Massive is when all regions are linked properly enabling cross regional trading supporting industry/Agric as well as efficient movement of people!

Connecting all regions is cost effective, remember when they talked about railroad from port harcourt to maiduguri costing a whooping 12billion dollars, where will they get such funds from?
