The Defence Headquarters has said Operation
Positive Identification, which began on Friday (today ), is
meant to flush out “foreign combatants infiltrating our
borders and conducting attacks.”
The acting Director, Defence Information , Colonel
Onyema Nwachukwu, in an interview with NewsToday in
Abuja on Thursday, said the exercise would focus mainly
on bandits and criminal elements.
Nwachukwu said this just as a human rights lawyer , Mr
Femi Falana (SAN ), sued the Nigerian Army , its Chief of
Army Staff and the Attorney - General of the Federation ,
praying for an order stopping the Operation Positive
Identification by the army.
But the Chief of Army Staff , Let- Gen Tukur Buratai, who
appeared before the House of Representatives Committee
on the Army, defended the operation, saying any means of
identification would be accepted during the
exercise .
Early in September , the Nigerian Army had said that it
would embark on Operation Positive Identification. On
September 25 , the Nigerian Army, in a statement by the
acting Director of Army Public Relations , Col Sagir Musa,
said the
operation would be extended nationwide to “check out for
bandits, kidnappers, armed robbers , ethnic militia, cattle
rustlers as well as other sundry criminals across the
various regions of Nigeria.”
The acting Director , Defence Information , Colonel
Onyema Nwachukwu, in the interview with one of our
correspondents, noted that the operation was to fish out
foreign attackers, bandits and fighters.
Defending the exercise , the acting director of defence
information said the operation was first conducted in the
North - East.
According to him, Operation Room Assessment,
which the military conducted in the North-East
after Operation Positive Identification , led to the arrest of
top Boko Haram commanders.
He said this made the military to see the need to
extend the OPI to other regions.
He said , “Operation Positive Identification was
first of all conducted in the North - East of
Nigeria. What actually led to that operation was because
there were sleeper cells of the Boko Haram and the
Islamic State West African Province members that
infiltrated the populace.
“For instance, during one of the combat operations with
the insurgents, the military found a brand new mobile
phone on a dead terrorist and also the receipt of the
phone which had just been obtained from a market.
This means that he had bought that phone and had been
in town just days before he returned to the forests to meet
the terrorist commanders.
So , such instances give us the intelligence that
the Boko Haram members infiltrate the towns
in the North - East.
“ So it was a successful operation in the North -
East as several Boko Haram commanders and
members were arrested and many weapons recovered.
That operation was not all about the
army; other services of the military and other
security agencies partook in it.
“We adjudged the operation as successful in the
North-East and it was decided that such operation should
be extended to other theatres of operation such as the
North-West and North-Central, where we have had issues
of foreign combatants infiltrating our borders and
encroaching on our country and conducting attacks on
Nigerians who live on the fringes of these borders.
“We have had encounters with these infiltrations through
forests in Zamfara, Sokoto and others being used as
enclaves in the North-West. So we decided to extend the
operation to other regions so as to address these cross-
border criminals .

FG Shares Sani Abacha's Loot Worth North Of $103.64m To The Poor

Special Adviser to the President on Social Investments, Mrs Maryam Uwais , has said that
the Federal Government has been channelling
the recovered Abacha loot and the International Development Association /World Bank credit towards programmes and policies designed to address the needs of the poor and vulnerable Nigerians.

She said this while addressing the media on Monday at the training on illicit funds , the Presidential aide said from August 2018 to October payment cycle , the total amount disbursed from the Abacha loot was $ 76,538,530 and $ 27,099,028 from the IDA credit.

Mrs Uwais , who said the funds , which were
specifically being disbursed to beneficiaries of
the National Cash Transfer Programme, a component of the National Social Investment
Programme , noted that the gesture was positively changing the fortune of many Nigerians.


She said the decision to distribute the Abacha
loot and the IDA funds to poor and vulnerable
Nigerians , who were mined from a National
Social Register , collated by the National Social
Safety Net Coordinating Office, was reached by
the Swiss government , the World Bank and the
Federal Government.


This , she said , would help to ensure that the
funds were well utilised and not diverted to private pockets , as was the case in the past .
“ In December 2014 , a Swiss judge gave a
forfeiture order to the effect that the money
( $322.5m ) recovered from the family of late
General Abacha would be returned to Nigeria ,
one of the conditions being that the World Bank
would be involved in monitoring disbursements
there from.

Presumably , this was as a consequence to the
opaqueness that surrounded the application of
recovered funds , ” Uwais said.

She also added that efforts to tackle poverty in Nigeriamust also take into consideration the basic and peculiar needs of the people.


The Presidential aide expressed regret that
there were millions of Nigerian citizens who
had never felt the presence of government in
their lives , adding many of them had continued
to struggle to eat one meal a day.


Uwais listed key achievements of the Cash
Transfer Programme funded with the Abacha
loot and IDA loan facility to include enrolment
and payment of 620, 947 beneficiaries across 29
states.

Arsenal have completed the signing of Dani Ceballos on a one-year loan deal from Real Madrid.

Arsenal have now won it, bringing in Ceballos on a season-long loan despite interest from Tottenham. He becomes their first major signing of the summer

The 22-year-old midfielder will take the club’s No 8 shirt after becoming Arsenal’s second signing of the summer following the arrival of winger Gabriel Martinelli earlier in the window.

Fans Scope understands Tottenham also showed an interest in a deal for Ceballos, who says he opted to join the Gunners because of the draw of working with Arsenal’s Spanish manager Unai Emery.

“I knew I had the confidence of the coach, which was very important for me from the start,” he told the club’s website.

“I was aware of the responsibility that wearing this shirt entails and it was a tremendously proud moment when I decided to join Arsenal.

“The coach was the turning point in terms of me joining this massive club. He’s a Spanish coach and he knows me from my time at other clubs. I’m really happy to be able to help Arsenal achieve our objectives.

“He’s a very tactical coach and I think that’s going to really help me to perfect my positioning. I think we’re both going to try our best to make me a better player.”

Emery said he is delighted to add a player with technical and creative ability into his squad ahead of the 2019/20 season.

“We’re excited to see Dani join us. He is a talented player with big technical ability, creativity and precision,” he said.

Ceballos says Arsenal’s right-back Hector Bellerin played a part in convincing him to move to north London.

“I get on really well with Hector away from football, on a personal level. I told him I was thinking of joining and he told me not to think twice because this is a great city and a great club and that I was going to have a great time.

“I can’t wait to see him and say thanks for his help in getting me here.

“I have the coach – who is Spanish – and Hector, which will help me get used to life in London. I need to get used to what the club expects of me and adapt as quickly as possible because that will be vital if I’m to be successful at this club.”
