@Spider, architect/engr's professional fees can never be more than the cost of a project(5-10% defines it all depending on job description).And it can never be an overkill when one seek advice from professionals,because any mistake done during construction may cost 2times or more of the actual cost to fix, and in some cases it becomes a monster one have to tolerate throughout the lifespan of the building. Consultation is what am looking at here.
For instance,the so called mix ratio above, 3:1:1, I guess he is talking about 1:1:3 mix ratio, which is very high & expensive(cost effectiveness is almost zero).So,how much do u think consulting me for proper mix ratio will cost him@spider?!!
