who had never quarreled with anyone since she moved into the building. One of the tenants who spoke on condition of anonymity told Vanguard that they did not witness how the suspect allegedly stabbed her husband. But he explained that : “ We were all outside waiting to vote when Onyiyechi rushed out, shouting for help. Out of curiosity, we all ran inside, only to discover blood all over the ground, on entering their apartment. ”On closer observation, we noticed that the blood was from her husband chest region. We met him on the ground. Before we could rush him to the hospital, he gave up the ghost. Perhaps, he would have survived the attack had Onyiyechi called for help early. From all indication, it was clear that she attempted to manage the situation immediately the incident occurred. It was when she discovered that the situation had overwhelmed her that she raised alarm. ”I do not know the name of her husband. We only know that of his wife, who we fondly call Onyiyechi. The irony of this matter is that she is not cantankerous. ”She has never beaten a little child, let alone to fight with any neighbor. Again on that day, we saw both of them together. They were seen sitting outside, one hour before the incident occurred. Policemen from Ejigbo later came to remove the corpse to the Isolo morgue”. |

Gen Muhammadu Buhari (retd.), has said the campaign by his opponents regarding the status of his secondary school education, is borne out of mischief. Speaking in Kano on Wednesday on the controversy, which has suggested that Buhari might not have sat the West African School Certificate Examination as he claimed, having failed to tender the results, the APC flag bearer said he sat the Cambridge University/WASCE in 1961 and graduated in Second Division. Buhari, a former Head of State, said, “I attended Provincial Secondary School, Kaduna, now Government College, Kaduna, and sat the University of Cambridge/WASCE in 1961, the year we graduated, alongside (now the late) Shehu Musa Yar’Adua (Chief of General Staff under Gen Olusegun Obasanjo as Head of State) and Justice Umar Abdullahi, a former President of Court of Appeal . My examination number is 8202220.” He added that he had requested his old school, Government College, Kaduna, to make available his result. Buhari said the controversy was the outcome of his vow to tackle unemployment, insecurity and corruption, accusing the Federal Government of employing every weapon in order to stay in power. When the controversy over Buhari’s qualification gathered momentum, Laleye told The PUNCH during an exclusive interview which was published on January 4, 2015, that the military authorities were ready to release credentials and certificates in its custody to serving and retired officers in need of them. He said that the procedure for the retrieval or collection of the certificates was known to all serving or retired officers of the military. On Tuesday, Laleye said that military records showed that Buhari applied to join the Army on October 18, 1961. . The Army spokesman explained that it was the tradition of the Army to ensure that a selection board was set up to verify the original credentials of candidates shortlisted for commissioning. Laleye said that records did not show that the process was followed . However, he said that the entry made for documentation by Buhari on Form 199A indicated that he had credit in English Language, Geography, History, Health Science, Hausa and a Pass in English Literature. He said, “The media hype on Maj. Gen. Buhari’s credentials as well as the numerous requests made by individuals and corporate bodies to the Army on this issue have necessitated that we provide the facts as contained in the retired senior officer’s service record. “Records available indicate that Maj. Gen. Buhari applied to join the military as a form six student of the Provincial Secondary School, Katsina on 18 October 1961. “His application was duly endorsed by the principal of the school, who also wrote a report on him and recommended him suitable for military commission. “It is a practice in the Army that before candidates are shortlisted for commissioning into the officers’ cadre of the service; the selection board verifies the original copies of credentials that are presented. However, there is no available record to show that this process was followed in the 1960s. “Nevertheless, the entry made on Form 199A at the point of documentation after commission as an officer indicated that the former Head of State obtained the WASC in 1961 with credits in relevant subjects. “Neither the original certified true copy nor the statement of result of Maj. Gen. Buhari’s WASC result is in his personal file. “I hope this explanation will put to rest, the raging controversy surrounding the secondary school credentials of Maj. Gen. Buhari as it affects the Nigerian Army.” Although the Army authorities did not allow journalists to have copies of the documents filed by the former Head of State for his commissioning as an officer, they created an opportunity for the documents to be sighted The Principal of the school, in recommending Buhari for commissioning as an officer, said “I recommend him for military commissioning; I consider that Mohammadu Buhari will pass the West Africa School Certificate in English, Maths and three other subjects. Laleye said that the Army holds Buhari, who rose to the enviable rank of Maj. Gen, and was Head of State of the country, in high esteem and would not be party to the controversy over “his eligibility for any political office.” However, the APC in a statement by its National Publicity Secretary, Alhaji Lai Mohammed, urged the Peoples Democratic Party not to compromise the army in the name of giving President Goodluck Jonathan an unfair advantage ahead of the February 14 presidential poll. The APC said compromising the army could backfire. It said the military, as a symbol of national unity, must beware of those seeking to use it to achieve selfish and divisive ends. The party said it found it funny that the army spokesman had told The PUNCH in a publication on January 4, 2015 that it had the certificates of all serving and retired officers only to deny having Buhari’s credentials two weeks later. It said, ‘‘In an interview with The Punch on January 4, 2015, Brig.-Gen. Olaleye said, ‘Every serving and retired Army officer has at least a copy of his certificates and credentials kept in the Nigerian Army while that same serving and retired officer has copies of those same certificates and credentials’ ‘‘Is Brig.-Gen. Olaleye now saying that he did not make that statement? If he did, what has happened between then and now to make him to recant? It will be interesting to know what has transpired between then and now.” The APC added, ‘’Is he (Olaleye) now saying that all those who were commissioned into the officer cadres in the 1960s did not have their certificates verified? Does this not confirm what we said that in trying to destroy Maj. Gen. Buhari, the PDP and the Jonathan administration will end up destroying the army as an institution? Or is it only Maj. Gen. Buhari that was commissioned into the army in the 1960s.” The APC argued that even if the army did not have Buhari’s certificates, he (Buhari) “is still very qualified to run for the country’s highest office, as stipulated by the 1999 Constitution.” The party said since Olaleye had now confirmed that the form Buhari filed contained his Secondary School Certificate results, there was no scintilla of doubt about his qualification to run for President as stipulated by the constitution. It added, ‘‘We know that the PDP and the Jonathan administration have constituted themselves into a court of law and will like nothing more than the disqualification of our candidate so they that will face no challenge in next month’s election.’’ Also, the Director, Media and Information Management Directorate of Buhari Support Organisation, Chidia Maduekwe, said the issue of Buhari’s certificate was inconsequential. He said, “INEC has said it and I am saying it again, if anybody has doubts about the general’s credentials, the person should go to court. “What the constitution says is that a person seeking for the office of President should be educated up to the level of school certificate and there is evidence that the general was in school up till form six, his school principal attested to this, he joined the army and rose to the peak.” |
