Chief-in-council was praticised in the by an Emir where he was not obliged 2 accept d decisions made by d council, the council was just an advisory body while Chief-and-council was where d Emir could not oppose d decision made by 2/3 of the council, he had no veto powers. Is my textbook wrong?
